I. OVERVIEW
A. Project Summary
The Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA) is developing an Integrated Approach for Native Pollinator Habitat in Roadside Revegetation. This undertaking is a result of a pollinator summit for state DOT’s held in December 2015, led by the Secretary’s Office and White House Office of Science & Technology, for improving pollinator habitat for roadsides.
B. Project Team: Roles & Responsibilities
The project includes a multi‐disciplinary, multi‐agency team that will be coordinated by the Project Manager:

II. DELIVERY APPROACH & MAJOR TASKS
The intent of the final report is to support two key objectives in the National pollinator and native seed strategies through expanding upon and improving existing resources, and developing pollinator‐friendly practices:
1) Develop a National strategy for pollinator health2) Create a National seed strategy for rehabilitation and restoration of the Nation’s roadsides
The reports will be developed in two phases, with specific focus of each phase described below:

Native Pollinator Habitat in Roadside Revegetation
The Work Plan includes eleven tasks with specific deliverables.
Task 1: Project Administration and CoordinationAdministration of the project will be jointly addressed by Amit Armstrong, Matt Horning and Robin Christians for their respective organizations. Formal notes will be prepared for milestone meetings, and key points from interim meetings will be summarized via email to the project team.
A bi‐weekly, team coordination meeting with a meeting agenda will be held with the Core Project Team, and will occasionally include other supporting team members as require
An online, virtual collaboration website (ProjectSolve) was set up with logins for all project team members for sharing resources and developing draft content versions.
Task 2: Work Plan DevelopmentA project kickoff meeting was held in Vancouver, WA May 9‐10 at the WFLHD offices to:
a. define overall project drivers and requirements;b. establish level of effort for Version 1.1 and Version1.2 report deliverables (end products);c. develop critical path milestones and a schedule (timeline);d. clarify individual core project team roles and responsibilities (specific assignments); ande. foster a multi‐disciplinary, collaborative team

Task 3: Version 1.1 Draft for Integrated Approach for Native Pollinator Habitat in Roadside RevegetationThe draft report on Integrated Approach for Native Pollinators Habitat in Roadside Revegetation will be a compilation of all available literature on successfully establishing native pollinator habitat on roadsides. The report will be generated by augmenting pollinator‐related information to the existing Integrated Approach for Roadside Revegetation Using Native Plants (2007). Development of the v1.1 report will include the following components and deliverables:

The project team will prepare a formal response to individual comments/questions resulting from the technical review of the draft report, which will include appropriate documentation supporting either no change or change.
Task 5: Version 1.1 Final Report for Integrated Approach for Native Pollinator Habitat in Roadside RevegetationBased on majority acceptance by the Technical Review Committee to project team responses to review comments, the draft v1.1 report will be updated and prepared for final delivery. The final format will be an InDesign‐formatted document with relevant graphics, tables and figures, following FHWA protocols for technical documents. The document will be formatted to facilitate conversion into PDF and HTML formats.
Task 6: Version 1.2 Draft Report for Integrated Approach for Native Pollinator Habitat in Roadside RevegetationThe second draft report on Integrated Approach for Native Pollinators Habitat in Roadside Revegetation will be an expansion of the literature review and further augmentation of pollinator‐related information to the existing Integrated Approach for Roadside Revegetation Using Native Plants (2007). The specific focus of v1.2 updates is technologies for implementation and monitoring, and seed propagation. Development of the v1.2 report will include the following components:

Existing manual An Integrated Approach to Building Native Plants is the best resource out there (started in 2003 and published in 2007) but there is need to broaden scope to include pollinators and generate a broader agency‐wide document that expands audience for document. Broaden for entire US (original guide focused on Western US). Major update that starts with “outside” in version 1.1 and then focuses on “inside” in version 1.2.

A White House meeting took place the week of May 2 (BLM, FS, FWS) led by the Office of Science & Technology Policy and determined native species are best, but queried “what if native species are not available?” What is the second best option if native seeds are not available, what is the next best thing we can do?
There is a time‐sensitive delivery for this update driven by the outgoing administration’s request for a delivery before they depart.
Native seeds in general are not available on a large scale. How do we create seed storage – a seed warehouse? What are the workhorse species for each zone (level three species).
Administration needs something tangible to demonstrate accomplishments (e.g., a dozen work horse species). Strong focus on mid‐west (Monarch butterfly).

Original guide focused on Federal Lands (National Park Service most rigorous approach and handles their own revegetation) and not written for county level. Also looked at practices that Federal Lands does (so, not much mowing or weed control because there is no budget).

Still to be determined is where/how to maintain GIS layer.
Looking at plant species and their characteristics (e.g., work horse or pollinator or soil stabilizer) is a significant effort when dealing with thousands of species. Identifying pollinator aspects is the simplest portion (Xerces Society has numerous documents with this data).

ATTACHMENT DGIS NATIVE POLLINATOR‐FRIENDLY PLANT SPECIES MAP

BackgroundNationwide, there are insufficient seeds and native plants available. A strong marketplace for native materials is needed, but is contingent on identifying a small subset of species that can be reproduced profitably, and which can remain native to the broadest extent possible. The efforts of this program are to provide a small list of native plants for which the Administration can encourage large‐scale production.
ObjectivesBase map with data layers for state boundaries and EPA Level III ecoregions:1. Identify plant species native to each ecoregion2. From the native plant lists, identify which are pollinator‐friendly plants3. Identify which native plants (both pollinator and non‐pollinator) can be used as ‘workhorse’ species
(largest extent in the region that can be easily grown/harvested easily)4. Provide a ‘pick list’ of plants for practitioners working on roadside revegetation
Note: the focus should be on key pollinators (Honeybees and Monarch butterflies) and only a high level of detail is needed (e.g., food, shelter).
Map FunctionWhen a map location is selected, a pop‐up window will display list of pollinator‐friendly species that are native to that area (by ecoregion) that can create a pollinator habitat for planting (e.g., grass‐shrub‐forb‐tree species).
AttributesAttributes for pollinator‐friendly species will be mapped to specific native, pollinator‐friendly plants.
1. Engineering Attributes (e.g., slope stabilization, fast growing, drought/salt tolerant, etc.)2. Pollinator Function Attributes (i.e., nesting, eating, resting, etc.)
Xerces Society will provide key support.
Data CollectionTwo databases will manage key data sets (plant species distribution, attributes). Data will be compiled by Level III ecoregions, and mapped to attributes. Unique GIS identifiers will allow for seamless integration into GIS of an external database, as needed (for distribution data).
Note: FHWA plant lists are by State and lengthy, but State can be disregarded with focus on plant lists for map objectives.
