Recommendation of the Deetman Commission:
"Establish a recognizable, visible and accessible reporting agency that operates as a helpdesk (zero-line care) for victims of sexual abuse. Victims must be referred to appropriate help or be brought into contact with other victims or in accordance with a protocol determined by all parties involved in the agency. The agency must be linked to the existing nationwide infrastructure of mental healthcare in the Netherlands."

Victims of sexual abuse in:

*psychiatric institutions
*hospitals (medical or other staff)
*concentration camps in WW II (Indonesia)
*taxi or bus drivers (e.g. handicapped children)
*Youth sports clubs, youth camps
*other than roman-catholic churches

*It is not a copy of something that already exists
*It is not the Helpline that replaces all other
helplines
*It is the Helpline that fills existing gaps
*It is the 'safety net' if you
- don't know which organisation to turn to
- don't want to contact the organisation that is
designed for your problem

*Hotline means:
call, tell your problem, we'll register it,
nothing further happens
*Helpline means:
call or e-mail, tell your problem, together we
try to define your needs, we connect you to
the right organisation or send someone to sort
things out face-to-face
