Honorable Minister Coleman:RE: Establishin a Community Well Bein Center for Fraser Valiev & SurreyThe purpose of this Letter is to submit our pro osal of establishing a Community Well BeingCenter for the Fraser valley and Surrey as well as respectfully request your financial support.We are proposing social responsible progra under, the New Horizons Village Society (NHVS), a non-profit organization incor orated under the British Columbia Society Act,co prising a group of individuals dedicated to building strong and vibrant communities in theFraser Valley.Fraser Valley and Surrey represent a vibrant region in BC that is fastest growing in the nation.Ho ever, it faces an challenges. On one hand it has rapidly rising aging population thathas severe shortages of subsidized seniors* housing and on the other hand there are growingnu ber of youth getting addicted to drugs, violence and gang lifestyle. Seniors there is severeshortages of subsidized seniors housing and the proble is beco ing more prudent due togrowing number of aging seniors' tenants who can no longer function totally independently.Amongst the youth there are perceptible signs of increased involvement in criminal activitieswhile ith senior's despondenc and a sense of isolation has increasingly impinged on theirwellbeing. Seniors and youth are t o end of community fabric that plays a key role in buildingthe society.The goal of the NH S is to have an integrated approach by connecting the seniors and youthof Fraser valley, irrespective of their cultural, religious or ethnic background to promote health,safety, wellness, art and education. Our goal is to allow seniors' to age at home, in familiarsurroundings, with necessary daily life components, rather than move to a long-ter carefacility. This way rare for older people can be shifted from out of institutions and back into thecommunity. Besides having and affordability housing for seniors, we also ant to ha e asenior and Youth) Health and Wellness Center.NH S mantra is Elders can be young and youth can be responsible", by promoting elder'sgood physical and mental health which Is ey to their wellness and on the other handdelivering programs that encourage youths to stay away from drugs, crime & gangs and

NHVS, SAY (seniors to youth) wellness is to be structuredas an integrated program, where besides Individual wellness, seniors can also play a rolemodels and entors to youth. NHVS belie es co munity ellbeing requires adopting a multi¬faceted approach for both senior s and youth's (SAY) physical and mental wellness.Experience ga ered through collective grassroots activism over the years, provides a lensthrough hich challenges currently co fronting die Surrey can be defined.Follo ing are some of the NHVS s offerings.

Seniors Affordable Housing: Meeting the needs of affordable housing for low-incomeseniors ho can no longer function entirely independently due to declining alt . Notonly it will benefit lo -income seniors with health impairments o require assistancewith daily activities, but also pro ide an environment consisting of social, health,physical, spiritual and other necessary components, to handle day-to-day challengesof seniors.

° SAY (Senior and Youth) Health and Wellness Center Health is the ‘art of ell ess .Good healt , hysical and mental, is essential for appiness, hich in tu have apositive impact in the soci ty and people around-it, throug awareness, inspiration andsupporting program to stay away fro negativity of society and creating role modelsfor future generations. Foliowing are examples of only some of t e programs thatwoul help in this directions.

o Seniors Aging Awareness, Sensitivity and Self-Confi ence Program:Community senior awareness and sensitivity cam aign to fight against agediscrimination and the perception that seniors are not important.

o Intergenerational Programs - Senior Helping Youth: IntergeneraGonalprograms that engages seniors acting as mentor, tutors and role models foryouths.

o Youth Drug an Crime revention: Working with various partners romotingawareness and placing program to prevent out participation in drags andcrime.

o Depression and Re ab Programs.

o Inspirational Pro rams: Inspiration programs or all ages to create a positiveoutloo to ards life.

o Sports and Recreational: To promote acti e life style for bot seniors andyout .

o Community Events: Connecting people throug various cultural awarenessprograms and events.

o Special Programs - Such as de ad iction centers, elderly abuse preventionprograms

NHVS would work with t e existing organizations with respect to the above programs as well as toachieve its broader goals. These inclu e City of Surrey, School District 36, Surrey Arts & Heritagesociety, Surrey RCMP, Kwantlen Polytechnic, SFU, UBC and the Fraser Health Authority. In addition,NHVS ill particularly focus on programs & services to contribute to housing and housing options tomeet special needs for Seniors within an affordability context.

Honorable Minister, we have had ositive and encouraging dialog and discussions with the Cit ofSur e regarding the NH S integrated progra and offering. City of Surrey, is very supporti e of ourinteg ated approach of seniors and youth and discusse potential sites for the NHVS.

We no respectfully request your support for a grant of $200,000.00 to undertake feasibility analysisincluding preparation of Business Plan. We are hopeful of recei in a prompt and favorableresponse.
