An independent analy-sis of the Capital Regional District’s sewage treatment project shows that delays will only cost taxpayers more money, says the CRD’s sewage committee chair.

The CRD’s Seaterra proj-ect is already $50 million over budget – at $830 million – due to inflation and is set to rise further, according to a new report from the Cana-dian Taxpayers Federation.

But stakeholders say the report only makes a stronger case to move forward with construction as quickly as possible.

“Seaterra has stressed very strongly that delay means greater costs,” said Geoff Young, chair of the CRD’s core area liquid waste management committee. “Postponing the project and having construction costs increase means the (one-third) fixed contribution of

the provincial government will be worth less and less the longer we wait.”

Last year, an arms-length commission was estab-lished to oversee Seaterra and ensure the project stays within its $783-million bud-get.

Video series from climate science institute promotes understanding of the issues

Understanding what is causing climate change is one thing. Know-ing what actions to take to halt that phenomenon, or even reverse it, is quite another.

The latest instalment in an online video series produced by University of Victoria-based Pacific Institute of Climate Solutions, released last week, offers real-world solutions to address the problem head-on.

While one of the program’s loftier goals is to provide tools for reducing greenhouse gas emissions to gov-ernment policymakers worldwide, the scientists who wrote it aimed for it to be accessible to anyone looking to improve their knowledge of what is happening and what they can do about it.

“With our first course, we strictly avoided scientific jargon,” Institute executive director Tom Pederson said. “That’s really important. You want the public to understand the concepts, so you have to put it in language that is accessible to any-one interested in the topic.”

That 2011 program, titled Climate Insights, is a 13-part series of short videos culminating with the optimis-tically named, What YOU Can Do About Climate Change.

“The trick is to not look at it as this huge undertaking that is beyond the reach of individuals or households,” Pederson said.

The Institute, which includes cli-mate scientists at B.C.’s four larg-est universities, has introduced a multi-unit, two-and-a-half hour sec-tion entitled ‘Mitigation Needs and Action,’ and ‘Government Tools and Initiatives, Part I and II.’ The first is aimed at a general audience, from individuals to educators at all levels. The second targets policy-makers and civil servants –  B.C.’s government is encouraging each of its 28,000 civil servants to take the online course.

The initial videos were designed to lay out the seriousness of global climate change, but the point of the

new releases is to give people hope for a positive future, not scare them, Pederson said.

“We’ve told them that we have an unprecedented problem, but we can fix this, and here’s how, then we lay out the steps to take action. Then the challenge will be for people to start asking their politicians, ‘Why aren’t you doing these things?’”

The Institute’s peer-reviewed vid-eos are being viewed by people in dozens of countries, said commu-nications officer Robyn Meyer. A component titled Climate Science Basics, also available on the Insti-tute’s website, has been translated

into Finnish, German and even Chi-nese.

“The value of it is there has been misinformation out there about cli-mate change and this is an opportu-nity for people to inform themselves in a way that is understandable,” she said.

A good primer for newcomers to the issue, she said, is a piece called Clear the Air, which refutes com-mon misconceptions and myths about climate change.

Two City of Victoria parks are getting play-ground makeovers this year to meet national safety guidelines, and city staff want your input.

Alexander Park on Bay Street between Fernwood Road and Oregon Avenue, and Hollywood Park on Fairfield Road between St. Charles and Earle streets, will both be upgraded.

Residents are invited to two open houses to suggest park improve-ments, ask questions and take a short sur-vey.

The Alexander Park open house takes place Feb. 19 from 3 to 7 p.m. at Fernwood Community Centre, 1240 Gladstone Ave. The Hollywood Park open house is Feb. 25, from 5 to 8 p.m. at Margaret Jenkins Elementary school, 1824 Fairfield Rd., in the library.

Council wants sayin pipeline talks

Victoria city council is applying for official intervenor status dur-ing the Kinder Morgan Trans Mountain Pipe-line Expansion Project hearings.

Council unanimously passed a resolution Jan. 30 to apply for intervenor status for the Edmonton-to-Burnaby pipeline proj-ect. If approved, the twinned pipeline would increase oil tanker traf-fic in the Strait of Juan de Fuca from five to about 25 tankers per month.

In December, Van-couver passed a resolution to act as an intervenor in the Trans Mountain hearings as well.

The Victoria Police Department is reigning in spending on office supplies, technology upgrades and maintenance on its headquarters, but still needs to cover $1.29 million for salary and pension increases in 2014.

VicPD Chief Frank Elsner and police comptroller Scott Seivewright revealed their $45-million draft bud-get to Victoria council last Thursday. If approved, the budget total would represent a 2.96-per-cent increase over 2013.

Seivewright called the budget “very lean,” adding the department has trimmed more than $1 million

from its non-salary budget since 2009. VicPD’s 20-year-old headquar-ters is also facing necessary main-tenance and technology upgrades that are being deferred, he said.

One looming spending item is a new, secured $600,000 server room required to meet RCMP standards to access crime databases. Retrofit-ting the current room may be pos-

sible, but would still cost as much as $350,000, Seivewright said. Funding would be used from VicPD’s existing operating budget.

Council accepted the draft budget as information to be reviewed by finance staff. A final budget will be presented to council in the coming months.

Kitchen scraps program proves a roaring success

Victoria’s kitchen scraps program marked its one-year anniversary Feb. 4, hav-ing diverted more than 1,800 tonnes of food from city gar-bage bins.

Victoria’s average monthly diversion rate was 36.5 per

cent, surpassing its 30-per-cent goal. In November, diver-sion rates reached 41 per cent, showing residents are adapt-ing to the behavioural change, said Mayor Dean Fortin.

“Victoria residents have proudly embraced this sus-tainable program that treats kitchen scraps as a resource, not a waste product,” he said.

Starting in 2015, waste ser-vices providers will be fined at Hartland landfill if kitchen scraps are found in gar-bage drop-offs. Victoria and Oak Bay are already running municipal pick-up programs, while Saanich and Esquimalt will fully implement their kitchen scraps programs later this spring.

Greater Victoria’s only organic materials processor, Foundation Organics in Cen-tral Saanich, had its licence suspended last year after neighbours complained of foul odours and litter. Kitchen scraps are now trucked to Cobble Hill as the CRD looks for alternate providers.

Please have tree branches on the boulevard for chipping by Tuesday, February 11 at 7 a.m.

What You Need to Know• NEW: Tree branches must be between 2.5 cm

and 25 cm (1" and 10") in diameter for chipping.

• Each household is allowed one branch pile 1.2 m x 1.2 m x 1.8 m (4' x 4' x 6') in size.

Like a diamond, new Hillside dazzlesHillside Centre general

manager Kerry Shular hasn’t had many opportunities to come up for air the past

couple of years.

When she took a few minutes’ breather to speak about the massive expansion and renovation that has transformed the mall, she chuckled,

recalling a recent conversation.“It’s funny, I was just saying

to someone this is the first time in 18 months that I haven’t had a construction trailer in the front parking lot,” she said.

While securing tenants for the handful of remaining vacancies among 22 new spaces is a priority, Shular happily reported the expansion/renovation is in the area of “95 per cent” completed, with only some landscaping, lighting and signage to be completed.

Some mall newcomers, such as Tip Top Tailors, GNC and Cali Nails, aren’t quite in place yet. Target expects a mid-March “soft opening,” Shular said. But enlarged Shoppers Drug Mart and Sport Chek stores are attracting plenty of attention at the Shelbourne Street end of the mall.

Tenants who have stayed are happy to see the lion’s share of the work done. Some, like Wrapprz, an independent seller of customized e-device covers and four-year tenant, managed to secure a more premium location.

“We’re right next to Purdy’s.

It’s a better spot than we were in before,” said Laura Hubert, store co-owner with husband, Jeff. “It’s been a long haul for us, for sure, with all the construction around. But as far as traffic goes, people are starting to come and check things out. It’s be nice when the whole new wing is full of stores.”

Hubert is excited about the future of the mall with its fresh new look, doubled-in-size food court and broader range of offerings with such anchor stores as Target and Marshall’s, similar to Winner’s and owned by the same parent company.

In the Greater Victoria mall battles to attract new customers, Shular believes Hillside now has something to offer everyone. “We’re being selective about what we’re bringing in. It’s a careful consideration of what works and what doesn’t.”

The expansion positions Hillside as the leader in the middle market, the 25-and-over age, mid-price point, Shular

said. “We service everybody from families to seniors to teens to children.”

Not only has the mall increased its offerings, with more to come, it has made big changes to its external infrastructure, something she called the “sustainability of the new Hillside.”

More trees, greenery and rain gardens, the use of permeable paving materials, and the installation of an underground collection system to prevent leaked vehicle fluids from entering the Bowker Creek watershed – all contribute to the greening of the shopping centre.

“We even have 12 car chargers on site,” Shular said.

While the major project was planned and started before the mall was sold last year to Bentall Kennedy, Hillside’s original developer back in 1969, the new owners will be looking to the mix of 100-plus tenants to spur a solid return on their investment over the long term.

Fund for Benson family eclipses $100,000 mark

The community is rallying around Victoria father-to-be Dylan Benson after his wife suf-fered a brain hemorrhage while pregnant with the couple’s child.

Robyn Benson, 32, was declared brain dead by doctors on Dec. 29, but her unborn child continues to grow as Robyn remains on life support. Doc-tors hope the child can reach 34 weeks – seven weeks away

– before delivering him through caesarian section, according to Dylan’s blog, misterbenson.com.

“Iver is still growing in the

womb and amazingly things are still remaining healthy as far as my wife’s body goes,” Dylan, 32, wrote in a Jan. 28 blogpost.

A youcaring.com fundraising drive, set up by Dylan,  has far surpassed its $36,000 goal, the equivalent of his wife’s annual salary.

On Wednesday, the fund sat at more than $100,000.

“I know that the day or the day after he is born will be the day that I have to say goodbye to Robyn,” Dylan said.

Bateman pegs that number closer to $530, but said many cost allocation questions remain unanswered, especially for businesses. “You can’t make good decisions with a vacuum of good information,” he said.

Young, a Victoria councillor, said the federation is jumping to conclusions, as municipalities have autonomy in how they allocate costs to taxpayers. Victoria is stressing a pay model based on flow, he added.

Complicating the financial picture is a recent decision by Colwood to study opting out of Seaterra and build its own sewage treatment facility. The municipality will float the idea at a CRD committee meeting Feb. 12. “If Colwood pulls out, that will further increase the cost by 4.5 per cent to other municipalities. That’s $40 million,” Bateman said, quoting CRD figures.

The current sewage treatment project includes a wastewater treatment plant at McLoughlin Point in Esquimalt and a biosolids and incineration facility at Hartland landfill in Saanich. Both projects are in the early stages of tendering, with an estimated project completion date of [email protected]

There will be lots of loving in the rooms at Craigdarroch Castle starting this weekend and the public is invited to watch.

Castle rooms set the backdrop for Giggling Iguana Production’s Shakespeare in Love: Scenes of Love from Shakespeare, benefitting the Greater Victoria Shakespeare Festival.

Love scenes, songs and a sonnet from six of William Shakespeare’s works will be performed in six different rooms while the audience moves throughout the castle to watch each one.

“It’s a really exciting way to see the castle,” says Shakespeare festival producer and Shakespeare in Love direc-tor Karen Lee Pickett. “If you’re looking for something romantic and unique to do with your sig-nificant other, or someone you hope will become a significant other, this is a great way.”

Scenes from Romeo and Juliet, Taming of the Shrew and Henry the V are some of the plays to be performed. Five local actors, all of whom are well-versed in Shakespeare productions, have been cast. They are: Cam Culham, Amy Lee Radigan, Adam Holbroyd, Susie Mullen and Noelle Antonsen. Each scene involves two or three actors, so each performer will appear in several scenes.

“It gives them the opportunity to do these little snippets of a play which they hardly get to do, except in a class,” Pickett says. “It’s exciting to work on different characters and in different places and experience different shows.”

Shakespeare in Love builds on the momentum of last year’s event at Craigdarroch Castle with a different selection of scenes for 2014. The style

of show was originally staged in 2001 by Giggling Iguana Productions’ Ian Case, also a Shakespeare Society board member. It was resurrected last year as an annual fundraiser for the society.

The Victoria Shakespeare Society is currently planning for their upcoming, 24th sea-son, but Pickett was mum on what can be expected this year.

“Come see the show and you will get a heads up on the season,” Pickett says.

Shakespeare in Love opens Feb. 7 and plays Feb. 8, 12, 13, 14 and 15. Showtime is 8 p.m. Reservations are required and there is a limit of 50 audi-ence members per show. The

show runs about one hour and refreshments and desserts will be served in the dining room after-wards.

There is no seating during he performance and the castle is not wheelchair accessible. Attendees are required to walk 87 stairs.

Games glitza thin cover

The Olympics are a strange beast.In the lead-up to the Games, we focus a lot of our

attention on the host country and how well we think it will welcome the world.

We talk about how prepared it is to host a flood of athletes, sports fans and international media in its spit-shined venues, and we learn about the social and political problems unique to that country.

Then the Opening Ceremony begins and we don’t think about location again until we’re comparing their spectacle to previous host countries.

The Olympics are, for all intents and purposes, an event that can be replicated anywhere there are enough sport venues and hotel rooms to accommodate the events and additional people.

With that in mind, why, then, does the International Olympic Committee bestow the honour of hosting the Games on a country embroiled in

human rights controversies? Any number of other countries – including bid finalists Salzburg, Austria and Pyeongchang, South Korea – could have earned the hosting duties.

We remain deeply troubled by Russia’s newly implemented anti-gay laws, which allow that country to arrest or fine anyone who “promotes nontraditional sexual relations.”

The IOC is governed by the Olympic Charter, which completely prohibits discrimination. IOC president Thomas Bach has repeatedly said he’s been assured by President Vladimir Putin that Russia will respect the Charter while the Games are happening. The fact those assurances are necessary should have been reason enough not to award Russia the Winter Games.

But with the competition already underway, that’s a moot point.

Instead, we urge our fellow Canadians to continue having an open dialogue about these injustices through the course of the Olympic and Paralympic Games. Take pride in Canada’s athletes as we watch them perform in the coming weeks, but don’t get so swept up that the discrimination being perpetrated in the host country is forgotten.

Canada’s notion of true patriot love must extend beyond our borders. The pride we feel on home soil from being glorious and free should be felt by the citizens of every country, especially at the Olympics, when we’re highlighting fellowship among all.

Last week, I applied to participate in the National Energy Board review of Kinder Morgan’s proposed Trans Mountain pipeline. However, I do not know whether the NEB will accept my application.

The board has announced they will only accept submissions on this proposal from British Columbians who are “directly affected” by the project and tankers or have “relevant expertise.”

Having grown up on the West Coast, I take issue with that assertion.

Harvesting from the ocean is a vital part of my culture as a coastal person. I was taught how to catch crabs and collect shellfish as a child. My family still enjoys crabs caught off Sidney, clams from the Gulf Islands and fish caught right off Clover Point in Victoria.

Sharing these experiences with my six-year-old son is very important to me. If there is an oil spill, all coastal residents stand to lose our ability to safely engage in these activities. Oil tankers on our delicate and unpredictable coast threaten salmon-bearing rivers and the wildlife and communities that depend on them, and will directly affect my family and I.

I believe in the right of every concerned British Columbian to participate in this decision-making process.

The trick is taking these great action items from Tom Pederson and getting politicians to take action on them. As citizens of a democracy, we need to speak up and demand that our politicians take action on climate change.

At some point, we lost our connection to our representatives. They don’t hear what the people they represent are saying.

Many Canadians agree that climate change should be the top priority of the government.

Yet, how many environmental bills have been shot down? Will they shoot down the Climate Change Accountability Act again? Is this what they call representing their constituency?

Like (climate change activist group) Citizens Climate Lobby, we should each reach out to our politicians and ask them to be serious about implementing environmental policies.

Tell them that if they are truly representing their constituency, they need to take action now.

No more stalling. No more delaying. No more misinformation. Make it happen. It’s your job.

Spoiler endingfor Gracepoint?

I am delighted that various areas of Greater Victoria and Sidney will benefit from the production of Gracepoint, a remake of the highly popular British show Broadchurch.

However, please tell me there will be a different ending – a different murderer.

The main reason Broadchurch was so successful in the UK, apart from superb acting and photography, was that it was a genuine whodunnit.

Nobody guessed who the murderer was until the very last episode. Now that we all know (or soon will from friends who cannot keep a secret) who the murderer is, just what is the point?

That awkward movie

Although neither gender comes off well in That Awkward Moment, it’s definitely the men who have more apologizing to do. Better make that boy-men, as this is yet another bro-mance comedy – think Friends, but with more dick jokes – that features commitment-phobic 20-something guys wallowing in the shallows of hook-up culture.

Awkward is the fairy tale of three best buds who live in New York, but seemingly many miles from reality. First there’s Jason (Zac Efron), a smooth operator who has just met the rather perfect Ellie (Imogen Poots) but can’t exactly figure out how she can be made to fit into his score-then-move-on lifestyle. Then we have Daniel (Miles Teller), a sarcastic slacker who has somehow persuaded a sexy gal pal named Chelsea (Mackenzie Davis) to act as his “wing man” and help him pick up pliable ladies in bars. When these two suddenly start crushing on each other, predictable complications ensue. Finally we have Mikey (Michael B. Jordan), a lonely doctor who got married young and whose gor-geous wife doesn’t seem to love him anymore. All that’s left is for the director to add alcohol, stir in lots of crass jokes of the sitcom vari-ety, and then have our immature protagonists embarrass themselves repeatedly before achiev-ing a few feel-good insights by movie’s end.

Awkward and derivative, this romcom by first-time writer-director Tom Gormican aspires ineffectually to being a latter-day Jerry Maguire. The performances are fine, sure, but in between the forced laughs you will keep asking yourself why these smart women are so ready to settle for such dismal dudes. And Gormican deserves to be spanked for exhuming the cliché of the disgraced ex-lover who wins back his girlfriend by making an elaborate apology to her in front of a large audience. With any luck, this will just be a bad memory by Valentine’s.

From rather ordinary to rather extraordinaryTampa, Florida – Being the best at something is an achievement, and doing it repeatedly is impressive. The Honda Civic’s 16-year streak as the best selling passenger car in Canada is nothing short of astounding. For the introduction the 2014 Civic, Honda chose usually sunny and hot Tampa, to introduce their latest update. It was sunny but anything from hot, with overnight temperatures near freezing. Honda has been improving the Civic continuously since the 7th generation model was introduced as a 2012 mod-el. Last year, for 2013, they updated the styling, handling and interior of the 2013 model and now for 2014 they are at it again.

LooksThe styling focus for 2014 is on the coupe. Roughly 15 per cent of all Civics are sold as a coupe, the most dominant player in the small coupe market. Last year, this sedan received updates to the front and rear styling to help make it look more upscale and sophisticated, and this year the coupe gets a similar update to the front and back, but the changes are meant to provide a sporti-er look with a bit more aggression. The most aggressive version of both

the sedan and coupe is the SI model that gets an even more forceful grille and front bumper design plus a rear spoiler and lower air diffuser. Wheel sizes have also changed with the regular coupe receiving 16-inch wheels, up from 15-inches, and the SI now bumps the size from 17-inches to 18-inches.

InsideOne of the reasons that the Civic is the best selling car in Canada is the practical, yet sporty interior in both the sedan and coupe. Many people, including me, didn’t initially like the split dash with the speedometer on the top and the ta-chometer on the bottom, but over time this design has proven to be a winner. I was wrong. The split design now incorporates more information to see without having to take your eyes off the road. The trip computer and other functions like radio station information are just below the front window. In

addition, the front seats are very supportive and the steering wheel is low and small for a racy feel. What is new for both the sedan and this coupe is the introduc-tion of Display Audio system that is available on the EX and Touring models. This is a large iPad-like touch-screen design that lets the driver access many functions from the radio to apps that piggyback off your iPhone. (No Android apps yet but they are working on this.) This taps into the power of your phone, in the big screen, with full

integration. I liked the speed and func-tion of the design but really missed a rotary dial to adjust the volume over a touch screen volume design. Yes, there is a volume control on the steering wheel but one next to the radio would complete the package.

DriveHonda has made one small change and one big change to help with fuel economy. The small one is the exhaust system has been adjusted in both the sedan and coupe to let the engine breath better, improving horsepower slightly from 140hp to 143hp. The big change is the introduction of an in-house continuously variable transmis-sion (CVT), replacing the old 5-speed automatic. This actually makes this little car more drivable and might be the best CVT on the market. The car snaps away from a stop and cruises with ease on the highway, with quick changes

in the gear ratio that helps mimic a conventional automatic design. In addition, there is a sport mode and paddle shifters on the steering wheel to help liven things up. Honda has done a first rate job here and their efforts have been rewarded with a six per cent improvement in city fuel economy and an overall drop from 6.2L/100km combined to 6.0L, something very hard to do with such a small car. The driving dynamics of the Civic has always been very good due to a fully independent suspension and willing engine. The 143hp is a nice match for this car and the CVT is a great comple-ment. The 5-speed manual is a blast to drive but it could use a 6th gear on the highway, as the high-revving engine can get noisy. The steering is crisp and the car overall instills a high level of confidence.

VerdictHonda admits that their Civic might not be the top choice in every reason to buy a compact car but they are near the top in all categories. From fuel economy to reliability, resale value, cost of ownership and sportiness this car is a good choice. The many improvements made to the car over the past three-model-years, has taken the Civic from rather ordinary to rather extraordinary. They know how to make a good, solid, reliable car and for 2014 things just a little bit more interesting.

Picture this: You’re a teen-ager with a driver’s license, your wealthy parents have left you alone for the day and there has just been a huge snowfall. Your parents decided to take the SUV and the Porsche Carrera 4S is sitting all by its lonesome in the garage. All your friends are busy so you’ll need to make your own fun today. But how?The key to this stellar coupe, which generally remains under armoured guard, somehow surfaces. Then you hear a voice calling your name. You look around and wonder if you’re imagining things or if the milk you drank for breakfast had expired.You look down at the key fob and it is speaking to you. Through its German accent you decipher words like, “traction control off,” “sliding sideways,” “car control,” and the best of all, “you won’t get in trouble.”Then giddiness overcomes your body. Your eyes widen. Your smile is uncontrollable.

Before you know it you’re nestled cozily in the heated sport driver’s seat, looking where you want to go and having the time of your life; sliding sideways on a snow and ice track in a $140,000 sports car. Life is wunderbar. The best part about this teenage dream is that it’s not a teenage dream.It’s a reality. For those wanting to learn car control on a designated ice/snow track, it’s entirely possible thanks to Porsche’s Camp4 training school.

The track’s location is less than a couple of hours drive outside of Montreal, Quebec at Mecaglisse. It’s a playground for the German automaker’s, rear-wheel drive 911 Carrera S and Cayman, along with the all-wheel drive 911 Carrera 4S. You’ll have the opportunity to drive all three vehicles in various parts of the facility. Whether you are learning how to control over- and

under-steer on the oval, or learning how to appropri-ately kick the back end out by blipping the throttle at the slalom, chances are, you’ll have a grin on your face the whole time.And if you spin out, you just keep going. The program commences with a driver’s briefing and drivers are intro-duced to their instructors. Proper seating position is

explained and then it’s time to hit the track. Exercises are done with two people to each car, and each Porsche is equipped with radios that are linked together. That way, the in-structor can talk to you and give you pointers while they observe what’s going on.Sometimes you get praise. Sometimes you get con-structive criticism. It’s just part of the process.

Two major points that were stressed in any of the exer-cises were: look where you want to go not where you are going and the tires can only do one job at a time.The latter means that if you are trying to brake and turn in tandem, chances are you won’t have the maximum amount of traction, and therefore, you can upset the balance of the car and possibly not execute the

manoeuvre you were trying to do. Even if you do make a mistake, you just dust off the snow and try again.The Camp4 program originated in Finland in 1996 and has since been executed around the world. It’s hard to believe how much you can learn in such a short amount of time. Classic trucks of the screenVintage pickups and SUVs are among the hottest things in the collector car world. Not surprisingly, they are also popular on the big and small screen. Here are five fine examples.1. 1973 Ford F-250 (The Blues Brothers): After stiff-ing the proprietor of Bob’s Country Bunker on a huge bar tab, Jake and Elwood Blues take off in the Blues-mobile with “The Good Ole Boys” – the country and western act that they’d im-personated at said bar – in hot pursuit. Love the shot of two angry musicians in cos-tume glaring out the front windows of the camper shell, just before the truck winds up on its side. 2. 1967 Ford Bronco (Green Acres): The much-loved CBS

comedy featured a then-new red 1967 Ford Bronco as the official vehicle of scatter-brained county agent Hank Kimball, usually seen driven around Hooter-ville and the Douglas farm (minus doors and top).  For most of its run, Green Acres was sponsored by the Ford Motor Company, so the Bronco’s frequent appear-ances were no surprise.3. 1972 Chevrolet C-10 (Dazed and Confused): The 1993 Richard Linklater high school cult classic, set in the mid-1970s, featured what appeared to be a 1972 Chevy C-10 pickup in Cheyenne trim.  It was driven by paddle-wielding upper-classman Benny O’Donnell (played by Cole Hauser), who freshmen

encountered at their peril.4. 1999 Ford F-150 SVT Lightning (The Fast and the Furious): Lead actor Paul

Walker drove this very spe-cial Ford pickup. Produced by Ford’s Special Vehicles Team, the 1999 Lightning

featured a supercharged 5.4-litre V-8 that produced 360 hp. It was used as a parts getter in the first of the Fast and Furious movies.  5. 1973 Ford F-100 (The Dukes of Hazzard): Yeah, it’s a shock, there were pickup trucks featured in the Dukes of Hazzard. Uncle Jesse always seemed to have a semi-ratty white Ford pickup. Pacers pack basketball punchStrange as it may sound, provincial

championships are somewhat old hat for the Pacific Christian School Pacers senior girls basketball team.

Setting aside their four B.C. cham-pionship titles in open A and AA level tournaments over the years, the Pac-ers had yet to win the B.C. Christian Secondary Schools Athletic Associa-tion title – until last weekend.

The Saanich team captured its first banner in the highly competi-tive Christian field with a come-from-behind 68-65 win over perennial strength Abbotsford Christian in last Saturday’s final in Surrey.

“Me and my Grade 12 friends on the team, we’re super excited to get a banner,” said tournament MVP and pacers point guard, Hannah Thomp-son. She was one of three graduating players honoured at a pennant-rais-ing ceremony held before a Tuesday city league game at PCS.

The Pacers, who went 3-0 at the tournament, led for most of the final but fell behind by nine points late in the fourth quarter. Led by Kat Can-dell (25 points) in the backcourt and Thompson (17 pts.) up front, PCS went on a 14-2 run to cap the victory.

Down 65-62 with less than a minute to go, the Pacers got a baseline three-pointer from Candell to tie the game.

After a stop at the other end of the court, Thompson stole the ball and raced downcourt to hit a layup.

“It was a little bit surreal, but it’s an awesome story,” said PCS co-coach John Stewart. “It was neat to see it all unfold.”

The Pacers, currently second in the city AA league, set their sights on the playoffs, which begin with the Lower Island tournament at Pacific Christian on Feb. 14 and 15.

Competitive members of the Fal-con Gymnastics Club in Saanich piled up the medals at their first major meet of the season, the Orca Invitational in Duncan.

Of the 18 Falcon athletes who made the trip, four won gold all-around medals for cumulative point totals. They included Emma Olenick

in P1 level open (15-over), Emma Longbottom in P2 novice (age 13-14), Adelene Buchanan in P2 open and Emily Schmidt in P3 novice. Each ath-lete earned various medals in their respective individual events to cap-ture top spot in their category.

Joss will open his Victoria sports pub at 9 a.m. every morning of the Olympics, allowing fans to catch rebroadcasts of early morning games and live sports airing mid-morning, including the

men’s hockey round robin games and the women’s hockey gold medal game, airing at 9 a.m. on Thursday, Feb. 20.

The Podium also holds a restaurant license, meaning children are welcome.

“We’re going to have

Olympics on all day long,” Joss said.

Over at The Monkey Tree Pub in Saanich, owner Robert Card is hanging up Canadian flags and screening the major events when he can.

“Everybody wants to watch something different. We have 13 TVs so hopefully we can find something for everybody,” he said.

The Monkey Tree will also show rebroadcasted events from early morning games.

“There’s nothing we can do about that unfortunately,” Card said. “Just like everybody else we don’t have a choice.”

In Oak Bay, Mark Herring, general manager of the Penny Farthing Olde English Pub, said while too many Canadian flags tend to impact the English pub feel, there will be drink and food specials to celebrate the games.

He laments the fact much of the games will be on too early for them to be open. It’s a missed opportunity

for a business boost, unlike this summer’s World Cup, which will be on during prime pub hours.

“It’s not the best, in terms of when it’s being shown,” Herring said. “It is a tough one.”

The Alliance of Beverage Licensees applied for loosened rules to allow pubs and bars to open at early morning hours so patrons could watch events live. The LCLB rejected the application.

Suspected voyeur arrested in cityThe Victoria Police Department is seeking

victims of a voyeur who allegedly used his cell-phone to take pictures up women’s skirts.

The in-custody suspect is Caucasian, in his mid-40s, five-foot-10 and 175 pounds. He also has a distinct French-Canadian accent, said Det. Mark MacPhail of VicPD’s special victims unit. Police received “exceptional and timely infor-mation from members of the public” to make the arrest, said VicPD Const. Mike Russell, but wouldn’t elaborate further.

“Given the nature of the offences and the suspect’s history we are quite certain there are other victims out there who are not yet known to us,” MacPhail said. “We’re also quite sure that there are additional witnesses to these crimes who have not yet come forward as well.”

Scam artists preying on seniorsTwo door-to-door home renovation scam art-

ists are manipulating seniors and disabled resi-dents in Victoria and Esquimalt, says the Victoria Police Department.

In one incident, an Esquimalt woman arrived home to find two men tearing apart her roof. When she confronted them, the men told the woman her disabled son had authorized the work. Upon questioning, they became aggres-sive and denied responsibility for the damage before fleeing the scene.

“These individuals … are targeting our most vulnerable,” said VicPD Const. Olivia Nielsen. “I’m hoping that others who have had similar interactions will get in touch with me – especially if they’ve been in contact with these two men.”

VicPD bust nets cash, cocaineVicPD officers seized more than $13,000 and

16 ounces of crack cocaine after executing a search warrant in the 1600-block of Hawthorne St. in Saanich last week.

The month-long investigation dismantled a drug-dealing operation that spanned across Greater Victoria, said Sgt. Lance Philip of VicPD’s Strike Force section. “Breaking up a dial-a-dope ring at this level will certainly send a message to others hoping to set up shop here,” he said.

A 31-year-old Saanich man was arrested and released pending charges.

Looking for a detached home but don’t have enough money to make it work?

For people consider-ing becoming a landlord, there are numerous options around Greater Victoria for mortgage helper suite. The range of suites is as varied as the homes they are part of –  they run from hastily converted basements to full-feature accommodation designed and built to the B.C. building code, a.k.a. “legal suites.”

In 2010, apartment dwell-ers Jennifer and Keith Souter found what they were look-ing for in the Parkdale sec-tion of the Westhills neigh-bourhood in Langford. The sprawling new development offered homes with various configurations of secondary suites.

“With the income suite we were able to look at a full sin-gle-family dwelling,” Jennifer says. “That was appealing, to be on our own and not have to be part of a strata.”

While the couple were thrilled to be building equity, the living situation was not ideal, she says. The Souters were upstairs while their tenants took the main floor.

“We have a dog and we

were always worried that they might hear us. You’re always conscious of some-one sharing that space,” she says.

They began looking for a housing setup that better suited their needs and found it – about 500 yards away. In July 2012 they moved into a coach house at Westhills, one with a suite above a detached garage.

“We almost never see our tenant, except at rent time,” Souter says. “We feel like we’re completely separate.”

Buying in a new neigh-

bourhood tailored for all manner of families – from young people breaking into the market to couples need-ing close accommodation for elderly parents – is just one example of how to solve the need for a suite.

Realtor Kevin Sing has seen numerous such situa-tions in his 14-plus years in the industry. While there is generally always some finan-cial necessity to such trans-actions, he says, it’s not always about the mortgage helper.

“(Often) it’s about helping

family,” he says, noting suite residents can be at either end of the age spectrum, from college-age children to elderly parents.

“It remains a pretty signifi-cant reason for looking for a home with a suite. Usually we’re looking for a nice suite, usually above ground.”

Regardless of the reasons for searching out homes with suites, buyers should ask their realtor about the municipality’s stance on secondary accommodation, Sing says.

Most jurisdictions have

recognized the need for – and existence of – second-ary suites as a way of provid-ing affordable accommoda-tion. And for the most part, non-registered suites are not a target for bylaw enforce-ment, Sing says.

“Parties and parking” remain the two most com-mon reasons people rent-ing out suites in neighbour-hoods run afoul of bylaw enforcement officers. For buyers who need the rental income to help pay their mortgage, the legal status of a suite and the complaint history are worth asking about, he adds.

“If they’re relying on that income and their comfort zone is not to have to deal with a bylaw officer down the road, they probably should be looking at some-thing that is legal or perhaps rethink their financial situa-tion.”

As with homes them-selves, location is important to tenants. “It’s good to be close to a bus route, say, no more than two buses into UVic or Camosun or Royal Roads (University),” Sing says. A short walk to ameni-ties is also appealing.

While checking out pro-spective tenants is part of their due diligence, Souter enjoys the financial freedom the suite offers them. Not to mention the fact they’ve become part of a group of people in similar situations in the neighbourhood.

From rather ordinary to rather extraordinaryTampa, Florida – Being the best at something is an achievement, and doing it repeatedly is impressive. The Honda Civic’s 16-year streak as the best selling passenger car in Canada is nothing short of astounding. For the introduction the 2014 Civic, Honda chose usually sunny and hot Tampa, to introduce their latest update. It was sunny but anything from hot, with overnight temperatures near freezing. Honda has been improving the Civic continuously since the 7th generation model was introduced as a 2012 mod-el. Last year, for 2013, they updated the styling, handling and interior of the 2013 model and now for 2014 they are at it again.

LooksThe styling focus for 2014 is on the coupe. Roughly 15 per cent of all Civics are sold as a coupe, the most dominant player in the small coupe market. Last year, this sedan received updates to the front and rear styling to help make it look more upscale and sophisticated, and this year the coupe gets a similar update to the front and back, but the changes are meant to provide a sporti-er look with a bit more aggression. The most aggressive version of both

the sedan and coupe is the SI model that gets an even more forceful grille and front bumper design plus a rear spoiler and lower air diffuser. Wheel sizes have also changed with the regular coupe receiving 16-inch wheels, up from 15-inches, and the SI now bumps the size from 17-inches to 18-inches.

InsideOne of the reasons that the Civic is the best selling car in Canada is the practical, yet sporty interior in both the sedan and coupe. Many people, including me, didn’t initially like the split dash with the speedometer on the top and the ta-chometer on the bottom, but over time this design has proven to be a winner. I was wrong. The split design now incorporates more information to see without having to take your eyes off the road. The trip computer and other functions like radio station information are just below the front window. In

addition, the front seats are very supportive and the steering wheel is low and small for a racy feel. What is new for both the sedan and this coupe is the introduc-tion of Display Audio system that is available on the EX and Touring models. This is a large iPad-like touch-screen design that lets the driver access many functions from the radio to apps that piggyback off your iPhone. (No Android apps yet but they are working on this.) This taps into the power of your phone, in the big screen, with full

integration. I liked the speed and func-tion of the design but really missed a rotary dial to adjust the volume over a touch screen volume design. Yes, there is a volume control on the steering wheel but one next to the radio would complete the package.

DriveHonda has made one small change and one big change to help with fuel economy. The small one is the exhaust system has been adjusted in both the sedan and coupe to let the engine breath better, improving horsepower slightly from 140hp to 143hp. The big change is the introduction of an in-house continuously variable transmis-sion (CVT), replacing the old 5-speed automatic. This actually makes this little car more drivable and might be the best CVT on the market. The car snaps away from a stop and cruises with ease on the highway, with quick changes

in the gear ratio that helps mimic a conventional automatic design. In addition, there is a sport mode and paddle shifters on the steering wheel to help liven things up. Honda has done a first rate job here and their efforts have been rewarded with a six per cent improvement in city fuel economy and an overall drop from 6.2L/100km combined to 6.0L, something very hard to do with such a small car. The driving dynamics of the Civic has always been very good due to a fully independent suspension and willing engine. The 143hp is a nice match for this car and the CVT is a great comple-ment. The 5-speed manual is a blast to drive but it could use a 6th gear on the highway, as the high-revving engine can get noisy. The steering is crisp and the car overall instills a high level of confidence.

VerdictHonda admits that their Civic might not be the top choice in every reason to buy a compact car but they are near the top in all categories. From fuel economy to reliability, resale value, cost of ownership and sportiness this car is a good choice. The many improvements made to the car over the past three-model-years, has taken the Civic from rather ordinary to rather extraordinary. They know how to make a good, solid, reliable car and for 2014 things just a little bit more interesting.

Picture this: You’re a teen-ager with a driver’s license, your wealthy parents have left you alone for the day and there has just been a huge snowfall. Your parents decided to take the SUV and the Porsche Carrera 4S is sitting all by its lonesome in the garage. All your friends are busy so you’ll need to make your own fun today. But how?The key to this stellar coupe, which generally remains under armoured guard, somehow surfaces. Then you hear a voice calling your name. You look around and wonder if you’re imagining things or if the milk you drank for breakfast had expired.You look down at the key fob and it is speaking to you. Through its German accent you decipher words like, “traction control off,” “sliding sideways,” “car control,” and the best of all, “you won’t get in trouble.”Then giddiness overcomes your body. Your eyes widen. Your smile is uncontrollable.

Before you know it you’re nestled cozily in the heated sport driver’s seat, looking where you want to go and having the time of your life; sliding sideways on a snow and ice track in a $140,000 sports car. Life is wunderbar. The best part about this teenage dream is that it’s not a teenage dream.It’s a reality. For those wanting to learn car control on a designated ice/snow track, it’s entirely possible thanks to Porsche’s Camp4 training school.

The track’s location is less than a couple of hours drive outside of Montreal, Quebec at Mecaglisse. It’s a playground for the German automaker’s, rear-wheel drive 911 Carrera S and Cayman, along with the all-wheel drive 911 Carrera 4S. You’ll have the opportunity to drive all three vehicles in various parts of the facility. Whether you are learning how to control over- and

under-steer on the oval, or learning how to appropri-ately kick the back end out by blipping the throttle at the slalom, chances are, you’ll have a grin on your face the whole time.And if you spin out, you just keep going. The program commences with a driver’s briefing and drivers are intro-duced to their instructors. Proper seating position is

explained and then it’s time to hit the track. Exercises are done with two people to each car, and each Porsche is equipped with radios that are linked together. That way, the in-structor can talk to you and give you pointers while they observe what’s going on.Sometimes you get praise. Sometimes you get con-structive criticism. It’s just part of the process.

Two major points that were stressed in any of the exer-cises were: look where you want to go not where you are going and the tires can only do one job at a time.The latter means that if you are trying to brake and turn in tandem, chances are you won’t have the maximum amount of traction, and therefore, you can upset the balance of the car and possibly not execute the

manoeuvre you were trying to do. Even if you do make a mistake, you just dust off the snow and try again.The Camp4 program originated in Finland in 1996 and has since been executed around the world. It’s hard to believe how much you can learn in such a short amount of time. And how much your face will hurt afterwards and not even because of sub-zero temperatures.The cost of Camp4 is $5,195 (plus taxes.)That includes three nights accommodation at The Esterel Suites & Spa (a luxury hotel nearby) two full days of driving and all your meals and transfers from the track.As I said, even if you mess up, you keep going, and no, you won’t get in trouble for having fun. Classic trucks of the screenVintage pickups and SUVs are among the hottest things in the collector car world. Not surprisingly, they are also popular on the big and small screen. Here are five fine examples.1. 1973 Ford F-250 (The Blues Brothers): After stiff-ing the proprietor of Bob’s Country Bunker on a huge bar tab, Jake and Elwood Blues take off in the Blues-mobile with “The Good Ole Boys” – the country and western act that they’d im-personated at said bar – in hot pursuit. Love the shot of two angry musicians in cos-tume glaring out the front windows of the camper shell, just before the truck winds up on its side. 2. 1967 Ford Bronco (Green Acres): The much-loved CBS

comedy featured a then-new red 1967 Ford Bronco as the official vehicle of scatter-brained county agent Hank Kimball, usually seen driven around Hooter-ville and the Douglas farm (minus doors and top).  For most of its run, Green Acres was sponsored by the Ford Motor Company, so the Bronco’s frequent appear-ances were no surprise.3. 1972 Chevrolet C-10 (Dazed and Confused): The 1993 Richard Linklater high school cult classic, set in the mid-1970s, featured what appeared to be a 1972 Chevy C-10 pickup in Cheyenne trim.  It was driven by paddle-wielding upper-classman Benny O’Donnell (played by Cole Hauser), who freshmen

encountered at their peril.4. 1999 Ford F-150 SVT Lightning (The Fast and the Furious): Lead actor Paul

Walker drove this very spe-cial Ford pickup. Produced by Ford’s Special Vehicles Team, the 1999 Lightning

featured a supercharged 5.4-litre V-8 that produced 360 hp. It was used as a parts getter in the first of the Fast and Furious movies.  5. 1973 Ford F-100 (The Dukes of Hazzard): Yeah, it’s a shock, there were pickup trucks featured in the Dukes of Hazzard. Uncle Jesse always seemed to have a semi-ratty white Ford pickup. The GT comes with a 2.5-litre that can deliver 167 horsepower and it gets 9.2/6.8 L/100 km (city/highway).Mazda3, which was first launched in 2003, has been consistently one of the best selling cars in Canada and the Mazdaspeed3 variant

The only significant change in 2011 was the inclusion of electronic stability and traction control as standard on all models. Mazda3 is highly rated by Consumer Reports for dependability, offers great value for the money and can certainly be one of the better buys on the used car market.
