    A Time to Rejoice, Reflect and Project!

    We give God all the glory for all of the wonderful things that havebeen accomplished through the Victory Church movement overthe last thirty years. It is a miracle! The movement began in Lethbridge,Alberta, Canada, on Mothers day, May 13, 1979. Twenty five people,including babies and children, showed up for the first service of the first

    church in theVictory Movement.Today, Victory Churches International is a fast growing movement thatquickly spread to over 40 nations of the world with over 2000 churches,Christian schools, Bible colleges, orphanages, humanitarian programsand a whole host of other creative outreach ministries. The movementalso gave birth to the Canadian Family Action Coalition and Canadasfirstever 24 hour Christian television station,which becameknownas theMiracle Channel.

    Werejoice over thepast victories that the Lord hasso graciously givenus.We have killed our Bears, Lions and our Goliaths. Over the last 30 yearsGod has prepared and positioned us for what isabout to happen in theselast days.

    I believe God is getting ready to answer Christs prayer from John 17: thatwewouldbe one asthe Father and the Son are one and that the glory thatis on them would be upon us. That the world might know that God sentJesus His Son and that in believing they might have life through His

    Name. Jesusfirstly prayed for His eleven disciples, andthen in John 17:20He said, I do not prayfor these alone but also for those who will believein Me through their word. And again in John 14:12 Jesus said, He whobelieves in me, the same and even greater works will he do because I gounto My Father.That is you and I!That isVictory Churches International!

    We see a partial fulfillment of Jesus prayer in the Book ofActs when Hisglory came upon the 120 in the upper room in Jerusalem, They werewith one accord in one place and suddenly there came a sound fromheaven like a mighty rushing wind and it filled the whole house wherethey were sitting. (Acts 2:1-2)

    The initial fulfillment of Christs prayer caused a great outpouringmiracles throughout the whole Book of Acts. Power in the Name of resurrected Christ caused the sick to be healed, devils to be cast out,dead to be raised and whole cities to come to know Christ as Lord aSavior.They werefirst called Christians inAntiochby unbelieversbecauthey walked like Christ; they talked like Christ and did the same things tHedid.The 120oneaccordbelieversin the upperroom,worked mirac

    of healing and deliverance and they did it all in the Name of Jesus apassed the glory on toHim.Why do you lookso intentlyatus, as thouby our own power or godliness we had made this man walk? Its throufaith in His Name, (The Name of Jesus) that has made this mstrong.(Acts 3:12-16)

    The complete fulfillment of Christs prayer is about to happen. The gloof the latter church will be greater than thegloryof the former church.TBook ofActs church was just the early light rain, but the end time chuwill receive the early and the latter rain. Both being poured out at tsame time (James 5:7-8) for the purpose of gathering in the last grharvest of souls before the catching away of the saints to meet Christthe air. (1Thess 4:13-18)The best is yet to come!

    God spoke to my heart at the beginning of this Victory Movement asaid, This is just a foretaste of what you will experience in its fullnat a later date in your ministry. Thirty years of preparation for the lgreat end-time outpouringandingathering! Godhasbeenpreparing smgroups of believers all around the world, 12 here, 70 there, 120 somplace else. Groups of people that are mature and can come togetherone accord. Churcheswho know how tostand fast in one spirit,withomind, striving together for the faith of the gospel. (Phil 1:27)

    Are you ready? If not, join a team that is ready, submit and do your pandstay in unity. Its manifestation time, its our time, and its your timWhat a time to be alive!

    Jesusisnt coming back for a weak,defeated,depressed, bankrupt Chur

    No! Hes coming back for a glorious, victorious, militant, miraculotriumphant Church,andVictory Churches International will be a vital pof it!

    Jesus said to his disciples: But you shall receive power when the HSpirithas comeupon you,and you shall be witnesses to Me inJerusaleand in all Judea and Samaria, and to the end of the earth (Acts 1:8).

    When you reach the ends of the earth you will find aVictory Church

    Dr. George is the president and founder of VCI. In addition to providoversight to the global Victory organization, he and his wife Dr. Hazel, the founding and senior pastors of California Victory Church.

    Jesus had thirty years of preparation for three years ofworld changing ministry. I believe Hazel, myself and thismovement have been prepared and positioned for a timesuch as this. I believe that every thing we have done is in

    preparation for what we as a movement are about to do.

    The Victory vision was born in the Victory Church of Lethbridge,

    Alberta, Canada under the leadership of Drs. George & HazelHill, founded in 1979. The church experienced remarkable growth:purchased 43 acres of prime land; built a Christian Complex thathouses a 1000 seat worship centre; launched its own televisionstation; opened a Christian School and Bible College, all in the firstseven years. Potential leaders were drawn to this exciting churchfrom all over Canada and the USA, and daughter churches weresoon planted in outlying communities. In 1988 God directed theHills to form an organization that could oversee the churches andpool resources to train and release more people into five-foldministries. The result was an explosion of church planting that hasgrown to more than 2000 churches in over forty nations.

    Today VCI spans the globe with a tight-knit fellowship of ardentlypurpose-driven believers, who are busy planting local churches,national church planting organizations, orphanages, schools, Biblecolleges, television ministries and a host of other Kingdomenterprises all around the world. The contagious enthusiasm thatpropels this exciting movement rests on a deep conviction in theGod-given potential resident in every individual.VCI seeks to createan environment of faith and possibility-thinking that encouragesordinary people to press toward the mark of the upward call of God.

    Victory has pioneered new church planting methods, such as theuse of telephone campaigns, often drawing over 200 and 300 peopleout to an opening service. Local churches are then organized into

    regions of at least five churches for the purpose of fellowsh

    inspiration, and training. All local churches are affiliated with Vthrough a simple agreement that allows them autonomy in tleadership of their activities, but joins them with allVictory Churchin a common vision to increase and expand.

    We seek to provide thorough and effective training in the Word of Gthrough ourVictoryBible Collegesandthrough many localchurch-basprograms in conjunction with the College. A dynamic combinationWord teaching and hands-on ministry opportunities under a menthas resulted in many fresh workers being thrust forth into the harvfield of the gospel.

    In each nation a national board is formed of senior pastors and regiooverseers to provide a legal and spiritual framework in which to carry

    vision forward. An executive board comprising proven five-fold leadis appointed to manage the day-to-day affairs of the organization.

    By working together as local churches on a national level, we build apostolic environment that encourages the development of the five-fministries of apostles,prophets, evangelists,pastors and teachers.Releaof these ministries gives birth to many new churches and enables tchurch to achieve ourultimateobjective: spiritual revolution in allsectof society.

    By working together across nations we can launch similar churplanting organizations, comprising Bible Colleges, churches, crusadorphan-ages, vocational school and so on, that have a deep impact whole cultures in many other nations.

    I have experienced morehealing miracles in the last6-8 months than in the

    last 28 years of ministry.

    There have been many signs and wondersperformed during thisVictory movementin the last 30 years. But I am convinced wehavent seen anything yet. I believe we areexperiencing the beginning of a healingrevival. Unlike previous healing revivalswhere there were only certain individualswho flowed in that anointing, God wants tounleash the Body of Christ to operate inmiracles of healing and signs and wonders.

    Paul won people to Christ through hismessage and his miracles. We are not onlyto proclaim the gospel of the Kingdom butto demonstrate it as well. Paul states: andmy speech and my preaching were not withpersuasive words of human wisdom, but in

    demonstration of the Spirit and of power (1Cor. 2:4, NKV). One of the clearest ways todemonstrate Gods love and power isthrough signs and wonders.

    Paul further states: for the kingdom of Godis not in word but in power (1 Cor. 4:20,NLT). In America, we would say, thekingdom of God is not in power but inwords? There are lots of word but verylittle demonstration of power. I believe Godis changing that. In the last 6-8 months, Ihave experienced more healing miracles

    than in the last 28 years of ministry. Here aresome of them.Recently, one of our youth came to churchon Sunday morning with a cast on his foot.He had just broken it playing basketball. Hewas the starting point guard for his highschool basketball team. He said, Pastor,pray for my broken foot, I want to play thisweek. We laid hands on him and prayed.The next day, (Monday) his parents took him

    back to the doctor for more X-rays. Tdoctor couldnt find the break because Ghad healed it! On Tuesday, the cast was and he was playing basketball.I was invited into an Amish home to dobusiness meeting. I felt impressed to pray Reginas (our host) shoulder. She said swas in a car accident and tore the muscle the side of her arm between her elbow ashoulder. She needed to have surgery

    repair it. I put my hand on the lump (the tomuscle) and prayed. After I removed mhand, the lump was gone and the tomuscle was re-attached.After I prayed for a lady with lupus, she sashe felt a tingling sensation deep in her bonI talked to her some days later and she statshe was healed and off her medication. I aprayed for her 18 month old daughter whad a walking disability. She would fall dowa lot. The mother informed me the girl wwalking normally and they had cancell

    their appointment with a specialist.Jesus strategy for ministry is found in Lu9:1-2, where He sent out the 12 disciplbasically saying, preach the gospel and hthe sick. In Luke 10:1-12, He sent out the(continued on next page)

    and one of the things He said in verse 8 was,whatever city you enter heal the sick,implying to us that wherever we go we are toheal the sick.There are several things that we have learnedabout healing the sick. First, you have tobelieve it is the will of God to heal. To believemeans to be fully convinced. All throughscripture, including the Old Testament,healing was accepted as the will of God.Theonly place that it was questioned was in Mark1:40, where the leper asked Jesus if He waswilling. Jesussaid: I am willing.Thats a greatscripture to meditate on. I have found a newfreedom in praying for the sick, just knowingit really is Gods heart to heal the sick. Right inthe midst of the miracles, a lady in our churchdied from cancer. I dont know why, its not

    my job to understand everything, but just todemonstrate Gods love and pray for the sickwherever I go.Second, we learned that Jesus didnt pray forthe sick, He spoke to it: stretch out yourhand. Pick up your mat and walk. So wespeak to the sickness, exercising kingdomauthority.Third we learned, after we pray (speaking tothe sickness) for the sick, to ask if they can tella difference. Has their situation improved25% or 50% etc.? If not 100% we pray again.Most of the healings were gradual, butcomplete after praying the 3rd time. Jesustouched the blind man a second time in Mark8:22-26, before he was completely healed. Ibelieve every time you pray; there is adownload of power.

    The basis for the healing ministry is A10:38, which tells us that Jesus went abodemonstrating his love and power by healall who were oppressed by the devil. Wecalled to do the same thing,especially outsthe four walls of the church.There are hurtpeople all around us who need a touch froJesus; in our neighborhoods, and in the plawhere we work, shop, or play. Dont be afrto step out of the boat and offer to pray f

    the sick, because thats where the miracare. Remember our destination is heaven, bour assignment is to bring heaven to earth!

    INTERNET MEDIA CROSSES BORDERS - Unlike local statiointernet streaming can deliver the gospel and penetrate politicboundaries and cultural borders to reach major people groups acrothe globe, even those groups closed to western missionaries.

    Every church can start to become more technologically involved

    using cameras, computers, and DVD software to spread the gospThis can eventually lead to live productions streamed on the interand evenIPTV (Internet ProtocolTelevision).We need visionary leadto come forward and the church to invest the necessary time, taleand resources if we are to be the head, rather than the tail, in tcenturys media revolution.

    From sea to sea to sea.

    It has now been thirty years since the firstseed of Victory Churches was planted inLethbridge, Alberta under the leadership ofDrs. George and Hazel Hill and twenty yearssince the formation of Victory Churches ofCanada International. The ultra-dynamicdevelopment of this movement has notwavered in that time but rather it has fostereda DNA of ministry potential that continuesunabated. Church planting and foreignmissions remain at the heart of our corevalues and continually press us toward our

    future development with visionary faith. It isthis visionary faith and corporate core valuesthat have brought us to where we are today.

    Through faithfulness, diligence and strategicplanning, many of our current churches havestepped over the threshold of propertyownership and opened a porthole for othersto follow. Land and facility ownership is aprecedent setting move that sets the stagefor future stability and credibility. This is anecessary step in our maturity as a nationalmovement and gives us an influential foothold

    both in the natural and the spiritual realms. Inreality it says that, We are here to stay andwere going to make a difference while we arehere. God has graciously opened this doorand we look for many moreVictory Churchesto plant a permanent dwelling stake in theirrespective communities.

    Church planting remains the most successful

    way to evangelize and transform acommunity. With approximately 75 churchesin Canada, we continue to seek out newcommunities in order to ever pursue ourvision of national transformation throughchurch planting. Victory Bible College inCalgary, along with other localized trainingprograms, turns out leaders in order to helpmeet our church planting needs.

    A bright visionary future is before us as weplan for what could possibly be some of ourgreatest developments to date. Two majorapostolic endeavors are arising in our

    nation.The first is a strategic plan that wouldsee up to fifty churches planted in theGreater Toronto Area in one day. This willrequire the training, resourcing and releasingof 50 senior pastors, along with at least thesame number of support staff, to ensure that

    each plant fulfills its purpose and develo

    into a healthy church. This is an excitiapostolic strategy, designed to impacmajor metropolitan area and could becoma model that is used around the worldtake cities for Jesus.The second is to increaour footprint in the province of Quebec.Tis a mission field of great magnitude in onation and the challenges of reaching it aimmense.

    The geographical size of our nation creacertain challenges for us, but I know ththrough the ongoing eternal leadership

    Jesus we will win the battle for souls Canada. By holding fast to the prophewords of our founding fathers, Canada wbe a dominion under God from sea to sand from the river unto the ends of tearth. (Ps. 72:8) Together we can save onation and truly be the leaf of the tree thbrings healing to the nations of the wor(Rev. 22:2) God has given us the ways ameans to do this through our Victomovement and I believe that our unitsense of purpose will create lasting fruit the gospel in this nation.Pastor Morris Watson is the National ChairmanVictory Churches of Canada.     Principles, Preparationand Persistence.

    The development of the Victory Churchplanting movement in the USA is alesson in principles, preparation, andpersistence.

    The first group of churches to become a partof the Victory family of churches in the USAwere churches that were captivated by theprinciples that define the Victory Churchmovement. These principles included Biblebased theology; the development andempowering of leadership; a passion to fulfillthe Great Commission; and a desire to leavea God glorifying legacy through theestablishment of reproducible works such as

    church planting organizations around theworld.

    Starting in Mississippi, God expanded VCI

    USA to Ohio, Colorado, Hawaii, Montana,California, Illinois and Florida.

    With Drs. George and Hazel Hills move toCalifornia to start California Victory Church,it was evident that it was time to extend thevision. Through their leadership, VictoryBible Colleges California Campus wasstarted. The Voice of VictoryTV program wasbeamed throughout the USA through the SkyAngel Satellite Network, and leadership

    training and churchplanting courses wereoffered. We continueto see expansion in ourchurches and regionsas well. In Californiaseveral ethnic churcheshave been established.In Ohio a region ofchurches began todevelop and grow under the leadershipJohn and Helen Miller. Drs. George aCathy Black have developed and releas

    leaders and are establishing anothpowerful region of churches in the MSouth area of the country.

    VCI USA is also involved with VictoMissions around the world. Pastor BlaBush from Third Day Victory Church in FCollins, Colorado is the VCUSA Missiorepresentative on the VCI Missions Board

    With our progress and victories, there haalso been obstacles and challenges that hatested the faith, patience, and persistenceour leadership and ministry. Victo

    Churches of the USA is blessed to know thour foundations are sure, our footings adeep and our leadership is tried and truThrough faith and patience we inherit tpromises (Heb. 6:12). We now have over Victory Churches in the USA and hagrown strong enough for a major churplanting thrust to double that number in tnext few years.     Times may be tough economically butthere is no recession in the Kingdom ofGod! Now more than ever we need to

    pursue wisdom and continue to sow into theKingdom of God, where neither moth norrust destroys, and where thieves cannotbreak in and steal (Matt 6:20). This may alsoread where neither recession nor economicturmoil has final authority.

    There may be a tendency to pull back if wefocus on temporary, natural circumstances.God specifically warns against this. He says,he who observes the wind will not sow, andhe who regards the clouds wil l notreap(Eccles. 11:4).

    Remember that God gave the Covenant ofblessing to Abraham (Gen. 12:1-3) as he wasabout to enter into a famine (Gen 12:10).Similarly Gods blessing was with Isaac,Abrahams promised heir. Isaac sowed in theyear of famine and reaped much in thatsame year (Genesis 26 :1, 12-13). Takeadvantage of this time, which in hindsightwill be a tremendous opportunity forKingdom wealth building and transfer. In theeconomy of heaven, there is no recession.

    We enter the economy of heaven with ourgiving. Here are ten creative ways of givingto fund the Vision of your local church andthe VCI Vision for the nations.

    1. Tithes and OfferingsOf course all giving begins with the tithe, ourfoundation. Prepare your tithe at home withyour family, taking time to thank God for theopportunity to give to your local church andHis work. In addition, commit to give aspecific amount above the tithe for a specificperiod of time (6, 12 or 18 months) as anoffering. Give into your church building fund

    or other major project.2. Identify and ConquerAsk your pastors (or pastors make known)the costs of particular items that the churchneeds (such as new chairs, rugs, a newsound system, computers etc.). Individuals,families and businesses can target a specificneed and reap the rewards! I participated inthis in my home church in Delaware in theearly 90's. We calculate that our seed of

    $1000 to purchase new chairs has blessedover 40,000 people during the last 10 years.What a bargain! What a powerful seed

    opportunity! I return to the church annuallyto preach and I am thrilled to see the seed isstill producing for the Kingdom. The chairshave lasted more than 15 years!

    3. Change the WorldCreate visually attractive containers (plasticbottles, boxes, etc.) for people to deposittheir loose change.This is a great project thatthe entire church can participate in. Businessowners can place these containers in theirbusinesses as well.

    4. Business to Business

    VCI Missions Micro loans are a great toolthrough which individuals, families andbusinesses can provide financial assistancein underdeveloped nations. These smallloans to start up businesses are paid backand then re-loaned again and again.Your giftof $250, $500 or $1,000 will be usedmultiple times to create income streams inunderdeveloped nations.

    5. Adopt an Orphan/OrphanageSponsor a VCI orphan for only $25 permonth. Better yet, churches and/or

    businesses can adopt one of our VCIMissions and fund all or part of their

    expenses (gas, utilities, food, clothiteacher salaries, etc.) for the upcoming ye

    6. Church Wide Yard SalePeople love yard sales, especially in theturbulent economic times. Have a giant yasale on your church property. This is a gropportunity for outreach and fellowshIndividuals can also have yard sales at homand donate proceeds to the Kingdom.

    7. 4 for the LordDonate 4 hours per month of your time askills to your local church. Speak to yopastor about how your skills can benefit tchurch.

    8. VehiclesDonate your used (in sellable conditiovehicles (cars, buses, SUVs, trucks, boaATVs) to your local church. The church wbenefit from the proceeds of the sale of tvehicle and you will obtain a tax receipt.

    9. SponsorshipsIn tough economic times merchants alooking for new customers. Inquire if thwould donate back to your churchpercentage for each person who shopsuses their services and/or products.

    10. Torture the devil from heavenMake sure to include your local churchyour will, or will a portion of the proceedsyour life insurance to the church. Remithe devil that you are going to eternwonderfulness while he rots in hell. addition, you are leaving finances behind the next generation to spread the gospel abuild the Kingdom.

    Use the above so as to never let the currevoices of fear and lack hinder you froactions of covenant generosity and brea

    through. If it works in famine it will workrecession.

    As a result of adapting to theclimate, we didnt lose fifteen

    years of work. We gained fifteen yearsof experience, favor and influence!

    The gospel message over the centuries has remained the same,but the local climate in which it is delivered can present uniquechallenges in its method of delivery.

    Jesus understood His local climate because

    He walked through it everyday. Heunderstood how the local governmentworked, the traditional and economic classstructures, the religious attitudes of the day,and how they all created a certain kind ofclimate. Likewise, we must seek tounderstand our local climate and avoid acookie-cutter approach if we are to beeffective in ministry. For example, strategiesused to reach the poor in Canada will differgreatly from the strategies used to reach thepoor in India or Africa. Only by immersingourselves in our own environment will webe able to feel, see, touch and hear all the opportunities and needsin that specific community, and understand how to effectively meetits particular challenges.

    It was in a unique climate that we planted our church in Calgary 15years ago. We planted the church in a poor, inner city neighborhoodthat had been redlined. Redlined is a term used for communitiesthat, through local government, have been earmarked forexpropriation and eventual demolition - a process that can takemany years. We could not buy property in this community (as bankswill not loan money to acquire properties in redlined areas) but wecould rent fairly cheaply. So for 15 years we rented and renovatedbuildings in the community (9 houses, a youth center and a

    childrens centre), each time expanding our ministry to house a fewmore homeless or facilitate another added program. As a result

    thousands of homeless were reached and hundreds of lives changby the gospel.

    Some would ask, why would you do all that if you knew eventuaeverything would be demolished? My answer is that it was the onway to meet the need at that time in that particular climate. If we hwaited for the climate to become ideal, we would still be waitiand nothing would have ever been accomplished. As a resultadapting to the climate, we didnt lose fifteen years of work. Wgained fifteen years of experience, favor and influence!

    first baptism was exciting, but the $collected in the offering was a conceAgain, we had to adapt to our climate. raise funds, we began to share the storieschanged lives with as many people outsiof our community that would listen.Throuthe media, the entire city began to tanotice of our little Outreach Centre. We pon fundraising luncheons on location wtours of our houses. Our fundraisers grfrom $7000 15 years ago to $345,000 at omost recent fundraising dinner. Zechar

    4:10 says for who has despised the day of small things. Today oministry for the poor has more than doubled. It includes twOutreach Centres with over seventy-five rooms for affordabhousing. Our $4.5 million facilities house programs that guaranta climate favorable to the needs of the poor.

    Victory Churches came to Calgary in 1989 with a plan to take tcity by planting four churches that would support a downtowchurch for the poor until it was able to support itself. That plan hbeen successful and now the challenge is to reproduce it in as macities and territories as possible, being careful to calibrate the callthe local climate and leaving the growth to God.

    t would be impossible for me to count justhow many times throughout the years

    people have come to me uttering the veryfamiliar phrase, Pastor, I like the church but I think weve all heard the sound of it:Pastor, I like the church but the music is tooloud. Pastor, I like the church but the peoplearent very friendly. Pastor, I like the church but I am not being fed. Pastor, I like the churchbut its got too many hypocrites.Pastor, I likethe church but this and but that. As you knowthe list can scroll on and on.

    And dont get me wrong, its not as thoughsome of these statements arent true and insome cases perfectly justifiable. Its just thateven in the face of the very largest and loudestof buts we can never get away from the factthat despite all her faults and failings theChurch is still the most beloved and adoredcreation in all of Gods great universe.

    It was Paul the Apostle himself, whenwriting about this very thing, whomade some of the grandest and mostoutrageous statements in all ofscripture regarding the Church.Take his comment in Ephesians

    3:10 for instance. Paul says,To the intent that now themanifold wisdom ofGod might be madeknown by thechurch to the

    principalities and powers in the heavenlyplacesThe Message translation says it like thisThat through Christians like yourselvesgathered in churches, this extraordinary planof God is becoming known and talked abouteven among the angels!

    To me its absolutely mind blowing to thinkthat God would use us, His Church, for thepurpose of instructing and educating Hisangels, but the facts speak for themselves: thatwhile we send our children to public andprivate, technological and post secondaryinstitutions to furnish them with a goodeducation, God enrolls His angels in the

    Church!Now I know what you might be thinking.Youre wondering what on earth couldheavenly beings, as mighty and glorious asangels, ever learn in Church? Well, Paul tellsus here. He calls it the manifold wisdom of

    God. One translation describes it as,Gods wisdom in its rich variety. In fact,this word manifold here literally

    means, many sided or multi colored. Itsthe very same word that is used in theSeptuagint (the Greek Old Testament) when

    describing Josephs coat of many colors.

    Which means that whether we areaware of it or not, the Church is a

    glorious showcase, a majesticrainbow, a multi-faceted

    kaleidoscope displaying the manysided, multi-colored shades of Gods

    great splendor and glory! Thequestion is, can you see it?

    I get glimpses of it every now and then. Everytime a life is changed and a heart is healed,

    every time a marriage is restored and abroken family is brought back together.

    Every time someone who was lost andfar away from God comes into the

    saving knowledge ofChrist and His love; forthem the angels stand inawe beholding the many sided glory amajesty of God shining through us His chur

    Its a song the angels cannot sing. A color thwill never be able to witness in heavenshade of Gods nature that is only reveawhen sinful, broken humanity comes contact with the saving transforming poweGods amazing grace.

    And so I want to encourage you, that next tiyou feel compelled to utter that very famil

    phrase I like the church but Please hoback for just a moment, and take some timereflect a little more deeply on exactly whwe, the Church, really are. Gods cherishand treasured Bride. The one whom Herelentlessly and passionately head over hein love with Buts and all.

    ounded in 1979,VCI has become a mightyforce for God because of its strong

    prophetic roots. It is the gifting of the apostleand prophet that ignited revival, so amovement of thousands of churches andministries globally could be here today, some30 years later. Its our prophetic DNA thatcauses things to open up in the realm of thespirit, giving us understanding of directionand timing. Our apostolic DNA then takes theopen door and put legs to it to cause it tocome to pass. It is essential that theprophetic and apostolic work together tobuild the Kingdom of God.

    In Ezekiel 37 the prophet Ezekiel saw drybones all around. These bones represent apeople who had become dry and dead. Theprophet was given the ability to see thepresent situation of lifelessness anddisconnectedness in these bones. One aspectof the prophetic anointing is being able toaccurately assess where something is atspiritually, then determine if somethingshould be done in the present situation.

    Ezekiel saw the bones accurately, then Godasked, Can these bones live? Ezekiel

    replied, O Lord, You know. He was saying,You know by seeing., or You already knowthe finished work. God said, Prophecy tothese bones. God was saying to the prophet,Say what I see! Prophets and propheticpeople are those that say what God alreadysees. No matter what the circumstance, theprophet knows that by declaring what Godsees, it will cause it to come to pass. Theprophetic opens up a door in the spirit to thepredetermined will of God. It awakens

    something that is dormant within a person orsituation to see what Gods will is in the

    future.The prophetic is key in church planting. It iswhat keeps things moving atVCI. It sheds lighton where we must go next. It gets the timingand accuracy for all the endeavours that laybefore us. It is the prophetic that opens the doorthat the apostle goes through. To keep movingforward, we must tap into our prophetic rootsgiven to us by Drs. George and Hazel Hill.

    Whena movement stops flowingprophetically,it becomes blind and starts to develop systems

    around us that keep us thinking things are okay.God is about to do what we have no point ofreference for. We must allow ourselves to beawakened, and to see what God sees! Wecannot be so caught up in the day to dayroutine of ministry thatwe miss the momentwenow are facing.

    Jeremiah 33:3 says this: If you call I willanswer, I will show yougreat andmighty thingsyou do not know. Romans 10:14 then givesthe prophetic indicator to the process that willlink you to your prophetic future, where it says,

    How shall they call if they have not believed?And how shall they believe if they have notheard? And how shall they hear without apreacher? Preaching is required for hearing.Hearing is required for believing. Believing isrequired for calling, so that God can show usthings we do not know. We have a hard timeculturally understanding that a portion of ourprophetic future has anything to do withsomeone else. However, unless certain thingsare heard from those in authority over us, we

    can call all we want but not necessarreceive! When we call what we belie

    because weve heard it spoken out the mouofa prophet,we can rest in the fact that wewsee it come to pass.

    A final thought.

    I believe that everything that has been birthin this movement over the past 30 years wonly the beginning of what God wants to dThousands have been touched for the gloryGod, all because of a humble beginning tstarted in Lethbridge, Alberta where undeveloped prophetic gift united with undeveloped apostolicgiftcreating a cloud tsize of a mans hand. (1 Kings 18:44)

    In 1990 our ministry became part of the world-wide family of VictoryChurches International. Today, VCI India has spread to 12 states inIndia, with more than 106 churches across this nation and over 200full-time missionaries ministering in different parts of the country.When we look back over the past 27 years, we are encouraged. Ourslum schools, village schools, sewing schools and orphanages havemade a difference in the lives of hundreds of children. We have 15

    On September 11th, 1987 I returned to thehospital after attending mymothers funeralwhile on a day pass. Filled with emptiness anda sense of hopelessness, I began asking the ageold question, What am I going to do with mylife? You see, mystepfather had fatally shot mymother and shot me in both arms. Numeroussurgeries were required to repair my damagedarms. What would I do after such a tragic, life-changing event?

    Having its roots in the very beginning oftime, well before the law was given,what we would call Christian Educationexisted as a requirement of parents to givetheir children an understanding of the natureof God. This was muchmore than just anawareness that there is aGod and that He createdthe world. It consisted ofparents train-ing andmodelling a vital andpowerful relationship withthe loving, merciful, just,and perfect Almighty God.

    Over the years, manythings have changed butthe need to educate ourchildren in God's nature & character, Hisways and His laws, remains imperative.

    Christian Education has always been a vitalaspect of the Victory vision. If any vision ormovement is to survive more than onegeneration, it is vital that the vision be passedon to our children. Deuteronomy 6:4-9clearly shows God's mind on this parental

    responsibility, including guidance on how tocarry this out. In verse 7 the word teach,shanan in the Hebrew, means, to whet orsharpen. In other words, we are to whet ourchildren's intellectual appetites and sharpen

    their minds by creatingopportunities that en-courage questions withwhich we can enhancetheir knowledge andrelationship with the Father.

    Many would argue thateducating children in aChristian private schoolkeeps them in a bubbleand makes them less ableto cope with real lifewhen they complete their

    schooling. The reality is that when childrenare brought up in a loving and supportive

    Christian school and educated from aChristian worldview perspective, they aremuch better able to cope with anything thatthis ungodly, secular world can throw atthem.

    Students graduate from our schools ready toenter into the next phase of what God hascalled them to. They have been given thetools necessary to take the lead in whateverfield they enter and to make a lasting markon society. They will continue to plant newchurches, start new Christian schools, and

    expand the Victory vision, until they too passon the torch to their children.

    On this the 30th Anniversary of VictoryChurches International, my wife and Ihave been senior pastors in the movementfor just over 14 years. We are even moreexcited today about our family of churchesthan when we first made the movement andits vision our own! While there have beenchallenges as well as many victories, thethought that we are in the middle of Godswill, doing what we were created for, is anincredible comfort and source of strength!The Bible teaches that God has a definiteplan for each of our lives.

    For we are Hisworkmanship, created

    good works, whichGod prepared beforehand

    that we should walk in them.(Ephesians 2:10)

    It is amazing to think that God has a plan foreach and every one of our lives, and Hedesires very much that we discover it! Most

    people (including many Christians) live outtheir lives unaware of the Creators

    specific plan for them. Its no wonderthat high levels of education and

    success; popularity and wealth, andhedonistic lifestyles, leave people

    feeling unfulfilled and dissatisfiedwith life. Finding Gods will forour lives is the only path that

    will lead to true fulfillmentand satisfaction!

    Yes, God has a definitive planfor each of us! In Jeremiah29:11 the New LivingTranslation records For I

    know the plans I have for you, says theLord. They are plans for good and not fordisaster, to give you a future and a hope.This verse makes it very clear that it is Godsplan that is the good plan! We will livedisappointing lives when we attempt to getGod to bless our plans, instead of embracingHis! When we are living out the plan Godhas for us, we can expect to find truesatisfaction and fulfillment!

    All of our individual God-ordained plansshould flow together within what I call GodsGrand Plan. As with cells in a living body,all of the cells certainly have individualfunctions, but at the same time they mustfunction within the corporate purpose aswell. So it also is with the Body of Christ!When we individually find our path it willalways flow with Gods greater plan, His

    Grand Plan for the Church.When my wife and I discovered VictoryChurches International we soon adopted itsvision as our own. We firmly believed thatwe had found a movement which hadembraced Gods Grand Plan or vision for HisChurch. The Victory Vision is: to Reach (asmany people as possible with the gospel);Teach (all that Jesus commanded); andMobilize (the believers in God-ordained

    Victory Churches are quickly spreading across the continent of

    Africa, and we praise God for the privilege of sharing the gospelin Africa.

    Under the leadershipof Bishop Jude and LucyKiteta,VCI Kenya isourvery first Missions nation. From Kenya, we have reached intoneighbouring Tanzania, Uganda and Burundi. Our D.R. Congoleaders, Bishop Amisi and Rebecca Uwezo, have recently planted achurch in the capital city of Kinshasa , which brings them almost tothe west coast ofAfrica, where BishopTimothyIfedioranma hasbeenbusy reaching out to nearbynations from hisheadquarters in Nigeria.

    Our orphanage, Victory Family Home of Champions, continues tothrive in Rwanda. In 2007 we added a new churchto the compoundthat houses a vibrant congregation led by Bishop Joseph Kamanza,

    headquartered in Kigali, Rwanda's capital.

    We also now have VCI representatives and leaders in the westernnations of Congo, Gabon, Cameroon, Benin, Burkina Faso, IvoryCoast, Ghana, Liberia, Togo, and as far west as Sierra Leone, as wellas we have Victory Churches operating in South Africa.

    Victory has been growing and bringing the gospel messagethroughout this wonderful continent. We look ahead with great

    Drs. George and Hazel Hill are the foundersof Victory Churches International, one of thefastest growingchurch planting movements inNorth America and the world. The Victorymovement began in 1979, with the plantingof the first church in Lethbridge, Alberta,Canada. This soon grew to be one of thelargest charismatic churches in Canada at thattime.The movement hashadexplosive growthover the last three decades, starting churches,Bible Colleges, orphanages, Christian schools,TV & radio ministries and a whole host ofother creative ministries in over 40 nations ofthe world. The long term objective of VictoryChurches International is to establish at least

    another 200 churches across North Americaand another 3000 churches around the worldby the year 2020.

    Drs. George and Hazel Hill are now residingin California where they have plantedCaliforniaVictory Churchand are establishingthe Victory USA headquarters and BibleCollege.

    The basic purpose of our local churches is:

    Evangelism, discipleship and mobilization.

    The basic purpose of a National ChurchPlanting Organization is:

    To raise up and release 5-fold ministrygiftings into Holy Spirit directed service.

    To plant church-planting churches to worktogether for the purpose of reproducingleaders and churches.

    To give apostolic oversight and direction tochurches planted.

    The basic purpose of Victory ChurchesInternational is:

    To plant church-planting organizations in asmany nations in the world as is possible.To raise up apostolic teams with a keyapostolic leader in each nation.

    To release developed 5-fold ministry giftingsinto Holy Spirit directed service to thenations.

    To work together as united nations with acommon purpose to reach the world withthe Gospel of Jesus.

    1) In one true and living God eternally existand revealed to us as the Father, Creatoall living things; the Son, Jesus Christ, Gincarnate; and the Holy Spirit.
