CHAPTER 1: SUMMARY OF PROJECT
1.1 INTRODUCTION OF PROJECT
Project “Strengthening water management and irrigation systems rehabilitation”,
invested by ADB and AFD, includes three components:
(i) Components 1: Construction of New Educational Facilities for Water Resources
University.
(ii) Components 2: Construction and rehabilitation of Bac Hung Hai irrigation and
drainage system infrastructure.
(iii) Components 3: Strengthening capacity of BHH Service Providers.
1.1.1 Objectives of components 2
Long – term objectives:
To improve water supply and drainage for: Transforming cropping-pattern by
irrigation and drainages solutions to ensure a stable production and water supply for 100 %
residents in the Bac Hung Hai in 2020; agricultural production with drought frequency of
85% in 2020; reducing damages caused by flood in the region, mostly in the area of low-
lying agricultural land of Hung Yen and Hai Duong provinces in order to stabilize human life
and production activities to push forward an sustainable socio - economic development,
protect ecological environmental, and prevent pollution and deterioration of water resources.
Short – term objectives:
- Providing sufficient water for agricultural, aquaculture activities; meet the water
supply demand for industrial zone, residential areas and remedy environmental pollution
situation by development and rehabilition activities of irrigation infrastructure of project
region;
- Modernizing and improving irrigation-system performance;
- Innovating management practices and improving service quality;
- Strengthening institution for sustainable exploitation of the system to achieve
proposed targets;
- Establishing, strengthening and developing institution for the regional management
and exploitation agencies in appropriate, effective and sustainable way;
- Strengthening management and operation practices with community’s participation
through education, communication and public consultation.
1.1.2 Main works items of project
The works items relate to environmental assessment including (Table 1.1):
- Constructing 8 new pumping stations, in which 1 irrigation pumping station and 7
drain pumping stations;
- Rehabilitating and upgrading 2 drain pumping stations.

1.1.3 Implementation location of components 2
Bac Hung Hai System (BHH) is located in the center of the Red River Delta, in the
administrative boundaries of four provinces: 2 districts on the southeast of Hanoi, the entire of
Hung Yen Province, 7 districts of Hai Duong and 3 districts of Bac Ninh province.
BHH system is enclosed by four major rivers: Duong river in the north, Luoc river in
the south, Red river in the western and Thai Binh River in the east. The total irrigation area of
the system is 192,045 ha, of which, 142,479 ha is agricultural land. The total population in the
region is 2.8 million people, in which, 2.2 million people working in agricultural production.
BHH system is divided into 10 sub-regions: Gia Lam, Gia Thuan, Chau Giang, Bac
Kim Son, Cam Giang - Hai Duong city, An Thi. Binh Giang - Bac Thanh Mien, Tu Loc (Gia
Loc-Tu Ky), Southwest of Cuu An, Southeast of Cuu An. The locations of 10 subprojects are
shown in figure 1.1. The location for each sub- project can be seen in figures from Figure 1.1
to 1.10 - Appendix 1.

CHAPTER 2: IMPLEMENTATION PROGRESS OF PROJECT
Updating to 3/3 implementation progress of sub-projects is synthesized in table 2.1.
Presently, there are 8 sub- projects in total 10 subprojects in process of contruction; two sub –
projects has not been constructed including Co Ngua (preparing for commencement) and Nhat
Trai (commenced but in the process of gathering machine and human resources). In which:
- Sub – projects achieved plan including: Phu My, Kenh Vang, Cau Dua, Doan
Thuong, Nghi Xuyen.
- Sub – projects have not achieved plan including: Chua Tong, Lien Nghia, My Dong.
The reasons delay progress for each sub – project as following:
- Chua Tong sub- project: because of narrow road for material transportation, causing
difficulty for concrete and pile sheeting.
- Lien Nghia sub - project: Wating to approve the embankment plan for discharge
canal outlet
- My Dong pumping station sub - project : Because survey data of diversion canal is
much different compared with design, waiting to redesign .
Here is summary of some construction activities of sub – project :
- Phu My pumping station sub - project: construction of management house, discharge
canal, pumping house. Work volume achieved 12%
- Kenh Vang II pumping station sub - project: Construction of managenent house,
pumping house, central controlling house. Construction of head – works: sewer grate system,
intake tank, retaining dike . Work volume achieved 54%
- Nhat Trai pumping station sub - project: gathering machines, equipment and human
resources for construction preparation .
- Chua Tong pumping station sub – project: bank up retaining dike upstream and
downstream; pile driving on large scale
- Lien Nghia pumping station sub - project: soil excavation for retaining dike, leveling
ground for campsite, processing formwork – steel, and driving Larsen pile sheeting to prevent
seepage
- Cau Dua pumping station sub - project: Construction of culvert under dike and
foundation of management house .
- Doan Thuong pumping station sub - project: Construction of culvert under dike,
construction of temporary Duong Gung pumping station
- Co Ngua pumping station sub - project: construction has not started
- My Dong pumping station sub - project: Construction of pumping house, culvert,
intake tank, ;
- Nghi Xuyen Pumping station sub - project: Excavate foundation of punping house,
foundation of culvert, banking up retaining dike, soil excavation of discharge canal,
installation of electrical line 22kv. Lot A achieves 17% of total volume; Lot B achieve 27%.

CHAPTER 3: RESULT OF MONITORING
3.1 The results of community based monitoring
3.1.1 Implemented contents
Collecting information from local authorities and local people includes information of
construction’s impact on environment and society. Collaboration between PMU and local
authorities resolves conflict problems, arising problems in construction, detail as following:
- In the third monitoring, 8 people were interviewed including 4 chairmans, 1 vice-
chairman, 2 land administration staffs and 1 local person in affected area . List of interviewees
is in table 3.1.
- In the fourth monitoring, 20 people were interviewed (one staff is woman) including
3 chairmans, 6 vice – chairmans, 6 land staffs, 2 administrative staffs, 1 village leader and 2
local people in affected area. List of interviewees is in table 3.1.
- Collecting form no.4: because of no feedback on environmental safety of
community, there is no form no.4.

society. Details for each monitoring as following:
- In the third monitoring: the sub – projects had been assessed well by community as
Phu My, Kenh Vang II, Chua Tong, Lien Nghia and Cau Dua. The sub – projects had not
been assessed well including : My Dong and Doan Thuong pumping station. Construction
contractor of Lot B ( Doan Thuong sub – project) irregularly water road surface, clean road
surface, sketchy barrier along canal and did not collaborate with commune authority well;
Construction Contractor of My Dong pumping station tranported waste soil leading to drop
down on road surface affecting traffic.
- In the fourth monitoring: The sub – projects have been assessed well including: Phu
My, Kenh Vàng II, Cau Dua, Chua Tong and Nghi Xuyên. The construction contractor of My
Dong, Doan Thuong ( Lot B) affected local people surrouding sub – project during
construction, caused difficult movement for local people. For construction contractor of Lot B
( Doan Thuong) also remained problems, not thoroughly treated leading to upset of local
people.
3.2 Environmental monitoring results of construction supervision consultant
3.2.1 Implementation content
In the third and the fourth monitoring, independent environmental monitoring
consultant has synthesized environmental monitoring results of construction supervision
consultant as following :

- Collecting environmental monitoring forms of construction supervision consultant
provided by sub-projects’ PMU. Number of forms collected in the third and the fourth
monitoring have been listed in table 3.3 as following :
+ Form no. 1: form of collecting environmental monitoring information (49 forms).
Construction supervision consultant has assessed the implementation measures to mitigate the
construction’ impact on environment, society by giving score with the following assessment
scale:
Score of 1: no implementation
Score of 2: sketchy implementation
Score of 3 : fully implementation
Score of 4 : very good implementation
+ Form 2: Monitor, manage arising risk: because of no arising risk, there is no form
no.2 .

- The third monitoring showed that most contractors performed relatively better
environmental management plan because the contents achieved score ≥ 3 are mostly (from 9 -
12/12 contents are assessed). In which, Kenh Vang II and Doan Thuong (Lot A) was assessed
to be the best performance with 12/12 contents achieved score ≥ 3. The sub – project has not
done well including Doan Thuong (Lot B) and Nghi Xuyen (Lot A), number of contents with
score < 3 are 3/12 contents for both of them.
- In the fourth monitoring: 9/10 sub – project with the number of content are assessed
with score ≥ 3 (11 – 12/12 assessed contents). In which, Kenh Vang 2, Doan Thuong, Nghi
Xuyen are sub – projects with 100% assessed contents with socre ≥ 3. My Dong sub – project
have 7 contents with score ≥ 3, 5 contents with score < 3.
- Comparison between 2 monitoring periods, it shows that number of contents with
score ≥ 3 increase insignificantly (from 107 to 109 contents); the number of contents with
score < 3 decrease from 13 to 11. In which, Doan Thuong sub – project ( Lot B) and Nghi
Xuyen sub – project in the fourth monitoring have a better improvement compared with in the
Components 2 “Construction and rehabilitation of Bac Hung Hai irrigation and drainage
infrastructure” 2014

third monitoring. Particularly, My Dong sub – project performed worse compared with the
third monitoring because it has not implemented well dust, noise mitigation measures,
occupational safety for workers ... Causing dust and noise for residential area during
transporting soil, contractor gathered material near people’s house, wheel washing station has
not been set up at the entrance of construction site, falling material during transporting has not
been cleaned immediately ; Workers did not wear labour protection while working.

3.3 On – site inspection results
3.3.1 Contents of On –site inspection
The on – site inspection has been done by real observation at construction site,
directly interviewed workers, professional staff, took photographs, filled information in form.
The contents of on – site inspection includes:
+ Inspecting the implementation of environmental mitigation measures;
+ Inspecting the implementation of social mitigation measures;
+ Inspecting the implementation of occupational safety;
+ Inspecting the implementation of traffic safety measures.
+ Collecting form no. 3 (Monitoring workers health participating construction): PMU
provided four forms no.3 implemeted by construction contractor.

b- Analysis results of air sample
The analysis results of air sample quality ( Appendix 4) showed that the parameters of
noise, vibration and dust at taking sample location are below the allowable value accordance
with QCVN 05:2009, QCVN 26:2010. The work items of reparing management house,
pumping house, pile driving, foundation excavation, there is no vehicle leading to no impact
on air quality.
3.4.2. Analysis results of surface - water sample

Surface - water samples were taken from 9/12/2013 to 11/12/2013 (the third

b- Analysis results of surface – water sample
The analysis results of surface water quality of 2 monitoring period are listed in Table
4.3 and appendix 4.4 . Comparision between appendixs and figures from figrue 3.1 to 3.6
shows that:
- At taking sample location of Phu My pumping station sub – project (HP2-NM1);
Nghi Xuyen (HP2-NM7) and Cau Dua (HP2-NM8): all indicators are within permitted
standards. The construction activities does not impact on surface water environment because
the construction contractors have implemented well mitigation measures for water
environment such as: The distance from construction site, workers’ campsite to taking sample
location is over 200m, fuel storage with protection wall. Construction supervision consultant
also assesses that construction activities of 3 above sub – projects do not impact on surface-
water quality.
- At taking sample location of Chua Tong sub - project (HP2-NM2): the analysis
results of the third monitoring showed that the concentration of COD; BOD5; NH4+; NO2
-;
grease and Coliform exceeded standard of column B1 (QCVN 08:2008). In which, NH4+
(3.04 mg/l) exceeded 6.08 times. In the fourth monitoring, NH4+ concentration (0.58mgN/l)

exceeded standard 1.16 times; Coliform (9500 MPN/100ml) exceeded 1.27 times. In fact,
construction site does not affect surface water quality. Water is polluted because local people
raise duck.
- At taking sample location of Lien Nghia pumping station sub – project (HP2-NM3):
COD, BOD5, NH4+ are the main subtances causing pollution. COD concentration is 46.8 mg/l
exceeding irrigation water standard 1.56 times; BOD5 (17.12 mg/l) exceeds 1.14 times. NH4+
(1.24 mg/l) exceeds 2.48 times. According to the observation and locality’s feedback, the
water quality at taking sample location is polluted from residential area, construction activities
does not impact on river water quality.
- At taking sample location of Doan Thuong pumping station sub – project (HP2-
NM5): in the third monitoring, there are 4 main pollution parameters including COD, BOD5,
NH4+ and Coliform. Exceeding standard of COD (48.04 mg/l) wasis 1.6 times; BOD5 (17.14
mg/l) exceeded 1.14 times; NH4+ (1.58 mg/l) exceeded 3.16 times; Coliform (13,000
MPN/100ml) exceeded1.73 times. In the fourth monitoring, there are just 2 main parameter
pollution including SS and NH4+ with exceeding standard of SS (64.27 mg/l) is 1.28 times;
NH4+ (0.84 mg/l) exceeds 1.68 times. At that taking sample time, there is no construction
activities (construction contractor completely dredged this canal section ), according to the
survey of consultant, water in canal is affected by waste water from industrial zone of Gia Loc
district and waste water of local people living along Thach Khoi canal.
- At taking sample location of Co Ngua pumping station sub – project (HP2-NM6): At
that taking sample time, it has not had construction activities but surface water quality has 2
pollution indicators including: SS (57.12 mg/l) exceeds standard 1.14 times; NH4+ (1.06
mgN/l) exceeds standard 2.12 times. Water river is psolluted by domestic wastewater of
residential area living along river.
- At taking sample location of Nghi Xuyen pumping station sub -project (HP2-NM3):
There are 3 indicators exceeding limitted value at column B1 – QCVN 08:2008 including:
COD (42.18 mg/l), NH4+ (1.46 mg/l), NO2
- (0.08 mg/l and exceeding level respectivly : 1.41
times; 2.92 times and 2 times. Construction activities do not impact on surface – water quality
because the activities of piple driving, excavation of foundation do not affect directly river
water ( far away from river water). Water river is polluted by domestic wastewater of
residential area living along river.

CHAPTER 4: CONSCLUSION AND RECOMMENDATION
4.1 Conclusion
4.1.1. Achieved results
(i) For PMU of sub – projects
- In the third monitoring, PMU of sub – project overcame most of pending issues of
the second monitoring. Sub – projects’ PMU of Nghi Xuyen and Lien Nghia sent
Environmental Management Plan to construction contractor and construction supervision
consultant. Inform local management agencies (Division of Natural resources and
Environment, Commune People’s Committee in affected area of project) about construction
progress, Environmental Assessment Report and approved decision of Ministry of Natural
resources and Environment. Place sub – project’s information board at construction site.
- In the fourth monitoring, PMU of Hai Duong Agriculture works and Rural
development collaborated People’s Committee of Doan Thuong commune and construction
contractor Lot B to resolve the pending issues in third monitoring: Clean and return road
surface along Thach Khoi canal (section is in front of school and commune People’s
Committee office)
- PMUs implemented well periodical inspection of contractors’ compliance. Good
relationship and collaboration with locality and local people.
(ii) For construction contractor
- Construction contractor overcame the pending issues of the second monitoring as
follow:
+ Construction contractor of Doan Thuong, Chua Tong, Nghi Xuyen sub – projects
equipped medical cabinet for workers at construction site
+ Construction contractor of Chua Tong, Lien Nghia sub – projects fully equipped
labour protection for workers at construction site such as : clothes, shoes, helmet, gloves
+ Construction contractor of My Dong sub – project made protection net to prevent
falling objects in the second floor of management house during contruction in oder to ensure
occupational safety for workers
- The construction contractor overcame the pending issues in the third monitoring as
following:
+ Construction contractor of Lot B (Doan Thuong sub - project) overcame, returned
road surface along dredged canal but not thoroughly.
+ Construction contractor of Lien Nghia sub - project collected workers’ domestic
waste as regulations.
+ Construction contractor of Chua Tong sub - project: coverd material storage yard
(sand, rock) by canvas near river to mitigate arising dust and overflow into river when it rains
that leading to affect river water quality at this area
- In the fourth monitoring, most of construction contractors implemented well
environmental sanitation, occupational safety, community safety and traffic safety.
Construction contractors are aware environmental protection at construction site as well as

surroundings. Here are some construction contractors who are highly appreciated by
community, construction supervision consultant and sampling :
+ Construction contractors are highly appreciated by community including: sub –
projects of Phu My, Kenh Vang II, Cau Dua, Chua Tong and Nghi Xuyen
+ Construction contractors are highly appreciated by construction supervision
consultant to implement well the contents in form no. 1 (number of contents with average
score ≥ 3 take 100%): Kenh Vang II and Lien Nghia sub - project.
+ Results of on – site inspection of independent monitoring consultant appreciated
Chua Tong sub – project to fully comply with mitigation measures.
(iii) For construction supervision consultant
- Construction supervision consultant fully recorded and periodically submitted
monitoring forms to Sub – projects’ PMU. Fully and exactly reflected information of
environmental safety, traffic safety and occupational safety and other arising problems at
construction site
- Both of the third and the fourth monitoring : construction supervision consultant of
Phu My and Kenh Vang II sub – project had detailed feedbacks to sub – projects’ PMU on
environmental problems which should be paid attention during construction; therefore,
construction contractors promptly overcame pending issues and better implementation the
environmental impact mitigation measures.
(iv) For local authority/ community
Most of commune People’s Committee in project area performed their right
responsibility in monitoring construction contractor to comply with environmental and social
impact mitigation measures. Interviewing results showed that Communes People’s
Committee in project area have taken fully responsibility comminity monitoring, regularly
inspected, given feedback to sub – proects’ PMU on construction impact on evironment and
society. At the same time, locality created favourable condition for construction contractor in
land clearance, temporary accommodation registration for workers, and construction activities
at construction site.
(v) For environmental quality
- Regarding on air environment quality: Construction activitiws of sub – project have
not impacted on air quality because most of construction contractors complied with dust and
noise mitigation measures: using construction machine meets standards of exhaust emission,
noise and vibration as regulation, covering material storage yard... less construction activities;
and construction contractors implemented well mitigation measures for arising dust.
- Regarding on surface – water quality: Construction activities of sub – projects
basically have not impacted on surface water quality. Construction site, campsite, material
storage area, loading and unloading activities for material should ensure distance of over
200m from surrounding water areas. Cleaning up construction machine should not be
implemented near water areas to avoid waste oil overflow into water environment.
4.1.2. Pending issues
(i) For sub – projects’ PMU

PMU of Doan Thuong sub – project has not closely collaborated with local authority
and construction contractor of Lot B in order to thoroughly resolve the pending issues in the
previous monitoring, pending issues have been extended causing upset for local people .
(ii) For construction contractors
- Periodical medical examination for workers: Sub – project of Cau Dua and Doan
Thuong have just implemeted this content, other contractors have not implemented this issue.
- Sub – project of Doan Thuong (Lot B) has not overcome pending issues in the
previous monitoring at road section along dredged canal, no construction sign board,
protection barrier and warning sign board along canal (road section in front of school and
People’s Committee office of Doan Thuong commune )
- Sub – projects of Phu My and Kenh Vang II: No barrier separating construction site
from local people’s field
- Sub – projects of Nhat Trai and Co Ngua: package information board, traffic sign
board and construction sign board have not been available
- Sub – project of Lien Nghia: no construction sign board at construction area at field
side because this is crowded people and high traffic volume
- - Sub – projects of Cau Dua, My Dong and Nghi Xuyen: Workers at construction site
did not wear fully labour protection.
- Construction contractor of My Dong pumping station caused cracking yard and
enclosing wall of people living next to pumping station and also caused difficult movement
for local people
(iii) For construction supervision consultant
Construction supervision consultant of Lot B – Doan Thuong pumping station sub –
project has not had appropriate measures to remind construction contractor of Lot B
compliance with environmental pollution mitigation measures , traffic safety and occupational
safety during construction. Assessing the contents in form no. 1 of the third monitoring has
not been close to real situation (too high score for contents of arising dust and exhaust
emission, most of 4)
(iv) For local authority/ community
In the third monitoring 3, People’s Committee of Doan Thuong commune has not
promptly reflected to PMU of Hai Duong Agriculture works and Rural development about the
pending issues of Thao Nguyen Joint Stock Company (Lot B – Doan Thuong sub - project)
that prolonging pending issues.
4.2. Recommendation
(i) For PMU of sub - project
- PMU of Doan Thuong sub – project have to closely collaborate with local authority
and construction constractor of lot B to thoroughly resolve pending issues of the previous
monitoring , should not prolong pending issues that causing upset for local people.
- PMU of Nhat Trai and Co Ngua Sub – project : Send Environmental Management
Plan to construction contractor and construction supervision consultant. At the same time,
Inform to Division of Natural resources and Environment, commune People’s Committee at
project area about construction progress, Environmental Assessement Report and approved

(ii) For construction contractor
- Doan Thuong pumping station sub - project (Lot B) overcomes all pending issues of
previous monitorings at road along dredged canal section: cleaning up, making construction
sign board, and barrier along canal ( road section in front of People’s Committee of Doan
Thuong commune ).
- Construction contractor of My Dong pumping station collaborate with local authority
and stakeholders in order to overcome immediately cracking of yard, enclosing wall of local
people. At the same time, need to speed up construction of culvert to return road surface,
create favourable condition for movement of local people.
- Sub – project of Phu My and Kenh Vang II pumping station need to immediately
make barrier separating construction site from local people’s field.
- Sub – project of Nhat Trai and Co Ngua need to immediately make traffic sign
board, construction sign board. Particularly in Lien Nghia pumping station sub – project
needs to add more construction sign board at field side because this is crowded people area
and high traffic volume.
- Sub - project of Cau Dua, My Dong and Nghia Xuyen pumping station need to fully
equip labour protection for workers.
- Periodical medical examination for workers : requesting construction contractors
who have not implemented this content follows as regualtion.
(iii) For construction supervision consultant
- Construction supervision consultants of Lot B – Doan Thuong pumping station sub –
project need to perform more their duties in monitoring, reminding, urging construction
contractor of Lot B complying with environmental pollution mitigation measures, traffic
safety, occupational safety during construction. At the same time, assessing the contents in
form no.1 needs to assess closely to real situation.
- Construction supervision consultant of My Dong sub – project need to closely
monitor the compliance with mitigation measures of construction contractor, have a warning
during construction to avoid damage for local people around construction.
(iv) For local authority/ community
- People’s Committee of Doan Thuong commune need to promptly reflect to PMU of
Hai Duong agriculture works and rural development about pending issues of Thao Nguyen
Joint stock company (construction of Lot B – Doan Thuong sub - project), avoid prolonged
pending issues.
- People’s Committee of Tien Phong commune (Thanh Mien, Hai Duong) and Mr
Thanh (My Dong 1 hamlet, Tien Phong commune) with construction contractor of My dong
sub – project to immediately agree a remedy plan for cracked wall, yard to avoid prolonging
and probably causing serious consequences.
4.3 Monitoring plan for next 6 months
The next monitoring plan of Environmental monitoring consultant will be
implemented in May and August 2014 with the following contents:
