Theemergenceofbibliometricsiscloselylinkedtothegrowthofscientificinformationinthe20thcenturyandtowhatdeSollaPricecalledtheevolutionfrom“littlesciencetobigscience”.Initially,bibliometricsanditsearlyconceptswereorientedtowardslibraryaccess,bibliographicdatabases,andinfor-mationservices.However,sincethe1960sotherdisciplines,especiallythesociologyofscience,inspiredthedevelopmentofanewandinterdisciplinaryunderstandingofbiblio-metrics.Inthe1970sand1980stheincreas-inginformationneedsonbehalfofsciencepolicymakersboostedtheinstitutionalizationofbibliometricsasanownfieldofresearch,whileatthesametimethisnewapplicationcontextnecessitatednewconcepts.Littlebylittle,aspecificbibliometricmethodologyaimingtobesuitablefortoday’sapplicationssuchasformula-basedfundingsystems,as-sessments,evaluationsetc.cameintobeing.Thelecturewillpresentthisdevelopmentprocessand,thereby,demonstratecommonconceptsofbibliometrics.

Thistalkisaboutthespecificrequirementsforbibliographicaldatasourcestobemetinregardtotheirsuitabilityforbibliometricapplication.Furthermorerelevantissueslikecoverage,representativenessandselectioncriteriaareconsidered.Anyappropriatebibliographycanserveasdatasourceforabibliometricstudy,how-ever,comparativestudiesandlarge-scaleanalysesrequirelargestandardizeddatasourcessuchasprovidedbybibliographicdatabases.Afterashortgeneralintroductionprovid-ingbackgroundinformation,themainfeaturesofbibliographicdatabasesarediscussedwithspecialfocusontheques-tionofwhichfeaturesareuseful,essentialorindispensableforbibliometricuse.Mostdatabasesaredesignedforinformationretrievalandthusnotnecessarilyfitformetricapplications.Inthiscontextsomebasicfeaturesareintroducedusingexamplesfromdifferentdatabases.Distinctionismadebetweenspecializedsubjectdatabasesandmulti-disciplinarydatabases.Inparticular,theopportunitiesandlimitationsofthethreemajorandmultidisciplinarydatasources–WebofScience,SCOPUSandGoogleScholar–arediscussed.Alternativelysubjectspecificdatabases(e.g.“MathSciNet”,“SciFinder”),patent

beendeployedinpractice.Formanyyears,institutionshavecommissionedbibliomet-ricanalysestoassesstheirstrengthsandweaknessesinthecontextofhighlevelstrategicplanning,ortoutiliseinthereviewofinternalunits.Morerecently,theyhavesorttounderstandmoredeeplytheimpactofthisdataontheincreasinglyimportantinternationalrankings,withaviewtobestdevisingstrategiestoimprovetheirplaceontheselists.Researchfundingagencies(bothgovernmentandnot-for-profit)arekeentodemonstratetheeffectivenessoftheirfund-ingdecisionsinchoosingthe“best”projectsorindividualstofund,andseethepotentialofbibliometricstohelpinthis.Governmentsarenowstartingtoincorporatebibliometricmeasuresintotheirnationalassessmentexercises.Thislecturewillprovideexamplesoftheseanalyses,andwilldiscusssomeofthefeedbackreceivedfromthosecommis-sioningthestudiesandthosewhoseworkwasthesubjectoftheassessment.ItwillprovidedetailsofAustralia’sExcellenceinResearchforAustraliainitiative,contrastingitsuseofbibliometricindicatorstothatofEngland’sResearchExcellenceFramework.

Modernsciencepolicyfirmlyreliesonbibliometricdata&indicatorstoassessthescientificperformanceofresearchinstitu-
tions,researchgroupsandevenindividualresearchers.Inaddition,benchmarkingthescientificperformanceofcountriesandregionsisanotheritemontheagendaofevaluativesciencepolicy.Duringthepresentation,therepercussionsofthispolicyuseofbibliometricevaluationwillbedealtwithalongthreelinesofthoughtandreflection.First,recenttrendsandinsightsintodataandindicatoruseforevaluativesciencepolicywillbehighlighted.Second,anoverviewofcurrentpolicyframeworkswillbepresented,takingintoaccounttherecenttrendtolinkscientificperformancetoso-calledsmartspecializationpolicies.Third,wewillreflectuponthemultifacetedimpactthosetrendshave(ormayhave)onthescientificcommunityand(inthelimit)thebehaviorofindividualscientists.

Subjectnormalisationforcitationanalysisisafundamentalrequirementforcitationanalysisinamultidisciplinaryenvironment.Recentlytwofundamentalapproachesexist,theso-calledsource-andciting-sidenor-malisation,or,usinganotherterminology,theaprioriandaposteriorinormalisation.Bothmethodswillbeintroducedandde-scribed.Althoughtheapriorinormalisationrepresentsamoreadvancedmethodology,itsapplicationisreservedforarathersmallgroupofusers.Thereasonistheaccessto
