Preface

The Government of Vietnam and the Asian Development Bank have agreed to implement the Central Regions Rural Water Supply and Sanitation Sector Project (CRRWSSSP) scheduled to be completed by 31 December 2016. The Project has a total budget of US$ 50 million and is expected to provide access to clean water and hygienic sanitation for about 200,000 rural people in 14 communes in the six coastal central region provinces of Vietnam: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam and Binh Dinh.

The Loan Agreement was signed on 2nd February 2010. On 26th July 2011, the National Centre for Rural Water Supply and Environmental Sanitation (NCERWASS) of the Ministry of Agriculture and Rural Development (MARD) signed a Contract for Consulting Services for Project Implementation Assistance with CDM International Inc. in a joint venture with Nippon Koei Co. Ltd and national consultant Vinaconsult JSC (PIA Consultant). The PIA Consultant mobilized its team on 25th August 2011.

This Safeguards Monitoring Report - January-June 2014 covers main findings of the monitoring of safeguards issues of construction activities carried out during the reporting period from January to the end of June 2014. This report is based on review of weekly and monthly records of Construction Supervision Consultant (CSC) and observations made by PIA Consultant during supervision missions to the Subproject area.

1 INTRODUCTION AND PROJECT OVERVIEW

1.1 Introduction

The Water Supply and Sanitation Subproject for A Tieng Commune, Tay Giang District, Quang Nam Province have been selected as one of six Pilot Subprojects of the Central Regions Rural Water Supply and Sanitation Sector Project (CRRWSSSP) to be implemented under the Loan Agreement No. 2609 - VIE (SF) between the Socialist Republic of Vietnam (GoV) and the Asian Development Bank (ADB).

The CRRWSSSP Project is designed as a sector investment project with the result in better health and living conditions of people living in rural areas in the Project provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam and Binh Dinh. The Project is to provide piped water and public/households sanitation facilities and to promote safer hygiene practices by the commune’s residents. The scope of it is divided into 5 components: (i) Operational and sustainable piped water supply system; (ii) Improved household and public sanitation; (iii) Improvement of hygiene awareness; (iv) Strengthened sector planning and implementation capacity; and (v) Improved project management capacity.

In accordance with the Safeguards Policy Statement 2009 (SPS 2009) and the Memorandum of Understanding (MOU) agreed between the ADB and the CPMU, the Quang Nam Pilot Subproject needs to adhere to preparation of semi-annual safeguards monitoring reports. This semi-annual report is the first one for Quang Nam Pilot Subproject and covers issues in the first half-year of 2014.

- Households Latrine Sub-structures: D-B Contract has just been signed and this package is going to be implemented soon.

Changes of Surrounding Environment: Construction Works/Modern Building and Structures are built on a hill next to a new resettlement area, which reforms the natural hill to a developed area. But the impacts on environment are limited to this area and thus do not have any major impacts on the environment.

The Subproject for A Tieng Commune, Tay Giang District, Quang Nam Province includes the construction and operation of:

(i) Piped water supply system with a capacity of 500 m3/ day to meet the demand of the population of around 2,900 people in A Tieng commune equivalent to 2020. The system will consist of: (i) a raw water intake from upstream To Vieng spring; (ii) raw water pipeline; (iii) water treatment plant; (iv) transmission and distribution pipeline system; and (v) house connections or communal taps, with water meters.

(ii) As planned in the Approved Feasibility Study, it was including the construction of two public latrines (One for market and another for boarding school) and sub-structures of latrines for 50 households at Agrong hamlet, A Tieng commune. But planned is changing and Sanitation Package is now only construction of 50 Latrine Sub-structures for households.

The Subproject also focuses on capacity building to enable provincial government agencies, PPMUs, communes and villages to participate in the implementation and operation of the Subproject.

1.3 Subproject Progress

The Subproject Appraisal Report (SAR) of the Water Supply and Sanitation Subproject for A Tieng Commune, Tay Giang District, Quang Nam Province was approved by ADB in June 2013. Including in the SAR, there are:

- Volume 04: Updated Initial Environmental Examination (IEE);

- Volume 05: Land Acquisition and Resettlement Report (LARP); and

- Volume 08: Ethnic Minority Development Plan (EMDP).

In-line with GoV’s requirements, the Feasibility Study (FS) Report was approved by the Quang Nam PPC on 2nd November 2012, and an Environmental Protection Commitment (EC) was registered and accepted by DPC of Tay Giang district once in April 2012 and another again in June 2014 because of the change of location of WTP.

Because of geo-technics of the original location of water treatment plant, it was changed to a new location. The Subproject was in non-compliance due to payment of compensations to affected households before the Updated Land Acquisition and Resettlement Plan (updated LARP) report was approved by ADB. ADB issued NOL for the updated LARP on 26th June 2014. Updated IEE report was submitted to ADB in June 2014 for approval. Also the Updated EMDP report has been prepared and sent to ADB in May 2014.

Progress of Works Packages:

(i) The D&B contract of the Water Supply Package was signed on 7th June 2013. Detail Designs of the Water Supply System Items were approved by Quang Nam DARD on 4th September 2013, 14th November 2013 and 16th January 2014 respectively.

All this Package’s Items are being constructed. The construction progress is delayed compared to the planned due to the rainy season and the ADB requirement to complete the LARP.

(ii) The bidding documents for the design-build package of the drainage system and sanitation were issued in August 2013. However, none of the contractors submitted their bid because the unit price is too low and the location is too remote. The bid price was adjusted, re-bidding was re-arranged on 14th April 2014 and bid evaluation result was approved by CPMU/ADB. The D&B contract of the Package of Household Latrines has just been signed with the Contractor on 17th July 2014 and the construction is expected to commence soon.

(iii) The contract of the Construction Supervision Consultant Package was signed on 20 October 2013, and the CSC has been doing their on-site construction supervision since then.

The construction work planned to be completed in September 2014. Delays in construction are experienced. However, D-B Contractor has been requested to complete their works on the time as stipulated in signed contract.

The Table below covers the progress of construction works/activities and remaining works to be completed.

2 ENVIRONMENTAL PERFORMANCE MONITORING

2.1 EMP/EMOP Implementation and Compliance

During construction phase, the implementation of the EMP is the responsibility of the D-B Contractor. The D-B Contractor’s responsibility includes appropriate and timely application of the mitigating measures stipulated in the approved EMP/EMOP. The application and implementation of the mitigation measures are to provide the safeguards that will control, reduce if not eliminate unwanted effects during the Subproject implementation.

Regarding raw water quality, D-B Contractor is responsible for taking water samples and quality analyses once during Detail Design Stage to point out whether there are any changes of raw water quality needed to have adjustment to the water treatment process of the water supply scheme, and to establish the baseline raw water quality; and another in the end of construction when the WTP is already for operation to monitor any changes in raw water quality.

2.2 Environmental Monitoring of CSC

The inspection, evaluation and recording of compliance to the EMP and EMOP as implemented by the D-B Contractors are among the tasks undertaken by the Construction Supervision Consultants (CSC) in the field with the assistance of the PIA Consultant. The weekly and monthly inspections and records maintained by the CSC are the D-B Contractor’s implementation of the mitigating measures and activities prescribed in the approved EMP and EMOP of the Subproject.

These inspection, evaluation and records are consolidated by the CSC as in their Quarterly Environmental Monitoring Report. The CSC’s collation and synthesis of the D-B Contractors’ compliance to the requirements of the EMP and EMOP are summarized in matrix attached with the report to be submitted to CPMU and PIA Consultant within 15 days after the end of each quarter.

2.3 Monitoring Activities carried out by PIA Consultant

PIA Consultant has provided support and advises to CSC and D-B Contractors in implementation of EMP/EMOP and assisted CPMU in compiling monitoring reports for submission to ADB.

During the 1st and 2nd quarter of 2014, the PIA Consultant conducted 2 field trips to the Quang Nam Pilot Subproject in A Tieng commune, Tay Giang district on 27th ÷ 28th March 2014 and 1st ÷ 2nd July 2014. On-site visit was made to check the progress and quality of the construction works and compliance with contract documents including safeguards issues. Meeting with PPMU, CSC and D-B Contractor staff was held afterward the on-site review to give them recommendation/advisories to the Subproject implementation and to

have discussion or find resolution to the rising issues. Specific site visits to monitor the environmental compliance of Pilot Subprojects focused on the following:

(i) Validating physical progress of the construction works and pipe laying activities on routes of the designed pipeline network and point out non-compliance with the approved EMP and EMOP (e.g. Realignment of pipelines/distribution lines to avoid cultural/ historic structures or cutting down big trees, and relocation of construction sites);

(ii) Examining safety of the construction workers and the public;

(iii) Inspection of the environmental condition and sanitation of construction sites;

(iv) Inspection of construction diaries and record keeping at the construction sites; and

(v) Checking the Subprojects’ construction works; gathering and collation of environmental monitoring reports; and analyzing the compliance of the Pilot Subprojects as defined in the Subproject’s EMP and EMOP.

The collation of the CSC’s quarterly monitoring report and PIA Consultant’s on-site visits on the assessment of the D&B Contractors’ compliance to the requirements of the EMP and EMOP is summarized in environmental performance matrix of the Subproject attached with this report as an Annex 1.

2.4 Other Activities

Due to the change of location of Quang Nam Pilot Subproject’s WTP because of erosion/landslide issues, the Quang Nam Subproject IEE Report has been updated and submitted to ADB for approval in June 2014. The finalization/modification of the IEE report included following:

(i) Validating baseline environmental conditions of new headwork area;

(ii) Enriching the IEE report with discussions of climate change and the projected impacts on the subproject’s structures/water resource and to the natural environment of the Subproject area (as required in ADB’s Letter dated 3 June 2013);

(iii) Updating/Addition of the new GoV’s legal requirements/standards;

(iv) Conducted additional public consultation for the new affected group of C’Tu people in ARoh hamlet; and

(v) Assisted Quang Nam PPMU in preparation and updating of EC report for a new registration with Tay Giang District People’s Committee due to the new location of the headwork of the Subproject.

2.5 Key Issues, Corrective Actions

The following issues were identified as non-compliance by the D-B Contractor to the provision of the EMP and they must be carried out by the contractor in due course.

- The raw ground water quality analysis dated 8 August 2013 and 20 January 2014 have only a few parameters tested compared to the Vietnamese water quality standard: QCVN 08:2008/BTNMT. Contractor must have another sample and analysis with parameters stipulated in EMOP to test water quality in comparison with standard QCVN 08:2008/BTNMT at the end of WTP construction;

- On-site visit noted that slopes were not re-covered by tress or indigenous grasses. Contractor must re-plant indigenous grasses to cover the slopes at the end of construction works or in coming rainy season;

- It was noted and reported that not all construction workers have fully protective clothing/gears (e.g., hard hat, hand globes, etc.) during construction works. The contractor must ensure that protective gears are issued to all construction workers.

- Worker’s garbage is not properly collected. Contractor is required to give worker’s rubbish bins and regularly transfer garbage to local damp site.

- PPMU/Contractors are requested to establish protection area up-stream and surrounding watershed/water intake.

2.6 Recommendations

The results of the implementation of the EMP/EMOP have indicated that most of the requirements of the EMP have been followed by the D-B Contractor. Except for some measures that were not properly and timely complied as prescribed in the approved EMP/EMOP, i.e. not all construction workers were provided with safety gears at the construction sites, or re-planting of indigenous grasses to the slopes was still not be implemented. PPMU/CSC/D-B Contractor must consider the issues and undertake proper remedial actions.

The meeting with PPMU/CSC/D-B Contractor considered the watershed/water intake protection and they promised to have further actions to avoid impacts to the environment as well as to the Subproject structures.

The overall implementation/compliance of the Quang Nam Pilot Subproject D-B Contractor to the EMP/EMOP is rated as satisfactory. The CSC shall enforce that the D-B Contractor will comply with all the provisions of the EMP/EMOP and corrective measures will be properly and timely implemented.

To prevent negative impacts that would cause problems to the environment, to local community and to the health and safety of the public and construction workers, a close supervision of the construction works activities and strict enforcement of the compliance of the D-B Contractor with the mitigating measures and requirements of the EMP/EMOP are required from the CSC.

As part of the recommendation, the daily record (diaries) keeping by the CSC and the Environmental Officer of the PPMU should be collated into a monthly report and the monthly reports into the quarterly reports to be submitted to the PIA consultant and the CPMU.

3 INVOLUNTARY RESETTLEMENT PERFORMANCE MONITORING

3.1 PPMU’s Compliance with RP Requirements

Quang Nam PPMU has paid compensation to affected households before ADB approving the Updated Land acquisition and Resettlement Report (LARP). As a consequence of this non-compliance, ADB issued Letter dated 21st January 2014 to stop construction of Quang Nam Subproject. After that, Quang Nam PPMU has updated LARP and then submitted to ADB for approval. Through No Objection Letter dated 26th June 2014, ADB approved Quang Nam Updated LARP and allowed construction works resume.

Through CARB, PPMU has full paid to 36 C’Tu affected households, in which, 32 HHs were affected on land, crops and 04 HHs were only affected on crops. The total amount paid to affected people is 444,269,755 VND. The grievance redress mechanism was established in communal, district and provincial levels to solve complaint from affected persons.

3.2 Activities carried out by PIA Consultant

On 24th ÷ 25th April 2014, PIA Consultant went on-site review to Quang Nam Subproject and had meeting with PPMU and other concerned stakeholders for preparing Due Diligence Report according to CARB requirements. Up to now there are no complains have been raised.

As requested by ADB and CPMU, PIA Consultant undertook a review of LARP processes carried out and prepared Due Diligence Report and submitted to ADB on 14th July 2014. Annex 2 attached with this report summarizes the compliance with RP requirements.

4 ETHNIC MINORITY PERFORMANCE MONITORING

4.1 Summary of EMDP Implementation

Ethnic minority development activities have been integrated and linked to specific activities in resettlement plan, environmental plan and CBA-IEC action plan. Generally, it has been implemented conforming to ADB's social safeguard guidelines, EMDF, EMDP with close support from PPMU and PIA consultant. For detailed implementation of EMDP, it should be referred to Environmental Performance Monitoring in Section 2, Resettlement Performance Monitoring in Section 3, and Ethnic Minority Performance Monitoring in Section 4 (elaborated from CBA-IEC action plan implementation monitoring).

4.2 Monitoring Activities carried out by PIA Consultant

A field visit by PIA consultants on 22nd April 2014 to monitor and support CBA-IEC implementation to C’Tu ethnic minority participants in A Tieng hamlet of Pilot Subproject in Quang Nam province (See Annex 3 - Photos 10). The field trip involved socialization activities with C’Tu ethnic minority people as follows:

- Reviewing and responding to feedback on the content of the first Quarterly Report for 2014;

- Transect walk, household visits and interviews with about 7 households at the hamlet;

- Meeting with WSCC and HSP representatives to hear directly about progress and any concerns;

- Meeting with PPMU and Women’s Union representatives to discuss overall progress with CBA-IEC Action Plan including quarterly reporting, and with the Sanitation Revolving Fund.

Key issues raised were discussed, and solutions proposed to PPMU Quang Nam, to WSCC and HSPs in A Tieng hamlet is presented in Section 4.3 below.

4.3 Key Issues, Corrective Actions

Ethnic minority development activities have been integrated and linked to specific activities in resettlement plan, environmental plan and CBA-IEC action plan.

Ethnic minority participation in CBA-IEC plan up to now is reported as below:

- The communication materials and campaign was designed and has been adjusted to adapt to implementation capacity of C’Tu ethnic minority households in the hamlet. Green Saturday activities have been conducted to plant trees around the Guol house; Some CBA-IEC communication topics have been integrated into hamlet meetings;

- Ethnic minority village leaders and ethnic minority representatives from the commune and village Women's Union represent 90% in the WSCC and 100% in HSPs. However, All Co-Tu ethnic minority WSCC members and HSPs have limited schooling and lack skills and confidence in their ability to communicate with community members. The new replacement WSCC head and some replacement WSCC members have not attended training and are unclear about their roles.

- There is up to now about 19 households registered to receive free latrine sub-structure out of 50 households estimated as in project appraisal stage. This number is projected to change to lower because these ethnic minority households are not willing to build their own super-structure of the latrine as to project policy with the reason of shortage of money.

- Annual CBA-IEC Implementation Plan with details of fund disbursement and activities for year 2014 was not prepared on time as PPMU was unsure how to do it.

4.4 Recommendations

PPMU should meet more frequently with WSCC and HSPs to mentor and to provide very detailed guidelines and support for each activity for WSCC and HSPs in planning, delivering and reporting CBA-IEC activities to ensure that all C’Tu ethnic minority villagers are informed about the subproject and given opportunity to participate in the campaigns and give feedback or solutions to meet the real needs of their local ethnic minority community;

CPMU/PPMU to facilitate a repeat of CBA-IEC training #1 on General information about project principles, objectives, activities, guidelines on CBA-IEC Action Plan implementation, communication skills; monitoring and reporting and using hygienic latrine for staff who are new, or who did not attend the November 2013 CBA-IEC #1 course.

PPMU and PIA should have to continue to support WSCC and HSPs to understand and communicate benefits of using hygienic latrines and how to build cultural, safe and economical super-structure latrines. Besides, any misunderstanding of project policy about benefits and obligations has to be made clear to every ethnic minority by providing information and support where needed.

PIA Consultant works closely with and gives support to PPMU to prepare detailed plan for each year following the approved CBA-IEC Action Plan format.

6 INFORMATION DISCLOSURE AND SOCIALIZATION INCLUDING CAPABILITY BUILDING

6.1 Public Consultation and Information Disclosure

6.1.1 Environmental Public Consultation and Information Disclosure

Quang Nam PPMU in coordination with the Contractors held a public consultation meeting on 4th March 2014 at the meeting hall of A Tieng CPC, Tay Giang district. The meeting announced to the public the Subproject’s construction progress and status, the construction activities and the environmental issues. Apart from PPMU’s staff, Contractor/CSC’s staff and Local Authorities, attendances at the consultation meeting also included the Subproject beneficiaries/affected people that are ethnic minority. The participants were encouraged to raise any complaints and grievances about the Subproject implementation.

Up to now, the effects of the Subproject to the environment have been insignificant. PPMU has carefully supervised and guided the construction activities of the D-B Contractor, and

require the D-B Contractor to have a clear and specific plan of construction works activities and inform the local authorities and the public of the progress of activities. The minutes taken during the public consultation meeting is presented in Annex 4.

6.1.2 Resettlement Public Consultation and Information Disclosure

Information Disclosure

Results of DMS on measurements and computations for loss of land, crops and trees have been presented and discussed with the affected C’Tu households on 19 November, 2013 in Vietnamese. The PPMU and CARB representatives were available in the hamlet for whole day to response to any enquiries of the affected households.

Information of the approved updated LARP by ADB has been disclosed to the public on 24 June, 2014.

6.2 Training - Capacity Building

PIA consultant organized a training course on ADB’s resettlement and environment safeguards policies in Tam Ky city of Quang Nam province on 2nd ÷ 4th April 2014. There were 38 participants with the CPMU and PPMU representatives, the CSCs of pilot subprojects, FS consultants of batch-2 subprojects, commune/district officials from 6 subproject provinces. PIA consultant also performed on-the-job training via phones, emails and meetings.

Quang Nam participants were 5 people who are PPMU’s and district officials from batch 2 Subproject, there was no female but 1 C’Tu male among of them. Reportedly, they have improved their understanding of the ADB and GoV’s environmental policies and requirements with an increase in the average score of the same test given at the beginning and the end of the course (135%).

Training for ethnic development is an integrated part of the Subproject training program. A training course on ADB’s social safeguard policies on Gender and Ethnic Minorities was

organized in 2 days (from 23rd ÷ 24th April 2014) at Vinh city, Nghe An province. There were 33 participants who are leaders and persons in charge of social safeguard policies from CPMUs, PPMUs and representatives of PWUs, of district ethnic minorities committees and of WSCC. Among of them, there are 2 male C’Tu ethnic minority representatives coming from A Tieng commune’s WSCC of Quang Nam province, 12 Kinh ethnic males and 19 Kinh ethnic females. The training was reported to improve understanding of participants on opportunities for ethnic minority participation in all stages of the project and thus, hoped to improve voice and help ensure equal benefits of ethnic minority people in the project.

6.3 Press/Media Releases

The SIEE report and Subproject information/EMP/EMOP were attached in notification board of A Tieng CPC’s head office for public information.

The Updated LARP approved by ADB was attached in notification board of A Tieng CPC’s head office as well for public information (See Annex 2 - Photo 8).

In order to extent the publicity for the Project information, a brief introduction of ADB funded CRRWSSSP Project has been prepared in March 2014 and issued on RWSSP’s News Brief (Vol.59) Quarter I/ 2014 of MARD and on CDM monthly newsletter. It is for sharring Project activities and its progress among network of RWSSP, partners and interested stakeholders.

6.4 Material development/Production

Project Leaflet was prepared by PIA consultant at the preparation phase and delivered to local people in Orientation Workshop and in Community Communication events and to households throughout HSPs and WSCC to promugate and disclose information on Project objectives, activities, financial machanism, and CBA-IEC approach and methods. The leaflet was presented in the simplest style for ethnic minority people and both male and female farmers for easy understanding.

Five volumes of handbooks for HSPs and WSCC have been prepared by PIA in consultation with local institutions, considering opinions of PPMUs and CPMU to support HSPs and WSCC in implementing CBA-IEC activities. These communication handbooks were designed to introduce and use appropriate approache with illustrating pictures, in simple Kinh language, and printed in “14-Times New Roman”-font for both farmers, ethnic minority HSPs and WSCC to easily apply and improve their communication skills. The five handbooks are presented by topics that are:

First Volume provides general information about project principles, objectives, activities, guidelines on CBA-IEC Action Plan implementation, communication skills; and monitoring and reporting;

7 GRIEVANCE REDRESS MECHANISM

Environment

A Subproject Site Office located at A Tieng commune about 2 kilometers away from WTP site (See Annex 3 - Photo 8). The site office is used for the meetings of related concerned organizations during construction, to receive/resolve any complaints from public/affected people. The construction works are nearly completed and until now no complaints/grievance have been raised.

Resettlement

In accordance with ADB’s guidelines, the Grievance Mechanism has been officially organized and disseminated to communities, local authorities and other stakeholders at the Commune, District and Provincial levels. The office and persons responsible for receiving complaints and grievances have been identified and appointed based on Letter 72 CV/BQLDA dated 20 June 2014. Members in charge of solving complaints in compensation of the subproject of Atieng commune, Tay Giang district are:

Commune Level: Mr. Briu Hung - Vice president of Lang Commune People Committee;

District Level: Mr. Pham A - Vice President of Tay Giang District People Committee; and

Province Level: Mr. Tran Van Khanh - Vice Director of PPMU.

8 CONCLUSIONS

Environment

Most of the civil works construction is completes and installation of technical equipment is on-going. D-B Contractor is requested to comply with the EMP/EMOP requirements during their duties/works with a close supervision by the PPMU/CSC to avoid any negative impact that’s causing problems to the environment, local community and to the health and safety of the public and construction workers. All the arising issues indicated by on-site review or in this report must be given remedial action immediately by D-B Contractor to recover the issues.

Resettlement

Quang Nam PPMU has paid compensation to affected households before ADB approve Updated Land acquisition and Resettlement Report (LARP). As a consequence of this non-compliance, ADB issued Letter dated 21 January 2014 to stop construction of Quang Nam subproject. After that, Quang Nam PPMU has updated LARP and then submits to ADB for approval. Through No Objection Letter dated 26th June 2014, ADB approved Quang Nam Updated LARP and allowed construction works to resume.

As requested by ADB and CPMU, PIA Consultant undertook a review of LARP processes carried out and prepared Due Diligence Report and submitted to ADB on 14th July 2014 and the conclusion for Due Diligence mission as follows:

Compensation rates issued by the Provincial People’s Council Decision No.1514/QĐ-UBND dated 20 November2013, No.1576/QD-UBND dated 12 December 2013 and No.593/QĐ-UBND dated 29 April 2014 were based on replacement prices and these unit prices were used to compensate the losses.

All Affected Households were satisfied with compensations paid.

The Grievance Mechanism has been officially organized and disseminated to communities, local authorities and other stakeholders.

There are a little change of position of Intake Water Hole and Sand let-out pipe compared to the Detail-Design drawing so that they are moved to the left-side (from up-stream to down-stream direction) because of rocky bottom and shallow water of the stream in the right-side.

The positive impacts of the Subproject are that:

It will give people access to safe water supply system, improve sanitation for local communities, and improve the environmental conditions and quality of people living in the Subproject area.

The potential adverse impacts of the Subproject and mitigation

Impacts on environment:

- Noise

- Dust, smoke and oil disposing to the environment

- Environment sanitation

Impacts on affected people:

- Lose land for productive activities

- Lose trees and assets

Report all mitigation measures that have been implemented (if during construction)

Equipment and machines meet standards

As much as possible implement working hours between 07:00 and 17:00 to avoid affecting the community

Compensate to people who lose their productive land, trees, and assets.

Head of A Tieng Communal Health Station:

- During construction progress there are some effects such as dust and noise, however, the duration of construction through each household is short, health of people is not affected.

- The impacts from construction activities don’t affect the health and wealth of people, however the reinstatement is slowly.

- The grading and transport and hauling of soil to the WTP created dust and noise pollution, however there is no significant effect to people

- Will A Roh village receive water supply?

3. Conclusion

- Discussions during public consultant meeting showed that during the construction process, the environment impacts did not significantly affect people in the project area.

- Receive feedback from local people

- For future project implementation, Project Owner and contractors should apply the mitigation measures to reduce the adverse effects to the environment, so that life of local people will not be affected, as specified in the environment protection commitment.

This Minute was written during the meeting and read loudly at the meeting to all the participants. They all agreed with the minute and signed in bellow.

This Minute has been made in 09 copies of the same value.

The meeting ended at 03”30’ PM in the same day.
