Hi everyone, Happy Easter and welcome to the April/May edition of View from the Hill. With spring now here it’s a good time to look forward to getting outside, and with Love Your Parish approaching (see inside) there should be lots of activities around the parish to get involved with. I’m still looking for ideas on how to improve this magazine - there didn’t seem to be any interest in a village sales page, but let me know if you have any suggestions, of if you’d like to write something yourself. -Pete

Parish Council Meeting and Annual Parish Meeting Minutes 20 March 2019 (Excerpt)
Request from St Michaels School to support and recommend to LCC Highways additional signage in the form of directions to the school and green 20mph signs – this was discussed and the following agreed.
1. To look at using Traffic regulation orders (TRO's) to address traffic issues in the Parish. The
following information was received from LCC on the issue “TRO’s can be used to place a temporary, experimental or permanent restriction on the use of a public highway. They include but are not limited to one way streets, loading bays, speed limits, weight limits and parking restrictions. Many TRO's are introduced as a result of discussion with local communities to address specific problems. In order to ensure TRO requests satisfy a community need Lincolnshire County Council are only accepting public requests supported by County Councillors following discussion with the town or Parish council. We are requesting individuals first contact their local Town or Parish Council with a TRO request. If the local council support the request they can ask their local County Councillor to request the TRO. This should help keep local Councils in the loop with what is happening in their local area.
All TRO requests are assessed by local highways teams and if it is deemed that the request should be progressed you will be informed through your local County Councillor. Likewise if the request is not deemed suitable at the time you will be informed through your local County Councillor.
If a TRO request is accepted it could take some time before it is installed on site. We prioritise requests that relate to school issues, those the Lincolnshire Road Safety Partnership request, schemes linked to development and those that will have a positive impact on businesses.”
2. Check if there is an official Walking Bus from the ORPMR which might help with the case for having a pedestrian crossing outside the ORPMR
3. Cllr Lyons has done a report and audit of signs in the parish and it was agreed that this should be sent to Highways
4. It was agreed to look at the introduction of a school safety Zone with the help of County Cllr Thompson.
5. It was agreed to purchase 6 x free safety signs at an overall cost of £40 and locate them round the parish at agreed locations
Open Forum – members of the Parish raised and discussed a single issue being the speed and volume of traffic in the parish along with school parking on parish roads. Comments included the following • request for another traffic survey to be carried out by Highways and a comparison made to
the 2015 survey • make the village “Access only” • make some roads access for residents only. In some parts of the country Highways have put
in bollards that go down when a pass is shown giving residents access • a pedestrian crossing be put in opposite the ORPMR so the parents parking there can cross
the road safely to get children to school • a footpath be installed along Little Thorpe Lane so parents can park at Whisby Nature Park
and walk safely to the school • instate a school safety zone around the school • 20 mph signs be put around the school along with clear signage directions to the school • install average speed cameras that record information in replace of the current ones in the
village

Open letter to persons owning land in Thorpe on the Hill Parish
The Parish Council is looking to buy land within the parish to develop a playing field or other community activities for the good of the Parish. This is part of its commitment within Thorpe on the Hill Neighbourhood Plan. If you might have any land you might be interested in selling please contact the Parish Council using any of the contact details at the top of this letter. Expressions will be discussed in the first instance on 5
th June 2019 and again on 24th July 2019 so please ensure you have them in at
least 3 working days before both of those dates in order to be considered. All expressions of interest / communication will be treated in the strictest confidence and will not be discussed in an open Parish Council meeting. All matters will be taken under the closed part of the meeting with no member of the public present. Many thanks

Thorpe on the Hill Parish Council
As you may be aware the Parish Council is joint tenant with St Michael’s School on the school playing field on School Lane. Lincolnshire County Council actually own the land and it is rented from them by both parties. In recent years the field has been fenced, locked and access allowed only outside of school hours by the use of a code for the padlock. There is a clear notice on the field gates how to contact if you want the code to gain access. Cllrs have been monitoring the number of requests it receives for the access code and these have been very few. The Parish Council also pays a 50% contribution to the upkeep of the field and now feels that this outweighs the benefits to the Parish. The Parish Council is currently looking to purchase some land in the Parish as a long-term investment and any offers of land or questions please contact the Parish Clerk in the first instance. All discussions will be treated in the strictest confidence. This issue of giving up the tenancy will be discussed at the Parish Annual General Meeting on Weds 15
th May 2019 ORPMR 7pm and the Parish Council welcomes your views.

Hello Everyone Over the last few months the churches in the villages have been reflecting on how best to express our Mission and Vision. While we want to be true to the foundations of all we do, our faith, we also wanted to express how we can contribute to the life of the villages in a wider sense. Below you will see what we have come up with, and this is to form part of the Bishop of Grimsby being with us for Holy Week and Easter. Please do come along to as many of the events as possible, which as they are finalised I will publish on the various village social media groups.

On Saturday May 5th at 10.30am we are holding a special service in our village church to celebrate 25 years of service in the ministry by our very own Rev. Fran. We are hoping for a full church so if she’s conducted a service for you in whatever capacity please do your utmost to join us and make this a real village community service. Its an interesting fact that the Rev. Fran went from St Giles in Lincoln to St Pauls in London where she was ordained. From there she was posted to a church in London and the minister who was her boss at the time is joining us to take part in our service. Thank you.

The fourth annual Love Your Parish event will run from Friday 31st May to Monday 10th June. Many of the activities are those things which happen anyway but by clustering them into LYP 2019 it emphasises how much goes on in Thorpe on the Hill and, hopefully, further promotes our sense of community. In the table below are the confirmed activities but there is a possibility that there could be some minor changes with start times or dates. In addition the following activities are being considered:- An activity at the church; bell ringing; community speed awareness activities; community activities involving the school; community activities involving the scouts. Also, I expect there’ll be a bowls club fixture, a bridge group meeting and fishing at the lake. I am not able to organise a party this year. I am considering a meal at the Railway which would be limited to the restaurant capacity of 30. Date and time to follow. As this is the last View from the Hill before 31st May, future communication will be through the parish council email list and posters displayed in the village. Speed Awareness Thorpe on the Hill Thorpe on the Hill now has a small group of volunteers who are operating the Speed Awareness system as part of the Lincolnshire Road Safety partnership. The system enables us to check the speed of motorists and hopefully encourage them to slow down. The car details of motorists exceeding the legal limit are forwarded to the partnership. We started operating at the beginning of February and what is interesting is the amount of traffic that has still come through Thorpe despite the road works and the closed road signs. It will be even more interesting to see how much the traffic increases when the road works are completed. Hopefully this will be evidence to present to the Highways Authority as to how much the village is used as a rat run by commuters and therefore the necessity of effective traffic calming measures to slow down and hopefully deter motorists. A second training session took place on the 13th March. Training is usually about 80 - 90 minutes. Anyone who would like to volunteer and do the training and join the group please contact me through the Thorpe on the Hill website and further training will be arranged. The more volunteers, the more often we can encourage speed awareness of motorists travelling through the village. Speed awareness sessions can be done at any time during daylight hours, usually for about one hour. All equipment is provided. There are specific areas identified within the village to carry out a session. We have found it has made motorists slow down and hopefully on a positive note made them aware of their speed and in the future they will conform to the speed limit. There are usually a minimum of 3 people needed per session; the speed gun holder, someone who counts the vehicles, and someone who notes the car details of the speed offender. We have also been asked to note any drivers we see without a seat belt or drinking. Please come and join the group. Taking action to tackle traffic - the community speaks!
Wednesday 29 February saw members of the local and wider community gather at St Michael’s Primary School to share their increasing concerns over the impact of traffic on the village, a matter aggravated by the recent closures of Station Road and Little Thorpe Lane. Mrs Naomi Weaver, school headteacher, and Mr Dave Clarke, chair of school governors, led the discussion and invited contributions from the 112 attendees. Unanimous in opinion, the community agreed that the behaviour of drivers passing through the village was dangerous and that the volume and speed of traffic must be addressed. Whilst numerous solutions were proposed, the meeting concluded that a proactive response was required; 20 attendees immediately volunteered to take action. In response, a small action group was immediately formed to act on behalf of the school, parish council and community, seeking to gather evidence, consider solutions and make best use of the time of the volunteers. Whilst not a formal body, the action group aims to capitalise on the support of the community, being inspired to act rather than allow the school meeting to result in very little. The members of the action group are: Sylvia Lyons - speed awareness coordinator; Nick Lyons - Parish Councillor; Levi Birch - school parent and villager; Dave Clark - chair of school governors; Naomi Weaver - School Head; Rachel Sheldon - school parent and villager; Felicity Jenkinson - school parent and villager. St Michael’s Church of England Primary School
Is it safe to say that we have made it through winter without the snow we experienced last year? We are now starting to think about the summer and the preparations for so many outside events. Our whole school took part in a ‘Puddle Jump’ and ‘Tough Mudder’ at Whisby. This helped us all
experience being wet and muddy but it was much more than that…it was about endurance,
compassion and koinonia as our teams worked together to support one another and experience a
truly awesome time! This is an annual event for us and one which the children love!
We celebrated World Book Day by dressing up but also by dressing a potato as a book character
– we had some truly brilliant entries which showed real creativity! We had woolly mammoths to
Harry Potter to hungry caterpillars to Oi Frog!
Year 2 and 3 have been to Rand Farm for their residential for three days. We had a brilliant time.
We had the chance to be involved in so many different activities as well as visit different types of
farms. We made our own sausages for breakfast, carrot soup for tea and showed real skills in
using the eggs to make meringues. Mr Dennett came to talk to us about his ice-cream making
and even brought lots of samples for us to eat! We got lots of time to play in the play barn and we
tried our hand at archery! Rand Farm is just brilliant!

We are South Lincolnshire Blind Society. We help Blind and Partially Sighted people across the South Lincolnshire area to live as independently as possible by providing advice, emotional support, equipment, information on different eye conditions, home visiting by trained volunteers and telephone befriending. We also have a variety of groups and clubs ranging from coffee and social mornings, craft clubs, books clubs, lunch clubs and even a swimming club to help tackle social isolation and enable them to stay independent.
