Reporting LineThe National Legal Officer/Translator will support the Department of Operations under the overall guidance of the Head of Operations. In his/her capacity as Legal Officer, he/she will provide assistance on all operational legal issues, as necessary, to the Senior Legal Adviser and Legal Advisers at EUCS Headquarters and its Field Offices. In his/her capacity as Translator, he/she will conduct translations and provide interpretation support to the international staff in the context of the implementation of the EUCAP mandate. Main Tasks
Providing legal expertise and advice on legal issues related to the host country legal framework, including advice on host country regulatory and other instruments, mechan-isms and arrangements.
Preparing, under the guidance of the Senior Legal Adviser/Legal Advisers, draft docu-ments on legal issues pertaining to the implementation of EUCS’ mandate.
Conducting research on legal issues related to public international law and relevant host country law.
Assisting the Senior Legal Adviser/Legal Advisers in all areas of their respective work, including liaising with local interlocutors on legal issues, assisting in the preparation and delivery of legal training courses, the organization of workshops and other events.
Translating legal documents from Somali/Arabic into English and vice versa. Providing interpretation services in meetings with Somali interlocutors. Preparing talking points for the Senior Legal Adviser and Legal Advisers ahead of meet-

Essential Qualifications and Experiences
University degree in Law with a minimum of three (3) years of studies. Alternatively, university degree with a minimum of three (3) years of studies in an equivalent/related field, such as human rights or political science. A Master Degree in Law is considered an asset.
Minimum of 3 years of relevant professional experience. Substantial experience in translation and interpretation, including interpreting and trans-
lating for international experts. Knowledge of functions and practices of the host country and other Rule of Law systems. Fluency in English and Somali/ Arabic language. Knowledge of local legal terminology. Excellent writing skills in English language. Excellent certified computer skills in MS Office applications (Excel, Word, Power Point,
Access) essential.
Desirable Qualifications and Experiences
Diploma or certificate in English Language skills, in both translation and interpretation, for example IELTS certificate. Alternatively, equivalent academic or professional train-ing, evidenced by a certificate.
Previous professional experience working in an international organization. Knowledge of maritime issues in the host country and at international level. Knowledge of relevant jurisprudence in the host country. Knowledge of European Security Defence Policy (ESDP) Missions and EUCAP activities

Reporting LineThe Assistant to the Head of Field Office (HoFO) reports to the HoFO and will assist her/him with the daily tasks.
Main Tasks and Responsibility Carry out and assist with relevant administrative tasks, including the maintenance of
relevant administrative forms, databases and rosters; Contribute to the analysis of the political and social context in Somaliland and the
Horn of Africa region; Assist the HoFO on external and internal communications; Maintain regular contacts with local authorities, governmental organizations, non-
governmental organizations or other external counterparts where it concerns the execution of the Mission Mandate in order to collect and disseminate information;
On behalf of the HoFO liaise with all departments within the Mission; Plan, prepare and support meetings with local authorities and other Somaliland actors; Accompany the HoFO as required to meetings and events, take minutes when
requested and make necessary preparations; Establish and maintain the FOH contacts database: appointment, phone
numbers/email addresses; Maintain the Somaliland Coast Guard Training and Courses database; Be prepared to represent the HoFO at appropriate venues and functions; Prepare the minutes of internal Field Office meetings; Assist in the translation of administrative documents; Ensure the follow-up of relevant administrative dossiers; tax exemption clearances

Assist the FO Mission Security Officer (MSO) in the implementation and periodic evaluation of the Mission Security Plan;
On request, assist in the gathering and verification of security information to support the MSO with input to risk assessments and situational analysis; and the preparation of security advisories and instructions that concern the FO;
Assist in security response actions;
Essential Qualifications and Experience Completed secondary education; Excellent level of written and spoken English and Somali is a requirement; A minimum of 3 years of professional experience in a relevant field of work; Excellent knowledge and experience of MS Office Suite Package;
Desirable Qualifications and Experience A professional qualification in Human Resources, Administration or equivalent aca-
demic or professional training would be an asset; A previous work experience in administration would be an asset; Previous work experience with an international organisation would be an asset; Excellent administration and organisational skills; Works methodically, accurately and with attention to details as well as to tight dead-
