The Bayfront Advisory Committee will meet Thursday, June 19, 2014, at the Resort and Conference Center, 2800 Shore Drive, from 3:30pm-5:30pm The agenda for the meeting will include the following:

The Bridge Over Lynnhaven Waters

Progress Update

Construction Staging

Step 1. The sidewalk on the north side of the westbound span will be removed; traffic configuration will be maintained with two lanes in each direction. Step 2. The new westbound bridge will be built north of the existing bridge; east and westbound traffic lanes will be striped; barriers and pedestrian railings will be placed; traffic will be switched to the new bridge. Estimated construction time is fifteen months. Step 3. After traffic is moved to the new bridge, demolition of the old bridges will begin and is expected to take three months. Step 4. The second new bridge will be built; traffic lanes will be striped; barriers and pedestrian railings will be placed; eastbound traffic will be switched to the permanent configuration. Estimated construction time is fifteen months followed by three months of clean up. Please note that all times are estimated and actual times will be publicized once the contractor’s schedule is received. Total construction time is estimated to be 36 months.

Bridge Construction Lesner Bridge Construction to begin in June. A pre-construction meeting is set for May 14 at the Virginia Beach Convention Center. Notice-to-Proceed is set for June 2, and McLean Construction is currently submitting shop drawings for review and approval.

And Now It Begins

Phase One of the bridge construction has begun and is scheduled for completion by August 1 of this year. The first signs of this phase will be establishing of the construction staging area. This will include the erection of temporary signs, installation of sediment and erosion control measures, erection of security fencing around the construction staging area and designating construction area roadways. As the month progresses, actions on Shore Drive will become noticeable. Chain link fences will be erected, some guard rails will be removed and others will be installed, demolition will start to take place, traffic signals will be modified, utility/light poles will be relocated, test borings will be made and sheet pilings will be driven. If you have any questions regarding this project, please direct them to me and I will do my best to get answers and publish them as part of a question and answer section here.

Dear Residents of the Shore Drive Community: With the Notice to Proceed issued to McLean Construction on June 2nd, 2014, construction of the new Lesner Bridge is about to begin. One of the first things that is going to be performed by McLean is pre-construction damage assessment surveys of homes and businesses located adjacent to the construction limits of the new bridges. Seismic Surveys, Inc. (SSI) is an independent, third party consulting firm that has been retained by McLean Contracting (bridge construction contractor) to conduct these damage assessment surveys between June 9th 2014 and June 20th 2014. These pre-construction damage assessment surveys are conducted to document the existing condition of properties prior to the start of the bridge construction. THIS SURVEY IS A VOLUNTARY AND PRECAUTIONARY MEASURE USED TO PROTECT ALL PARTIES INVOLVED. CONSTRUCTION OPERATIONS ARE NOT EXPECTED TO HAVE ANY IMPACT ON PRIVATE PROPERTY. The pre-construction damage assessment survey will consist of both an interior and exterior assessment of selected properties and will include photographic and written documentation of the various building materials and pre-existing cracks that are visible during the survey. If your property is one selected and you authorize SSI to conduct a survey, please bring specific items of concern related to your property to the attention of the SSI employee conducting the survey. We encourage and request that you accompany the SSI representative so that you may receive the best possible survey in the time available. During the construction operations, seismic monitoring equipment will be used to measure ground vibration. Normally these monitors are installed at the closest structures to the work. The vibration intensity (particle velocity) threshold set for this project is based on research by the American Association of State Highway and Transportation Officials (AASHTO Designation R 8-96) and private consultants. Particle velocities are not expected to reach this threshold value during any portion of bridge construction; however, some vibration may be noticeable during certain times as this work progresses. Bridge Naming Project

In the near future, you will be able to voice your opinion on the name for the new bridge over Lynnhaven Inlet. The Committee has commissioned the development of a web site where you can opt for keeping the name Lesner Bridge, or submit a name of your choosing. Once completed and functioning, the site will be announced in this newsletter, on the Committee’s page on the City’s web site, in the Virginia Beach Beacon, and “It’s a Shore Thing’s” web site. We look forward to hearing your thoughts on this once in a lifetime opportunity.

PARKING PARKING PARKING At the request of Bayfront Advisory Committee the Traffic Engineering Department is conducting a parking survey in the Bayfront Communities north of Shore Dr. between Lesner Bridge and First Landing State Park including Cape Story by the Sea. The purpose of the survey is to identify illegal no parking signs, misplaced signs, illegal encroachments and no parking signs that are no longer needed due to changes over the years. So far in the section north of Shore Dr. between W. Great Neck Rd. and east of Lesner Bridge about 40 additional public parking spaces have been identified. Bayfront Advisory Committee has recommended those changes be made and City crews will begin work to make such adjustments in the next few weeks. Staff will complete the rest of the survey in the next several weeks and present to BAC for their review and comments.

Note: This survey has not been completed but is ongoing.

Our thanks for his service and our best wishes go with him as he relocates to another part of the Commonwealth. Taking Fred’s place will be Bruce Widener. Welcome, Bruce.
