Florida has the most virtual education options for their students. These include full-time and part-time options, district and state-level options and options for all grade levels. The main limiting factor for some are the eligibility criteria (noted on chart and listed on next slide)

Student Eligibility •All students = Public, private and home education students •Eligibility per s. 1002.455 = Students must meet one of the following criteria:

•prior-year in Florida public school, •siblings of virtual students enrolled in current and end of previous year, •military dependents who recently moved to Florida, •students eligible to enroll in grades K-1, •students in grades 2-5 enrolling in full-time virtual programs.




A district VIP shall consist of the following:

• Full-time and part-time virtual instruction for students in grades K-12

• Full-time or part-time virtual instruction for students in dropout prevention and academic intervention programs, DJJ programs, core courses to meet class size requirements and Florida college courses

Districts have the following options to offer VIPs: • Offer a district-operated program

• Contract with Florida Virtual School (FLVS)

• Establish a franchise of FLVS

• Contract with an approved provider

• Enter into an agreement with another school district

• Enter into an agreement with a virtual charter school

• Contract with a Florida college

Districts are required to provide one or three options (one if eligible for Sparsity before wealth adjustment and three if they are not). The districts have these choices in providing their required options.

Districts must use DOE-approved providers for their provider-operated VIP options. Providers for district virtual instruction programs offered by school districts and virtual charter schools. Districts can contract with other providers for curriculum or components of VIP program or for online and blended offered by traditional schools.

District Franchises of FLVS

• District Franchises offer online courses for public, private and home education students in grades 6-12

• District Franchises will begin offering courses for students in grades K-5 in 2014-15. Elementary students must meet one of the eligibility criteria.

• Districts may use their district franchises as one of their options for VIP

District Virtual Course Offerings

• K-12 courses in Course Code Directory

• Eligible district students and eligible students from other districts may enroll in these online courses

• District of instruction, rather than home school district, reports course completions for funding

Students can take online courses from other districts even if the course is offered by their own district as long as they meet one of the eligibility criteria in law. They must be enrolled in their home school district. The home school district may not deny access if the course is appropriate. However, information needs to be shared by both districts to ensure accurate reporting.



Virtual Charter Schools

• May serve eligible district students in grades K-12

• Must offer full-time virtual program

• Must contract with a DOE-approved provider or FLVS for its virtual education program

• Must submit application to school district and be approved to operate a virtual charter

In 2013-14, seven virtual charter schools operated in six school districts: Osceola (2), Duval, Pasco, Palm Beach, Broward and Dade.



General Funding and Reporting

• Report in all appropriate surveys

• Funding based on Successful Completions • K-8: courses or prescribed level of content successfully

completed • 9-12: course credits successfully completed

• Districts/FLVS receive estimated funding throughout the year

Report these course status codes for any student enrolled in the course for more than 14 days through date certain of the survey period. After date certain, report in the next survey. This reporting is for all virtual schools—state and district. The course status codes (IP, WP, and WF) are not official grades and should not be converted as such. By law, the official grades are A-F and I.

Reporting FTE Beyond 180 Days

FTE membership in programs scheduled for more than 180 days is limited to:

• Juvenile Justice Education Programs

• The Florida Virtual School

• Virtual instruction programs and virtual charter schools for the purpose of course completion and credit recovery
