Student Eligibility •All students = Public, private and home education students •Eligibility per s. 1002.455 = Students must meet one of the following criteria:

•prior-year in Florida public school, •siblings of virtual students enrolled in current and end of previous year, •military dependents who recently moved to Florida, •students eligible to enroll in grades K-1, •students in grades 2-5 enrolling in full-time virtual programs.

District Virtual Instruction Program (VIP)

A district VIP shall consist of the following:

• Full-time and part-time virtual instruction for students in grades K-12

• Full-time or part-time virtual instruction for students in dropout prevention and academic intervention programs, DJJ programs, core courses to meet class size requirements and Florida college courses

District Virtual Instruction Program (VIP)

Districts have the following options to offer VIPs: • Offer a district-operated program

• Contract with Florida Virtual School (FLVS)

• Establish a franchise of FLVS

• Contract with an approved provider

• Enter into an agreement with another school district

• Enter into an agreement with a virtual charter school

• Contract with a Florida college

District Franchises of FLVS

• District Franchises offer online courses for public, private and home education students in grades 6-12

• District Franchises will begin offering courses for students in grades K-5 in 2014-15. Elementary students must meet one of the eligibility criteria.

• Districts may use their district franchises as one of their options for VIP

District Virtual Course Offerings

• K-12 courses in Course Code Directory

• Eligible district students and eligible students from other districts may enroll in these online courses

• District of instruction, rather than home school district, reports course completions for funding

Students can take online courses from other districts even if the course is offered by their own district as long as they meet one of the eligibility criteria in law. They must be enrolled in their home school district. The home school district may not deny access if the course is appropriate. However, information needs to be shared by both districts to ensure accurate reporting.

FTE membership in programs scheduled for more than 180 days is limited to:

• Juvenile Justice Education Programs

• The Florida Virtual School

• Virtual instruction programs and virtual charter schools for the purpose of course completion and credit recovery
