About the Visit

Total attendance for this Visit of Pope Francis to Ireland for the World Meeting of Families is expected to be 750,000. For comparison, during the 1916 Centenary Easter Sunday Parade had an attendance of 350,000.

The WMOF2018 has at its heart the following key moments: o A National Opening on Tuesday 21 August o A Pastoral Congress from 22-24 August in the RDS, Dublin with an attendance of 37,000 people

from 116 countries o A Festival of Families on Saturday 25 August in Croke Park, which is choreographed as a

celebration of family life, featuring almost 2,000 performers and an attendance of 82,500 people o A visit to Knock Shrine, Ireland’s National Marian Shrine which will be attended by 45,000 people o The Closing Mass for WMOF2018 in the Phoenix Park, Dublin on Sunday 26 August.

Previous WMOF locations: Rome (1994); Rio de Janeiro (1997); Rome (2000); Manila (2003); Valencia (2006); Mexico City (2009); Milan (2012); Philadelphia (2015).

500,000 people have taken tickets to attend the Closing Mass for the World Meeting of Families in the Phoenix Park (both international and domestic attendees). That’s 6 times the match capacity of Croke Park taking place in one venue at the same time.

These sub-groups have met individually and collectively over the last number of months to organize all aspects of this visit, including but not only the Phoenix Park Mass. There is also a steering group, chaired by the Department of the Taoiseach to oversee the overall management of this Visit. This group has meets regularly, as does a stakeholder group co-chaired by Secretary General of the Department of the Taoiseach Martin Fraser and Archbishop Diarmuid Martin.

The OPW have also undertaken regular meetings including the Conservation Architects, Park Superintendents, Engineers, Directors, Administrative staff and craft people including painters, carpenters and gardeners to ensure that the Phoenix Park and other sites are safe and showcased for the visiting public and world media.

About the OPW Event Management Unit

The OPW Event Management Unit is a small team of public servants that manage State events. From the high profile like 2016 Year of Commemorations (where they handled 97 events in total) and EU Presidencies (Ireland have had 7 so far) to annual events like the National Day of Commemorations and National Famine Commemorations.

The team average 250 events a year. This year they have handled 167 so far.

The Visit of Pope Francis for the World Meeting of Families is considered 1 event, though it is the largest and most complex the team has handled to date.

About MCD, Arcana & Michael Slattery & Associates

The World Meeting of Families 2018 have engaged MCD as the event management team for inside the Phoenix Park, Arcana for the design of the Altar and Michael Slattery for Fire & Safety Consultants.

It is the same field, same altar position, and some similar ideas from 1979 Mass are still in the current plans today.

MCD

MCD Productions is the leading producer, promoter and provider of live music and entertainment events in Ireland. Consistently ranked amongst the top 15 promoters in the world by the internationally renowned trade magazine Pollstar, the company has been in the entertainment industry over the past 40 years.

The Company stage, promote and produce a wide variety of entertainment events which have included a wide variety of artists such U2, Beyonce, Andre Bocelli, Taylor Swift, Coldplay, One Direction, Robbie Williams & Westlife.

In total, the Company annually promote over 800 events, which range in capacity from 200 to 80,000, and which collectively attract over 1.25 million patrons which span all age groups, interests and cultural backgrounds.

MCD’s work on this project is in pulling together all the necessary layers required inside Phoenix Park to create an Open Air Mass in the Park. This entails building a network of contractors for the park to create this Mass for 500,000 people plus those working at it, as well as enabling those who want to watch and hear this from home.

MCD have a very experienced core team of key industry professionals working on this event who started work on this project back in November.

At the heart of this event have been 3 core drawings, which have each undergone at least 100 revisions.

Work started with the fencing, then building the network of roads across the site, followed by the install of the stage. Next is the install of electrics and water. After that is screen and sound equipment.

Michael Slattery

Also key is Michael Slattery and Associates who handle the fire safety. MSA under a wide range of major outdoor events – they were the Fire and Safety Consultants on the London 2012 Olympics for Olympic Park and all the London Venues.

For the Papal Visit MSA are the Safety Consultants and Safety Officers for each of the venues - Phoenix Park. Croke Park and the RDS. In developing the Event Safety Plan for each of the venues MSA have to undertake extensive analysis of crowd movement with the greatest challenge being to ensure that 500,000 can be safely accommodated in Phoenix Park.

Arcana

Arcana were engaged to design the stage. Arcana are a world-class global event specialists company that play an integral part in events and productions that have reached a global audience.

In 2018 alone Arcana have been involved in events in Spain, Portugal, South Africa, Australia, China, New Zealand, Brazil, USA and all over Europe.

They have just finished going around the world with the Volvo Ocean Race – their third of these Races. Arcana also produced SeaFest and the Eucharistic Congress.

Johnny Donnelly, a former member of the Saw Doctors, has just finished being Operations Manager for the Galway Arts Festival and is the Creative Director for NYE Festival for Dublin City Council and Failte Ireland.

For WMOF Arcana have been contracted to Design and Produce the Altar and the running of the Mass for the Phoenix Park Papal Mass. Arcana are Creative & Production producers in the Main Arena of the RDS as part of the WMOF also.

About Eamon O’Boyle & Associates

The OPW Event Management Unit engaged the services of Eamon O’Boyle and Associates (EOBA) as Consulting Engineers for all elements of health and safety outside the Phoenix Park, Croke Park and the RDS for the Visit of Pope Francis to Ireland for the World Meeting of Families 2018. This work involves the following elements:

Developing a Management structure. Nominating an Event Controller and Safety Officer and ensuring that the Management System converges with the Statutory Agencies’ systems.

Developing an Emergency Plan. The OPW and EOBA have consulted extensively with the Gardaí, Fire Brigades and Ambulances Services in developing Emergency Plans - tests and evaluations have been carried out in two table top exercises where over ninety stakeholders assessed emergency scenarios and developed solutions to feed into the Final Event Plans.

Developing the Safety Strategy. This is to ensure all suppliers and staff are compliant with Health and Safety requirements.

Developing Environmental Plans. This involves Waste management Plans to leave spaces in an as found condition. Dublin City Council will have crews undertaking cleansing duties overnight on Sunday 26 August to ensure all the routes are pristine the following morning.

Prepare maps and drawings for Road Closures. During the period they have prepared over 300 drawings for all the different elements of this event that are constantly under revision. There are four staff whose sole job is the preparation and revision of drawings so that all are on the same page.

The entire build for the event

The build for the entire Visit started on 23 July in Phoenix Park. The debuild and clean-up is expected to be completed by the 7 September. At this stage build has begun in some shape or form in all venues. Over the two days for the entire Visit:

Over 100km of fencing will be used over the two days.

60,000m of temporary park and track way will be used.

200,000sq feet of tentage will be used to build over 100 structures

There will be between 800 and 1,000 truck movements getting materials to their locations for all the relevant builds.

20,000 directional signs and 2,400 information signs are set to be used.

8,000 posts and 35km of rope is going to be used to organize the attendees into their areas at Knock and Phoenix Park events.

2,500 toilets will be available at all locations.

Technology wise:

There are 4,000 walkie talkies going to be used over a 64 channel network

45 large screens being used for the visit - lay them on the ground you will get 3 acres.

35km of fibre cable to cover the CCTV network

For the Phoenix Park outside:

48 lollipop signs to be used, as well as 50km of single colour bunting outside the Park to direct people along 7 colour coded routes to the Park.

5,000 traffic cones being used for outside the Phoenix Park alone. More will be used inside.

Business & Community Liaison

A Business and Community Liaison team has been established to communicate the impact of the upcoming

Papal Visit to Dublin and Knock on residents, businesses and all those likely to be affected.

This information campaign will target homes and businesses within the directly impacted areas in Dublin, and

in Mayo for the Knock event.

The team have worked with An Post to mail out around 200,000 information packs to homes and

businesses affected (in both Dublin & Knock). This information pack includes information on road closures

and public transport as well as key contact information for further queries. Information has also been

communicated to the public across OPW websites and social media platforms.

Community and business briefings have been organized, specifically targeted at residents associations,

business associations, community councils, parishes where appropriate, sports clubs and the other

organisations who are relied upon to relay key information.

A helpline will be manned in from next week to further help with people’s queries.

Getting to and from the Phoenix Park event

The National Transport Authority (NTA), An Gardaí Síochána and public transport operators have outlined a

comprehensive transportation plan and road closure system to be put in place for the Visit of Pope Francis.

Each operator Iarnrod Éireann, Dublin Bus, Luas, Bus Éireann and Go-Ahead, together with private coach

companies, will commence services from early morning especially for those travelling from outside of Dublin.

The NTA is working closely with Translink in Northern Ireland and they are providing special rail and bus

transport to the event.

The message from everyone is “Leave your car at home. Public transport or private coaches are the way to get to and from this event.” To help get people there:

Dublin Bus

Dublin Bus has the capacity to provide up to 400,000 journeys on 26 August.

Full Fleet of 1,000 buses will be in service on Sunday 26 August.

In addition to the normal service, 360 buses will be used to service 7 dedicated transport hubs throughout the city bringing people as close as possible to the Phoenix Park.

Over 1,500 drivers and 100 additional support staff will be scheduled for the day. These will include engineering employees, Chief Inspectors and customer service staff.

Luas

Luas will provide capacity for circa 73,700 passenger journeys on Sunday 26 August across Luas Red and Green Lines. The capacity for the Red Line is circa 35,700 and the Green Line is circa 38,000.

All available trams and staff will be working on the day.

Luas will be operating to frequencies of 6-10 minutes on the Red Line and 8-10 minutes on the Green Line.

Iarnród Éireann

Iarnród Éireann will provide capacity for 250,000 journeys on Sunday 26 August across Intercity, DART and Commuter services.

Over 250 train services will operate timed to meet demand from those travelling to and from the Phoenix Park event, from over 130 stations around the network.

The Ashtown shuttle from Connolly Station will bring people in close proximity to the Phoenix Park, the M3 Parkway/Maynooth lines will also run to Navan Road Parkway Station, which is also a short walk to the park.

Bus Éireann

Over 30,000 passenger journeys can be made on the day on Bus Éireann.

350 drivers involved on the day.

Overall capacity on Bus Éireann services is expected to increase by almost 100%.

Capacity on Expressway (Intercity) services to and from Dublin City will increase by over 38% with over 4,500 seats available in each direction pre and post the event.

Almost 800 trips being operated by Commuter & Intercity services.

Go-Ahead

Will be providing over 6,000 passenger journeys.

The vehicles will carry the new Transport for Ireland bus livery.

Translink

Translink will be operating their normal services and special services to increase capacity in Bus and Rail for the Papal Event.

Coaches

1,500 coaches are expected to transport pilgrims for this event. Many are hired by parishes as well as some private operators running services from across the island. There are 4 official coach parks where these coaches will be parked for the event.

Cycling

Cycle parks are set to be available near the Park which will take up to nearly 3,000 bicycles.

For those that are working at the event: 160 double decker buses and coaches will bring 12,000 staff into the Park by 6am. This doesn’t include the choirs and other people involved in the Mass itself.

And for those that are not attending:

There will be a secure area around Dublin, starting at the M50 from 6am to 11pm on Sunday

26 August. Those planning on using their car to access Dublin City on Sunday 26 August

should be aware that there will be diversions/road closures and other restrictions in place on

the day. You will need to leave plenty of time for any journeys to and across Dublin City from

6am to 11pm on the Sunday 26 August, and pay attention to restrictions in place on the day.

There will also be rolling restrictions on Saturday 25 August as Pope Francis visits a number of

locations in Dublin city centre.

For those not attending the event, the NTA will also be operating all normal Sunday scheduled

transport services. With road closures some buses will be diverted but customers will be

informed of any changes to their route.

On the day

Stewarding & volunteers

To get pilgrims from their transport hubs around the city into the Papal Mass site, there will be 1,600 stewards in total. 1,000 of these stewards are positioned inside Phoenix Park itself and 600 lining the routes into the location. These stewards support An Garda Síochána in their work, and are in addition to the over 7,000 WMOF 2018 trained and Garda vetted volunteers that are also helping people get to and from the Mass. (More information on these volunteers can be obtained from the World Meeting of Families 2018). There are also an additional 3,000 volunteers in the Papal Mass choir and another 2,000 involved in the distribution of Holy Communion. The stewards will start helping out on Friday once the welfare hubs are up and running. They have received training, induction and a series of briefings in the run up to the event, including from An Garda Síochána. Supervisors that are appointed along all routes and inside the Park will start the day with on-site briefings for any final information that stewards require before going on duty for the event.

Medical facilities

Medical services planning for the visit of his Holiness Pope Francis started earlier this year. It is led by the HSE National Emergency Management Office in the East region with the full support of a multi-disciplined team with representation from Hospitals Office, Community Health Organisations, National Ambulance Service, Procurement, Communications, Environmental and Public Health. The HSE team are working in partnership with our colleagues in the Voluntary Emergency Services (VES) of Order of Malta, Irish Red Cross, St John Ambulance and Civil Defence to ensure there is a robust medical plan is place for those attending to visit the Dublin city centre on Saturday 25 and the main event Mass in the Phoenix Park on Sunday 26 August 2018. To give an idea of the scope of this planning, more than 1,000 medical providers from around the country will be on duty, with a skill set ranging from Community First Responders (CFR) to Doctors. Over 26 Aid posts will be in place along the numerous pedestrian routes and within the Phoenix Park. Additional ambulances will be available at strategic locations, foot patrols and bicycle units will be on duty allowing a rapid response along the pedestrian routes leading to the main venue, an on site medical assessment centre, staffed by experienced Emergency Department staff and linked to the main Dublin Hospital Emergency Departments will be provided to cater for patrons needs at venue. The radio communications required to manage all these resources both along the pedestrian routes and within the venue will be coordinated by HSE National Emergency Operations Centre staff from two locations in partnership with Voluntary Emergency Services (VES) staff. The coordination of resources will help keep the impact on the wider population to a minimum while making sure there are services available to the 500,000 people expected to attend the event. These services will be in place from early morning to late that evening to ensure they are available to people travelling to the event, during the event, and when leaving the event. The HSE is committed to ensuring that there is minimum disruption to normal health social care related services during this visit and all hospitals will be operating as normal. The HSE will be reminding the public,

wishing to access health services in the vicinity of Dublin and Knock to be mindful of the likely longer journey times to get to whatever health facility they may be attending, due to road closures and diversions.

Food at the event

150 food and drink outlets in 10 service areas around the outside of the Mass location in the Phoenix Park serving quick serve convenience food for purchase.

There will be around 800 staff working on the food and drink outlets who will need to be on site by 6am.

These outlets will close ahead of the celebration of Mass (approximately 3pm to 4pm).

If half of the people there have a cup of tea or coffee, 31,250 litres of milk will be used.

About 25,000 sliced pans are expected to be used for sandwiches.

Further food and drink outlets are being finalised for the main transport hubs.

72,000 bottles of water will be used for crew alone who are required to dispose of these responsibly. This doesn’t include water for attendees.

Media covering the visit

There are over 1,200 journalists accredited for this visit from 31 countries coming from this event.

Those countries include Argentina, Brazil, Canada, Costa Rica, India, Mexico, Peru, Russia and a large group of media from the United States.

There is also a large European media presence – from the UK, Belgium, Greece, Germany, France, Greece, Italy, the Netherlands, Poland, Portugal, Spain, Switzerland and Turkey.

During the Pope’s visit there will be 5 Media Centres up and running (Dublin Castle, Phoenix Park, Knock Airport, Knock Shrine and Croke Park).

40 separate media structures in 10 locations have been built for this event to be covered internationally.

The two main media centres in Dublin Castle and in the Phoenix Park will run 24/7 from Friday morning until Monday evening during the event to accommodate the international journalists and their filing times.

On the technical side, there are over 20 satellite and broadcast trucks being used for this event, with a high proportion of these being shipped in from the UK for the weekend. Nearly 40 stand up positions for media to report from and 7 studios are being used for reporting from the Mass.

The host broadcaster, RTE, will capture the event with 10 outside broadcast units utilising over 60 camera positions, these images will be distributed on one satellite feed via EBU for international newsrooms to watch and report from.

The Control Room

Throughout the Pope’s Visit the OPW will operate an Overall Event Control Room in Dublin Castle, this will operate from 0900hrs on Friday until 0900hrs on Monday. The Event Controller in the Dublin Castle will be Eamon O’Boyle who had the same role in 2016 for the 1916 Commemoration. The Event Control Room will be populated by all of the Emergency Services and key State agencies. At peak there will be up to 50 people working within the Control Room. There are three event control rooms (Phoenix Park, Knock and Croke Park) that feed into this Main Control Room. On event days there is an early start - on Sunday the Control Room will commence at 0400hrs with the full complement being in-situ by 0500hrs. Throughout the operational period staff will monitor CCTV screens, control crowd movements and dispatch resources as required.

Recycling & litter collection

The WMOF2018 is encouraging everyone taking part in the events to take responsibility to be an eco-pilgrim on their journey so as to minimise impact throughout the event, and most importantly at the Papal Mass in Phoenix Park.

WMOF2018 is asking all pilgrims to do their best to leave no trace while they are here, and bring home all they bring with them, so that the beauty of this park can be enjoyed by generations to come.

There is a zero to landfill policy for this event.

In order to aid the collection of waste Ryans Cleaning are proposing to hand out 150,000 green bags to families as they arrive into the venue.

800 bins of 240 litre capacity will be used in the Phoenix Park site – we will operate a two bin system front house (general waste and recycling waste) and 3 bin system for the main catering outlets.

How the recycling works

There will be a number of Euro containers positioned around the park for general waste and Mixed Recycling. Ryans Cleaning will have a team of pickers on site to exchange the full bags in the containers and monitor them throughout the duration of the event. Refuse Collection Vehicles (RCVs) will be strategically placed around the site to ensure the bins are emptied at regular periods. Once full the RCVs will dispose of the general waste at a multi re-use facility (MRF) in order to recover any recyclables and the mixed recycling will be taken to a clean facility for sorting. Ryans cleaning will also have a number of Euro bins and Roll-On Roll-Off containers placed on site for general waste for the production teams to use during build up and breakdown of the event. These then will be disposed of at either clean or dirty MRFs as required.

Cardboard: A crew of staff will be trained separately for cardboard collection. Their sole job throughout the duration of the event will be to locate this waste stream throughout the site and bring it back to a card designated container.

Wood: A Roll-On Roll-Off container will be provided by Ryans Cleaning for the disposal of any wood produced at the event during buildup and breakdown. Once full the contents will be taken away for recycling. This will also reduce the amount of general waste produced on site.

Metal: A Roll-On Roll-Off container will be supplied by Ryans Cleaning for any metal waste that is produced at the event. The contents will then be taken away for recycling.

Post Event

In order to leave spaces in an as found condition outside the Park, Dublin City Council will have crews undertaking cleansing duties overnight on Sunday 26 August to ensure all the routes are pristine the following morning. After the Mass, a post event report will be produced containing a summary of how the recycling plan was executed plus a breakdown of waste removed will be recorded and shown in graph form. All disposal tickets will be available for audit. A full landscape audit will be undertaken of the Park after the temporary infrastructure is removed. The OPW is also taking the opportunity to restore and conserve a number of the entrances to the Phoenix Park. These conservation works which have been agreed with Dublin City Council are being supervised by OPW Conservation Architects and these gates will be reinstalled after the event.
