1. INTRODUCTION: The present colour granite mine over an extent of 9.32 Ha. in

Sy.No.37 of Dorigallu Village, Mudigubba Mandal, Anantapuram District, Andhra

Pradesh State was granted vide Proceeding.Notice.no.17825/R4-1/2016, dated

23.03.2017 in favor of V.Malavika for a period of 20 years from 2017 to 2037. The

mining plan was approved by Deputy Director of Mine& Geology, Kurnool vide their letter

No. 1005/MP-ATP/2017, dated 12.05.2017. As per MOEF&CC notification No. SO.141

(E) dated 15.1.2016. The present area falls under purview of definition of cluster as per

the SO. Hence the present environment management plan for the whole cluster area is

prepared.

a. Location details: The cluster of leases contains two quarries. The cluster area

is located at a distance of 1.9 km due W direction from Nakkalapalli Village. The

cluster is located in Sy. No. 37 of Dorigallu Village, Mudigubba Mandal,

Anantapur District, Andhra Pradesh.

Note: It is pertinent to mention that there is another lease application of extent

4.98 ha which is applied for lease. The possible production from that quarry is

taken as 2000 cum per year for the purpose of calculation of traffic density on

common roads.

b. Legal status of the quarries in cluster: No lease in the cluster has got the

Environmental Clearance. The present quarry of V.Malavika has got the

approved quarry plan which is to be regularized after getting Environmental

clearance and CFE & CFO. The V.Malavika has a lease period of 20 years and

other adjoining lease belongs to K.Samyukta of 9.32 hect which is also awarded

lease for 20 years. Thus the operations in the cluster will be continuing for a

period of 20 years.

c. Approach and accessibility: The cluster is located at a distance of 1.9 km due

West of Nakkalapalli village and the Pulivendula is the mandal head quarter

situated towards SW at 13.00 km. this area is approachable by buses run by

State Government from Pulivendula which will lead to the cluster site.

d. Infrastructure available: The details of the infrastructure available for the cluster

as a whole are given in the following table.

Water The ground water level is at a depth of 25 to 30 meters. The agricultural fields in the surrounding of the cluster are irrigated by the ground water and the crops are seasonal.

There are no perennial water sources in the vicinity. Electricity Available in the nearby villages. For the proposed operations

in both the quarries the electricity is not needed. Communication Net work communications are available in the area Roads The cluster area can be approached by Chennai-Anantapur

NH which is at a distance of 8.0 km from the cluster site. Nearest rail head Pulivendula at a distance of 13.0 km Nearest Port Krishnapatnam port is at a distance of 250 km Education Primary school at Mudigubba village. Higher education at

Pulivendula. Medical facilities RMP available at village. Pulivendula town has good multi-

specialty hospitals.

2. DETAILS OF THE QUARRIES IN THE CLUSTER: There are two quarries in the cluster

including the one in reference that is of V.Malavika. The details are given below.

3. PRODUCTION DETAILS OF THE INDEPENDENT QUARRIES AND CLUSTER AS A WHOLE: The present mine is in principle granted to produce 6000 cum of colour granite

per year. Since the mines produce identical material it can be summed up.

4. THE PEAK PRODUCTION SCENARIO: a. Total production quantities of the cluster: The mine of V.Malavika is proposed to

produce a quantity of 6000 cum of Colour Granite per year. And approximately

48,000 cum of colour granite is proposed to generate from this cluster. The waste

recovery of V.Malavika is taken as 80%.

b. Waste handling for the cluster as a whole during peak production: The operations

of V.Malavika produce about 24,000 cum of waste. Thus during peak production

periods the total waste to be handled is taken as 48,000 cum per year.

c. Water utilization for the cluster as a whole including for sprinkling on common

roads: Thus the total quantity of water consumption for internal consumption of

Mines in the cluster is 21.0 KLD. However additional water requirement is

envisaged for sprinkling on the common roads that will be used by the quarries in

the cluster. The enclosed plate shows that the total road length outside the lease

areas is 1.3 km. Out of this road outside the lease area, a span of 0.7 km will

exclusively used by V.Malavika mining operations. The remaining length of 0.6

km is the common road on which both the trucks plying out of the quarries will

ply. The projected water requirement is a rough estimate and around 4 KLD of

water is needed per day for the common road span.

d. Power requirement for the cluster: The operations in the cluster do not need

electricity. Moreover the operations are limited to only daylight hours and street

lighting is also not needed.

5. ENVIRONMENTAL IMPACT OF THE CLUSTER AS A WHOLE:

a. Impact on air environment

i. Dust due to dispatch trucks: It is estimated that from V.Malavika a daily

production of 24,000 cum will be produced with a working of 300 days a

year. For this purpose around 5 trips will be needed per day. Thus during

peak production 5 trucks per day or 1 to trucks for every two hour will be

moving out from the quarry.

In total cluster area the annual production is 14,000 cum. And daily

production is 46 cum have to move out. It means that around 10 trucks

are required to move out the product daily or 10 to 12 trucks will move

during the peak hour. This will generate dust which cannot be readily

quantified but we can arrive at the fact that around one truck for every two

hours will move out.

ii. Exhaust fumes due to equipment in the cluster: The exhaust fumes will be

generated due to the above trucks due to cluster operations apart from

the in-quarry operations. The impact due to in-quarry operations were

already described in the respective EMP. Since there is lot of gap

between each truck’s movement the accumulation of exhaust fumes in

one place will not take place.

b. Impact on water environment: The area does not fall under any major catchment

of any river or water course. Therefore the impact of cluster on water

environment is not envisaged.

c. Impact of noise on persons working: The additional impact apart from that of the

in-quarry impact is only due to trucks plying on the common roads. As explained

above there will be only one truck that will move in every 2 hours which will carry

dispatch material of all the mines. There may not be any major impact of noise

on persons working in the quarries due to the trucks moving out.

d. Impact due to vibration: Apart from the vibration impacts predicted in the

respective EMPs there will not be any additional impact due to vibrations due to

cluster operations conducted at the same time. Only precaution to be taken is

that, if any blasting operations are planned on the same day in all the quarries,

they shall not be conducted at the same time. This may cumulate the vibrations

effect.

e. Land degradation: Apart from the land degradation that is envisaged in the

respective quarry plans, there will not be any additional land degradation due to

cluster operations.

f. Safety of persons: Due to increase in movement of trucks on the common road,

the accident proneness will increase to the persons moving on the road for

quarry works.

6. ENVIRONMENTAL MANAGEMENT a. Management of air environment: From the above it can be seen that major

impact is only of dust during cluster operations. Apart from the in-quarry

measures proposed to be taken it is proposed to sprinkle 4 KLD of water on the

common road portion which will be used by the moving trucks outside the quarry

for carrying out the dispatches.

In this context it is pertinent to mention that the plate attached shows a road

length of 1.2 km on which the most of truck traffic can be seen during peak

production scenario. The section A-A’ shows the area outside the lease area

used by the quarry 1.3km, and B-B’ shows the area used by the quarry 0.9 km.

The portion of C-C’ shows the common patch of road within 500 meters radius

where the trucks travel. Thus the total road outside the lease areas that needs

sprinkling is 1.3 +0.9= 2.2 km. The total water requirement is 3000 liters.

b. Management of water environment: No additional measures are needed for

management of water environment for the cluster operations.

c. Reduction of impacts due to noise and vibration: One precaution needed to be

taken for reduction of noise and vibration is that, the blasting if needs to be

conducted on the same day, the timings should be staggered. This will not only

prevent the cumulative effect of the noise and vibrations, but also will ensure

safety of workers.

d. Recovery and rehabilitation of land degraded: Since no additional land will be

degraded due to cluster operations, special precautions need not be taken for

any rehabilitation of the land.

e. Safety of persons: For ensuring safety of persons moving on the common road

the following measures are proposed.

i. To post sign boards for caution about trucks moving,

ii. To post one person at vulnerable places to caution persons moving,

iii. To form speed breakers on road at important places, and

iv. To lead the long trucks carrying the Dimension Stone with a light vehicle

to caution persons.

7. ENVIRONMENTAL BUDGET: The environment budget needed for the cluster

operations is as given in the table below.

8. CONCLUSION: From the above it can be seen that the total EMP budget needed is

Rs.360000/- per year and both the quarries have to share the same.
