MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING July 2nd, 2012...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:01pm pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Anderson, Clark, Jacobsen, Stokes, Morgan. MOTION BY ANDERSON, seconded by Stokes to accept consent agenda. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. LORI HOLSTE/WIDA addressed the council about the various programs WIDA offers. Any entrepreneurial people or businesses can contact them for help with their business. She reported that WATTAWAY signs are up around the county. She is also seeking a letter of support for WIDA. There will also be a roundtable discussion in Avoca on 7-10-12. ORDINANCE #060412 NO TRUCK PARKING (ROW) submitted for second reading. MOTION BY CLARK, seconded by Jacobsen to approve second reading of Ord. #060412. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. MOTION BY CLARK, seconded by Jacobsen to waive the third reading of Ord. #060412. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. RESOLUTION # 20120702 Decrease Sewer Reserve warrant submitted for approval. MOTION BY ANDERSON, seconded by Stokes to approve decreasing warrant for sewer reserve. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. RESOLUTION 07022012 AUTHORIZING OFFICERS TO ISSUE CITATIONS for municipal infractions. MOTION BY JACOBSEN, seconded by Clark to approve citation officers. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. JIM CAMPIN/PARK reported that the kids’ ballgames are winding down. Tournament on 6-23/24th was a success. There will be another one-day tournament on 7-8-12. There were many good comments on the park and the facilities. Volleyball courts are done: Fall leagues will start 8-18-12, and fliers will go out for teams to register. Next project will be the tennis court. Quotes are coming in very high for this project. Park board is working on trying to get a scoreboard and they are looking for any donations that would like to be earmarked for this. Scoreboard would run approx. $5000.00. GALEN BARRETT/FIRE CHIEF reported there have been 136 calls for the year. He would also like council approval for purchasing an ambulance. Order would go in as soon as approval is gained; delivery would not be until Nov./Dec. 2012. At which time with cashing in CD’s and some money out of the fire donation account, this ambulance can be paid for with cash. MOTION BY STOKES, seconded by Anderson to purchase the ambulance. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. RON OLSON/PLANNING COMMISSION reported that a deck application for 105 Powell’s was approved. There was also a request to move an entrance for the Romeo property on Hwy. 988 which was approved. It was also discussed with Rob Tamisea that the entrance for American Backhoe will be replaced with the approved DOT requirements as will any future entrance. The building application for American Backhoe was also approved. Fence application for 111 E. Florence St. was approved. The Planning Commission submitted wording for an amended ordinance that they would like to see approved. This would be in regards to Lot Coverage. Council agreed with the wording and an amended ordinance will be drawn up for the August meeting. It was also discussed to amend water ordinance with additional verbiage to include “Cheater pipes are strictly prohibited by any contractor or plumber.” Any testing for leaks will be done with a water meter in place or by air. NO exceptions. Also to include: After so many violations, contractor and/or plumber will be banned from building or working within city limits. MOTION BY ANDERSON, seconded by Jacobsen to approve additional verbiage. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. It was also discussed adding additional verbiage to the sidewalk ordinance. Amending would include all sidewalks where city deems necessary will be done and put in prior to homeowners taking possession or moving onto the property. NO exceptions. MOTION BY ANDERSON, seconded by Stokes to approve the additional verbiage. Anderson, Clark, Jacobsen, Stokes, all ayes. Morgan, abstained. Motion carried. Clerk instructed to contact city attorney for letter to be sent to contractor regarding ‘cheater pipes’ and unfinished sidewalk. CHUCK STOKES/MAINTENANCE reported that the asphalt bids are considered to be too high. He will be getting more estimates. Maintenance man is spraying all the weeds and working on erosion in various places. CLERK’S ACADEMY will be July 25-27th. Clerk will be out of the office for this training. MAYOR SHEA reported that he has talked to John Rasmussen (county engineer) and he is looking at working on Old Lincoln Hwy. Repairs in the Spring of 2013. MANHOLE REPAIR WORK will begin Monday, July 9th. This will take approximately 6 weeks. Olsson & Assoc. are working on specs for water main extension. MOTION BY STOKES, seconded by Morgan to adjourn the meeting. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. MEETING adjourned at 8:05pm.

What’s Up at CECC?Submitted by Linda & Mindy Brewer

This has been a month to talk about weather, which we did at the Center earlier in June. Unfortunately, when it was time to learn about rain, we had to make it rain on the stove with steam and ice. We’re still waiting for it to actually rain. But we haven’t had to wait for hot weather to bring out the hoses and slip and slide. We’ve watered a few spots in the yard thoroughly. We’ve also tried to keep our garden plants watered. In May, the preschoolers planted peas, pumpkins, tomatoes, potatoes and some zinnias. Now we are picking quite a few cherry tomatoes to have for lunch. It’s true that if kids have grown something, they are more likely to eat it. We’re holding out hope for our pumpkins, but hope is fading for the peas. Since the fourth of July, our topic has been the Revolutionary War. The storyteller at the enrichment class on July 3rd, told stories about Washington and the Boston Tea Party, so we decided to expand on that. We read some books, watched some videos and did some crafts related to that time. We even made homemade root beer and liberty tea, which everyone enjoyed, and Indian corn pudding, which was not so much enjoyed. The enrichment classes will end on July 31, and we want to thank the teachers in July: Heather Ploen, Molly Gurnicz, Krista Johnson and the Durham Western Heritage Museum. ( a plug for the Durham’s special exhibit Mind Bender Mansion: it is lots of fun and great for kids and adults.) We hope to have a “talent show” to show off what the kids learned during the classes and will publicize it when it is planned. Since the last column, we have welcomed D.J., Riley and Chyanne to our class. As always, we have several people to thank for working on things for us. Steve Hultman has spent a lot of time working on our flower garden and has thinned out the iris and planted new flowers. It looks great. Mike Harmon, Mike and Kris Hopkins, Steve Hultman and Jeremy Hansen spent a fair amount of time on our sidewalk. They were out to fix a leak which turned out to be a hole in the wall. So they had to break up the sidewalk and pour new cement the next day. They called on Brian Shea to bring down his giant cement saw. We thank them all very much! As hard as it is to believe, “big school” starts in a month. Our preschool class will not begin until the day after Labor Day, but if you are thinking of enrolling a child, please contact us soon. Likewise if you are in need of full day care for your preschool-aged child, contact us so we have an idea of our numbers for fall. Thank you to Bob Hansen who called on the photo. His great uncle, Monte Hansen, owned the building in the 30’s. At that time it was a repair garage. He recalls the propeller on the nose of the “plane” turning.

The Rain Dance Calling All Babysitters! If you’d like to list your info for babysitting just send us an email to the address on the front page. • My name is Karlie Petersen and I am 14 years old. I am very good with children and have had many babysitting jobs before. I have taken a class at American Red Cross and have become a certified babysitter as well as certified in CPR. I made Varsity Dance Team as a freshman this year and get good grades. I also have 3 younger siblings who I watch at least once a week. I hope to see your children soon!! In late August, when it is quite dry, Native American tribes used to do a rain dance. Many Native Americans still perform the ritual today, and it can be seen on several reservations in the United States. Men and women gathered together for a rain dance and wore special headdresses and clothing. The jewels used in the clothing, such as turquoise, had special significance, as well as the patterns on the clothing and the use of goat hair in the headdresses. These special clothes were worn every year for the rain dance, and usually were stored the entire year for this purpose. The steps of the rain dance itself are quite intricate, and unlike circle dances, which are seen in many Native American ceremonies, the men and women stood in separate lines and made zigzagging patterns. It is significant that, while many Native American rituals involved only men, or at least, were more concerned with their influence, the rain dance involved both men and women, showing the importance of rain to the entire community. This rain dance was meant to bring rain for the entire year or for a specific season. Something to think about!
