MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING April 1st, 2013...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Brian Shea called the meeting to order. The following Council members were present: Spratt, Morgan, Jacobsen, Anderson. Clark, absent. MOTION BY Anderson, seconded by Jacobsen to accept consent agenda with considered bills. Morgan, Jacobsen, Anderson, Spratt, all ayes. Motion carried. ORDINANCE 99-02A Sewer rates submitted for 1st reading. First 3000 gallons would be $28.00 and $9.00 for every 1000 gals. after. MOTION BY MORGAN, seconded by Spratt to approve 1st reading. Morgan, Jacobsen, Anderson, Spratt, all ayes. Motion carried. ORDINANCE 90.10 (6) Boring under hwy. for tapping mains submitted for 1st reading. MOTION BY SPRATT, seconded by Anderson to approve 1st reading. Morgan, Jacobsen, Anderson, Spratt, all ayes. Motion carried. TIMSNYDER/PEOPLESERVICE, INC. reported to theCouncil that theyareworking thebugsout of the new billing system. They are having trouble with the turn around time. He requested changing the 10 day time for bills being late to 15 days. Council agreed to try this, but it needs to be done by ordinance. MOTION BY ANDERSON, seconded by Spratt to change bill turn around time to 15 days. Clerk instructed to amend ordinance for May meeting. Morgan, Jacobsen, Anderson, Spratt, all ayes. Motion carried. MAYOR SHEA addressed the audience regarding Strategic Planning. IA West Foundation would like to see more citizen participation. Mayor Shea would like to have a meeting in May to get ideas from the citizens. These ideas would then be implimented into the City’s Strategic Plan. Mayor’s Corner Spring has finally come! The clean up of our town was a success and the picnic lunch after was fun. It looks better with the garbage out of the ditches. Thanks to all who volunteered and Henry’s Diner for supplying the hot dogs and buns. The highway through town is scheduled to be repaved later this summer. The county is going to pave from the county line by Loveland to Council Bluffs at that time. It will be nice to have our main street redone. Nextweneedasidewalk/biketrailthroughtown.The momentum is building for the county-wide trail system which will benefit Crescent greatly. When the bike trail comes to our city it will be up to each business to get the new customers into their establishments. Another important issue is the strategic plan for our town. We are hosting a hands-on workshop Saturday, May 4th at 9am at the community room. We hope to see a good crowd and develop a plan of action. There are grants out there that we need to take advantage of and your input is important to us. Refer to front cover for more details. If you have questions, call me at 402-968-7432. —Brian Shea

Three Cheers for Our Volunteers! As you know, a town our size has a pretty tight budget which means we depend greatly on volunteers to get things done and make things happen. This months was no exception. They showed up with their work gloves in hand and a smile on their faces. We’d like to give a big Thank You to the guys who helped work on the pool on the 20th. It was short notice and a pretty cold day but Mark Schildberg, Pat Morgan, Brent Dizona, Randy Adams and Brian Shea stepped up to the task. (Shown in the first five photos.) The following weekend, we had approximately 20 eager volunteers who gathered at the community hall. They then dispersed through town to give it a good spring clean. They filled one large dumpster to the top with trash from ditches, debris from the cemetery and a decayed shed. Photos below show several, but not all, of the volunteers enjoying a picnic at the Vet’s Park afterwards. That Sunday, Jeremy Sindelar and several others from his scout troop spent the day at Pokamoke painting the pool shower houses and picnic tables. They also helped clean the grounds around the pool.

FROM THE CEMETERY BOARD

Several volunteers worked on the Crescent Cemetery on Beautification Day. We walked the grounds cleaning out flowers around the head stones and any leftover arrangements. Many cemetery’s across the country are now outlawing shepard’s hooks which are used for hanging baskets. They pose a safety hazard for mowers if they’ve fallen over. We pulled many of the hooks, several of which were already on the ground, and other ornaments that could pose a mowing hazard. They are lying at the entrance to be claimed by the owners. Please understand that we do not want to offend anyone. We’re just trying to keep it maintained and safe to mow and visit.

What’s Up at CECC?Submitted by Linda & Mindy Brewer

Last month, we mentioned we were having our Week of the Young Child Open House on Apr. 19 and that surely winter would be over by then. We were wrong! But we did hold our open house and were smart enough not to schedule a picnic. We had Sloppy Joe’s and side dishes inside. And we thank board members who donated desserts. Our activity was Minute To Win It games, which all the kids enjoyed. But it was the father’s who managed to “win it”. Mark Blair was the only person who could stack five apples and keep them standing. Justin Limpp was brave enough to cover his nose with Vaseline and use it to move cotton balls. We love fathers who aren’t afraid to be silly! And the kids do, too. We did take all the kids to Lauritzen Gardens during Spring Break. Once again, the weather limited us. We took one of their classes and got to play with Legos, and we saw the Lego sculptures, which were inside the building. Unfortunately, the model train and most of the gardens were not open yet. Many of the kids asked if we could come back when the plants were in bloom. So we hope to do that. We thank Jennifer Limpp for driving. We also took the preschool class to one of the Mission Imagination concerts put on by the Omaha Symphony. They do several concerts each year specifically for young children and they are very good. Everyone brings home-made instruments, and we get to sing and play along on a number. They teach kids about symphony music in a fun way. It’s a great way to introduce kids to orchestra music. And really, how many of us have ever taken a young child to a symphony concert? Easter is also hard to celebrate when it’s still winter. But we did manage to dye and stuff a lot of eggs. We thank Alex and Ethan Brewer for hiding them for us and then helping those who were a bit overwhelmed by the running and yelling to find their fair share. Community of Christ Church also donated some of theirs from the week before. So everyone went home with a lot of Easter eggs. Our preschool curriculum the last month, besides Easter crafts, was a few days on instruments in preparation for the symphony concert. We made percussion instruments (they’re the easiest) and rubber band banjos. We listened to “Peter and the Wolf”, which is good introduction to instruments, and we talked some about rhythm, dynamics and melody. Everyone wrote his or her own song, which we played on the piano. And now we’ve finally started on the alphabet. We practice the names and sounds of the letters and are trying to learn the sign language for each letter. But it’s hard to remember all those. Some of the kids are writing the letters, and some aren’t ready for that yet. If you are looking for summer care for your child, we remind you that it’s only a month away. We would like to have the names of all the kids that will be with us this summer by the first week in May so that we can make plans. But if you are reading this after that week, you may still give us a call. We hope to have a full class for summer activities.

Crescent Elementary School is the proud owner of nine new iPad Mini’s thanks to EMC Insurance Companies in cooperation with the SilverStone Group. The effort, according to EMC Insurance Companies, is part of a plan to combine learning and technology, and give students

a competitive edge in today’s “tech-savvy world.” “By integrating technology into classroom activities, students are better prepared to use technology in the real world,” Jim Fontanini, Des Moines Branch manager and Resident Vice President of EMC Insurance Companies, said in a press release. “It’s important to keep students interested in learning, and by using the latest technology, we can keep their attention and help them learn more.” EMC partnered with the SilverStone Group to select Crescent Elementary School, which was one of 12 schools in the state that has or will receive computer equipment from EMC. Representatives from both companies visited the school Friday, April 5, to deliver the iPad Mini’s. The school will use the devices “in the field” to conduct research, document data, execute experiments and share their findings. “The kids are so excited to get their hands on them that we can’t get them formatted fast enough,” said Melissa Chalupnik, Principal at Crescent Elementary. “I know these iPad will only enhance our abilities to become 21st Century learners. Thanks to EMC and to SilverStone for their partnership and commitment to education.”

All About Science!...Our students explored the world of light and prisms in April. Our final science enrichment program will be a field trip to the zoo with a behind-the-scenes tour. This is being made possible by a Field Trip grant from Target. Thank you TARGET!

Our Pen Pals...The students continue to correspond with their pen pal in Sumbawanga, Tanzania. This program is made possible by a non-profit program out of Omaha - Opportunity Education. We hope to continue this partnership next year to strengthen our authentic writing skills.
