There is fee concession in CCQC and also in NCQC to the Permanent Organisational Members. It is a request to the companies to enroll as Permanent Members to avail the benefits.

We have printed our regular Chapter Activity Report and also HQ Activity Report for the last two months.

An Article by Sri. B. Subramaniam, Director- QCFI titled “Business Process Quality Management” and another article by Prof. C. Uthaya Kumar, GC Member, QCFI – Chennai Chapter titled “Taguchi Loss Function” are published in this issue for the benefit of readers.

We are glad to inform you that Chennai Chapter has initiated to form a Sub-Chapter at Hosur.

Mysore Sub-Chapter of Bengaluru Chapter has organised its 5th Regional Convention. A report is published in this issue.

You will also find reports on workshops and training programmes conducted by chapters in collaboration with QCFI-HQ like Intensive Training for Trainers by Bhilai Chapter, workshop on Problem Solving Tools by Varanasi Centre and 3 days workshop on 5S Lead Auditors training by Pune Chapter.

QCFI has joined hands for 5S implementation and certification with M/s. Reliance Infra-Mumbai Transmission , the first of its kind in utility service having air insulated EHV substations which enhance the power transformation capability in limited space.

With due regards to the Appeal by Hon’ble Prime Minister for “Neat and Clean India”, QCFI is pleased to associate with Indian Railways to adopt and practice 5-S (Work Place Management) in their DRM Offices spread all over all the corners of India, which includes Rail Coach Factory, Kapurthala.

QCFI extends hearty congratulations to the management of SAIL for their initiative to start Interplant Quality Circle Competitions, the first being in 2014 held at Bokaro Steel Plant. We also congratulate TVS Schools Student Quality Circle for participation in ICSQCC – 2014 at Kingston University, London.

Conventional industrial engineering considers quality costs as the cost of rework or scrap of items manufactured outside specification. Taguchi considered such private costs to the manufacturers as short-term costs, and introduced a new approach of understanding costs to society owing to non-conformance with specifications. He held that any item not manufactured to the exact specification results in some loss to the customer or the wider community. Such losses come with the customer needing to make an additional purchase or repairs due to early wear-out or the defect part not interfacing with other parts, and non-optimal utilization of the product owing to the need to build in safety margins and the like.

Most manufacturers ignore the social costs of poor quality, oblivious to the fact that such social losses are actually long term costs for them, for it finds their way back to the manufacturer as negative feedback and reduced sales. Manufacturers looking to enhance brand reputation, gain market share and generate profits thereby need to eliminate such social costs by improving product quality.

The Concept

Taguchi's loss function explains that quality does not suddenly plummet and private and social costs do not rise suddenly when products are not in conformance to specifications. Instead, the losses to the manufacturer and the society are a function of the deviance or variability from the target value or best quality level. The private and social loss is zero at the target value, and the losses gradually increase as the product specifications deviate from the target value.

In 1980s, Dr Taguchi proposed the following statement relating to the quality of a product:

"Quality is the financial Loss to society after the article is shipped".

We can rearrange the above definition and still retain the basic concept of Quality to denote a positive attribute as follows:

"Quality is the avoidance of financial loss to society after the product is shipped"

There are two major categories of loss to society with respect to the product quality:

The 1st category relates to the losses incurred as a result of harmful effects to society. ( E.g. pollution).

The 2nd category relates to the losses arising because of excessive variation in functional performances.

The following figure illustrates the difference between the conventional method and Taguchi's view of the loss function.

Here 'm' represents the target value, or the most desirable value, of the parameter under consideration. This parameter may be critical dimension, colour of the product, surface finish or any other characteristics that contributes to the customer's conception of quality. L.I and L.S in the figure 1 represent upper and lower acceptable limits of a design parameter, respectively. However, if the product lies outside these limits, it is either discarded or subjected to salvage operations. Every attempt is made to control the manufacturing process to maintain the product within these limits.

Taguchi proposed that the loss function be measured by the deviation from the ideal value. This function is continuous as shown Figure 1. Product performance begins to suffer when the design parameters deviate from the ideal or the target value. This loss function

takes the following basic quadratic form:

L(Y) = k(Y - m)²

Where L is the loss in money value, m is the point at which the characteristic should be set, Y is where the characteristic actually is set, and k is a constant that depends on the magnitude of the characteristic and the monetary unit involved. This indicates that by making a product within the specification limits, it does not necessary mean that the product is of good quality. Taguchi emphasis on optimum customer satisfaction is by developing products which meet the target value on a consistent basis.

The three characteristics that shape the definition of Taguchi loss function are:

1. Nominal - the - best.2. Smaller - the - better.3. Larger - the - better

1.NOMINAL – THE – BEST (Fig 2)

Nominal, where the best characteristic or target value is the median of the specified upper and lower acceptable limits and the losses owing to deviance from the target value rise proportionate to the extent of deviance on either side of the mean. Here an example includes the frequency settings in radio and wireless equipment. For instance, the equipment not confirming exactly with the set frequency is defective increases the social costs for repair or replacement. Although

Taguchi developed so many loss functions, many situations are approximated by the quadratic function which is called the Nominal – the – best type.

2.SMALLER – THE – BETTER (Fig 3)

Smaller-the-Better, where the ideal target value or best quality standard is zero, and the higher the actual value, the higher the private and social costs. Examples of such instances include heat loss in heat exchanger, or carbon dioxide emissions. For instance, the more heat lost by the heat exchanger, the less efficiently it functions, and the

higher the social costs.

The figure 3 shows the smaller – the – better concepts. The target value for smaller – the – better is 0. There are no negative values for the performance characteristic. Example: The radiation leakage from a microwave appliance, the response time for a computer, pollution from an automobile, out of round for a hole etc. are the performance characteristics for this concept.

3. LARGER – THE – BETTER ( Fig 4)

Larger-the-Better, where the ideal characteristic or best quality standard is infinity and the higher the actual value, the better, and the lower the actual value, the more the private and social costs. Examples of such instances include maximizing product yield from a process, agricultural output, and the like. For instance, the higher yields indicate better quality seeds, and lower yields increase the social costs. The above figure shows the concept of the Larger – the – better.

In the Larger – the – better concept, the target value is ∞ (infinity), which gives a zero loss. There are no negative values and the worst case is at y = 0. Actually, larger – the – better is the reciprocal of smaller – the – better. Example: The performance characteristics in Larger – the – better are bond strength of adhesives, welding strength etc.

Let us look at the Problem Statement given below:

a. A blueprint specification for the thickness of a dishwasher part at Parts palace is 0.325 ± 0.025 centimeters (cm). It costs $10 to scrap a bad part. Determine the Taguchi loss function.

b. A team was formed to study the dishwasher part. While continuing to work to find the root

cause of scrap, they found a way to reduce the scrap cost to $5 per part.

1) Determine the Taguchi loss function for this situation.

2) If the process deviation from target can be held at 0.015 cm, what is the Taguchi loss?

a. The Taguchi Loss Function is: L(x) = k (x - T)2

$10 = k (0.025)2

k = 16000

L(x) = k (x - T)2 = 16000 (x - T)2

b. The Taguchi Loss Function is: L(x) = k (x - T)2

1) $5 = k (0.025)2

k = 8000

L(x) = k (x - T)2 = 8000 (x - T)2

2) L(x) = 8000 (x - T)2

L(0.015) = 8000 (0.015)2 = $1.80

Conclusion: The losses may be minimized by reducing external failure.

Recommendation: Use these statistics for process analysis and adjustment.

Let us look at the Problem Statement given below:

Taguchi methods emphasised quality through robust design, not quality through inspection.

Taguchi breaks the design process into three stages:

1. System design - involves creating a working prototype

2. Parameter design - involves experimenting to find which factors influence product performance most

3. Tolerance design - involves setting tight tolerance limits for the critical factors and looser tolerance limits for less important factors.

Taguchi's Robust Design methodologies allow the designer through experiments to determine which factors most affect product performance and which factors are unimportant. The designer can focus on reducing variation on the important or critical factors. Unimportant or uncontrollable “noise” factors have negligible impact on the product performance and can be ignored.

In conclusion, if companies want to remain competitive, they have to provide quality products. To accomplish this, a company must focus on the reduction of variability of a product's characteristics around a specific target value. The traditional approach is not enough. To remain a world competitor, a company must consider the Taguchi QLF approach.

organizers of the event. Mr. Chris Ford was the Convenor of the Convention. Quality Guru, Mr. David Hutchins delivered Key Note Address in inaugural session and the

Chief Guest of Valedictory Session was Ms. Emma Cox, Executive Director of Chartered Quality Institute.

The awards to student teams were given by Mr. Julius Weinberg, Vice-Chancellor of Kingston University and the Mayor of Kingston Upon Thames – Mr. Boris Johnson.

Quality Circle Forum of India (QCFI), Bhilai Chapter has conducted the intensive “Training For Trainers” based upon Quality Concepts from 28th - 31st May'14 at Hotel Cambian. This four day long training was inaugurated at the hands of Chief Guest, Mr. S.P.S. Jaggi, GM (Business Excellence), Communication & Administration), Mr. D.K. Srivastav, Executive Director, QCFI and Joint Secretary of QCFI Bhilai Chapter Mr. G.P. Singh by lighting a ceremonial lamp.

It needs a special mention that 53 Executives and employees from the prestigious industrial organisations all over the country have participated in this 4 day long training, which also is a new record for such kind of training. The prominent organizations, which were represented in this training were: M/s. National Thermal Power Corporation (NTPC), Bhilai Steel Plant (BSP), MOIL Nagpur, Sesa Sterlite Ltd. Jharsuguda, BALCO (Korba), Orissa Cements Ltd., Rajgangpur, Hindustan Electro Graphite, Bhopal, Parle Biscuits Pvt. Ltd., NALCO, Orissa, JSPL, Raigarh, SECL, Hindalco & JK Lakshmi Cement.

At the outset, Joint Secretary of QCFI – Bhilai Chapter, Mr. G.P. Singh after welcoming the participants, appraised them about the achievements of Bhilai Chapter. Chief Guest, Mr. S.P.s. Jaggi while elaborating upon the significance of Training For Trainers, pointed that the man manning the machine is more significant than the machine. The difference in the various industries we notice is due to the caliber of employees who work there. This training would facilitate the participants in developing the capabilities of their work force. Human Resources Development is the main motive for conducting this training, asserted Jaggi.

Executive Director, (QCFI), Hyderabad, D.K. Srivastava

in his address specifically stressed on the point that success of all industrial organisations depends upon their human resources. In the era of tough competition, it should be considered mandatory to propagate Quality Concepts at grass root level for ensuring the progress of organization on all fronts, asserted Srivastava. The lifetime member of QCFI- Bhilai Chapter, Mr. Pankaj Pathak conducted the proceedings of the inaugural session of Training For Trainers.

After completion of the 4-day long intensive Training For Trainers, organised under the auspices of Quality Circle Forum of India (QCFI), Bhilai Chapter, the successful participants were felicitated in the specially organised function at Hotel Cambium. Chairman, Shri Shankaracharya Group of Colleges, Mr. I.P. Mishra graced the occasion as the Chief Guest, while Executive Director, QCFI Mr. D.K. Srivastava and Joint Secretary of QCFI – Bhilai Chapter Mr. G.P. Singh were present as the special invitees. The trainees arrived from all over the country and completed training successfully were felicitated and presented citations on this occasion.

QCFI Varanasi Centre has organised 2 days workshop on RELEVANT PROBLEM SOLVING TECHNIQUES FOR IMPLEMENTATION OF LEAN QC jointly with QCFI HQ & MCIIE, IIT BHU on 3rd & 4th June 2014 at MCIIE, IIT BHU Varanasi. Our chief gust was Prof. S. N. Upadhayay Ex- Director IIT BHU, Guest of Honour was Dr. M. S. Sharma, Ex- Director health U P Government. Chief faculty was Mr. D. K. Srivastava, Executive Director QCFI.

In the inauguration function Chairman QCFI Varanasi Dr. Ashok Rai delivered welcome speech to all the dignitaries and participants. The Inauguration programme was conducted by Mr. Vijay Krishna.

In the valedictory session our Chief guest was Prof. P. K. Srivastava, IIT BHU, special guest Dr. Sanjay Rajguru, Yoga Guru of Satua Baba Ashram, Varanasi. In this programme certificate has been distributed to all the

participants, who were participated successfully in this programme. Vote of thanks has given by Mr. A M Chakraborty, secretary QCFI Varanasi.

In this workshop participants prepared a mock project based on LEAN QC and also proposed solutions for improvement of ghats of Varanasi.

5. It was good learning, even though I was using the tool and technique, but after attending this program I came to understand the importance of all those tools.

The 5th Regional Convention on Quality Concepts – 2014 of Mysore Sub-Chapter was held in the premises of National Institute of Engineering, Mysore, on Sunday the 25th May 2014.

Sri R. Guru, Chairman, N.R. Group, Mysore, was the Chief Guest and delivered the Key Note address during inaugural session. Sri C.D. Nagarajan, Managing Director, Mysore Polymer and Rubber Products Limited, Mysore, was the Guest of Honor. Sri G. Laxminarayana, Founder Chairman of QCFI (BC), Prof. V. Narayana, Founder Director of QCFI, Sri N. Muthu Kumar, Chairman, QCFI, Mysore Sub-chapter, Sri P. Krishna Kumar, Vice-chairman, QCFI Mysore Sub-chapter and T.V. Venkataram, Hon. Secretary, QCFI Mysore Sub-chapter, shared the dais.

All the dignitaries joined in lighting the lamp to mark the inauguration of the Convention.

Sri Ramesh Agrahar, Chairman, Technical Committee, introduced the Jury Members and Sri P. Krishna Kumar, Vice-chairman, QCFI Mysore Sub-chapter welcomed the Jury Members by presenting Roses.

Sri R. Guru and Sri C.D. Nagarajan jointly inaugurated the Kaizen Display area.

Sri Ramesh Kannan, Chairman & Managing Director, Kaynes Technologies India Private Limited, Mysore, was the Chief Guest for the valedictory session. Sri Rajiv Rajpal, Chief Executive Officer, Triveni Engineering & Industries Limited, Mysore, was the Guest of Honor. Sri N. Muthu Kumar, Chairman, QCFI, Mysore Sub-chapter, Sri P. Krishna Kumar, Vice-chairman, QCFI Mysore Sub-chapter and T.V. Venkataram, Hon. Secretary, Mysore Sub-chapter, shared the dais.

During the Convention, 3 Best Facilitators from JK Tyres, Rangsons Electronics and Automotive Axles Limited, were honoured.

A total of 189 teams participated in the Convention.

Highlights of the Convention :

01. 34 QC teams participated.

02. 111 Allied teams participated.

03. 44 Teams from Industries participated in the Kaizen Display.

04. The presentations were held in 22 different class rooms parallelly.

05. 31 QC teams taken part in the Knowledge Test. Top 8 QC teams who have been awarded.

06. 2 Volunteers from 6th Semester (Mechanical) from NIE attended as a Teamin the Knowledge Test. As a sign to promote the participation of students in TQM activities in future, they have been honored.

Business process Quality Management is one of the Six important elements of TQM framework given by the legendary Quality guru Dr.J.M.Juran.

The Six elements are:

(i) Customer focus (satisfying customer's needs).

(ii) Competition Quality

(iii) Continuous improvement

(iv) Empowering people and putting them into teams.

(v) Business Process Quality Management

(vi) Partnership with suppliers.

It is Business Process Quality Management, which capsules all other FIVE elements, can ensure an organisation's competitive position and growth in an ever-increasing, complex Business environment.

Business performance depends on systems and processes. These two inter-related and interwoven systems provide well formulated set of procedures for unified, integrated actions to achieve an enterprise's objectives and goals. Once the systems are clear, stipulating who should do what, process ownership can be passed on to the concerned.

Let us analyse the four words – Business, Process, Quality, Management individually.

3. Quality:It is not merely” conformance to specification”. It should give value-addition to the customers and add to customer's delight by more than satisfying him.

4. Management : It is the responsibility of the management, to effectively and efficiently use all the resources to achieve the objectives and goals of the enterprise by avoiding every type ofprocess waste, including human resource.

In fact, BPQM is a “holistic management” approach to aligning Business Process to the wants and needs of customers. The purpose of BPQM is “Business Process Quality Optimization”. Through continuous BPQ improvement, innovation, flexibility and integrating emerging technologies, an organisation can meet the challenges at the market place. BPQM will be a “strategic asset”, if properly understood, pursued, deployed and managed. An organisation engaged in continuous BPQ improvement will have immense capacity to change, both in human and technological scales. BPQM is necessarily is a performance oriented concept and an essential part of Total Quality Management.

Let us see what our legendary guru Dr. J M Juran says about BPQM. He lists out tasks for the upper management.

1. Macro-Process ownership should be made clear.

2. Set policies, objectives and goals (it has to cascade down)

3. Make strategic plan

4. Establish systems to support.

5. Measure performance, give feed-back for corrective action.

6. Conduct performance/systems audit.

7. Deploy Quality Function Deployment.

The First SAIL Inter-Plant Quality Circles Competition-2014 was a major event for SAIL family in quality circle activity. The SIPQCC-2014 held on 27-28 June'2014 at Main Auditorium of HRD centre of Bokaro Steel Plant . Twenty Nine case studies from 8 SAIL units i.e. DSP, RSP, BSL, ASP, SSP, IISCO, CFP and RMD were presented at the convention.

A Quiz Competition was organised for all the QC groups same day evening . The winner were “ QC WE CAN DO IT” (First) from Alloy Steel Plant, Durgapur, “ QC 1713-ACHINTYA”(Second) from Bokaro Steel Plant and “ QC AGRAGAMI” (Third) from Durgapur Steel Plant.

All the dignitaries present at the dias were honoured by Sri S Chaudhuri, GM(BE) BSL by giving a ANGA-VASTRA made by Jharcraft.

Welcome address was given by GM-BE-BSL where he mentioned the inclusion of QC as a Strategic objective of SAIL. He also stressed on the necessity of strengthening QC movement in all SAIL units both its spread by increasing number of QC teams and also by increasing the number of QC projects which help in solving shop floor

problems and thereby improving productivity and profitability.

All the EDs thereafter addressed the gathering stressing on the need to increase QC activities in SAIL.

Sri Anutosh Maitra , CEO BSL gave the keynote address. He stressed on the need to increase QC activities as it not only leads to substantial savings but it is a vehicle to transform work culture of an Organization. He complimented BE deptt of BSL for organizing this Competition with a large coverage of Units with the absence of Bhilai understandable. He also lauded the idea of having a presentation on Gas Safety as part of knowledge sharing before the large gathering of employees of SAIL.

Technical Session was held at four venues concurrently where all teams presented their case studies.

In the Valedictory session on 28th June'2014, all BE Heads, ICQCC Winners of Bokaro Steel Plant were first honoured with token mementoes.

This was followed by awarding of individual gold and silver medals to all members of the participating members Quiz teams .

Quality Circle Forum of India, Pune Chapter organized a Three days Five –S Lead Auditor's Programme , under enthusiastic coordination of Mr. Satish Kalokhe Chairman of Pune Chapter from 11th to 13th June 2014, which was conducted by Shri D.K. Srivastava , Executive Director at Quality Circle Excellence Centre, Bhosari, Pune.

Training Programme / Workshop

5-S Implementation was organized at office on 01.04.14 for preparation of proposal letter, &on 02.04.14 to collect quotation for invertor & battery.

5S implementation was conducted at office on 04.04.14, 07.04.14,9th – 12th Apr'14, 25th – 26th Apr'14, & from 28th – 30th Apr'14, 02.05.14, 5th – 9th May'14,& 31.05.14.

5-S was organisedfor M/s.Sesa Sterlite Ltd. on 16.04.14 & 17.04.14.

LQC was conducted for M/s. NTPC Ltd – Vindhyachal on 22.04.14 & 23.04.14.

5-S was organised for M/s. S.kumars Nationwide Ltd. from 12th – 17th May'14.

5S, WCM & Jagruti Group was conducted for M/s. Indian Steel Corpn. from 19th – 21st May'14.

QC was organised for M/s. JK Lakshmi Cement on 23.05.14 & 24.05.14.

5S was conducted for M/s. Adani Power Ltd. from 26th – 28th May'14.

An initiation meeting was organized at Ashok Leyland Management Development Centre, Hosur on 15 th June 2014 with representatives from some industrial groups, Hosur Industries association, Hostia and head of some educational institutions.

M/ S A. Mayuranathan, RM.Krishnan, Major (Retd) Chandrasekharan VV and Dr. A.Sanjeeva Rao, Director QCFI attended the meeting which was coordinated by QCFI Hosur representatives M/S P.M.Devarajan and S.Chandrasekar. 20 representatives from various industries and 2 schools attended the meeting. A 12 member adhoc committee was formed for the Hosur Sub-chapter with Mr. R M Krishna as Convener and M/S P.M. Devarajan and S. Chandrasekar as Coordinator and Asst. Coordinator. 9 more representatives from Industries and educational Institutions were nominated to the committee.

The responsibilities assigned to the adhoc committee and the calendar of activities up to Dec 2014 were finalized for the Hosur Sub Chapter.
