Posts were spotted on Facebook last week asking Panda Express would open – not an uncommon questions the couple of years -- and finally, on Saturday , the restau- rant saw a line of cars waiting in the drive- thru. Panda Express’ application was brought to the City Council four years ago but sev- eral negotiations needed to take place be- fore the restaurant could obtain its desired spot in front of the Walmart Supercenter on Highway 46. Cars were lined up all the way to the en- trance of the Walmart parking lot for most of the day. Drivers were courteous, and patiently waited their turn at the drive-up window. Walk-in traffic was also high be- cause people did not know what to expect and whether guests would be allowed to sit down and enjoy their meal or order and take it out. A statue at St. John’s Evangelical Catholic Church was vandalized last week.

The Shafter City Council voted last week to approve a plan to move forward on the engineering phase of the roundabout project that includes Santa Fe Way, Los Angeles Avenue, Highway 43 North and Highway 43 South. The council’s approval means that Caltrans can continue their work on configuring the intersection.

Beech Avenue is presently a part of the intersection, but it will not be a part of the roundabout that is being drawn up, based on Caltrans’ recommendation. With Beech Avenue a part of the project, the cost of the project would drastically increase, and it

would also necessitate either having a “five-legged roundabout” and would also need to have traffic signals, which, according to Caltrans, would “defeat the purpose of the roundabout.”

The project’s aim is to alleviate traffic congestion and reduce safety risks that the current intersection presents. The current funding strategy that Public Works is work-ing with consists of the city covering the preliminary engineering and right-of-way acquisitions,,which combine to approxi-mately $4 million in costs. Caltrans has committed to fully funding the construc-

tion, which,based on similar roundabout projects they have built,will cost between $6 and $8 million.

With the possibility that Beech Avenue would be eliminated anyway by the High-Speed Rail Authority once that project is underway, Caltrans and the city agreed that accepting the roundabout without Beech Avenue would be the best course of action.

For the city’s part of the cost, $1.3 mil-lion will come from $1.5 million that is cur-rently programmed for this phase, with the only monies coming from the city’s coffers being close to $200,000,which would not come out of the General Fund, but out of a project account.

If it goes according to plan, design and right-of-way acquisition are anticipated to begin in August 2020, with construction starting in December 2021.

In other council action, an emergency generator was approved to run the city’s wa-ter wells if needed. With the summer com-ing, there is the possibility of PG&E out-ages to distribute power to the city and the surrounding region in response to wildfires.

The city received two proposals for the generator, with the lower bid being a little over $284,000, by PTS Rentals. Public Works recommended going with PTS be-cause of the cost savings and also their im-mediate proximity to Shafter.

Graduating students at Wasco High School are highlighted in a Celebration of the Class of 2020 on the high school’s Face-book page.

The virtual project was filmed in May, with students volunteering to submit their favorite photographs so a virtual slideshow could be produced, along with audio com-ments.

“We decided to hold this type of celebra-tion when we were not going to have an in-person graduation,” Principal Kevin Tallon said. “Of course, that has changed.”

Tallon added that multimedia teacher Danny Eusebio produced the video, and all of the senior class was invited to participate.

Each contributing student has their se-nior picture in the bottom left-hand corner along with the scholarships they received, involvement in organizations and other ac-tivities and awards.

One of the first students in the slide-show is FFA Chapter President Haley Al-len, who received the Golden State Award, was listed as Outstanding Agriculture Stu-dent, a member of FFA leadership, awarded the Tiger pin, received a 3.0 medal and was the recipient of a scholarship.

Allen’s message of thanks went out to her friends and family as well as to the fac-ulty at the school. “My four years here were the best anyone could ask for,” she said.

Aquetzahli Araujo Olivos was awarded the Golden State Seal Merit Diploma, a scholarship, and Wonderful Prep Academy graduate.

Conner Brown was also a Golden State Seal Merit Diploma recipient, Lifetime California Scholarship Fed-eration member and carried a 3.5 GPA. He also received a gold Tiger pin and was a scholarship recipient.

Other students such as Ruby Carrillo and Lynette Castillo added their pic-

tures to the group of graduates.Most of the students thanked their par-

ents, teachers, friends and staff who helped them make it through their four years at Wasco High School enjoyable.

The celebration was filled with gradua-tion photos and many candid shots as well as posed team shots from different sports.

Truth Church, which began its journey conducting local home Bible studies, cel-ebrated its 10-year anniversary.

“We have a rich apostolic heritage, com-ing from Greater Bakersfield First Pente-costal Church, where over 50 preachers have been sent throughout the world un-

der the leadership of Elder I.H. Terry and Bishop Leon Frost,” said Truth Church’s founding pastor, Rev. Frank Cabrera, who has served since its inception in 2010.

In 2009, Frank and Alicia Cabrera felt a deep burden to start a church in Shafter.

They prayed for God to send them a family with whom they could start a home Bible study. Within a week of that prayer, God connected them with a local family through the help of the late Rev. Eldon Eckles, a Shafter resident and member of Greater Bakersfield First Pentecostal Church.

After several months of the studies, Truth Church launched in 2010 with two fami-lies and several Sunday School children at a small warehouse office on Central Valley High-way. The congregation outgrew the location and obtained a storefront in 2016 on East Lerdo Highway, right next door to local eatery Generals Headquarters.

Under his and his wife Alicia’s leadership, the church has grown into a vibrant and thriv-ing apostolic Pentecostal church. Pastor Cabrera holds a bachelors of sci-ence degree in business management and is a member of the World-wide Pentecostal Fel-lowship.

In March, Truth Church purchased a one-acre facility lo-cated at 101 Beech Avenue, directly across the street from Mission Bank. Throughout the recent pandemic, the church was able to use the facility (in partnership with

Shafter’s Youth Center) to assist with the state’s emergency food distribution and to facilitate a blood drive (in partnership with Houchin Blood Bank).

During its 10-year history, Truth Church has been faithful to its mission of “Sharing Truth, Strengthening Families and Serving Community,” by delivering the gospel of Jesus Christ, helping individuals and fami-lies out of homelessness, drug addiction and marital problems, and participating in community cleanups and humanitarian ef-forts. Cabrera also contributes pieces for the regular feature Pastor’s Corner in The Shafter Press.

Be Set Free program, facilitate future food banks and blood banks, and participate in various other community endeavors.

Cabrera invites the Shafter community to visit on Sunday mornings at 11 a.m. and Tuesday evenings at 7 p.m. to experi-ence dynamic worship and preaching. The church sanctuary seating is properly dis-tanced and sanitized. Outside patio seating also is available, along with parking lot ra-dio transmission.

The 2020 Census has been in motion for months, and the response from this area has been well below the state average, lead-ing Census Bureau staff to take action in attempting to increase the local response numbers.

Shafter is lagging behind the average percentage for Kern County, with about a 54% response rate. Wasco is further behind, with a rate of 53%.

There are varying opinions on reasons for low response. At a conference held at the Larry E. Reider Institute last year, several au-thorities said that a large number of people hesitate to participate in the census because of a fear that their personal information would be used for other purposes. “We try to reiterate to the community that all of the data collected during the census is confidential and cannot be used for any other purpose,” said Carla Hutcherson, a partnership spe-cialist with the Census Bureau. “They don’t realize that if they do not participate in the census program, it will adversely affect many programs that they are entitled to that would help them in their daily lives.”

As a nation, Americans have responded to the 2020 Census at about 60% so far. Originally, the numbers would be getting prepared about now, tallies getting reported

and leaders commenting on the direction that the available funds would be going.

But, with the ongoing coronavirus pan-demic essentially shutting down entire communities, the deadline for census has been extended into October 2020.

According to Hutcherson, a lot of people do not realize the importance of participat-ing in the census. “The Census helps deter-mine the amount of funds that communi-ties receive for a large variety of programs. These programs include schools, Healthy Start and so many more programs that help residents thrive.”

Census results influence highway plan-ning, public transportation, as well as schools. Local schools are allocated so much for the Head Start program and for grants that support teachers and special education. Programs that support rural areas, prevent child abuse and help provide housing assis-tance for older adults are also affected.

From disaster planning to small business development, Medicare Part B to highway construction, policymakers use census data to plan and fund many programs that affect rural communities.

To aid in the effort to increase the re-sponse rates, the Census Bureau is inviting the public to participate in the 2020 Cen-sus Car Caravan Weekend, June 19-21. A parade of cars will drive through a strategi-cally selected route. Each car in the caravan displays messaging to raise awareness of the 2020 Census.

Their goal is to increase participation in communities across the country. They are also encouraging everyone to post pictures and videos of their caravans, taking pride in their communities along the way.

He numbered four potential location options if the church is overflowing with parishioners, including the church, the parish hall, the old church and the church school.

“We will have a projec-tor and screen set up in the other locations so every-one can participate in the services,” Sanchez-Flores

said. “We have been holding virtual masses through Facebook during the quarantine.”

Sheriff’s deputies responded to a call of a shooting victim on Rose Street off Griffith near James Forrest Elementary School on Monday morn-ing.

A medivac helicopter was called when deputies determined that the man was seriously wounded. He was airlifted to a local hospital. According to sher-iff’s deputies, the victim is listed in critical condi-tion.

Breanna Jimenez, 31, of Shafter, is scheduled to appear on June 24 for a preliminary hearing on vehicular manslaughter charges related to an accident in which one of her children was killed.

The incident occurred on Feb. 24 on Lerdo Highway, where Jimenez lost control of her vehicle and rolled over, ending up in an orchard. Her

6-year old son Jaden died as a result of the accident.

Jimenez’s bail remains at $50,000. She also is charged with three counts of willful cruelty to a child.

Observed at the scene by police, and later corroborated later by toxicol-ogy reports, Jimenez did not appear to

be under the influence.This will not be Jimenez’ first

court appearance on a driving matter. In September 2018, she was was cited for driving without a license, failure to stop at a stop sign and two counts of failure to restrain children in their car seats or restraints. That case resulted in over $900 in fines for Jimenez.

Due to Covid-19 we had our time in the FFA cut short. Students missed out on monthly meetings, CDE completions, the chance to run for the 2020-21 officer team and our end-of-the-year friends and family banquet.

It was heartbreaking to see so many members unable to partake in these activities, so we decided to hold our end-of-the-year banquet over social media. Through this, we were able to recognize our members and commu-nity leaders so they knew they were

appreciated. As president of the chapter, I

wanted to take this whole experi-ence as a learning opportunity and give a few words of advice to next year’s president. We could’ve never expected or been prepared for a situ-ation like this, but I believe our chap-ter handled it nicely. To the class of 2020, we are missing out on a tradi-tional graduation, celebrations and our final moments as high school-ers. But I know the class of 2020 is very hard working and if we can

get through this, we can get through anything.

Many of my classmates are getting ready to further their education or go into the workforce after high school, which is amazing.

As for me, during this time in quarantine I have spent a lot of time with my family and preparing to head off to college. Although it has been difficult, I know it is important to stay safe.

With all this said, I hope everyone has taken this time to focus on them-selves and their families so we can get through this together.

Server Priscilla Raya greeted everyone at the door, stopping those without a mask while apologizing for the inconvenience. Several people were turned away, as anyone who enters the res-taurant must wear a mask.

“Inability to dine in or enter without a mask is cor-porate policy for the time being,” General Manager Elizabeth Ramos said.

While Panda Express is currently open seven days

a week, 10:30 a.m. to 9:30 p.m., their hours are subject to change.

The restaurant has an ex-tensive menu, but there are some local preferences. “Our most popular item is our Or-ange Chicken,” Ramos said.

Assistant Manager Clop Arellano is originally from Delano and has worked for Panda Express for two years. General Man-ager Elizabeth Ramos has worked for Panda Express for six years. “We’ve been

training to open this store for a while,” Ramos said.

Raya has been employed since February of this year. She was hired to open the Wasco restaurant and enjoys working for Panda Express.

Franz said that due to Covid-19, they followed national, state and lo-

cal guidelines and were forced to modify the competition. “We put on a modified, virtual program. It was a combination of virtual and in-person interviews, with the awards ceremony taking place on June 4.”

The Distinguished Young Woman of Shafter is one of the oldest youth award programs in the state. For over 45 years, it has provided local high

school girls with college scholarships and life skills.

Franz said that they are so thankful for the support of the community and their commitment to our youth. “We also want to say a special thank you to the parents and families of this year’s participants. This has been far from ideal, and we appreciate your contin-ued support.”

A one-on-one interview with staff at the Wasco State Prison was discour-aged due to the COVID-19 virus pan-

d e m i c ; however, an online

interview provided answers to many questions.

Joshua Farley, correctional lieu-tenant, administrative assistant and public information officer at Wasco State Prison was able to answer sev-eral questions posed to the institution regarding how the prison has been handling staff and prisoners during the pandemic.

“CDCR’s number one priority is the health and safety of all those who live and work in our state prisons,” Farley said. “We have taken extraor-dinary and unprecedented measures to mitigate the Covid-19 pandemic.”

He explained that to help maintain social distancing and minimize the spread of Covid-19, California De-partment of Corrections suspended visiting statewide and stopped accept-ing people from county jails for more than two months.

“In April, CDCR successfully completed its effort to expedite the re-lease of approximately 3,500 inmates to increase space within our institu-tion statewide, particularly in dorm settings;” he said. And, CDCR moved approximately 1,900 inmates from dorm-living environments to other va-cant spaces within our institutions to increase physical distancing.”

Farley suggested anyone with can go to cdcr.ca.gov/covid19/frequently-asked-questions-for-plan-on-expe-dited [rapid]-release-and-increased physical-space-within-state-prisons/.

He also said that health care staff at each facility make multiple rounds daily and conduct health screenings of all inmates to quickly identify any-one with new symptoms. All health care services, and medication are still available to incarcerated people.

Farley also said that at all facilities,

CDCR conducts verbal and tempera-ture screening of all those entering state prisons.

“We have provided all staff and the incarcerated population with reusable cloth barrier masks and the type of alcohol-based hand sanitizer recom-mended by the Centers for Disease Control and Prevention, Farley said via email. “We have also been provid-ing education materials and streaming CDC videos on the inmate television network.”

Farley added that every decision has been made with operations, public health, and health care experts work-ing diligently side-by-side.

Figures released on Tuesday broken down by employee, a prison-by-prison breakdown of Covid-19 positive diag-nosis shows that four employees have tested positive at Wasco State Prison and three of those have returned to work.

Five prisoners have tested positive for the virus, and all five are still incar-cerated in the prison.

“Among the incarcerated popula-tion (1.5 per 1,000) is far below the national rate (5.2 per 1,000),” Farley said. “The testing rate at the prison (139.3 per 1,000) is nearly three times the national testing rate (47.6 per 1,000).”

Farley added that results for in-carcerated people and staff allow the prison to make rapidly informed deci-

sions regarding housing, staffing, and treatment.

WSP has established certain hous-ing units for inmates requiring isola-tion or precautionary quarantine in accordance with CDC guidelines for prisons. “Men in this unit are moni-tored daily by infectious disease staff,” Farley said. “Those with symptoms will be treated and housed in the pris-on’s Correctional Treatment Center or at an outside facility as needed.”

Farley added that WSP rearranged its dorms to allow for greater social distancing and staff are strictly en-forcing social distancing guidelines. In addition, programs have been modified to allow for staggered use of the dayrooms, shower, and dining schedules.

Also, all housing and common ar-eas are sanitized multiple times per day. Incarcerated prisoners are pro-vided with extra cleaning supplies to allow them to keep their living area clean.

“CDCR and California Correction-al Health Care Services staff at WSP are continuously working with public health and health care experts to ad-dress this unprecedented pandemic and protect those who live and work in our state prisons.”

PASTOR PAT COYLEBy the time you read this I’m hope-

ful that we will be on our way in the final stages of reopening our nation and world! Who would have ever thought the en-tire world would go through what we have been in recent months. I can’t help but wonder what les-sons we’ve all learned through this, but here are a few that come to mind:

Planning ahead is a good thing but ultimately the Lord is in control (Proverbs 16:9).

Worry can sometimes be god-like in its power, but prayer reminds us of who is really God (Philippians 4:6-7).

Relationships at church are critical for healthy spiritual living, and we should nev-

er take them for granted nor neglect them (Hebrews 10:25).

Our ultimate hope is not in our nation, economy, health or self-confidence, but in

the “living hope” found only in Jesus (I Peter 1:3).

Despite its short-comings at times, the church is the still best thing going in our world (Matthew 16:17-18)!

I could list a lot more “lessons” that have come to the surface during these past months, as I’m sure you could, too. I’m looking forward to be-ing together once again, face to face, in worship and celebration in our churches. May the Lord continue to sustain all of

us during this time and give leaders guid-ance as the world “reopens” again!

March 13, 1936 – May 31, 2020

Richard Neumann was born March 13, 1936 as the youngest child of Carl and Elizabeth Neumann. He was born in Dos Palos and passed away on May 31, 2020, in Bakersfield. Richard met his lovely wife, Laverne, in Wasco. They were married on Feb. 26, 1966, and she preceded him in death on Msy 1, 2011. They had 3 children: Lon-nie Neumann of Taft, Sandy McAvinue of Te-hachapi, and John Neu-mann and wife Erin of Taft. They had five grandchil-

dren: Billy Atchley (de-ceased), David Atchley of Bakersfield, Travis Neu-mann of Taft, Nathan-iel Neumann of Taft and Johnathon Hopkins of Taft.

Richard loved his family and family get-togethers. He enjoyed hunting and fishing, and was a great fan of watching Nascar racing. Richard retired from AES, Inc. and moved to Tehacha-pi. He had faith and trusted in God. He was deeply loved and will be missed by family, friends, and all who got to know him. We thank everyone for their love and support. Graveside services will be Monday, June 8, at 10 a.m. at Shafter Memorial Park.

Marylan Louise MillerMay 6, 1940 –May 26, 2020

Marylan Miller went home to be with the Lord on May 26, 2020. Marylan was born on May 6, 1940, in Pauls Valley, Okla., to George and Sally Warren. She spent most of her early years in Oklahoma City and then Corpus Christi, Texas, before moving to Califor-nia when she was around 10 years old. Marylan married her high school sweetheart, Jim Miller, on July 28, 1956, and they celebrated 61 years together before his passing in 2017. They had two chil-dren, Tim and Melany.

Though Marylan worked part-time at Richland School, she was primar-ily a homemaker, loving wife, mother and wonderful “nana” to her grandchildren and to her first great-grand-son. She served her fam-ily with love, humor and a

quick wit. Her husband, Jim, was

her best friend. Together they raised their children, enjoyed their grandchildren and cared for their aging parents. They were truly a team, and her life was never the same without him at her side.

Marylan accepted Jesus Christ as her Lord and Savior in her youth, and she was a longtime member of the First

Southern Baptist Church in Shafter. She enjoyed serving in children’s ministry and in the church kitchen. After moving to Carrington in late 2017, Marylan developed new friendships and renewed friendships. Everyone there knew her as “Nana,” and the staff became her extended family.

Marylan is survived by her son, Tim Miller and wife Stephanie; daughter Melany Millwee and hus-band Jeff; granddaughter Moriah Hunter and hus-band Cameron; grandsons Kyle, Matthew and Aaron Millwee and great-grand-son, Levi James Hunter.

Visitation will be held on Wednesday, June 3, 4-8 p.m. at Peters Funeral Home, Shafter. Services will be on Thursday, June 4, at 10 a.m. at the First Southern Baptist Church in Shafter, with interment to follow.
