AfDB pushes its Green Bonds: New projects, principles and products

Prime Minister of India Narendra Modi has encountered the major exam

of his reform credentials, when his fresh-faced government presents its first budget.

Modi, 63, with an overwhelming election victory in May and with an assurance to lift growth and create jobs for the 1 million people who enter India's workforce every month. No doubt, Finance Minister Arun Jaitley's maiden budget has lived up to BJP's assurance of leading to Achhe Din (Good Days).

However the Finance Minister attempted to give relief to the individual taxpayers in what his party labelled a ''growth-oriented budget'', he though stopped short of coming up to the concerns regarding other sectors, which were enthusiastically expecting some relief.

"I propose not to make any changes in the tax rate. However, with the view to provide relief to small and marginal and senior citizen, I propose to increase the personal income tax exemption limit by Rs 50,000 from Rs 2 lakh to Rs 2.50 lakh in case of all individual tax payer who are below the age of 60 years," the Finance Minister said while bestowing budget for 2014-15 in Parliament.

Examples of eligible mitigation and adaptation projects include: renewable energy generation; energy efficiency; vehicle energy efficiency, fleet retrofit or urban transport modal change; biosphere conservation; solid waste management; fugitive emissions and carbon capture; urban development; water supply and access; and low carbon transport.

For the Bank’s Green Bond portfolio, a specific set of guidelines have been set up and outlined in the Bank’s Green Bond Framework.

Zimbabwe prepares for SADC Summit

By Kizito SikukaThe 34TH Summit of the Southern African Development Community (SADC) will be held in August in Zimbabwe.

The theme for the summit set for Victoria Fall, Zimbabwe is “SADC Strategy for Economic Transformation: Leveraging the Region’s Diverse Resources for Sustainable Economic and Social Development.”

As per the tradition, the host President, Robert Mugabe of Zimbabwe will assume the SADC chair from his Malawian counterpart Peter Mutharika.

Malawi hosted the last SADC Summit in August 2013 in Lilongwe, Malawi.

The summit is expected to deliberate on a wide range of regional issues including infrastructure development and the general socio-economic situation in southern Africa.

Infrastructure development has been identified as a priority area of development in the region.

This is because a thriving economy

depends on the existence of an efficient, seamless and cost-effective trans-boundary infrastructure network.

As such, the region has come up with a number of cross-border infrastructure projects for implementation for the next few years.

The projects cover the key sectors of energy, transport, tourism, water, information communication technology and meteorology.

Since the summit is being held in the “Year of Agriculture and Food Security,” as declared by the African Union, discussion would also focus on ways to improve production in the region.

Southern Africa possesses all the necessary inputs for a flourishing farming region as the region is endowed with fertile soils, a favourable climate and affluent water basins.

However, inadequate funding, poor rural infrastructure and neglected agricultural research have seen the region experience some challenges in fully exploiting its potential to increase food and agricultural production.

Other main issues for the summit include the possible adoption of the Regional Indicative Strategic Development Plan (RISDP) – a 15-year blueprint for regional development and integration, as well as the general political situation in the region.

All the 15 SADC Member States will attend the annual summit.

Countries that make up SADC are Angola, Botswana, the Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, the United Republic of Tanzania, Zambia and Zimbabwe.

company that invests more than Rs 25 crore in any year in new plant and machinery has been declared. The profit will be accessible for three years i.e. for investments upto 31.03.2017.

Finance Minister's budget announcement had nothing precisely for women. Previously, women earning upto Rs 2 lakhs were exempted from paying tax. There was extensive expectation that the limit would be hiked by a minimum of Rs 50,000 over and above the general category exemption limit.

Rwanda will be looking forward to promote its exports during the Africa-Singapore business forum next month.

Rwanda will take advantage of the forthcoming Africa Singapore Business Forum to foster trade partnerships with Singapore investors.The country has been invited to take part in a one-day meeting due to take place on August 27 in Singapore, Geoffrey Kamanzi, the Private Sector Federation (PSF) head of trade negotiations and facilitation, has said.

Kamanzi said the meeting aims at sharpening dialogue skills and will deliver first hand insights from practitioners in Africa and Asia. It is being organised by the International Enterprise Singapore.The forum will also recognise the intense global competition for Africa and Rwanda in particular and the growing influence of private sector, Kamanzi added.

Sources at the Private Sector Federation indicated that both countries are expected to sign trade deals to facilitate bilateral trade.

Investors from Rwanda will also use the platform to network and share best business practices with their counterparts from the Singapore Business Federation.

“We are mobilising our members, especially from agri –business industry, food processing, transport and logistics, oil and gas, mining, retail business and manufacturing to take part in the business forum and share their experience with

international firms,” Kamanzi told Business Times.

Investors from Singapore, including Vector Scorecard, a renowned small-and-medium software and applications developer, have already expressed interest in investing in the country, the Rwanda High Commission in Singapore, said in a statement.“They have made a detailed presentation to me on how they think they can support in SME development in Rwanda. They wanted either private sector or Rwanda Development Board to front their initiative in Rwanda. We, therefore, look forward to the Rwandan team that will be in Singapore to discuss this initiative further,” said Lukas Murenzi, the in charge of the commercial section at the Rwandan High Commission in Singapore.

Co-operation between Rwanda and Singapore has focused more on public sector capacity building for the last few years.

The business forum could be a gateway for the private sector to strengthen the commercial aspect of bilateral relationships that exist between the two countries.

The Rwandan high commission in Singapore has organised three days of business to business meetings besides the conference for Rwanda delegation and investors from Singapore which could result into business joint ventures between the two sides.

Agriculture/ Agro processing Sector

Agriculture is one of the crucial sectors of Mozambique’s economy. Its latent is high mostly in the fertile northern regions. The significant cash crops in Mozambique include sugar, tobacco copra, cashew nuts, tea and cotton. The government heartens farmers to produce industrially convertible crops, such as jatropha and cane to be used in biodiesel. Several companies are by this time implementing such projects. the ongoing business laws awareness campaign by Rwanda Development Board.

The on going campaign seeks to boost and create awareness on some of the country’s most important business laws such as the company act, intellectual property, mortgage law, insolvency law, trademarks and the law governing intellectual property.

The move is expected to further improve the ease of doing business in the country, enhance efficiency on how businesses are managed and spur growth of the small and medium enterprises, Dr. Eliable Muhawenimana, the Investment Climate facility for Africa project coordinator at Rwanda Development Board said.

The country wide exercise due to end this month has already benefited business chief executives and entrepreneurs across the country and is expected to continue in the districts of Huye, Kigali, Gisagara, Nyarugugu and Nyamagabe and many others

across the country by the end of the month.

“The idea is to drive total compliance, giving entrepreneurs skills that will keep their businesses afloat which enhance effective business management systems. We are telling those innovative entrepreneurs to know that it’s important to register their intellectual property,” Tony Omara, the Managing Director, Brand Revolution, a communication and consultancy firm tusked to conduct this campaign across the country told The New Times.

The World Bank doing business report 2014 ranked the country’s business environment second best in Africa and 32nd globally.

The report was based on the ease of doing business and the number of business reforms conducted in the country over the period of twelve months.

After having visited the Praslin business community and heard their many concerns, the Chairman of the Seychelles Chamber of Commerce said he was pleased to hear this week of the launching of the Praslin Culinary and Arts Fiesta to be organised by the Ministry of Tourism and Culture. The fiesta which is due to take place from the 5th to the 7th of September 2014 has been well received by the chamber and its members especially those operating on Praslin.

The Board of Governors of the African Development Bank Group (AfDB) through its private window has approved a US $9 million

line of credit (LOC) equivalent in Mozambique metica (MZN) to Moza Banco.

But, Zambians have recently got the new air of relief as the small and medium enterprises in Zambia are to profit from a new source of financing. South Africa’s micro financier, Business Partners International (BPI) established in 2004 as a subsidiary of Business Partners Limited launched a branch in the African nation and have set aside US$10 million for loans to small and medium enterprises.

During the launch, BPI Africa’s Managing Director, Nazeem Martin asserted, “The organisation has put up US$30 million under the BPI southern Africa SME Fund to Malawi, Namibia and Zambia.” He added, “We are launching the Zambia office subsequent to our Namibia office launch last week and hopefully we will be able to takeoff the Malawi office next month. The US$30 million investment fund for these countries is coming with a parallel to US$1 million as technical assistance facility.” Worth mentioning, the technical investors comprise of International Finance Corporation, the African Development Bank, Stichting DOEN and FMO of Netherlands, Propacro of France and Business Partners.

In the same vein, the Zambian Commerce, Trade and Industry Deputy Minister Miles Sampa also urged that the SMEs in Zambia needs to increase their performance in regard to safeguard quality and benefit from the funding. He also quoted that the upcoming BPI Zambia, SMEs should take benefit of the regional trust fund and access these funds available with a pay-back term of five to ten years. business owners, providing assistance in obtaining insurance, and designing policies for this market that shore up coverage gaps and help businesses qualify for credit. Accounting and auditing firms should also be throwing custom-made and reasonable service offerings to this segment, to help SMEs meet banks’ necessities for formalized financial functions.

In the nutshell we can say that the role of SME’s is without doubt the foundation for the growth and expansion of Africa and should be undertaken in partnership with African governments, international donors, private sectors and the Diaspora itself. They cannot work in isolation of each other and as such all have a mutual role to play in the sustained economic reform and transformation of Africa. This sector is ideally suited to build on the strengths of the traditional skills and knowledge, by infusion of technologies, capital and innovative marketing practices. Small and Medium Enterprises today constitute a very important segment of the African economy. It has emerged as a dynamic and vibrant sector. With the help from India this sector of Africa can achieve a wide measure of industrial growth and diversification.

The role that SMEs play in our economy cannot be overlooked. They are a major contributor to development and I urge them to step up their gear to start thinking big so that they can become recognised in Africa.

Today, the role of SMEs in enhancing economic growth is acknowledged worldwide. In emerging countries, SMEs are very competitive. Governments therefore intensify efforts like the creation of this bank to render the SMEs more performance and competitiveness but this must be accompanied by well-defined rules.

Often when potential importers are duly satisfied with the product,

quality, sample sent for approval or lab analysis, packing, delivery schedule and prices acceptable. They request for a firm offer from the exporters.

What do most exporters provide their prospective buyers? Offer quotation indicating price, quantity and cost of transportation? Other terms like, Mode of payment, product availability, shipping instructions and service charges? Terms of sale, description and delivery time?

Yes, but this is not enough information for importers to make a buying decision. To make life easier for buyers, exporters should always quote using a carefully prepared Performa invoice.

It is a common for most exporters to provide their buyers with limited information when asked for a quotation. This lack of details and accurate information by exporters is probably a major factor why products with good quality and competitive prices do not get sold.

Whether you are the exporter or the importer, it is quite critical that you understand how successful exporters quote buyers using pro forma invoice. You should be able to clearly distinguish the differences between quotation, Performa invoice and commercial invoice. The following brief descriptions are intended to help you understand their differences and to provide you with all the items that you should include in a Performa invoice plus the areas that you have to consider when completing a commercial invoice.

QuotationsA worksheet for calculating

export costs to sell goods or services at a stated price and under specific conditions, the quotation is generally presented to the buyer in a formal way using a Performa invoice. A quotation may include all the contents that appear in a typical pro forma invoice except:-(1) Country of origin of product

and(2) the title Performa invoice.

Performa InvoiceA price quotation prepared

in the form of an invoice, a Performa invoice, is different from commercial invoices. It is used to create a sale and is sent in advance of the commercial invoice. The content of a Performa invoice is almost identical to a commercial invoice and is usually considered a binding agreement although the price might change in advance of the final sale.

For establishment of LC or for advance payment by the importer through his bank, usually banks

prefer Performa invoice to a quotation.

In some countries, the US for example, Customs may accept a Performa invoice (generated by the US importer and not the exporter) if the required commercial invoice is not available at the time when filing entry documents (entry - the process of filing documents with US Customs at the port of entry to get goods released from Customs). U.S. Customs may use a pro forma invoice to assess duty and examine goods. The importer on record however, is required to post a bond and produce a commercial invoice within 120 days from the date of entry. If the required commercial invoice is needed for statistical purposes the importer has to produce the commercial invoice within 50 days from the date Customs releases the goods to the importer. Here are some reasons why pro forma invoices are widely used in international transactions:

Considered as a binding agreement between exporter and importer. May be required by somecountries as part of their import licensing procedures. Bankers and financial institutions use proforma invoices to open letters of credit, advance payments, etc., for importers.

Easily recognized due to their similarity to commercial invoices. Pro forma invoice format encourages exporters to include all the information that shall appear in the commercial invoice.

Keep the following points in mind when your company is asked to produce a proforma invoice:» The title of the document

should clearly say "Pro Forma Invoice".

» Exporter's name, address, telephone number and e-mail address.

» Sold to name, address, telephone number and e-mail address.

» Pro forma invoice reference number.

» Date issued. The date of the pro forma invoice is the date of the quotation.

» Customers Inquiry reference number or purchase order number, if available.

» Terms of payment (letter of credit, documentary collection, pre-payment, T/T, open account etc.).

» Exporters banking details for advising /negotiating LC or SWIFT code details for Wire Transfer.

» Estimated date of shipment.» If more than one product,

number each product beginning with number 1.

» Type of Delivery & shipment : Full in one lot or partial.

» Indicate Transshipment if any, » Quantity shipped per lot.» Full product description,

include the Harmonized Schedule (HS) code if available.

» Indicate clearly currency used (USD, Euro, Yen etc.).

» Unit pricing should be included.» Unit pricing should be extended

by the quantities quoted to form the line item total.

» Any additional supplies-provided services should be itemized and should be added to reach a grand total.

» Terms of sale using latest INCOTERMS (FOB, CIF, CFR, DDU etc.- named port or destination).

» Identify the number of unit measure, weight, case, pallets, box, etc.,

» The country of origin of the product.

» Cost of any additional documents, inspection, legalization, etc., to be borne by the importer or exporter.

» Validity period, never make open-ended commitments remember that the validity date can be changed.

» Must be signed and title to be included.

» Column for Acceptance with Signature, title of the buyer to be incorporated in PI or covering letter.Remember that pro forma

invoices are formal offers to sell. When the buyers agree with all the terms and conditions of the pro forma invoice the result is a purchase order sent by the buyer, which finally leads to a sales contract that is, if the buyer and the exporter agree to have a formal sales contract. The pro forma and purchase order must be compared before goods are shipped to check for discrepancies. Should there be a discrepancy, the buyer should be promptly notified to correct any errors.

Commercial InvoicePrepared after the sale takes

place, the commercial invoice is the final bill from the exporter to the buyer that conforms in all respects to the agreement. It could have the exact terms of the pro forma invoice first offered, or it could differ in those terms that were the result of final negotiations. Commercial invoices are also used by governments to determine the true value of goods for assessing Customs duties, examining goods and gathering statistics. Additionally, many countries use commercial invoices to control imports. It is critical for the exporter to check with the buyer the type of information that must be included in the commercial invoice in order to clear Customs in the buyer's country. Here are few key areas to consider when producing a commercial invoice.

Should be prepared in the manner customary to trade. Most countries require that a

commercial invoice must be filed for each shipment. It must be original although some countries accept photo copies with a declaration by foreign suppliers, shippers or importers verifying that it is a true copy. When an invoice is not available some countries accept a pro forma invoice with information adequate to assess duty, examine goods and collect statistics. Some countries may require a special Customs Invoice - US for example, waived Customs Invoices in March 1, 1982.

Common Invoicing Mistakes by Exporters

The following are a few of the many common invoicing mistakes that are often made by exporters. Any of the following mistakes may cause delay, crippling penalties or total seizure of products by Customs officials.» Under invoicing, declaring less

than the actual value of goods.» Vague descriptions.» Several distinct articles lumped

as one.» Supplier does not show the

discounted invoice at the net price.

» Omission of royalties, commissions, packaging and other dutiable additions that make up market value.

» Transportation and insurance charges not itemized separately (some countries do not assess duty on transportation and insurance charges).

» Pertinent information missing and lines left blank.

» Missing country of origin.» Invoices not signed by supplier

or supplier's agent.

» Calculation mistakes in words and figures.Remember, at a minimum,

an invoice must always clearly show the total invoice value, non dutiable charges, add to make market value (if dutiable), and net entered value of the merchandise imported.

By carefully preparing a pro forma invoice, the exporter can increase the chances of the offer to sell to be accepted by the buyer and eventually increase the exporter's sales and profit. Because the pro forma invoice is the first document the buyer receives from the exporter, there is a psychological advantage in laying everything out, since the easiest thing for the buyer to do is to accept the proposed offer. Help your buyer to accept your offer by providing a thoroughly prepared pro forma invoice.

follow these steps, try to keep your hands close to the head so the braid will be tight.

8) Repeat steps 2 and 3 until there is no hair available to add.

He noted that his outfit under new funding scheme would under the Integrated Sanitation, Hygiene, nutrition Education (ISHINE) programme expand its intervention to the SILC communities and other areas including Talensi, Nabdam, Kassena Nankana Districts and in the Northern Region in Nakpanduri, Gambaga among others.

Botswana is known for its tremendous beauty and business potential. How are you prioritizing your role for the development of the country and its people?

Indeed Botswana is endowed with a wealth of natural capital, be it fauna and flora or mineral resources. The challenge lies in the sustainable exploitation of these resources in order to benefit future generations. Sustainable development is my government’s priority. It is in this regard that my government has set aside approximately 49% of the total land area for conservation purposes.

Tourism has been identified as a key sector for economic diversification. The tourist product is predominantly wildlife based, hence the need to ensure that the resource is utilized in a manner that will guarantee its availability for decades to come. In order to back our commitment to sound conservation practices, my government has imposed a ban on trophy hunting in Botswana. Hunting safaris are therefore no longer permissible and there has been a shift towards the more non-consumptive forms of tourism namely photographic safaris.

How do you amalgamate your efforts, strategies with available resources of Botswana to make it an attractive

destination for Foreign Direct Investment (FDI)?

Botswana is uniquely endowed with vast resources and we have invested in creating a globally competitive policy framework for the extractive industry, which can be instrumental in supporting a beneficiation and value addition agenda. We have the opportunity to attract investments into a series of activities that create entire Eco-systems around the full value chains of the extractive sector. We have started the implementation of this strategy in earnest within the diamond sector but similar opportunities still exist with respect to other minerals viz copper, nickel, soda ash and most importantly coal.
