Dear IMLA Member and Reader,
Later than planned the information of this year’s IMLA conference – IMLA24 was
announced. Unforeseen difficulties in selecting from the candidate institutions had
delayed the announcement. Eventually Texas A&G University at Galveston becomes the
host for IMLA24. The Call for Papers and Presentations was first disseminated in April 2016
among the members and colleagues from MET community, and fortunately the
Organizing Committee there in Texas has received quite a good number of contributions
by the deadline of submission of abstracts. We are looking forward to further practical
information from the host to facilitate participants to register, plan their travel, and finally
make it at the conference in November!
The IMLA-IMEC Steering Committee had seen a big transition at its 27th
Conference in
Malaysia. After 21 years as Chairman of IMEC, Prof. Dr. Peter Trenkner handed over the
steer to Prof. Clive Cole for him to become the 4th
Chairman. It was a warm and
memorable moment. This Newsletter shares the letters with which they each expressed
their feelings and thoughts some time later after the conference. The IMEC Steering
Committee and its Papers & Activities Committee welcomed new members.
The IMLA-IAMU joint project on revision of IMO Model Courses 6.09, 3.12, 1.30 has moved
a step forward. The working group met again at WMU in late May. Three weeks after that,
the initial draft of MC 6.09 was submitted to IMO Revision Group for review through the
IMLA Secretariat Office.
As for the future of IMLA Newsletters, it would be nice to have contributions from some of
our readers. Any topic that is related to Maritime Education and Training is welcomed
including personal views on problems of education in certain area of subject, personal
lecture scripts and other information that you think could be helpful to other lecturers.

The meeting made successful
discussions revolving around the
revision progress, proof-reading and
content consistence after the last
meeting, and reached agreement on
competence-based training and
education, on board assessment,
objective assessment and the
suitability of new education and
training methodologies. Working
schedule prior to the submission date
June 15th, 2016 was hammered out as
well.
WMU President Dr. Cleopatra
Doumbia-Henry met the members of
the working group and expressed her
appreciation for the multi-national
coordination mechanism for the IMO
project. She expected the team to
continue its meticulous effort to
finalize the revision work while
addressing appropriately and timely
the feedback from IMO.

Courses at the IMO HTW 2nd Session
in February 2015, which are Model
Course 6.09: Training Course for
Instructors, Model Course
1.30:On-Board Assessment, and Model

Celebrating over fifty years, Texas A&M University at Galveston serves as
the “ocean oriented campus” of Texas A&M University. The campus offers a
unique blend of marine and maritime programs, including majors in science,
business, engineering, liberal arts, and transportation.
ACCREDITATION
Texas A&M University is fully accredited by the Southern Association of
Colleges and Schools Commission on Colleges (SACS-COC). As a branch

ACADEMICS
TAMUG offers ocean-oriented, four-year courses with excellence in
business, oceanographic and physical sciences, biological sciences,
engineering and transportation and liberal arts. Degrees are awarded from
Texas A&M University. Computer science and technical writing courses are
taught across curricula, regardless of a student’s major field. In every course
each semester, formally administered questionnaires invite students to
appraise the effectiveness of teaching. Several unique courses have been
developed in response to the University’s marine orientation.

TEXAS A&M MARITIME ACADEMY
The Texas A&M Maritime Academy provides an opportunity for students
to learn how to operate and maintain an ocean-going vessel. In addition to
classroom and field training during the regular school year, students sail
aboard the Texas A&M training ship during three summer cruises to gain
practical experience in seamanship, navigation, and operations. Cruises are
varied to include Northern Europe, the Caribbean, the Mediterranean and the
United States. At the conclusion of the program, Midshipmen are tested to
become licensed as officers in the U.S. Merchant Marine and may seek
employment in the exciting field of marine transportation as a licensed Third
Mate or Third Assistant Engineer.
The NROTC Program offers men and women an opportunity to qualify for
a commission in the Navy while attending TAMUG. Any student may join the
NROTC Program either as a National Scholarship winner or as a
non-subsidized college program student.
THE ISLAND CAMPUS
The island location of the campus on Galveston Bay and near the open
ocean is in symmetry with the ocean-oriented academic programs offered at
TAMUG. The Mitchell Campus, situated on the Galveston harbor and close to
the confluence of the Galveston and Houston ship channels, has immediate
access to the ocean and to estuarine areas including Galveston Bay. The Port of
Galveston and Port of Houston are nearby, as are many Gulf Coast industries.

INSCL19 Overview
We are proud to announce that the honour of hosting the next International
Navigation Simulator Lecturers’ Conference (INSLC 19) been awarded to South
Africa - the first ever INSLC conference to be hosted in Africa. The South
African Maritime Training Academy (SAMTRA) and the Cape Peninsula
University of Technology (CPUT) were nominated during INSLC 18 in 2014, to
co-host the event which will be held in Cape Town, South Africa from 5
September 2016.
INSLC, as part of the International Maritime Lecturers Association (IMLA),
provides a forum for professionals involved in the advancement of maritime
education, training, and research, specifically through the use of simulation.
The conference plays an important role as an effective medium for the
interchange of ideas and experience among members and guests of the INSLC
and presents an Ideal opportunity for both simulator manufacturers and
simulator users to discuss issues of mutual interest for training and research
development.
As simulator professionals operate as global players, international conferences
are an ideal forum to discuss and share information, and explore new
approaches. The INSCL 19 programme is designed to attract experts, decision
makers, and influential personalities you want to

A farewell to IMLA-IMEC
Dear Maritime English Family,
At IMEC 27, which was a very emotional event for me, after 21 successful years as the Captain of
IMEC, I left the bridge for the watch below, so to speak. I do hope that this step will be an essential
contribution to the necessary rejuvenation of the IMLA Committee and the IMEC Steering
Committee.
The younger generation is now given the chance to steer our IMLA-IMEC vessel safely over calm
seas and through troubled waters as well.
Dear friends, my decision didn’t come easily to me, as it was an honour, a pleasure and a
privilege to sail with you in the same boat for so many years. My work for our Association blessed
me with the most outstanding moments of my professional career – I tried to do what I was
expected to at my level best.
Dear members of the IMEC Steering Committee and, moreover, my dear Maritime English family:
full of gratitude I will recall for good your cooperation, your loyalty and your friendship.
My special thanks go to Prof. Dr. Jin Yongxing, Honorary Chairman of IMLA, for the untiring
support he rendered to IMEC, the most active interest group of IMLA, I may say.
Furthermore, I wish to express my gratefulness towards Milhar Fuazudeen, Head of IMO Maritime
Training and Human Element Section, who, as an upcoming young IMO technical officer piloted
me through the shallows of IMO and taught me the lyrics of the Organization. He has been a
long standing supporter of Maritime English communication and inspired our work essentially.
My dear friends, I am still alive and if IMEC would feel that my humble experience or opinion
could be of a certain use one of these days – I am on standby. However, I wouldn’t mind if you’d
remember me at least for a certain while.

From Chair Clive Cole
Dear Friends,
May I first thank the Members of the IMLA-IMEC Steering Committee for (s)electing me as its 4th
Chairperson, and for the honour they have bestowed. It was with some trepidation mingled with
anticipation that I took up my duties and tasks at the close of IMEC 27 in October, but I’m fully
conscious of what these involve having been the Vice Chair since 2002.
IMEC was founded in 1981, at a time when I was dabbling with Aviation English, but it wasn’t
until I took the risk of joining the newly established WMU on an initial 1-year contract in 1984
that I embraced Maritime English.
I recall my first international experience in this “odd” arena of ESP was as a young(ish)
participant at IMLA’s Fourth Workshop on Maritime English, held at Plymouth Polytechnic, UK in
1987.
This was followed a few weeks later in Hamburg at the “EngMart” colloquium of the
German Association of Maritime English (GAME – what a delightful acronym) where I met a
certain Peter Trenkner from the German Democratic Republic, who became my mentor, my
colleague, my collaborator and close friend. Replacing Peter Trenkner after his 21 years as the
IMEC Chair will be no easy task, but one thing for sure is that our physical profiles will never be
confused, even if we Europeans all look the same!
And then there’s the reassurance that IMEC has an energetic cadre of enthusiastic, talented and
dedicated members as evident in its Steering Committee and Papers & Activities Committee
which, and we are proud of this, has the perfect 50:50 gender balance, unique to the Maritime
Industry! So what might be our passage plan? Well, it’s a little early to say yet, but already we
know we’re heading for Gothenburg, Sweden in September next year for IMEC 28 to be held by
our hosts at the Chalmers University of Technology. No doubt they are feeling challenged after
experiencing the outstanding arrangements offered by NMIT at IMEC27 in Johor Bahru, Malaysia,
but different country, different culture, and we can expect much more than Vikings, Volvos and
Vodka next September since, if there’s one thing the Swedes are famous for, its their superb
organisational skills!
So, as you read on in this Newsletter, note the dates and challenge yourselves to be part of the
IMEC family life; after all, it’s the participants and presenters, along with our hosts, who truly
make our gatherings meaningful.
