PERSONAL MANAGEMENTASSOCIATION FORMEDAn association of Canadian Personal Managershas been formed with Don Hunter electedpresident. Other officers elected were BernieFinkelstein, Chairman; Leonard T. Rambeau,vice-president; and Bruce Bell as secretary -treasurer.

The Association was formed to bring about abetter understanding of and protection forartists and groups and, as an Association,creates a very powerful bloc within theindustry. It is hoped the Association willbe representative of the whole personalmanagement industry from coast to coastin Canada. A spokesman for the Associationhas stated that: "Through unified efforts

and an exchange of ideas, we hope to im-prove the quality of Management which willaid in the advancement and development ofCanadian performing and recording artists".

The initial meeting of managers coincidedwith RPM's Communication Eight duringwhich time a strong representation of impor-tant managers was in evidence. Those attend-ing the first meeting were: David Bleakney,Terry Flood, Harvey Glatt, Jury Krytiuk,Al Mair, Dan Monbourquette, Martin Onrot,Mel Shaw, William Tenn, Wayne Thompson,Tony Tobias, Tom Wilson, David Wolinskyand the Pro-Tem Committee mentionedabove.

A powerful bloc within the music industry is the newly formed Personal Managers'Association, many of whom were in Toronto for RPM's Communication Eight andthe Juno Awards.Above are (I to r) Bruce Bell, Don Hunter, Bernie Finklestein andDonald Tarlton. The PMA will have an executive meeting April 4.

THUNDERMUG/TELFERRECEIVE AXE PUSHAxe recording unit, Thundermug, havejust completed a successful week at Toronto'sGasworks to be followed by a series of datesin Ontario. Wallaceburg has been set forMarch 29 followed by a week at Duffy'sTavern in Hamilton (Apr. 1-6). That follow-ing Monday (18) they will headline a VictoryTheatre (Toronto) engagement with Nazareth.Other dates include Centennial College/Scarborough (18), Huntsville (19) andNiagara Falls (26).

The Axe people are launching a nationalpromotion push along with London Recordson a new album by Jay Telfer. London'spromotion rep (Ontario), Jim Macdonaldand Axe have arranged an opening nightpress party for Telfer's week at Egerton's(1-8). In-store displays, plays and promo-tions will be given an added boost withradio station advertising.

PETER CLARKE RELEASESON NEW P.L.P LABELA new Calgary -based label, P.L.P. movesinto the recording field with a single releaseby Peter Clarke. Both sides of the single,"Writing This Song For You" and "SharingOur Love Together" are Clarke originalsthrough P.L.P. Publishing-BMI. The sessionwas produced by Paul Palaschuk, P.L.P.general manager, at Edmonton's Century

I I Studio. Les Bateman, studio manager,handled the board chores with Ray Sikoraand Kurt Watts looking after string andhorn arrangements respectively.

A total of six Clarke originals were laiddown at the session which will be the basisfor an album session to take place at alater date.

Palaschuk is currently negotiating thesigning of several other Canadian acts to hislabel. Distribution is handled throughMusimart Limited of Montreal.

RATO PUSHES HARD FORCOOPER'S "NEW WORDS"Vancouver -based Rato Enterprises is makingan all out effort to get "New Words for anOld Song" by Tony Cooper established onCanada's airwaves. The single appears on

Rudi Peichert, at the keyboard, trying on aTony Cooper composition.

Rato's Dorado Records label and is currentlydistributed by mail order through German- ,

language newspapers in this country. Ratohead, Rudi Peichert, is currently seeking adistribution agreement for Dorado product.

Cooper, a Canadian -Maori resident of Van-couver, has met considerable contemporarysuccess with his two Dorado albums, thefirst of which was distributed by LondonRecords, and numerous singles. Cooper hastoured widely, including Europe and theUnited States, and sings in many languagesincluding English, Maori, German andSpanish. Several of his discs have been re-leased in Europe through a West Germandistributor with considerable success.

Cooper's current album, "Small TownBlues", is now a big item on adult contem-porary stations in Canada and Europe,according to Peichert. The album featuresa lavish production, enhanced by the inclu-sion on many of the cuts of the stringsection of the Berlin Symphony.

Cooper's material is written by Peichertand published by Rato Music (BMI).

BERGLER FOOTLOOSEON VANCOUVER SCENEDavid Bergler, until this fall Capitol Records'western promotion representative, is nowback in Vancouver following a Volkswagencamper tour through Canada and the UnitedStates.

Bergler, a Detroitian, joined Capitol Canadaoriginally in the Ontario region, havingserved with Capitol in the United States. Hewas transferred to the western region in thefall of 1972.

MOTOWN APPOINTSWESTERN DISTRIBSRon Newman, managing director of Mo-town Records (Canada) has announcedthe appointment of three distributors tohandle Motown product in Western Cana-da.

Johnson Appliances Ltd. will look afterdistribution for British Columbia, underthe direction of Reg Ayres.

The Alberta territory will be handled byAcklands Record Division in Calgary. JohnWatson heads up this department.

Thomas Rathwell of Winnipeg will distri-bute for Manitoba and Saskatchewan withpromotion and sales being looked after byJim Fotheringham.

Wall, who will marry Sandra Dianne Rox-borough in a Toronto ceremony (April 27),has been a part of the music industry forseveral years and has gained a great follow-ing throughout Eastern Canada, particu-larly on the penitentiary circuit. A big plusfor the Newfoundlander and for RodeoRecords is the number of Newfoundlandersliving in Toronto alone - an estimated65,000, which should make for heavyrecord sales.

JAY TELFER SIGNS WITHHAMBLETON'S AXE RECORDSAfter a six year association in friendshipand later, in business, Greg Hambleton,president of AXE Records, announces thesigning of Jay Telfer to the label.

The two met six years ago when Jay wasrecording with A Passing Fancy. In 1971,

MCA Canada is still amazed at the exposureand sales that a MOR record called "Love IsA Beautiful Song" by Dave Mills was givenby the majority of stations across the nation.

A lack of space doesn't allow me to namenames in every market who believed in ourold fashioned ballad, and put it to the top attheir stations. The reaction in each areawas "heavy phones" at the stations, "bigsales" at the dealers. The initial reply fromvirtually every broadcaster upon hearingDave Mills was, "you've got to be kidding".

Later, we all got a surprise!

Our promotion staff agree that those enthu-siastic MOR outlets in each market were themain reason why this single took off.

Well over 1,500 people spilled into theCentennial Ballroom, Inn On The Park,Toronto, on March 25th to watch the annualRPM Weekly Juno Awards presentation.

The well -organized event, hosted by CFRB'sGeorge Wilson and arranged by RPM's specialprojects co-ordinatorStan Klees, at timesresembled a victory party for triple awardwinners Murray McLauchlan and Terry Jacks.Jacks picked up awards for Canadian MaleVocalist, Canadian Contemporary Single(Hit Parade) for "Seasons In The Sun" andCanadian Pop Music Single (MOR) for"Seasons In The Sun"; while McLauchlanwas awarded Canadian Country single for"Farmer's Song", Canadian Composer andCanadian Folk Single for "Farmer's Song".McLauchlan also received the CanadianIndependent Label (Record Label) award onbehalf of True North Records.

Following these two trendsetters with twoawards each were: Anne Murray - CanadianFemale Vocalist and Canadian Pop MuSicAlbum (MOR) ("Danny's Song"); Stompin'Tom Connors-Canadian Country Vocalist(Male) and Canadian Country Album ("ToIt and At It"): and Bachman -Turner Over-

drive - Canada's Most Promising Group andCanadian Contemporary Album (Hit Parade)for "Bachman -Turner Overdrive."

Single awards were presented to: Lighthouse(Canadian Group Of The Year); Valdy(Canadian Folksinger of the Year); IanThomas (Canada's Most Promising MaleVocalist); Cathy Young (Most PromisingFemale Vocalist); Dave Nicol (Most Promis-ing Folksinger); Shirley Eikhard (CanadianCountry Vocalist (Female); The MerceyBrothers (Country Group); and GordonLightfoot (Canadian Folk Album) for "OldDan's Records".

Company awards were presented to: GRT ofCanada Ltd. (Canadian Content Company);A&M Records Of Canada Ltd. (CanadianRecord Company of the Year in PromotionalActivities); and WEA Music of Canada Ltd.(Top Record Company of the Year - Manu-facturer and Distributor).

The Honourable Stanley Haidasz, Ministerof State Multiculturalism, assisted by Mrs.Douglas McGowan, presented AlexanderZelkin with the CHIN Radio -created McGow-an Award -a painting by Joseph Sancheztitled "The Apparitions of the Virgin ofLight".An interesting aspect of the Juno Awardsevening was the presenters themselves wereentertainers. Also the night's musical themeplayed by the 20 -piece orchestra was writtenby Stan Klees. The title of the piece is"Stars In The North."

The Juno party was a fitting close to threedays of industry activities at the Inn On ThePark.

C8, held on Saturday, was the best attendedand most interesting of all RPM communica-tion meets. The speakers Judy LaMarsh,Marshall McLuhan, Dr. Tom Turicchi, ArtSinclair and Kal Rudman each provided somevery interesting commentary on the enter-tainment business.

Rudman, in particular, sounded the note forthe three day fest. He said: "If I was gettingstarted in the record industry today I thinkI'd head for Canada. This is really where it's

Dr. Tom Turicchi, of Perception, a Houston -based firm which studies records and radiostations', dropped a "bombshell" when henoted that tests on CHED (Edmonton) andCKLG (Vancouver) indicated that Cantonrecords were showing up as a problem. "Ofthe turkeys", he explained, "most of themwere Canadian records. I don't know how toput this nice. Of the 10% that were problemrecords 90% of them were Canadian records.It's a serious problem."

C8 was a pit stop for Cancon interests. Itprovided none of the dulling 30% Cancontalk of previous meets and very little of thepessimism of the earlier meetings. If any-thing, it produced a better understanding ofthe music medium and a toughened attitudetoward Canadian product and Canadian busi-ness practices. Once again the company hos-pitality suites, held open for most of theweekend, provided the setting for in-depthdialogues and new meetings.

My reaction to C8 and the Juno Awardswas, paradoxically, one of elation and dis-appointment.

C8, to my mind, was a tremendous success.The speakers were both well chosen andwell qualified to comment on the varioussubjects with which they "put us on".

Of particular interest were the commentsof Kal Rudman whose frank -to -the -pointdiscussion of the American industry helpedpoint out the greater need for a professional,business -like attitude in our own. If wereally hope to develop a viable Canadianenterprise, surely we must take the risksnecessary to create enough activity to justi-fy a domestic effort.

The large turnout from all sectors of theindustry, as well as the many companiesthat opened up hospitality suites, indicatesa definite increase in, and concern for, thedevelopment of the Canadian music scene.It shows the new maturity and growth. Butmore important, the various complimentarysegments of the industry are finally startingto get results by learning more about eachother, and how to use each other's resour-ces.

Frankly, we can be proud to have pro-gressed to the point where we have to nit-pik to find criticism. The movie on Sundaynight was a good idea, though somewhatdated, and perhaps the quadrophonicdemonstration on Saturday would havebeen better presented as a separate exhibit.My only disappointment is that we did notrealize earlier our potential to create anindustry of consequence.

The presentation of the Juno Awardsclearly illustrates the level we have reachedas an industry. There was a wide range ofcategories representing industry activity,and its variety gave a fair indication of thesuccesses we have achieved, individuallyand collectively. The large turnout wasparticularly impressive. It showed that theJuno Awards mean something to a lot ofpeople in and out of the industry, andthat they are an important, permanentsegment of our industry.

Perhaps because of their importance, weshould take more care in the future overlogistics. The hall was much too small forthe number of invited guests, which in-cluded a large number of non -industrypeople. Their interest was gratifying, but

certainly the Juno nominees and winnersshould be allowed to enjoy their eveningwithout being subjected to autographhunters.

On at least two occasions during the even-ing, nominees were chosen to present awardsin their own categories. Win or lose, it wasan embarassing dilemna. The Juno AwardsNight is a gala affair. There should be atension and a drama in the air. A build-up in the order of awards, reaching a climaxat the end of the evening will better reflectthe consequence of the event. An abruptending tends to diminish its significance.

I cannot comment on the winners (whoare justly so), but perhaps we should bemore careful in their selection. I feelstrongly that the industry should know thequalifications for balloting, the number ofpeople voting, and which segments andproportions of the industry they represent.If the Junos are to be truly meaningful, agreat deal of the meaning lies in the selec-tion as well as the winners.

I have great expectations for this industry.I wait, eager, yet impatient, for the thrustto come.

Before we get into any discussions of theproceedings at the Inn On The Park on theweekend of March 23 which culminated inthe presenting of the Juno Awards on thefollowing Monday night, let me first saythat over the last year I have been one ofthe more persistent critics of both theawards system in Canada and of portions ofRPM's editorial tact in general.

My feelings have not changed significantly inthe past month or two and you may well askwhat I am doing taking up valuable whitespace in the current issue of RPM? Well, thebest answer for that is, I was truly impressedby the goings-on and got quite caught up inthe aura of excitement that surrounded thewhole event. For this reason, I was suffic-iently moved to come back and put a fewobservations on paper.

There is no doubt that this year's Communi-cation 8 was productive. In the three daysand with one of the largest gatherings ofCanadian music industry personnel from allparts of the country in attendance, the meetlived up to its title. Communication was thekey word for the whole affair and manypeople took time to meet some of the new

faces, renew old acquaintances and madeplans to see each other more often in thecoming year. Above all it brought togetherrepresentatives from all across Canada andfor many it was good to meet the facesbehind the voice or handwriting of thepeople that they talk to on the telephoneor correspond with the rest of the year.

The managers of many of Canada's topartists chose the occasion to establish anassociation which will no doubt have far-reaching effects on the industry in the com-ing year. The C8 atmosphere was conduciveto this and from all reports, the CanadianPersonal Managers Association was launchedin the spirit of true cooperation and with anuncharacteristic absence of bellyachingabout the troubles besetting the managerialfraternity in this country. The CPMA willbe of invaluable assistance as a consultingbody to any awards program that might beset up next year and certainly as representa-tives of the artists, their impacts on anyplans involving their acts will be close to"veto -power" proportions.

If it's highlights that I am trying to bringout here then surely the presentation of thefirst "McGowan Award" on the Juno's nightpresented by CHIN Radio International tothe person who contributed the most in thepast year to the cause of multiculturalismin Canada was significant.

Multiculturalism has always been Canada'sheritage and though it has led to a sense oflack as far as a true Canadian identity goes,it is one of the attitudes that this countrycan be truly proud of.

When Murray McLauchlan accepted his firstJuno Award of the night be noted, "We arehuman beings first, citizens of the world nextand then we are Canadians." Murray mayhave coined the inscription for future"McGowan Awards".

The Juno Awards are still not ready fortelevision in their present form and thewhole event was rushed and totally disor-ganized. Having the nominees standing on thestage and reading out their own names inmany cases indicated an incredible lack of

My feeling towards the awards (Junos) havenot changed. They are a magazine award andcannot be considered anything but that.Before a true industry award can be estab-lished - and by stating that I am not exclud-ing the possibility of the Junos being retainedas the official industry awards - we have tohave more control over the voters. My sug-gestion is to set an academy of recordingarts in Canada to which all eligible voterswould have to be registered. There has to bea limit on how many votes a particularcompany can have besides regional limits.Let's say that one of the major labels has100 subscriptions spread out through theirorganization in Canada and another has 50,I don't need a crystal ball to tell me inwhose favour the odds are. This awards setup could become a battle of magazine sub-scriptions.

What about the many consumers that musthave subscriptions to RPM? Should they beeligible to vote in what is now an industryaward?

Where was the representation from theFrench market at the Junos? The market inQuebec the last time I looked was 35% ofthe whole Canadian industry. It is a largesegment to omit.

These are a few of the areas in which therehas to be improvements made and theimprovement does not lie in the CRIA'splan to set up an awards program whichwould culminate in a one hour specialproduced in the confines of a televisionstudio. The last thing Canada needs at themoment is another Miss Teen CanadaPageant.

I'm sure that these are some of the thingsthat will be settled in the next year and willend with an awards program that is trulyindicative of what the Canadian musicindustry as a whole is feeling. Enough said.

What above all will I remember when Ilook back to this year's Communications 8?Of course, there was the National Film

CKSL won first and third prizes in theinstitutional category for radio commercialsat the 22nd Annual Retail Advertising Con-ference of the Chcago Commercial Festival.The commercials were written by BillMcDonald of that Commercial Place, voicedby Don Parrish and co -produced by DougThompson and CKSL production manager,Bruce Davine. Winning commercials wereCanadian Timkin - first prize and GuildwoodLighting - third prize. Over 750 entries werereceived for the festival. In promotion, CKSLran a contest called the "Big Deal". Tworandom phone -calls were made twice anhour, asking what was the "Big Deal". Acorrect answer won the "Big Deal" whichincluded swimming pools, movie cameras,holidays etc. As a continuing promotion,Welcome Wagon is given brochure -kits con-taining a current single, dial card, and infor-mation on the station. Almost 300 a monthare distributed. Elsewhere in the competitive London market,CJBK reported an incredible reaction totheir "Super Wish" promotion. Listenerswere requested to send in a wish for some-thing they have always wanted but neverthought they could have. Contestants wereselected for the reasons behind their wishesand one was read once an hour. Contestantshad thirty minutes to identify the wish astheirs to qualify for the daily drawing of thebig winner. PD Jerry Stevens said thecontest pulled more mail than any promo-tion before at the station. CJBK also gaveaway two double guest passes every hourfor the world premiere of the movie "Thethree muskateers" March 22 in London.

CJOY in Guelph, Ontario is appealing to itshockey mad market by running "Play-offPay-off". $14.60 goes to the listener whocorrectly guesses which jock on the AM teamscores a goal. The station is also giving awaya variety of new Columbia albums every dayfor two weeks to the listener who correctlyidentifies a gold record played the hour thecontest is run.

A really nice hello from Jim David ofCHFX-FM Halifax. The station is countryand is quite successful at it. The Weeklycirculation has grown from 8,000 four yearsago when they programmed easy listening, to40,000 with the current country format.Specifically, the format includes 50% con-temporary, 25% gold and 25% albums sel-ected by the individual jock. News coverageincludes two major packages a day withfive minutes on the half-hour. In addition tocountry, six hours of easy listening, jazz,and classics are programmed each day. JohnGold has been PD for two years and when heisn't at the station, he's performing in localnightclubs and recording for Marathon.Enthusiasm seems to be a key part of theoperation, or as Jim David says, "There'san indescribable quality in a country audiencethat one cannot put into words. Everycountry jock knows what I'm talking about.It's this something that makes doing countrya pleasure and not a job."

CKBB Barrie moved into new studiosMarch 25 on Ferris Lane. The new buildingfeatures a beautiful view of the 400 fortraffic and weather conditions.

Interesting promotion at CJIC Sault Ste.Marie: complimentary tickets were given outfor each on -air show, outlining programcontent, news times etc. They were goodseats too - "Reserved front and centre inyour home or car".

Attention country music recording people:WYII-FM in Maryland wants a distinctivecountry sound. A while back they wentcountry, was very successful at it and foundthe rest of the market following suit. And sothey started programming Canadian countryfor a distinctive sound in the market andexperienced very favourable reaction to theCancon. They need product. ContactKenneth F. CFRB PD John Spragge has announced thatDr. David Ouchterlony has been hired asthe holiday replacement for George Wilson,host of "Starlight Serenade". Dr. Ouchter-lony is principal of the Royal Conservatoryof Music and organist and choirmaster forthe Timothy Eaton Memorial Church inToronto. (I hope this isn't what the CRTChad in mind regarding the level of knowledgeof music required by on -air personaliteis inthe FM proposal!)

CKLC Kingston launched their TimmyPenny Parade March 15 and asked listenersto donate any loose change to the cause.Listeners were encouraged to drop the moneyoff in a large box right in the control room.Names of donators are read over the air andone person per show is interviewed live onthe air while making their donation.

BRUCE MARSH DEADAFTER DRAMATIC WAITCBC announcer Bruce Marsh died Monday,March 18 after a dramatic search for asuitable heart donor. He died in his hotelroom in Los Angeles waiting word from theStanford Medical Centre that a donor hadbeen found.

Marsh, a native of Hamilton, had an exten-sive career in broadcasting. His first positionwas at CFPA in Port Arthur, later moving onto radio in Woodstock and Ottawa. Marshjoined CBC Winnipeg in 1952. In 1955, hemoved to Toronto to become a well-knownnews reader on "Metro News" for over adecade. He also worked on the Phil Nimmonsshow and the Juliette show and coveredmany special events such as the royal toursof 1957 and 1959 and the federal electionsof 1957 and 1958. His last position was withthe program "Concern" which he had toleave in 1973 due to ill health. Marsh wasprobably best known as the voice of KraftFoods and other national accounts.

Oddly enough, he died a year to the daydoctors told him a transplant was neededto save his life. The CBC "Man Alive" serieswill feature an interview April 8th withMarsh, recorded just before his death.

One hadto quickly adjust to the constantly scan-ning eyes of the person you were talkingto, while they checked out the who's andthe where's going on around them. It wasa little disconcerting for conversation, butexcusable once you realized you were do-ing the same yourself.

The speakers lived up to their legends, re-sulting in very few yawns from the audience.McLuhan surprisingly talked along the line(fuzzy as it was) of one theme, more sothan he has been known to do. It wasmuchly appreciated, that is if you discov-ered the theme at all. Startling commentssuch as "Television ended the Viet Namwar", and "North Americans go to workfor privacy" stopped your mind from drift-

ing while listening to McLuhan's own minddrift, and made you wish you had paid at-tention to the arguments leading up to thesemind -blowers. With regard to broadcasting,the McLuhanism for the evening was "theuser is the content". And we'll leave it atthat.

Ms. Judy LaMarsh was sharp. No one reallywon an argument with her. Points weremade but she always seemed to have thelast word. Her basic stand on broadcastingwas a noble one, and also the same as thatof the government: "The airwaves belongto the people". I doubt whether any ofthe tour hundred and eighty in the audienceof the Park Ballroom disagreed with thatstand. All have the interest of the people atheart, except different factions have differ-ent ways of getting at that heart. The indus-try programs for ratings - the governmentprograms for votes. Both perspectives maybe over -simplified - surely each contains theelements of social consciousness some-where. But the hypocritical arguments rageon

One of the most stimulating speakers wasDr. Tom Turicchi. He has a method ofwiring people to test their psycho -physicalresponses to a particular record and, forthat matter, a particular radio station andthe elements therein. He says he is ninetypercent accurate. Most of those in attend-ance were fascinated but it was obviousthere were those who were frightened aswell.

And then there was the dramatic presenta-tion of Kal Rudman. Then there was the Burton Cummings -Maclean and Maclean minstrel show, whichmoved downtown to the El Mocambo for aweek's engagement after C8; Don Hunterleading raids on the Hospitality suites; thelook on Bernie Finkelstein's face whileMurray was accepting his fourth award;Johnny Murphy of RCA winning theQuality Records jukebox; radio program-mers and record promotion people findingout that they could be replaced by a com-puter that picks the hits; someone puttingup $100. for somebody to streak and havingno takers, not even Mike Reed; the conspic-uous absence of CHUM radio brass; Bachman -Turner Overdrive and Terry Jacks remindingus that there is something happening acrossthe great divide; the Inn On The Park finallyget rid of a birthday cake that they made upa few months ago with the name Steve on itwhen Billboard's Steve Lappin celebratedhis birthday in the Harvest Room in thehotel; and on the final night, Bernie Finkel-stein and Murray McLauchlan being drivenaway in a long, sleek black limousine - backto the country no doubt.

I look forward to seeing the Junos going outto the consumer next year and the industrypitching in with RPM, the CRIA and anyother organizations charged with the respon-sibility of presenting the awards show tothe public in a professional manner.

If this year's C8 was any indication, coopera-tion in all areas of the Canadian musicindustry will be the norm rather than theexception from now on. It's a good habit tocultivate.
