On 11 December 1576, after five years of being imprisoned at Valladolid by the Spanish Inquisition, Friar Luis de Leon was cleared of all charges and released from prison with an admonishment to be more careful and reserved in his writing and speech. On 29 January 1577, he began his university lecture with the words Dicebamus hesterna die (“As we were saying yesterday....”).

Fortunately, I have not been in prison last year but unfortunately, I do not have the talents of the Spanish poet, nevertheless I hope I will not be accused of careless speech and so pass the next year in prison!

The Capability, Standards and CIS Division (FHC) is a small part of a team playing like World Champions every day. Last year proved once again that even if our team is ageing and reduced, we continue to be winners in the Alliance competition. From an operational point of view, we had big challenges to face during the second half of 2017 and the first half of 2018, with our tail availability at a historical minimum due to the modernization of our aircraft fleet. It required a big effort, imagination and prudent planning to limit expectations during this challenging period.

The team work between AIRCOM, CAOCs, Force Headquarters and Components (A and D) has been extraordinary and flexible, introducing concepts such as split and combined missions that have proved very successful. A combined mission executes more than one task in the Implementation Area

of Assurance Measures; while a split mission executes two different tasks, one inside the Implementation Area and one outside with different timeframes.

On the exercise side I have to highlight Exercise STEADFAST COBALT 18 (SFCT18). The aim of SFCT18 was to test, evaluate and validate interoperability and C4ISR support to the NATO Command and Force Structures. In previous years, the NAEW&CF participated in the SFCT series of exercises with limited participation, providing only a few sorties to the exercise live phase. At SFCT18 our involvement was completely different. Force HQ, following guidance from FCC, introduced a multi-domain digital interoperability approach to the exercise design. Multi-level cross-domain information exchange using our Ground Entry Point at the MOB was provided quickly and reliably through the Information Exchange Gateway. Also, during this exercise, a small NAEW&CF CIS and OPS team was deployed to Kaunas, Lithuania and hosted by the Spanish JFAC.

SFCT 18 has been a first step to fulfil a task from SACEUR to create Strategic Air C2 Objectives, with the aim to exercise multi-domain, multi-level secure communications in order to identify and remove technical and procedural barriers. Our inputs will be included inside a key NATO document, SACEUR’s Annual Guidance for Education and Training for 2020. Key exercises are going to be selected in 2019 to expand on the achievements of SFCT18.

An NAEW&C – NATO Alliance Ground Surveillance (NAGS) Interoperability Working Group, sponsored directly

by the Commanders of the NAEW&C Force (E-3A and E-3D) and the NAGS Force (Global Hawk), has been established to provide system operators and stakeholders with a forum to review common issues related to the employment of both weapons systems in support of NATO authorized operations. The Working Group is co-chaired by FHC, with liaison from AIRCOM, NAPMA, NCIA and NSPA. The primary areas of work are to: provide advice to the respective force commanders for capability development; identify coordination and interoperability opportunities; and to identify and mitigate potential interoperability shortfalls.

Additional work areas related to operational employment (CONEMP, TTP development) and Concept Development and Experimentation (CD&E) will be developed. A CONEMP is a high-level document, describing recommended employment options at operational and tactical levels of execution. A CONEMP can inform the development of TTPs and SOPs related to the employment of a capability or system. It also provides guidance to initial CD&E related to the capability or system, leading to the identification of technical and operational capability gaps. This information is then used to update operational Tactics, Techniques and Procedures (TTPs) and validate operational and technical requirements. NAEW&C – NAGS interoperability will require a new CONEMP and eventually new TTPs at the NAEW&C Force.

During the first semester of 2018, FHC has also implemented a new Inspection Programme. The former Inspection Programme was no longer sustainable as a consequence of the Force Review and the drastic reduction

in workforce allocated to the management of such a programme. An improvement project aimed to design, develop and test a new Headquarters Inspection Program process along with its related inspection organizational structure, meeting the current level of ambition, was started in 2017 and we have already successfully completed inspections at FOL Oerland and FOB Trapani.

I don’t want to finish this Commander’s Corner article without praising the extraordinary work accomplished by CIS Plans & Policy Branch at FHC and CIS Squadron at the E-3A Component. Every day they prove their value at the MOB and FOBs/FOL. At MOB Building 76, more than 5600 accounts are provided with IT services in an extremely cost-effective way. Improvement of our cyber-security posture and resilience of our networks are our priorities, sometimes it creates ennui as a result of mandatory maintenance actions, however, I think the level of user satisfaction has been greatly improved.

Friar Luis de Leon will not approve FHC actions during the last year as we have been so far from the hidden path.

NAEW&C Force member Captain Amanda Zenner receives the Allied Command Operations Military Member of the Year Award

On Thursday, 21 June, the leadership and the team here at Geilenkirchen were given a reason for pride and a confirmation of the value of our personnel, as United States Air Force Captain Amanda Zenner was presented with the Allied Command Operations Military Member of the Year Award. The recognition was awarded by Supreme Allied Commander Europe, General Curtis Scaparrotti, and Command Senior Enlisted Leader (CSEL), Command Sergeant Major Davor Petek.

Captain Amanda Zenner has been based in Geilenkirchen since 2016, as Branch Chief of the Logistics Support Programme. Originally from Saint Paul Park in Minnesota, she joined the United States Air Force in May 2011 and soon took on roles of increasing

On Thursday, 19 July, two distinguished members of our Force, Major Joshua Levine and Senior Master Sergeant Michael Franz Becker received the SACEUR Recognition Award in a ceremony presided over by Major General Dawn Dunlop.

The highest-level award recognizing exceptional service and outstanding individual achievements within Allied Command Operations was presented to Maj Levine for the excellence of his work in the A/C Electrical System/Avionics Section of the Engineering, Maintenance & Logistics Support Division. Maj Gen Dunlop thanked him for the vital role he played in ensuring that the unique changes recently implemented would only be beneficial to the Force, and for his reliability and in-depth knowledge that were essential to build the confidence required at this particular time.

responsibilities and leadership prior to her assignment to the NAEW&C Logistic Support Squadron. Here, she demonstrated the superior performance and the professional excellence that this award recognizes.

Despite her accomplishments, her words are a testimony of how team work and humility are the very basis of any success: “I have had the opportunity to meet several of my peers working across Allied Command Operations. Their work and accomplishments leave me in awe. To be recognized at this level when there are so many other deserving individuals is truly humbling.”

The ACO Military Member of the Year Award program was established in 2013 and only recognizes junior ranks, non-commissioned officers and junior officers. It is today a unique opportunity to acknowledge the contributions of the nominees to the Alliance’s operations, as SACEUR mentioned when addressing the award winners.

Together with Captain Zenner, three other deserving nominees were presented with the award.

SMSgt Becker was presented with the prestigious SACEUR Award for the diligence and dedication he showed as Branch Head Vehicle Operations, and for the ability to lead that he demonstrated by stepping up and acting Squadron Commander when required. His remarkable qualities

made everyone under his command instinctively look up to him and respect the high standards he set as a leader.

Two other SACEUR Recognition Award winners are members of our Force: Lieutenant Colonel Matthew Van Gilder,

the System Engineering Branch Head of the Force Engineering Division and Mr. Mark Schubert, the Section Head Civil Guard of the E-3A Component Base Support Wing. General Curtis Scaparrotti will preside over the official ceremony, which will be held on September 4 at SHAPE, in Mons, Belgium.

Friday, 20 July 2018, marked a new chapter for all personnel of the NAEW&C Force and the E-3A Component. More than 400 guests, personnel and leadership gathered to welcome Major General Jörg Lebert as the new NAEW&C Force Commander and Brigadier General Charles “Brian” McDaniel as the new E-3A Component Commander.

SACEUR presided over the dual change of command ceremony and handed over command of the Force from Major General Dawn Dunlop, thanking her for the remarkable work in executing the Force’s mission in such an excellent manner for the past three years.

In taking on his new assignment as Force Commander, Maj Gen Lebert praised the spirit, the mental agility and the endurance of the former leadership and of all Force members and stressed the importance of safeguarding the dignity of our personnel, whilst defending the rights of freedom and the rule of law under the NATO flag.

“I know that military life is more often than not fast-paced, unpredictable and sometimes risky. Whilst we all accept this as part of our chosen paths, it does not allow us to ignore the dignity of our personnel, and I promise to always work hard to protect the dignity of all men and women under my command. I can’t promise you that there will be no extra miles in the future, but I promise to walk every upcoming extra mile with you”, Maj Gen Lebert said.

Prior to this assignment, Maj Gen Lebert was Chief of Division II,

Controlling and Financial Accounting for the German Air Force. He now joins NATO after a brilliant career in the German Air Force and the European Air Transport Command, where he was Deputy Commander and Chief of Staff. However, this is more of a joyful return to the NATO family rather than a first encounter for Maj Gen Lebert. In fact, he already experienced NATO’s international environment at Joint Force Command Brunssum, where he was appointed Branch Head of Joint Policy Application and Lessons Identified & Learned in 2009. His assignment in Brunssum also included

a posting to Kabul in 2010 as Liasion Officer between the JFC Brunssum Commander and the ISAF mission Commander.

The change of command of the E-3A Component was presided over by Maj Gen Dunlop, who expressed words of appreciation for the accomplishments of the Component under the guidance of Brigadier General Karsten Stoye and welcomed the incoming Commander Brig Gen McDaniel.

In his first speech as Component Commander, Brig Gen McDaniel

addressed the present leadership, the outgoing commanders and all personnel and families involved in the daily challenges and sacrifices that allow the Component to fulfil its mission.

“To the leaders and the generals who trusted me with this assignment, I say thank you, commanding again is a privilege. To the men and women serving in the Component, I’m ready and looking forward to serve with you and for you”, Brigadier General McDaniel said.

Brig Gen Charles McDaniel brings exceptional experience to NATO. During his latest assignment as Vice Commander of the 618th Air Operations Center (AOC), Tanker Airlift Control Center at Scott Air Force Base, Illinois, he was responsible for ensuring that a fleet of approximately 1,100 aircraft was capable and ready to support combat delivery and strategic airlift, air refueling and aeromedical operations around the world. His remarkable work in numerous supervisory and leadership positions is proved by the many awards and decorations he received during his service.

Following the ceremony, all guests were invited to the reception organized by the Food & Services Branch at the E-3A Club to conclude this very special Friday. Here, all personnel, guests, families and friends had the chance to congratulate the new commanders and say farewell to the former commanders. We take this last occasion to thank Maj Gen Dunlop and Brig Gen Stoye for the work we shared so far, and to welcome Maj Gen Lebert and Brig Gen McDaniel, ready to take on everything else that is lying ahead of us.

Maureen Geraets-Head is without a doubt among the people that have seen and actively contributed to the growth of this NATO Airbase every day, since 1982, when the Public Affairs Office (FHP) first opened.

“When I was the editor of the ‘30 Years NATO’s eye in the sky’ history book, I relived every challenge. I would say each event, scheduled or unexpected, attracting media attention is the biggest challenge for Public Affairs. And there were many during those past 37 years”, Geraets-Head said.

As Staff Assistant in such a dynamic environment, the variety of daily tasks demanded a wide range of skills, expertise and flexibility. Maureen had an administrative responsibility in answering queries coming from off-base and managing noise complaints, but her job had also a creative component, as she wrote articles for our NATO Skywatch since it was first published in 1985 and for the website later on. Additionally, Maureen took on an equally demanding role in the tasks that are the very core of Public Affairs, by conducting media flights and media visits.

“After 9-11, during Operation Eagle Assist, I deployed also to Tinker Air Force Base, Oklahoma, USA, to conduct media flights. I had the longest operational flight of 16.8 hours, including two instances of air refuelling. During the 2011 Operation Unified Protector, we had reporters from the New York Times, Le Figaro, Janes Defence Weekly, on board NATO AWACS. I travelled on

duty to roughly 20 countries, and I flew hundreds of mission hours during operations”, she said.

Along with such extraordinary events, the 37 years with the E-3A Component and the NAEW&C Force here in Geilenkirchen (GK) brought also difficult times: “In 1996, the aborted take-off in the Forward Operating Base in Aktion resulted in the total loss of the E-3A aircraft. Did you know that the tail now sits in front of building 8? After the tragic crash of USAF KC-135 Tanker aircraft on 30 January 1999, we worked day and night for a week”, Geraets-Head said. However, something kept her going during those moments: “my motto was always stay positive and focused, even under the most critical and sad circumstances. Think in solutions, not in problems”.

Despite the challenges, the “uniqueness”, as Maureen describes it, that working in NATO brings with the job is under our eyes on a daily basis: “Where else in the world is an airborne early warning fleet flying daily, operated by a team of military and civilians from 17 NATO countries working hand in hand to make this happen!”

After an entire career within NATO, Maureen now looks at her retirement as the last page of a book. “I like to say that my career was like a novel with many wonderful chapters. Chapters of excitement and humour, of love, happiness, but also devastation, grief and sadness. It is time to start a new book of total freedom, with time to spend with my family, friends, children, grandchildren, time to paint, to do volunteer work and to travel with my husband”.

The International Marching Team AWACS (IMT-AWACS) participated with 32 of its members in the 102nd ‘Nijmeegse Vierdaagse’, the renowned four-day march taking place in Nijmegen from 17 to 20 July.

More than 50,000 marchers gathered this year to walk the 160 kilometres and cross the finish line. Among these, 6,000 participants were military personnel. Our IMT-AWACS joined the ‘Nijmegen Vierdaagse’ in their combat uniforms, each carrying a 10 kg backpack, after an intense physical preparation through numerous marching events. The IMT leader, Senior Master Sergeant Kai Basse, who completed his 24th march

this year, led his team through the extreme weather conditions that forced more than 3,000 marchers to withdraw from the event.

The dedication and personal commitment of the personnel of the NAEW&C Force rewarded 31 members of the team with the 4-Day Marches Cross and the victory parade, a 6 km walk where they proudly carried the E-3A Component flag.

We want to congratulate the IMT-AWACS for this success, and for having represented the NAEW&C Force at these events for the last 34 years. Pilates @ the IYA: come along for Body Control Pilates under the experienced and certified instruction of Caroline Sawbridge starting on 15 August.
