ORION, Bataan - A fire at dawn of Wednesday gutted down atwo-storey building at the commercial district in this town andturned into ashes P5-million worth of various merchandise.

Building owner Angelito Inton said the building was filled withnewly delivered merchandise like medicines, canned goods andother grocery items.

“Natutulog kami sa itaas nang biglang may pumutok ngmalakas, tapos pagbaba namin may usok na at mabilis na ku-malat ang apoy na kahit tsinelas wala kaming nadala,” Intonsaid.

His wife was crying while being comforted by friends andrelatives.

Senior Fire Officer Reynaldo Tuazon, Orion fire chief, saidthey are still investigating the cause of the fire and the damageit has caused. He said they received a call about 3:30 a.m. and“we immediately responded.”

Fire was placed under control at 4:30 a.m. with five firetrucksfrom nearby towns responding.

Operating in the burnt building include the Bataan Conve-nience Store, Liwayway Drug Store and Michelle Bakery.

Inton suffered some bruises while bringing out from the burn-ing building his wife, mother and children.

ANGELES CITY – MayorEdgardo Pamintuan declared onWednesday as “solved” the se-rial murder cases in this city withthe arrest of suspect Mark Di-zon in San Fernando, La Unionlast Tuesday morning, but po-lice authorities said they are notyet about to let go of his cod-dlers and his still missing fire-arms.

An initial five counts of mur-der and robbery were filed hereyesterday morning against Di-zon, but evidences piling upwould likely make him answer-able for a total of nine murderscommitted in three separate in-cidents this month in this city.

Dizon who was nabbed in SanFernando, La Union after he wasfound with a .22 caliber pistolduring his arrest.

Bautista and Cacdac saidthat those who had secured Di-zon after he was identified assuspect in the last of the serialmurders last July 22 would becharged with harboring a crimi-nal. They also said police prob-ers is finding out if Dizon hadalso secured various firearms,including an M-16 rifle, in thesafekeeping of others, after pho-tos showed him posing with thelong firearms and three assort-ed pistols, including the .9 mm.caliber firearms used in the se-rial murders.

Pamintuan said that whilethe cases against Dizon werefiled only on Wednesday, hisarrest the other day was justi-fied based on a warrant of arresthe had eluded in 2005 on charg-es of carnapping and robbery.

On the other hand, Bautistajustified the arrest as part of thepolice’s hot pursuit operationsfollowing testimonies of witness-es in the latest murder case.

Cacdac said the initial fivecounts of murder charges filedpertained only to the massacreof retired US air force MSgt.

Albert Mitchell, 70, and hermother Janet, 53, and theirhousehelps Isabel Fajardo,Marissa Prado, and YulbertoCatli in their home in Henson-

ville Court subdivision in Baran-gay Malabanias last July 22.

But Cacdac stressed that therecovered laptops and otherproperties from Dizon’s posses-sion, the .9 mm. caliber pistolused in all the murders, and thetestimonies of witnesses whosaw him during the time of thecrimes also identified him as theculprit in two other earlier mur-ders.

The other victims were SouthAfrican national Geoffrey AllanBennun, 60, and his live-in part-ner, Abegail Helina, 20, whosedecomposing bodies were foundinside their house at Oasis Ho-tel and Villas in Clarkville Com-pound in Barangay Anunas herelast July 12.

Last July 16, British JamesBolton Porter, 51, and his live-in partner, Melissa Madarang,22, were also found dead with.9 mm. pitols bullet holes in theirbodies in their house at 4-11ANicolas St. in Sta. Maria subdi-vision in Barangay Balibagohere.

Police probers noted Dizon’sobsession with laptops and oth-er electronic gadgets of his vic-tims.

Pamintuan said that hisfriend Rey Malig was able toconvince Dizon’s parents to ar-range for a meeting last Tues-day, as it turned out that thesuspect was in San Fernando,La Union.

“He wanted to surrender tothe mayor and not to the policewhom he feared would kill him,”Malig said in a press conference.

No one could say during thepress conference who would getthe P100,000 reward reportedlyraised by local expatriates toanyone who could help solve themurder cases.

Cacdac said that Dizon hadno plans to surrender and report-edly told his parents he wouldrather be a communist rebel. Thepolicemen, led by Senior Supt.Elvis Diaz, posed as rebels forthe meeting arranged by the vic-tim’s father.

“But when the disguised po-lice team arrived, Dizon seemedsuspicious and had to begrabbed. That was when the pis-tol fell from him,” Cacdac relat-ed.

MALOLOS CITY—Prepare forthe worst.

This was the advice of NeriAmparo, Central Luzon direc-tor of the Office of Civil Defence(OCD) to Bulakenyos after asimulated earthquake drill atthe Bulacan State Universitycampus here on Tuesday.

According to Amparo, aJapanese-funded studyclaimed that a 7.2-magnitudeearthquake may hit Metro Ma-nila along with the provinces ofBulacan and Pampanga as itwill have a radius of 100 kilo-meters.

“We don’t know when di-saster especially earthquakewill hit but we know that thecountry is rocked by an aver-age of 20 earthquakes a day,some of which, we don’t feel,”she said.

“We have to prepare for theworst case scenario because

Amparo also advised officialsof the Bulacan State Universityto come up with their own disas-ter response team saying that incase of massive disaster, trainedindividuals on rescue operationsmay be assigned or called to re-spond in other places.

“It is important that the Bula-can State University to have itsown disaster response team sothat while waiting for outsidegroup, they can already addressimmediate needs of studentsinjured in possible disaster,” shesaid.

As the largest state univer-sity in Central Luzon, the Bula-can State University has over25,000 student population.

ANGELES CITY – Councilor Jay Sangil has denounced Clark In-ternational Airport Corp. (CIAC) Victor Jose Luciano for allegedlycoercing Human Resource manager Marie Tessibeth T. Cordova.

“This is unbecoming of him who is trying to coerced airportemployees just to save his neck,” Sangil said in a phone interview.

This after Cordova did not sign Luciano’s petition letter for hisretention as CIAC president and chief executive officer.

“Why have you HR people not been signing the petition for myretention?” Luciano was quoted as saying in a letter of Cordovadated July 26 emailed to Sangil.

However, Cordova answered Luciano saying that the HR de-partment should maintain a neutral position on the matter.

But Luciano answered back: “You cannto be neutral. This ismanagement. Either you are for it or against it. You are not inde-pendent. You tell joyce.”

Earlier, hundreds of Clark airport employees have signed a pe-tition urging President Noynoy Aquino to retain Luciano as presi-dent of CIAC.

As of presstime, Luciano cannot be reached for comments.

Idiocy“YES TO a flood-free San Fernando. Yes to cityhood.”

A most stupid proposition that made the rounds ofthe capital at the time of the campaign for its cityhood.

So San Fernando became a city, so its inundationcontinued and even worsened. Remember that time afull stretch of the Gapan-San Fernando-Olongapo Roadbecame a vast ocean two or three years back?

Flood-mitigating measures have become a majorcomponent of the administration of City Mayor Oscar S.Rodriguez. As a matter of course, a city flood czar hasbeen tapped even.

Still the floods – though minimized – came.Of late the city government has reposited its hope

for the final solution of the flooding problem in the Sagip-Ilog Project.

The P169-million flood control project at the SanFernando River covers rehabilitating some 5.26kilometers of the San Fernando River so as to allow thefreer flow of floodwaters out of the city.

The project however is way behind its target date ofcompletion, 54 percent (un)accomplished to date. Itscontractor, R.D. Policarpio fingered as the only“problematic contractor” of all those engaged in the P4.6-billion urgent flood-mitigating program for the whole ofPampanga,

Pleas as well as denunciations have gone the wayof the Department of Public Works and Highways tocompel R.D. Policarpio to do the job its is being paid for– finish the project.

Just on Tuesday, in a city council committee hearing,the construction firm and the DPWH to – in the words ofCouncilor Jimmy Lazatin – “get an assurance from theDPWH that flooding would not hit the poblacion area incase of sudden rains. Some of our constituents fearthat there might be severe flooding because the projecthas yet to be fully completed in time for the rainy season.”

It gladdens us to see our officials working hard to ridour city of floods. But to put all our eggs in one basket,so to speak, relying solely on the completion of theSagip-Ilog Project as the definitive solution is myopic.

Engineering interventions need to have the naturalmeans as complementary measures in the solution ofthe flooding problems. And it is here that the citygovernment is most remiss, if not directly at fault.

The wholesale killing of trees in the city, the idiocybeing parroted now by even the highest echelons of localgovernment and the business community to cut downall trees along MacArthur Highway will totally negatewhatever efficacy expected of a completed Sagip-IlogProject.

For all their supposed intelligence, dedication andcommitment, a number of our local officials have nosense of the meaning of symbiosis, a number of ourso-called astute business leaders are plainly idiotizedby their vested interests.

EAT YOUR heart out, BNR.Where the Clark Development Corp. miserably failed, the Clark

International Airport Corp. appeared to have succeeded. That is inpropping up its head honcho for retention in the Aquinoadministration.

Early this month, rumors as well as a press release out of theCDC alleged that its top executives – notably President-CEO BennyN. Ricafort – enjoined the workers’ union to undertake a signaturecampaign purposely to stay the hand of P-Noy from cutting themoff their lofty perches.

Nipped in the bud – with two CDC unions on denial mode overthe reports – the signature campaign sputtered to a stinking fart.

Now its CIAC’s turn to go on frenzied hunt for signatures.“Luciano gets broad support from CIAC employees in all levels.”

So screamed a press release I received Tuesday with an attachedmanifesto entitled “Liham Suporta para sa Mahal na Presidente,Pres. Victor Jose I. Luciano.”

The various awards that have gone Luciano’sway – Most Outstanding Kapampangan inGovernment Service in 2009, Triple A Awardee ofthe Asian Institute of Management, even thispaper’s Man of the Year for 2009, among others –are a testament to Luciano’s “correct and wiseleadership at the CIAC.”

No, the manifesto vowed, the employees willnot allow Luciano’s detractors to have theirinsidious ways, refusing to believe any of thecanard thrown Luciano’s way, hence theexpression of whole-hearted support to hisleadership.

United in their desire for, and practice of thehighest standards in running the DMIA, hopingfor a continuous soar of the DMIA in the globalaviation industry, the employees prayed thatLuciano be given a new lease on leadership atthe CIAC. Thus, the stirring call: Kailangan pa siMr. Luciano sa CIAC!

The manifesto did not even fill up one wholepage but the signatories comprised all of eightpages, totaling 320 names. Which goes to showthe “broad support” Luciano enjoys among theCIAC employees.

Indeed, so apparently great is the supportof the employees to Luciano that at least eightof them signed the manifesto twice – JoseMarlowe Pedregosa on pages 1 and 6; Rodel I.Lagman on pages 1 and 2; J. Abelardo Punzalanon pages 1 and 8; Manuel Banez on pages 1and 2; Josa P. Landayan on pages 1 and 2;Ronald P. Aquino on pages 1 and 2; AlvinMarimla on pages 1 and 2; and Cynthia CorderoDungca on pages 1 and 6.

Conspicuously missing though is the nameand signature of Alexander Cauguiran, executivevice president of CIAC.

and Catherine S. Sampang, the petitioners alleged that Mark StevenHenson is an American citizen while Lerma Lee C. Sampang-Henson isa natural born Filipino citizen. However, up to the present they have no children of their own.They decided to adopt Jolina S. Marcelo and Catherine S. Sampangwho are both nieces of petitioner wife Lerma Lee C. Sampang-Henson.Jolina S. Marcelo who was born on August 27, 1997 is the daughter ofLerma Lee’s sister, Vilma C. Sampang-Marcelo and Catherine S.Sampang who was born on January 22, 2000 is the daughter of LermaLee’s brother, Ricardo C. Sampang.

Mark Steven Henson is 49 years old while Lerma Lee is 30 yearsold. His government has diplomatic relations with the Philippines andconsidering that the minors are relatives within the 4th civil degree byconsanguinity of his petitioner wife, Lerma Lee C. Sampang-Henson,the requirement of 3 years residency under Section 7 (b) of R.A. No.8552 and certification of his qualifications to adopt in his country arewaived.

As to their qualifications to adopt, in addition to the foregoing, theyare legally, financially, physically and morally capable to bring up andeducate the two minors properly and adequately. They have beensupporting and providing the needs of the minors such as expenses foreducation, shelter, food, health and other needs and they will continuedoing these. As proof of such continuing support, they executed a jointaffidavit of support. They receive an annual income of US$111,123 andhave savings of US$34,264.40 and own real property worth more orless US$255,000 located at 1101 Jeanett Way, Bel Air, Harford County,Maryland 21014. They had undergone psychological and medicalexaminations and consultation which found them physically,psychologically and emotionally fit and capable to take care of thechildren. They are of good moral character and have not been chargednor convicted of any crime involving moral turpitude. The children whoare more than ten (10) years old are likewise qualified to be adopted andlike their respective parents, are aware of this adoption and they havegiven their written consent to this adoption. Petitioner wife’s illegitimatechild, Kyla Melissa Joyce Sampang, has also given her written consentto this adoption. Lerma Lee’s identification cards and other documentscarry her name Lerma Lee C. Henson for which reason, she attached tothis petition an affidavit of discrepancy.

As to their relationship to the children, they have established acordial parents and daughters relationship. They have loved andsupported the children. As proof of their good relationship they havepicture with them as one happy family. The children have no propertiesof their own except those personal properties they have provided them.They want to adopt the children as their adoption will serve the bestinterest, welfare and well-being of the subject minors.

In prayer, the petitioners pray that after due notice, publication andhearing, a judgment be rendered ordering the subject minors free from alllegal obligations of obedience and maintenance with respect to theirnatural parents and that they be declared as the adopted children ofherein petitioners and use the full name Jolina Sampang Henson andCatherine Sampang Henson, respectively.

Attached to the petition is the Social Case Study report of ZenaidaDavid, one of the RTC Social Workers. However, a reading of the sameshows that it is the Home and Child Study Report.

Pinatubo Engineer-ing-Project ManagementOffice (MPE-PMO) to thePampanga Chamber ofCommerce and Industry(PampCham) indicatedthat the projects costingP4.6-billion are a compo-nent of engineering inter-ventions against Mt. Pi-natubo’s lahar flows andfloods laid out way backin 1996.

None of the projectswere among the 19 thatwas ordered suspended invarious parts of the coun-try by Public Works Sec.Rogelio Singson.

Phase 2, costing P4.5billion, covered the Pasig-Potrero river and a pro-posed “third river” affectingPampanga supposed tobe implemented from 1999to 2006. The third river,however, has not been ful-ly implemented.

Phase 3, costing P4.6billion, has six “contractpackages” coveringprojects, again at thePasig-Potrero and the Po-rac-Gumain river basins.These rivers, particularlythe Porac-Gumain, affectsformer Pres. Arroyo’sLubao hometown in thesecond district of Pampan-ga. This phase started in2008 and slated for com-pletion in 2015.

The DPWH report saidthat funds for these

projects were either de-rived or are expected to bederived from the Japan In-ternational CooperationAgency (JICA) and hadnothing to do with the sixspecial allotment releaseorders (SARO) given to thesecond engineering districtof the DPWH for roads andflood control projects in sixtowns in Pampanga’s sec-ond district.

The SARO’s, all datedlast May 20, showed thatP20 million allocation forLubao; P15 million for Po-rac; P20 million forGuagua; P20 million forFloridablanca; P15 millionfor Sta. Rita; and P15 mil-lion for Sasmuan. Mrs.Arroyo won overwhelming-ly in congressional race inthese towns comprisingthe second district.

Budget Secretary Flo-rencio Abad said earlierthat since no bidding hadbeen done or contractsawarded on projects usingthese funds, the alloca-tions could be recalled andused for projects that werebadly needed.

In his first State of theNation Address, Pres.Aquino accused the Ar-royo administration ofsquandering the govern-ment financial resources.

He noted that Mrs. Ar-royo had set aside a P2-billion national calamityfund for this year, of whichP1.4 billion had alreadybeen spent. Pampangareceived P108 million, ofwhich P105 million went toArroyo’s district during theelection month, he added.

MALOLOS CITY—Not abag of imported rice in Na-tional Food Authority(NFA) warehouses in Bu-lacan was rotten, saidSerafin Manalili, managerof NFA-Bulacan.

However, he admittedthat they have to disposesacks of rice in sixmonths since their ware-houses are not equippedto keep inventories long-er.

Manalili added that theprovince will have enoughrice supply until the firstquarter of next year whenimported rice will startcoming in.

He said that ricestocks have shelf life ofsix months to one year.“It’s impossible, becausewe were able to disposeour inventories within theallocated period of time.”

“Our warehouses andthe warehouses that werent are not equipped tomaintain certain temper-ature, so we have to dis-pose our older inventoriesfirst,” he said noting thatit is within the six monthperiod.

Manalili also said thatmodern warehouses areequipped with large air-conditioning machines,but it will jack up the priceof rice if they try to do thesame.

Camua said that NFAis paying P17 per kilo ofpalay while commercialtraders are offering lowerprice than that.
