It continued: “He displays to thewhole police force that is afraid of thisman who place himself in charge of thepolice force over the commissioner ofpolice. Commissioner Farquhar runs thepolice force on what the deputy

commissioner tells him to do no matterhow silly the decision may be and wehave noticed that he seems to be a totallydifferent person when his deputy is notaround pushing and dictating to himwhat to do and what not to do and all weknow of him is his long list of work withthe United Nations in Haiti that we readon the internet when we searched hisname, nothing else. The commissioner ofpolice is so afraid of the deputy that he isforced to share a small office with himupstairs Headquarters with the deputysitting behind the desk as thecommissioner and the commissionersitting at a small round table as thedeputy. The Commissioner do not tells totruth and has to often be telling lies to themedia and the force to cover to thedeputy commissioner.

“The Deputy Commissioner ofPolice Brad Sullivan behaves as if he isthe great I am is just as lost for he has nomanagerial skills and background and isan arrogant empty headed… and cannotbe trusted but such is expected fromsomeone who is a sergeant in his ownpolice force and is deem incapable ofmaking the gazetted ranks in hisforceand was at home on pre retirement dueto him suffering a stroke when he waschosen by Mark Capes to come here asdeputy commissioner of police.”

The officers added that Sullivan hascreated a climate of fear within the policeforce due to the daily threats that he ismaking towards police officers to a point

that when police officers visit police headquarters he calls them into the office thatis shared by himself and thecommissioner and he ask them howmany years they have in the service andfor example if they reply that they havefour years he ask them if they want to seefive.

“ That is a direct threat to officerscareer and is very de-motivating anddemoralizing and he very unprofessionaland is not deputy commissioner materialand came here with one agenda that is toforce police officers to leave so that theycan bring in police officers from Canadasince we are now the Royal CanadianPolice Force,” the letter added.

When contacted for a response,Commissioner Farquhar said: “I wanteveryone to be clear that as theCommissioner I work collaborativelywith all members of the organization. Ibelieve in obtaining a collectiveunderstanding of issues and then makingan informed decision. I have a very goodworking relationship with the Deputyand I value his viewpoint on certainmatters but, at the end of the day, I makethe decisions. We will continue to stayfocused and will continue the strategythat a strong safety and security programis one that identifies, mobilizes, andcoordinates personnel and resources aspart of a security governance system thateffectively and legitimately promotessafe communities.

I am extremely proud of the civilianstaff and the police officers. I believethat we are building on the strengthswithin the organization. I will continuein my commitment of supporting thefrontline officers, who ensure our safetyand security.”

He said that although I do not wishto go through the letter line and line anddefend or refute certain allegations, hebelieves that it is important to be factual.

He said Sullivan was a gazette-officer of the Royal Canadian MountedPolice after having achieved the ranks ofConstable, Sargeant and Staff Sargeant.

“Deputy Sullivan is fully capable tomanage any critical incident. He hadover 33 years of commendable servicewith the RCMP before taking retirement.Deputy Sullivan has taken theprofessional integrity of the RTCI Policevery seriously and will immediatelyrespond to complaints by the public ofunethical conduct and criminalbehaviour. ,” Farquhar added.

The complaint letter stated thatSullivan is “so badly lack knowledge thathe is Deputy Commissioner of police anddo not know about a critical incidentcommand and it’s structures andprocedures and this proves that he hadnever reach the rank of an inspector andis indeed a sergeant . Lord help us if weare in a critical crisis because how helikes to be in charge he will be at a totallost and will have to delegate to someoneelse who knows”.

The letter said Sullivan “controlseverything right down to the finances andeach and every unit , the rank ofoperational Assistant Commissioner wasphased out and he now takes on that roleby controlling vehicles, duties, and heloves the media so much that when everthere are serious crimes he shows up andfor a person who has so much knowledgehe tramples all over the crime scenes anddictates to the officers what to do his way

which is the wrong way and he seems toforget that we are a dependent territoryof Britain and not a province of Canadaand our procedures are different and hehas no more experience then what theRoyal Turks and Caicos Islands Policeofficers has if anything we can teach himfor the dumb things he does anddecisions that he makes” .

The letter continued: “They bothcame here trying to impress the expatiatecommunity and got the shock of theirlives because they were off theimpression that they were coming hereto a police force full of slow and ignorantpeople and on getting here realized thatit was far from what they were told bytheir recruiters. They are so threaten thatthey sent persons in the top brass withvast wealth of knowledge and experienceon long periods of vacation to avoidbeing showed up and look small. TheDeputy is so insecure that whenever heis in a meeting along with other officershe displays a nasty look when otherofficers are speaking and he gets upset ifthe officer has a good knowledge of whatis being discuss and he does not know.They are using the Royal Turks andCaicos Islands Police Force as a trainingtarget.”

“They have gotten rid of the PolicyBoard meetings and just the two of themmakes all of the decisions as it relates tothe police force without the input of anyother person in top management and whenthe Commissioner of Police is away thedeputy commissioner acts as bothcommissioner and deputy which is wrongand should not be. The change theuniform, remove the woman from thefemales, close down the criminalinvestigations department including thescenes of crime unit in Grand Turk andposted everyone to the beat and hasremoved the station officer and deputydivisional commander from the GrandTurk station without the input of anyoneand just based of the decision of the two ofthem and has the residents of Grand Turkin a state of sadness and police officers onthat island sad and de-motivated. We askhow can these two people just make thesedecisions and just shove them down ourthroats. How can this be and we ask forthis to be explain to us.”

“As in all police forces in our regionthere is a promotion examination schemein place and police officers are promotedbased on them passing a promotionexamination, an interview with apromotion board and performanceappraisal. Since they came here in March2011 they have made the constable rankextinct by giving out promotions like freecandy at a party at 5pm on a Fridayafternoon and we hereby ask that they givea clear and true outline of their criteria forpromotion when there were no promotionexaminations, no promotion boardinterview and no performance appraisalsfor all three quarters of this year.”

“They are placing persons in areas forwhich they had no knowledge and we canoutline examples here: One of the biggestcriminals in the police force waspromoted to the rank of sergeant in theCold Case Unit without checking hispersonal file this same police officerwhen working in Middle Caicos pulledthe police force firearm on a resident ofthat community because he is having anaffair with the man’s wife and hascommitted so many crimes againstresidents of this country and yet he waspromoted .”

FRANCE'S President Nicolas Sarkozy has wronglyidentified three Caribbean countries as "taxhavens''. The response to him should be unified androbust.

Sarkozy named Antigua and Barbuda,Barbados and Trinidad and Tobago, among eightothers — Botswana, Brunei, Panama, Seychelles,Uruguay, Vanuatu, Switzerland and Liechtenstein.

Among French presidents, he is not alone.Jacques Chirac also made similar statements in thelate-1990s. Then, under Chirac, as now underSarkozy, the French government's sole intentionwas to shut down all off-shore financial centresanywhere outside the European Union (EU)countries and the United States on the basis thatthey are "tax havens'' Yet, the biggest tax havensexist in the EU and the US.

The instrument for beating up and booting outjurisdictions with offshore banking sectors is theOrganisation for Economic Co-operation andDevelopment (OECD) in which the EU countriespredominate. In 1998, the OECD produced a list ofcountries which it said would be "blacklisted'' for"harmful tax competition''. Included in this"harmful competition'' was the exercise of theirsovereign right not to tax offshore companies ortheir deposits in banks.

It was only after a spirited joint response,supported by intellectual and lobbying work by theCommonwealth Secretariat, exposed the OECD'sactions as unilateral, bullying, and withoutauthority in international law, that the organisationrelaxed its demands in 2000. But the major playersin the OECD created a so-called Global Forum intowhich offshore jurisdictions allowed themselves tobe lured.

The OECD has become a cartel for dictatingglobal tax policy in a way that suits EU countriesin particular.

In reality, the governance and rule-making ofthe Global Forum is not global at all. Up to 2009,it was run by the OECD Secretariat and it setstandards and practices for jurisdictions other than

the large and powerful member nations of theOECD. The OECD nations attend the forum to passjudgement on others.

China has now joined the Global Forum,largely to protect its own interests in Hong Kongand Macao which the OECD had contemplatedblacklisting. But little has changed, andengagement by the non-OECD countries withChina as an ally is urgently needed.

While within the forum, there is no solidarityamong developing countries, which hold no pre-meetings and have no joint strategy and no commonposition, the OECD members carefully co-ordinatetheir positions, set the agenda and prepare theworking papers. Few government ministers of thedeveloping countries attend the forum, and civilservants from developing countries areoverwhelmed by the high-powered OECD staff andthe representatives of the big OECD member statesparticularly France, Germany and Japan.

The ultimate weapon that the OECD uses toforce other jurisdictions to comply with theirunilaterally determined "standards and bestpractices'' is publication of areas of legislation,regulation and enforcement in which it is claimedthat the non-OECD countries are not compliant andare, therefore, open to illegal activities.

The result is that, over time, the OECD hassucceeded in killing or crippling the offshorefinancial sectors of several developing countries.This has been achieved by demands forrequirements that not only cost the governments ofthese countries large sums of money to implement,but also by depriving them of their sovereign rightto tax or not tax as they see fit, and coercing themto enter into Tax Information Exchange Agreements(TIEAs).

There are also no accompanying double-taxation agreements that would make taxinformation agreements palatable. At least, a doubletaxation agreement would make an investor morecomfortable to invest in a country, which hasTIEAs, on the basis that he/she would not be taxed

twice.The OECD has itself counted over 600 TIEAs

signed since 2009. Some of them are betweencountries that have very little trade or investmentrelationship. But they establish for the OECD anetwork of TIEAs through which it influences taxpolicies across the globe. Additionally, over 60 peerreviews of jurisdictions have been completed. Thepoint is that jurisdictions with offshore financialcentres have bent over backwards to accept theintrusions of the OECD because of fear of beingblacklisted.

It is not for nothing that President Sarkozy hasinvoked the G20 as the latest forum for judgingcountries as "tax havens''. Membership of the G20is heavily — and wrongfully — weighted in favourof EU countries, and even the EuropeanCommission has a voice in it. They are well-placedto push an EU agenda while the jurisdictions theyattack have no opportunity to put forward theircase.

Countries of the Caribbean and others notrepresented in the G20 have an obligation to fightback. The Caribbean countries would best do so bycreating joint regional machinery, under theCaricom Secretariat, to represent their collectiveinterests; to build alliances with other countries thathave been equally affected by the OECD'soverwhelming ambition either to direct their taxpolicies or to close them down as financial centres.

No one country can do this alone. This is a timefor joint actions to put their case before influentialnations in the G20 such as Canada, whichrepresents Caribbean countries on the boards of theWorld Bank and the IMF.

It is also time for the Global Forum to beextracted from the hands of the OECD and placedunder the auspices of the United Nations where itwill truly be global.

If the countries accused of being "tax havens''now fail to act collectively, coherently anddecisively, no statements that President Sarkozy gotit wrong will help them.

FORMER DEPUTY PREMIER LillianBoyce has accused the British-appointed Special Investigation andProsecution Team (SIPT) of amassive conspiracy to tarnish anddestroy the reputation of politiciansand other high-profile persons in theTurks and Caicos Islands.

Boyce made the comments whileconfirming that she was arrested andsubsequently charged withconspiracy, in relation to the sale ofland for a proposed hotel andcondominium development at NorthWest Point.

“They charged me withconspiracy, but they know deep intheir hearts that they had no reason orevidence to charge me. I want to saypublicly that I am completelyinnocent. There’s a God above and healone will be my ultimate judge,”Boyce said.

She added: “The SIPT should becharged with conspiracy because it isclear that this whole investigation ispolitically-motivated andpremeditated, and that they haveconspired with others to tarnish anddestroy the reputation of formergovernment ministers and officialsand other high-profile persons in the

Turks and Caicos Islands. It is menow, but I can tell you that there are alot more to come. After more than twoyears of enjoying an all-expenses-paid luxury vacation in the Turks andCaicos Islands and putting pressureon the Treasury, they now have tojustify why they wasted millions andmillions of dollars, while the countryis broke, civil servants are being senthome and poverty is increasing. EvenMPs in the House of Commons haveexpressed concern about the millionsof dollars that they are spending.”

The prominent businesswomansaid she felt it necessary to clear theair and put certain matters in true andproper perspective because there weremany false rumours circulating.

Boyce explained: “The facts arethat over the past few months I havebeen cooperating fully with the SIPTon a voluntary basis. Theyinterviewed me extensively on anumber of occasions and I wascompletely honest and open withthem. Sometime in early October,they contacted my lawyer NealeColeman and set a date for me toreturn to continue the interviewprocess. When I returned to theiroffice on November 21st ,

accompanied by my husband Hayden,the officers sat across from me and ina few minutes told me I was underarrest and asked me to sign a form.Contrary to reports, I wasn’t pickedup by SIPT, I wasn’t handcuffed andnone of my documents were taken.They asked me to return two dayslater, I did so with my lawyer and theysaid they will charge me withconspiracy to defraud thegovernment. I categorically deniedthose charges, because I know andthey know that I did not conspire withanyone to defraud government.”

Boyce, who served as a CabinetMinister in the Progressive NationalParty (PNP) from 2003 to 2008, saidshe was thankful for the outpouring ofsupport which she has received fromher family and friends, members ofher church, the wider Turks andCaicos Islands community and aroundthe region.

She added: “The people whoknow me can tell you that I’veworked extremely hard over the yearsfor everything that I have and to buildmy reputation as a businesswomanand a true servant of the people of theTurks and Caicos Islands, and I’m notgoing to allow the SIPT or anyone to

destroy any of that,” she added. “Theyare abusing and misusing their power.What they are trying to do to me andmany others is unfair and it is wrong,but God does not sleep!”

The former minister of education,health, youth, sports, culture andimmigration, said the SIPT is tryingto create a media circus.

“A few weeks ago they had apress briefing at which they toldreporters that they will have a numberof persons in court on December 6,2011. They told that to reportersbefore they even arrested or chargedanyone. Is that fair? Is that justice?This whole situation is stage-managedto create a media circus and to causeembarrassment. All of this ispreconceived and it is a totalmiscarriage of justice,” she added.

TWO OF THE four accused in the SantaSuarez murder case were granted bailwhen they appeared in the Grand TurkSupreme Court earlier this month.

The two, 27-year-old CollinDelancy and 18-year-old LavardoSmith, were released on the groundsthat preliminary DNA evidencepresented to the court did not link themto the crime scene at this time.

The police told the court, however,that a second analysis was to be done,but presiding judge Chief Justice E.P.Goldsbrough decided to release themen on bail in the meantime.

The two other accused 22 year-oldRenego Missick and 20 year-oldJasario Robinson were, however,remanded in custody at Her Majesty’sPrison in Grand Turk until the case isagain called on December 7.

Suarez, a 28 year-old DominicanNational, was shot to death whileworking at the popular sea siderestaurant Sailing Paradise in BlueHills on July 20, by one of threegunmen.

Investigations subsequently ledpolice to the four men, who they later

charged jointly with murder, robbery,discharging firearm, conspiracy to roband possession of firearm with intentto commit robbery.

When the four first appeared in thepacked Providenciales Magistrate’sCourt located along the LeewardHighway, they were all remanded incustody, after the court grantedinvestigators leave to extract what hasbeen described as intimate DNA

sample from them.Finbar Grant is leading the

defense for Delancy; Guy Chapman isthe Smith’s legal representative; MarkFulford is the attorney for Robinson,while; Noel Skippings is representingMissick.

In the first court appearance, Grantquestioned decision by the police tolink his client to the crime scene. Hesaid that the affidavit presented by the

police in their quest to collect DNAsamples from his client, clearlyshowed that he was not at the scene atthe time of the robbery/murder.

Grant described the police’sattempts to Delancy to the crime asridiculous. He said since the affidavitclaimed that Delancy drove the get-a-way car, argued that there was no needto collect DNA sample from him.

Grant also bemoaned the fact thatinvestigators wanted to establish hisclient as the mastermind behind therobbery based on certain pointsestablished in the affidavit.

Fulford and Chapman, who werein court at the time, did not object tosamples being taken from their clients.Skippings was absent from that sitting.

THE EDUCATION DEPARTMENT hassought to allay the fears of the generalpublic among whom it has beenrumoured that the InterimAdministration plans to chopkindergarten classes from publicschools’ curriculum.It is widespread among the islands thatas part of its cost-cutting measures, theInterim Administration wascontemplating cutting kindergartenclasses, which would normally cater tochildren aged four to six.

As a result, Children, according torumours, would now begin theirschooling at age six – at the grade onelevel. But some fear that it would

handicap the country’s educationsystem, since children, who parentscannot afford to send them tokindergarten would be at adisadvantage against their morefortunate counterparts when they enterthe primary school system.

Concerns by the general popularregarding the measure was so intensethat it has found its way in the country’smain stream media, so much so that itwas featured as some of the entities’ topstory.

Even talk shows picked up on it, assome hosts expressed concern that sucha move was designed to createeducational deficit among theseislands. Even in the recent civil servicemarch and strike last week and thisweek, the issue was one of the hot

topics. Also at least local political partyhas issued a public response.

But the Education Departmentwhich also got wind of the rumour,stated that it was not true, as there wereno plans to phase out that section of thecurriculum.

"The Department of Education hasno plans to cut resources tokindergarten classes," a news releaseattributed to Director of EducationEdgar Howell, stated.

Howell said converse to suchrumour, the Ministry of Education hasbeen taking steps to augment the sectorwith the help of local and internationalpartners.

"The Department has instead beenworking at further improving thecurriculum and other areas, with theassistance of the UNICEF – the UnitedNations Children’s Fund. That work

will ensure that age four students in theTCI continue to get a solid start to theireducation," Howell said.

No plans to abolish kindergarten

TCI Civil Servants strike for their rightsBy Vivian TysonSUN Senior Editor

Hundreds of angry Civil Servants in the Turks and Caicos Islands went on strike early Tuesday morning, disconnecting the power to Government’s administrative building in the island-capital of Grand Turk and marching to the Governor’s office where they chained doors to a building in which a meeting of UK-advisors was being held.

Wearing red shirts and brandishing strongly-worded placards, the civil servants vented their rage at the Interim’s Government’s austerity measures which include plans to sever 300 of them by the end of the year.

The majority of Government services in Grand Turk, where most of the country’s 2,500 civil servants are located, ground to a crippling halt. In Providenciales, the most populous of the 30 Turks and Caicos Islands and which is located 22 miles from Grand Turk, about 50 civil servants also took industrial action, blocking the entry to the Immigration Department where they held a rally.

Government schools were closed country-wide, as well as the Treasury Departments, Labour, Immigration, the Maritime Division and a section of the Judiciary, including the Labour Tribunal. There were reports that the strike action had affected domestic and international flights, but John Smith, CEO for the Turks and Caicos Islands Airports Authority said the industrial action did not affect aviation. In a few instances there were slight delays, he said, but this could be attributed to several factors, including the weather.

Later in the afternoon, about 60 civil servants descended on the Providenciales International Airport where they chanted “We want our country back! We want our country back!”

Reflecting upon the impact of the strike on 22 November, Martin Stanley, Chief Executive of TCI Government said:

“I can confirm the that while essential and emergency services remained available throughout the strike, some government departments were clearly affected by Tuesday’s public servants action.

“The Health Ministry reported that all clinics were opened to the public throughout the day, and were adequately staffed by doctors and nurses. Most schools also had a full day, but a few closed at midday because of a shortage of teachers.

“Critical immigration and customs operations at Providenciales International Airport were largely unaffected and the Ministry of Border Control and Labour confirmed that the Immigration Department also remained opened.

“The Treasury was affected, with the Grand Turk office closed for the entire day and the office on

Provo only opened for a brief period in the morning. The Labour Tribunal was forced to suspend operations because the telephone and other support services were not available for most of the day. The government telephone system was down for most of the day and limited public telephone access to government departments.

“Government again thanks the public servants who turned out to work in critical areas, especially teachers , health care workers and those dealing with the vulnerable.

Dr. Rufus Ewing, President of The Civil Service Association (CSA) which organised the strike, took a microphone and encouraged the civil servants to stand up for their rights.

“We’ve had enough of the British Government and their oppressive policies,” he stated. “Enough is enough.”

He then led a motorcade from the airport to the Hilly Ewing Building (named after his father, a former political leader) which houses the Special Investigation and Prosecution Team (SIPT) and the Governor’s office in Providenciales.

Ewing said Civil Servants are protesting because of the Interim Government’s failure to extend the deadline for expression of interest in the voluntary severance scheme for all civil servants and its failure to provide a severance package based on civil servants' highest basis salary during their period of employment.

The CSA is also against Government’s failure to reduce the period of ban from the civil service from 4 years to 2 years and its failure to consider staff redeployment before voluntary or compulsory redundancy, and its unwillingness to complete a proper public sector reform assessment before redundancy. The association is also up in arms because of increased taxation, significantly reduced scholarship opportunities, reduced social services support, increasing unemployment, reduced support for Youth programmes, unfair laws and unfair policies that are detrimental to the well-being of Turks and Caicos Islands’ children.

In a telephone interview from Grand Turk, one irate protestor told The SUN: “We’ve had enough of the Brits. It’s time for them to leave the Turks and Caicos Islands because all they are doing in messing up our country and inflicting pain and suffering on our people, while they are living it up and enjoying themselves like they are on an extended vacation. They just don’t care about our people. Enough is enough!”

A range of UK Government funded advisers are now in place to offer support and guidance to the Governor and to the public service after the British suspended parts of the Turks and Caicos Islands Constitution on August 14, 2009. Ministerial government and the House of Assembly were suspended meaning that Cabinet no longer exists and the House of Assembly was dissolved and Members’ seats

are vacated. The constitutional right to trial by jury was also suspended.

Reacting to the strike action, British-appointed Chief Executive, Martin Stanley, who is currently acting as Governor, threatened to dock a day’s pay from the striking workers, while adding that Government has contingency plans in place for such events.

“During the strike as we concentrate on essential and emergency services, we ask the people of TCI to be patient as they will not receive the usual high standard of public service on strike days,” Stanley said in a press release.

“I would also ask those strikers who work with the vulnerable members of our society to continue to balance their desire to protest with ensuring that there is adequate service provision to the needy. While there is no law against striking in the TCI , clearly there are consequences for workers who do strike, such as losing a day’s pay.”

In a separate statement issued on Monday night, Stanley said he was surprised that the CSA called a strike concerning the terms of the voluntary severance scheme.

“This scheme offers public servants the opportunity to volunteer to leave the service in return for

severance payments which can amount to as much as two years salary. Furthermore, the original offer was improved following representations from the CSA. The offer to weekly paid staff was approximately doubled, for example,” he said.

“I appreciate that the CSA would have preferred the scheme to be even more generous but – as we have already received nearly 500 expressions of interest in this scheme – there is clearly a large number of civil servants who see this as an opportunity. We are currently generating individual offers for each of these people, and we will ask them to indicate whether or not they wish to accept by Friday, 9 Dec 2011.”

He also stated that the Interim Administration is “deeply sympathetic to the challenging circumstances faced by public servants” as it works to improve the Government’s financial situation and rebalance the TCI civil service to better meet local needs and priorities.

“I am therefore keen to continue to meet with the Civil Service Association to discuss their concerns and would ask again for their support in making the changes and improvements required for the greater good of the TCI,” Stanley added.

FORMER CHIEF MINISTER DerekTaylor is back in the saddle as thePeoples Democratic Movement’s(PDM) Leader after defeatingincumbent Doug Parnell 44 to 24 atthe annual conference held at partyheadquarters in Providenciales onSaturday (November 19, 2011).

Parnell, in his resolve to remain inthe executive, staved off a spiritedchallenge from former governmentminister Sam Harvey to secure thesecond tier leadership position that ofDeputy Leader, by a 39 to 28 margin.

Former cabinet member ReubenHall is the new National Chairmanafter coming out head of his nearestrival and another former ministerCheryl Astwood-Tull, who gets theautomatic Vice Chairman position byvirtue of placing second in the four-way race. The vivacious LewisAstwood is the new Party Whip.

Taylor attributed his victory topast success in government as leader ofthe country. He told the throng of mediarepresentatives shortly after winning theparty’s top job that since the TCI is in acrisis, delegates chose someone theybelieve has the ability to steady theeconomic ship in the midst of turbulence,and he is that person based on his trackrecord.

“Between 1995 and 2003 (while ingovernment), we set a record like neverbefore. In 2003, the incomingadministration (PNP) was handed thecountry on a golden platter and, basically,they behaved then as if it was Christmastime and Santa Claus with a lot of toys.That Peter Pan syndrome must be a thingof the past,” he said.

Taylor pledged to work with Parnellto ensure that the PDM will be back in theleadership saddle when an election iscalled.

“Under the Peoples DemocraticMovement, we are mandated to worktogether. We are one people, and therefore,Doug and the team on a whole, we aregoing to step up to the plate, and it is notgoing to be a one man band,” Taylor said.

For his part, Parnell said he haspledged to work closely with the newleader in whatever capacity, echoingsimilar sentiments to Taylor, that thereneeds to be party unity in order to form

the next government.“I am very pleased to serve in the

office of Deputy Leader. I gave apledge to all attendees to thisconvention that no matter what theoutcome, first and foremost, I am aservant of the Peoples DemocraticMovement and, I am a servant of thepeople of the Turks and CaicosIslands.

“And whatever position that is,that this convention thought was goodfor me, I was prepared to accept theoutcome. I believe that is a spirit thatall of us are going forward out of thisconvention in – a spirit of unity, aspirit of togetherness and a spirittowards winning the next generalelection,” Parnell said.

Both men have assured the publicthat the relationship between them hasnot been ruptured despite the intenseelectoral process. Both even jokedabout sharing a bed together, whichthey said proved that politics could notcreate a rift between them.

In the meantime, Taylor said thetitle of hard worker must be returnedto the Turks and Caicos Islandspeople. He intimated that suchposition eroded during the PNPadministration and, an administrationled by him will bring that spirit back.

“Our people have always beenregarded as hard-working peoplegoing way back to the days of the1970s and right up to the 1980s; weknow that Turks and Caicos people arehard-working people. They provedthat here, they proved that in theBahamas and they proved thatwherever they went. We are going tobring back that spirit,” the formerchief minister insisted.

Meanwhile, another former chiefminister Oswald Skippings expressedelation that his former fellowparliamentarian was returned to thehelm of the party, claiming thatTaylor’s ascendancy could prove apolitical shot in the arm for the partyat the polls whenever the InterimGovernment decides to announce one.

“I am elated, because for too longnow, the PDM was struggling and notreally making any in-roads and, thesituation that the country is now in, itdemands that the PDM organize itselfand become once again an effectiveforce, to demonstrate that there is a

government in waiting. “And with Derek Taylor back at

the helm I am fully behind him; I havehis back one hundred percent and, wecan turn this country around. We cantake this country back for the people.(With Derek Taylor in leadership) thePDM has a much better chance atwinning. We have proven leadershiphere, and I think we are going to puttogether an excellent team.

“We are going to have experienceand we are going to have some newblood and move head. We know whatto do, we have done it before. We havetaken this country out of the doldrumstime and time again. NEWLY-ELECTED PEOPLE’SDEMOCRATIC Movement (PDM)Leader Derek Taylor is defending hisdecision to return to active politics atthe age of 60, in a post electioninterview shortly after dethroningDoug Parnell for the leadership of thatparty.

Taylor said a number of countriesin the region, including fellow BritishOverseas Territories have opted forleaders in the 70s to those in their 80s,and therefore, him coming back at 60,would be to shore up the party’sfortunes at the next polls for the partyrather than a liability.

“I don’t look at it in the terms ofold guard and new guard; I have beentrying to get away from that. If youlook at the region, the majority ofleaders in the region are much olderthan me. There are leaders who are intheir late 70s and early 80s. HubertHughes (Chief Minister of Anguilla),who have been there for all theseyears; Hubert is in his late 70s hittingthe 80 and, also (Ralph) O’Neil in theBritish Virgin Islands, he is in his early

80s,” Taylor said. Responding to talk that he was old

fashioned, Taylor said: “Old fashion?I will tell you, I have certain principlesand morals, and so if you want toregard that as old fashion, then you cancall me old fashion. Honest, integrityand being responsible and accountableare my abiding principles, and I havesaid before, if we abide by legislationsthat have been set out there we can’tgo wrong.

“There has to be accountability,there has to be checks and balancesand, therefore, if you want to say thatI am old fashion, I am sorry, goingforward that has got to be the order ofthe day,”

Meanwhile, new National PartyChairman Reuben Hall insisted thatthe mixture of youth and experienceaugurs well for the party and, Taylorhas well-needed experience that theparty can bank on, pointing to the

aging Hubert Ingraham leadership inthe Bahamas, who has a young deputyin Tommy Turnquest. He said thePDM now mirrors that complexion ofleadership.

“We have an excellent group thathas been formed and, you (journalists)speak about Mr. Parnell and Mr.Taylor….in the Bahamas where youhave Mr. Ingraham and Mr. TommyTurnquest, it is a similar programme(here). Mr. Taylor (who has) hascertain experience, will lead this partyand I am sure that Mr. Parnell willfollow likewise,” Hall pointed out.

In the meantime, Taylor chargedthat the British Interim Governmentdoes not understand the dynamics ofthe Turks and Caicos Islands, and sothey have been feeling their waythrough.

“I don’t believe that the Britishunderstand the dynamics of Turks andCaicos, so therefore, when they camein, I though it was timely, but they arenow feeling their way through here.And you cannot get blood out of stone.Our people here are a strugglingpeople, so to lump everybody togetherand say they are corrupt, I think that iswrong,” Taylor charged.

THE TURKS AND CAICOS Islands CivilServants at last have decided to pushback on the policies of the InterimAdministration.

They have seen that these guys arenot negotiating in good faith orengaging them effectively in theprocess.

It cannot be a serious discussionexercise when these so called expertscall senior Civil Servants together justto tell them what the decision is as tothe way forward on any issue. This is agathering to provide information on adecision reached and not one in whicha decision is to be reached after inputsfrom the Turks and Caicos Islanders onthe ground.

It is abundantly clear now for allTurks and Caicos Islanders that theseexperts do not have a clue as to whatthey are supposed to do to turn aroundour economic situation except raisingtaxes.

Having the budget tending towardsbalance by 2012/2013 - is one of theMilestones set for us to be able to haveelections next year, 2012! CarolineGardiner said that a good platform hadbeen set, $260M were borrowed to takecare of all of the “outstanding” debt leftbehind by the previous government,new taxes were imposed and CivilServants were given a 10% pay cut allin the name of balancing the budget.

The 2011/2012 budged that waspassed in the dead of night without therequisite debate in the ConsultativeForum, projected that the deficit wouldbe pegged at $8.5M. In comes Hugh inthe middle of the financial year, and theprojected deficit has now mushroomedto $35M! Now they are coming back inthe same fiscal year and saying that ourtaxes must be raised again! In any otherinstitution, if the forecast were found tobe so far off base, the whole economicteam would be fired! But this exerciseis not about getting it right, but makingsure that the hole that is dug for us is sodeep when they decide to cut and run,it would only be good enough to buryus all in.

This administration stated thatthere should not be any “unexpectedexpenditure from liabilities of the pastadministration that have to be met”.

That is pure smoke and mirrors if everthere were ones. It is time that thesebumblers to be called into account andin the interest of transparency show thepaying public the book, itemizing theseareas and the amount. They cannot,after three years of operating in silos,with all of the technical expertise attheir finger tips, now still trying to laythe blame on the previousadministration. It was not the previousadministration that did away with the10% customs duty surcharge in theheight of the greatest revenue-generating period. It was not the pastadministration that tried to put a tax onelectricity and had to back off, tried totax water and had to back off and ofrecent time, tried to eliminate workpermit holders from obtaining overseashealth care while raising the rate ofcontribution for NHIP.

These guys only solution is to raisetaxes because that is the easiest thing tosuggest. However, as has been seen,people are beginning to revolt againstsuch imposition. I might not be a fan ofBeaches, but how much do you thinkthat they can eat when they have sentout their pricing for the season, to be hitwith a 35% increase in work permitfees that come into effect less than threeweeks after it announced along with thechange in how the taxes on fuel would

be calculated as well as an increase inthe taxes, coupled with an increase incharges on alcohol and tobacco. Thesetypes of imposition do not bode well fora well-regulated and predictablefinancial situation.

On Saturday last, I was more thanheartened by the turn out to the CivilService rally and the attendance andactive participation of the PastorsFraternal. When the pastors spoke, to aman, they put in context the plight ofthe people of the Turks and CaicosIslands generally, and the civil servantsspecifically. Pastor Vernon Malcolmmade it clear that it would have been adereliction of his duty as the shepherdof his flock not to speak out against theinjustice being meted out to membersof the civil service. He clearlyunderstood that if his people werehurting, it was incumbent on him toprovide them with succor and support.

For me, the bombshell wasdelivered by none other than PastorDennis Swann. He had standing, aswell as a dog in the fight! Pastor Swannsaid that the oppressors were more ofour own people and the institutions thatwere put in place to protect the service,than the infidels and puppet mastersfrom the UK. First and foremost, hesaid that the OPSM failed the peopleand it could be clearly seen that thatoperation was a complete sellout.

That was primarily so because thatoffice did not provide the leadership indirecting people like Catchpole whocame with an agenda to rightsize/downsize the public service. Ifthey felt that the expertise to assist wasnot within the organization, then theyshould have solicited additional help.However, having being given asubstantial increase in salary, in the faceof all other civil servants being given a10% pay cut, they just rolled over andplayed dead and allowed advantage tobe taken of the service. It was first RATin the hole; his tail covered.

At first I could not fathom how mygood friend Susan Malcolm could havestood by and allow such havoc to bemeted out to the service, when she intimes past complained bitterly aboutbeing mistreated in the Ministry ofEducation as well as Health. Or is it as

the good Pastor suggested that she gota raise to keep her mouth shut and turna blind eye to the plight of her fellowcivil servants?

The next failing institution directlyimpacting the public service is thePublic Service Commission. This bodywas given additional teeth so that itcould deal effectively with PublicServants and deal directly on theirbehalf so that the service could be moreaccountable and effective. But it seemsfrom all indications, and with thePastor’s confirmation, that they toohave gone asleep at the switch.

Pastor Montel Archibold put thingsin perspective, particularly as theyrelate to the youth! Bishop AustrahamHamilton closed out with the prayerfulcharge to all. Be thy brothers’ keeper!

I am no fan of the ConsultativeForum! There are some bright lightsthere, but if darkness overshadowslight, then you have darkness! There iscertainly more darkness in that body,particularly when it comes to the rightsof the people. I have yet to see themrespond positively to the wishes of thepeople, except on one or two occasions,when they rubber-stamped Legislationsand policies that were not in our bestinterest.

It was very instructive for me onSaturday when Pastor Dennis Swann inno uncertain terms said that the biggestoppressors of our people at this point intime are OPSM, Consultative Forumand PSC. The Forum is chaired by hissister Lillian Swann-Missick and thePSC by his first cousin Mr. CynthiaAstwood! He was not fearful orreluctant to call for the persons in boththese institutions to resign, knowingfull well their relationship to him andthe possible blow back from family.

If he could do that in light of thepossible repercussion, I do not see whyCivil Servants cannot in greaternumbers come out and support a causethat would benefit them more thananyone else.

It is like Bob Marley says: “Standup and fight back, you have nothing tolose”! My fellow Turks and CaicosIslanders, “time is of the absoluteessence!” If it is not now, in God’sname tell me when?

HAVANA, Cuba– Up to Septemberthis year the number of tourist arrivalsto Cuba had increased by 7.9 per centover the same period last year, and2012 arrivals look to show evenfurther growth.

This was revealed by the Cubanminister of tourism, Manuel Marrero,who affirmed that tourist arrivals inCuba are expected to increase by 2012with the entrance of about 2.9 million

foreign visitors.Marrero also revealed that Canada

was the foremost provider of touriststo Cuba from north America and thatrelations among Cuban and Canadiantour-operators were very strong.

The tourism minister’s buoyantforecast follows the resumption offlights to Cuba at the end of last monthby the Dutch airline KLM after a 68-year absence.

HAMILTON, Bermuda – A public referendum could becoming in Bermuda on liberalising the country’s gaminglaws.

According to the 2010 the Green Paper on the subject,gambling would add nearly 3,000 jobs and up to $146million a year to Bermuda’s economy.

The release of the Green Paper was followed by adebate on gaming in the House of Assembly, with only ahandful of Bermuda’s 36 Parliamentarians speaking infavour of relaxing the anti-gaming laws.

The only MPs to speak in favour were then-PremierDr Ewart Brown, Zane DeSilva, Walter Lister, MichaelWeeks, Mark Pettingill, Shawn Crockwell and DariusTucker.

Furbert also announced during the briefing that theisland’s tourism branding would be undergoing amakeover in the coming months.

“The board recommended that the brand must clearlyidentify Bermuda in order to raise awareness and that itmust be supported by brand promises that our visitors willbuy into and most importantly, experience once on island.”

“To this end, in the near future, the Ministry will beissuing an open Request for Proposal for Bermudianadvertising agencies, especially, to submit their bestcreative ideas for a new brand and campaign creativeconcepts for the destination. It is essential that theCompany appointed fully understands Bermuda’s targetaudience and relates a robust, timeless campaign tosupport the brand,” he said.

On Tuesday November 22, the crewof the U.S. Coast Guard (USCG)Cutter Vigorous repatriated a groupof 172 Haitian migrants to CapHaitien, Haiti. The migrants wereinterdicted during two separatepatrols near The Bahamas.

While on patrol on FridayNovember 18, a Coast Guard MH-60 Jayhawk helicopter crew spottedan overloaded Haitian sail freighternear the Bahamas. The crew of theCoast Guard Cutter Confidencewas diverted and interdicted the sailfreighter north of Punta Maisi,Cuba. Coast Guard crewmembersprovided life jackets and safelyembarked 60 Haitian migrants. TheHaitian migrants were latertransferred to the cutter Vigorousfor repatriation.

A second group of migrantswere discovered by the CoastGuard while on patrol on SaturdayNovember 19 when the MH-65Dolphin helicopter crew spotted anoverloaded Haitian sail freighternear The Bahamas. The crews ofthe Coast Guard Cutters Northlandand Vigorous arrived on scene anddistributed life jackets to thepassengers. The Vigorous crewembarked 112 Haitian migrants.

Jamaica’s Prime Minister AndrewHolness has defended his decision tohomeschool his sons, following criticismthat the move could be seen as anindictment on the Jamaican educationsystem.Responding to questions asked by the

Jamaica PM defends decisionto teach sons at home

NASSAU, The Bahamas - The Inter-American Development Bank(IDB) has approved a US$81 million loan for The Bahamas tooverhaul major parts of the water infrastructure on the island ofNew Providence.

The money will be used to improve water pressure, quality, andvolume for 38,000 households, a release from the IDB stated.

The five-year programme is expected to cut in half the amountof water lost through leakages.

It would also conserve drinking water and improve financialsustainability for local water suppliers.

The release stated that 6,000 leaks will be repaired and 9,000new water connections will be activated by the end of the project.

It said water pressure and continuity are expected to risesignificantly, leading to better service for the 38,000 households thatare already connected to the water network.

“The Bahamas has by far the lowest ratio of fresh water topopulation in Latin America and the Caribbean,” said EvanCayetano, project team leader at the IDB.

“The amount of available fresh water per capita is less than 0.1percent of the regional average, which highlights the need for actionin this sector.”

The operation will establish a new independent environmentalregulator to protect the country’s scarce fresh water resources, aswell as a new economic regulator.

It also seeks to strengthen management of the Water andSewerage Corporation, the country’s main provider of waterservices.

The program will also target potential health hazards byrehabilitating broken sewerage infrastructure and coming up witha master plan to address wastewater collection and treatment in NewProvidence.

On Tuesday November 22, the crew of the U.S.Coast Guard (USCG) Cutter Vigorousrepatriated a group of 172 Haitian migrants toCap Haitien, Haiti. The migrants wereinterdicted during two separate patrols near TheBahamas.

While on patrol on Friday November 18, aCoast Guard MH-60 Jayhawk helicopter crewspotted an overloaded Haitian sail freighter nearthe Bahamas. The crew of the Coast GuardCutter Confidence was diverted and interdictedthe sail freighter north of Punta Maisi, Cuba.Coast Guard crewmembers provided life jacketsand safely embarked 60 Haitian migrants. The

Haitian migrants were later transferred to thecutter Vigorous for repatriation.

A second group of migrants werediscovered by the Coast Guard while on patrolon Saturday November 19 when the MH-65Dolphin helicopter crew spotted an overloadedHaitian sail freighter near The Bahamas. Thecrews of the Coast Guard Cutters Northland andVigorous arrived on scene and distributed lifejackets to the passengers. The Vigorous crewembarked 112 Haitian migrants.

Once aboard a Coast Guard cutter, migrantsare provided food, water, shelter and basicmedical care.

Leaders of Fatah and Hamas met forthe first time in six months and hailedprogress toward ending a rift that hasled to separate governments in theWest Bank and Gaza, but there was nosign of a breakthrough.

The last meeting betweenPresident Mahmoud Abbas and Hamasleader Khaled Meshaal in Cairo in Mayyielded an agreement aimed at reunitingthe Palestinian territories under a singlegovernment that would oversee newelections set for May 2012. There hasbeen no progress towardimplementation since then.

Hamas defeated Fatah in a 2006parliamentary election and has run theGaza Strip since 2007, when it seizedcontrol of the territory from the Abbasadministration.

Since then, the Iran- and Syria-

backed group has built its owngovernment and security forces,complicating any attempt to reuniteGaza with the Western-backedPalestinian Authority.

Abbas, in comments carried by thePalestinian news agency WAFA, saidafter the Thursday talks there were "nodifferences between us now." Meshaal,who lives in exile in Damascus, said:"We have opened in a new page ofpartnership."

Azzam al-Ahmed, a senior Fatahofficial, said the leaders would holdanother meeting to continuediscussions.

Abbas wants the head of hisRamallah administration, theindependent former World Bankeconomist Salam Fayyad, to stay on asprime minister. That choice is rejected by

Hamas and there has been recentspeculation Abbas is now willing to giveway.

Fatah and Hamas representativessaid there was agreement that electionsshould happen in May as agreed in thedeal. But analysts doubt whether the votewill happen if the sides have not formeda government by then.

In a sign of some tangible progress,the sides announced that an all-encompassing Palestinian leadershipbody tasked with reforming the PalestineLiberation Organization (PLO) wouldhold its first meeting on December 22.The body was first envisioned by a2005 agreement among Palestinianfactions.

The PLO, led by Abbas, was foundedin 1964 and is recognized internationallyas the legitimate representative of the

Palestinian people.Hamas is not currently part of the

PLO, which is dominated by the Fatahmovement. Hamas, which is shunned bythe West for its hostility to Israel, believesthat joining the PLO would bolster itsinternational standing.

"It's been a long wait but God willingit will finally happen," said Izzat al-Rishq,a Hamas official, referring to theDecember 22 meeting.

"This is the start of the participationof Hamas in the PLO," said Hany al-Masri, a Palestinian political commentatorbased in Ramallah who has been involvedin efforts to foster reconciliation. "It's notthe end of the road, but it's a step."

A spokesman for Prime MinisterBenjamin Netanyahu said Palestinianunity moves were reducing theprospects for peace.

Palestinians talk unity, no sign of progress

The U.S. military is ordering that soldiers crossingfrom Iraq into Kuwait be returned home at a fasterrate, a move that comes as commanders work to breakup a bottleneck of troops who have been pouringacross the border ahead of a year-end deadline towithdraw, CNN has learned.

"The order is to have these soldiers off the groundin Kuwait as soon as possible," a military official,speaking on condition of anonymity, told CNN. Theofficial, based in Kuwait, was not authorized to speakto the media.

"They don't want these soldiers sitting aroundhere. They want them home."

The official did not immediately know whetherthe military was moving up or adding flights fortroops from Kuwait.

The order follows President Barack Obama'sannouncement last month that he would pull virtuallyall troops from Iraq by year's end, meeting the termsof a U.S.-Iraqi security pact that set a December 31,2011, withdrawal deadline.

The president's announcement followed newsthat negotiations to extend the deadline broke downafter Iraq's top political leaders refused to grant U.S.troops legal immunity, opening up the prospect ofsoldiers being tried in Iraqi courts and being subjectedto Iraqi punishment.

Of the approximate 11,000 troops in Iraq, downfrom the 50,000 three months earlier, only about 150will remain after the deadline to assist in arms sales,a U.S. official previously told CNN.

The road home for most troops will require themto cross from Iraq, either by convoy or airplane, intoKuwait. There, they will turn in equipment beforestarting the journey back to the United States.

The move to rotate soldiers more quickly out ofKuwait also is aimed at placating the oil kingdom.Kuwait has long been concerned that the U.S. militarynot increase its footprint in the country.

Since mid-October, troops have been rollingalmost every day into Camp Virginia, a short distancefrom the very border crossing used in the 2003invasion that toppled Saddam Hussein.

About 1,200 troops are permanently based atCamp Virginia. The population has swelled, at times,

to more than four or five times that number.To accommodate the influx, the dining facilities

extended hours of operation, expanded retail hours,opened a second PX, and increased the number ofcleaning crews.

"We increased the space available for housingtroops, as well as doubled our space for units toperform the administrative work they need to do toredeploy," said Lt. Col. Brian Bobo, commander ofthe 134th Brigade Support Battalion, a Minnesota-based National Guard unit deployed to CampVirginia.

"We also increased showers and latrines to makesure we had enough."

In Iraq, a U.S. military spokesman says every stepin the withdrawal is a "deliberate operation in whichwe collect intelligence, coordinate with the IraqiSecurity Forces, clear routes and ensure that everyconvoy has ground security and air cover."

"We take that approach because force protectionis inherent in every one of our operations, and we'regoing to do everything we can to protect our troops,"Army Maj. Gen. Jeffrey Buchanan, the senior militaryspokesman for United States Forces-Iraq, told CNN.

Buchanan said the U.S. withdrawal is on track,with all troops out of Iraq by year's end.

While Buchanan did not address whether troopswere being sent home at a faster rate, he said that theU.S. military in Iraq was working with counterpartsin Kuwait to streamline the effort to move troopsacross the border.

"As a result, we're able to get them on a planeheaded home quicker than before," he said.

Meanwhile, the U.S. military is moving tens ofthousands of pieces of equipment, including armoredvehicles and equipment to counter improvisedexplosives, across the border from Iraq to Kuwait.

More than 5,800 armored vehicles are expectedto pass through Camp Virginia by year's end, thoughit will take months more before the equipment iseither shipped back to the U.S. or Afghanistan, saidLt. Col. Ronald O'Bryant, a liaison officer with theteam overseeing the receipt and shipment ofequipment at Camp Virginia.

US military works to gettroops home faster from Iraq

Kamal Ganzouri has agreed to becomeEgypt's prime minister and will form a newgovernment, an Egyptian army spokesmansaid Thursday.

This development -- announced by Lt.Col. Amr Imam -- comes days after formerPrime Minister Essam Sharaf and hisgovernment quit en masse, and days beforeMonday's parliamentary elections thatEgypt's military rulers vowed Thursdaywould go on despite ongoing unrest.

Ganzouri, who was Egypt's primeminister between 1996 and 1999 underPresident Hosni Mubarak, could not bereached to confirm his appointment.

He met Thursday with MohamedHussein Tantawi, field marshal of theSupreme Council of the Armed Forces andEgypt's dominant force since Mubarak'souster in February, according to the state-runMENA news agency.

Ganzouri would remain prime ministeruntil at least January 10, when results of theparliamentary elections are finalized, saidAly Hassan, a judicial consultant. After that,Parliament would have to back Ganzouri forhim to remain in the position.

NBC announced that it has hiredChelsea Clinton to become a full-timespecial correspondent for NBC News.The appointment was immediate. Ms.Clinton will begin work on stories thatNBC expects to use as part of its“Making a Difference” series, whichruns on “NBC Nightly News,” saidSteve Capus, president of NBC News. Ms. Clinton has been a national figuresince her father won the presidency in1992, but she has remained — first byher parents’ request and then by herown choice — largely out of the publiceye.

Mr. Capus said an intermediarycontacted him in July with word that“she was kicking around what shewanted to do next.”

Mr. Capus said he had met withMs. Clinton and had a longconversation that began with a simplequestion. “I asked her: ‘What are youinterested in doing?’ ”

Ms. Clinton told him, he said, thatduring her mother’s campaign forpresident in 2008, she had been movedby stories of people making personalcontributions.

“What we talked about was if shewere to come on board that’s the kindof thing she would be interested indoing. We knew she wasn’t going to do

the lead story. But having somebodywho was going to do really captivatingfeature assignments for the ‘Making aDifference’ franchise really kind ofsynced up,” Mr. Capus said.

One person close to Ms. Clintonsaid she had been quietly raising herprofile for some time, though the publichad not been completely aware of it.

That person, who asked not to beidentified because of a reluctance tospeak for her, said Ms. Clinton had beenmore active in causes backed by herfamily’s William J. Clinton Foundation,and that she had, in fact, spoken at morethan 400 town halls in 2008 in supportof her mother’s candidacy.

“Even after that people would saythey didn’t know what her voice soundslike,” the person close to her said. “Butshe enjoyed doing it.”

Ms. Clinton will continue her workwith the Clinton Foundation and herstudies at Oxford as she pursues thenew job with NBC.

The person also said that Ms.Clinton had said she intended to donatemost of the money she earned fromNBC to the Clinton Foundation and theGeorge Washington University Hospitalin the name of her grandmother, whodied this month.

Ms. Clinton will become thesecond daughter of a president hired byNBC News, and the third daughter of arecent presidential candidate. JennaBush Hager, daughter of PresidentGeorge W. Mr. Capus said the issue of theother political daughters did not comeup in his conversations with Ms.Clinton.

But Mr. Capus emphasized thatthis, and the others, are all serious hiresby NBC News. He said Ms. Clinton had“made it very clear that this is not goingto be a surface-deep relationship.” Headded, “She wants to be in the field forthe shoot and in the edit room for theedit.”

Might this be the start of a full-timetelevision career for Ms. Clinton? Mr.Capus said, “We both want to see howthis goes. It will be full time for thenear-term future. But I hope it’s thebeginning of a nice, long-termrelationship.”

Republican presidential candidate Newt Gingrichfinally reached front-runner status this week after along climb and may now have drawn the wrath ofconservatives by professing a moderate position onillegal immigration.

The former speaker of the House ofRepresentatives was sailing along confidently at aCNN-sponsored debate on Tuesday night and seemedto be wearing the front-runner label with pride afterseeing his campaign nearly collapse six months ago.

But toward the end of the two-hour debate,Gingrich declared himself in favor of acomprehensive immigration overhaul that wouldinclude a guest-worker program for millions of illegalimmigrants in the United States.

Many Americans, including current DemocraticPresident Barack Obama and former RepublicanPresident George W. Bush, back that approach.

But to the conservatives who tend to vote in theRepublican presidential primary races, the loquaciousGingrich may have talked himself into a corner.

"If you've been here 25 years and you've got threekids and two grandkids, you've been paying taxes andobeying the law, you belong to a local church, I don'tthink we're going to separate you from your family,uproot you forcefully and kick you out," he said.

Rival Michele Bachmann was quick to pounce."He wants to legalize 11 million illegal aliens in the

United States," the representative told CNN after thedebate.

When Bush attempted to get a similarimmigration plan through Congress in 2007,opponents called lawmakers so often in protest thatit shut down the phone system. By supporting theBush plan, Republican Senator John McCain, thenrunning for president, almost saw his candidacyrun out of money.

The collapse of the legislation has made ithard to bring up the issue again. Obama has shiedaway from it despite promising to do so in his2008 campaign, saying there is a lack of politicalwill to tackle the problem.

"It was an unnecessary position for Gingrichto take," said Republican strategist Ron Bonjean."He's surging in the polls. The last thing he wantsto do is get on the other side of Republicanprimary voters by getting into an intellectualdebate."

Gingrich will have some explaining to do inIowa, where he has jumped into the lead in pollsamong the social conservatives who dominate thestate's Republican Party. Iowa holds the first U.S.nominating contest of 2012 on January 3.

"There is a professional cottage industry thatexists within the conservative universe that isintensely focused on the details of this issue, and

Newt for better or for worse walked squarely intoa hornet's nest," said Republican strategist PhilMusser.

Gingrich has risen to the top despite personalbaggage and a number of questions that havedogged him for years, becoming the conservativealternative to Mitt Romney now that Rick Perryand Herman Cain have faded.

He seemed undamaged by last week'srevelations he received up to $1.8 million inconsulting fees from troubled mortgage giantFreddie Mac, a disclosure that made clear he is aWashington insider who has profited from theculture of consultants he likes to denounce.

It would be easy to surmise that Gingrich rivalMitt Romney could gain from Gingrich's mistake,but that may not be the case.

The former Massachusetts governor has beentough on illegal immigration throughout thecampaign, and was a chief tormentor of Perry, whoas Texas governor approved a plan to let thechildren of illegal immigration gain tuitionassistance to Texas colleges.

While Romney said he disagreed withGingrich's position, he seemed to offer a wafflingresponse.

"I'm not going to start drawing lines here aboutwho gets to stay and who gets to go," he said.

TRIPOLI, Libya — Libya's transitionalgovernment was sworn in Thursdaybefore the country's interim leader,another step in the oil-rich country'sroadmap to elections next year.

Starting with Prime Minister PrimeMinister Abdurrahim el-Keib, eachminister faced the transitional council'sleader, Mustafa Abdel-Jalil, placed hishand on a Quran and swore to "remainloyal to the goals" of the revolution thatoverthrew longtime leader MoammarGadhafi.

Each shook Abdel-Jalil's hand as hestood in front of two national flags, andsome also embraced him.

The country faces huge challengesnow, but el-Keib said he and hisministers were "upbeat" and optimisticabout leading Libya toward elections bynext June.

"We are looking forward to havingan exciting seven months ahead of us,with lots of things to do and hopefullygood results," el-Keib said.

The lineup of relative unknowns,

almost all of them older men, willconfront daunting challenges, likeestablishing control over the fracturednation after the ousting of Gadhafi's 42-year regime, along with building up stateinstitutions practically from scratch.

El-Keib pledged to represent theinterests of all Libyans.

The transitional Cabinet includes 24ministers, though several, including thedefense minister, were missing fromThursday's ceremony. The primeminister explained that they were out ofTripoli, some of them attending topersonal preparations in theirhometowns before taking up their newposts.

Among the institutions that must bebuilt is a justice system that will be ableto put on trial two key members of theGadhafi regime — Seif al-IslamGadhafi, the dictator's recently capturedson and one-time heir-apparent, and the

ex-intelligence chief Abdullah al-Senoussi.

The International Criminal Courthas charged them both with crimesagainst humanity for alleged atrocitiescommitted during the recent civil war.

New Libyan government sworn in

Russian President Dmitry Medvedev accused Washington onThursday of imposing its plans to deploy a missile defense shieldon European countries, a day after he threatened to retaliate if theUnited States pressed ahead with the project.

On Wednesday Medvedev said he would arm Russia withmissiles capable of countering the U.S. shield, deploy additionalweapons in the west and south and set up an early-warning radarsystem in its Baltic enclave to counteract the U.S. system, which isnot expected to be fully in place until 2020.

"The construction of the European missile defense shield hasbeen largely imposed (on Europe) by the United States," he toldregional reporters at a briefing in the northern town ofPetrozavodsk, some 920 km (570 miles) north of Moscow.

He quoted unnamed European leaders who, he said, hadcomplained to him that they had a minor role in the project.

"My partners...have hinted to me from time to time: "It is theAmericans who decided that, they are promoting it, and our roleas NATO member states is to provide territory," he said.

Medvedev's attempt to divide Washington and its NATOpartners could irk European countries, especially Poland andRomania, former Soviet bloc states that had agreed, along withSpain, to house parts of the missile shield.

Russia's ex-satellites are traditionally sensitive to Moscowbelittling their authority.

Russia maintains that the U.S. missile defense system aims toweaken its nuclear deterrent and wants legally binding guaranteesthat the system will not be directed against it. Washington says theshield will be deployed against countries like Iran and is not athreat to Russia.

Medvedev, who together with his U.S. counterpart BarackObama called for a 'reset' in relations less than three years ago toimprove Russia's ties with the West, has recently tended to echoPrime Minister Vladimir Putin's anti-western rhetoric.

A nuclear-powered rover as big as acompact car is set to begin a nine-month journey to Mars this weekendto learn if the planet is or ever wassuitable for life.

The launch of NASA's $2.5 billionMars Science Laboratory aboard anunmanned United Launch AllianceAtlas 5 rocket is set for 10:02 a.m. EST(1502 GMT) on Saturday from CapeCanaveral Air Force Station, locatedjust south of the Kennedy SpaceCenter.

The mission is the first sinceNASA's 1970s-era Viking program todirectly tackle the age-old question ofwhether there is life in the universebeyond Earth.

"This is the most complicatedmission we have attempted on thesurface of Mars," Peter Theisinger,Mars Science Lab project managerwith NASA prime contractorLockheed Martin, told reporters at a

pre-launch press conference onWednesday.

The consensus of scientists afterexperiments by the twin Viking landerswas that life did not exist on Mars.Two decades later, NASA embarkedon a new strategy to find signs of pastwater on Mars, realizing the questionof life could not be examined withouta better understanding of the planet'senvironment.

"Everything we know about lifeand what makes a livable environmentis peculiar to Earth," saidastrobiologist Pamela Conrad ofNASA's Jet Propulsion Laboratory inPasadena, Calif., and a deputy leadscientist for the mission.

Without a large enough moon to

stabilize its tilt, Mars has undergonedramatic climate changes over theeons as its spin axis wobbled closer orfarther from the sun.

The history of what happened onMars during those times is chemicallylocked in its rocks, including whetherliquid water and other ingredientsbelieved necessary for life existed on theplanet's surface, and if so, for how long.

In 2004, the golf cart-sized roversSpirit and Opportunity landed onopposite sides of Mars' equator to tacklethe question of water.

Their three-month missions grew toseven years, with Spirit succumbing tothe harsh winter in the past year andOpportunity beginning a search in a newarea filled with water-formed clays.Both rovers found signs that watermingled with rocks during Mars' past.

The new rover, nicknamedCuriosity, shifts the hunt to otherelements key to life, particularly

The spacecraft, which is designedto last two years, is outfitted with 10tools to analyze one particularlyalluring site on Mars called GaleCrater. The site is a 96-mile (154-kilometer) wide basin that has alayered mountain of depositsstretching 3 miles above its floor, twiceas tall as the layers of rock in theGrand Canyon.

Scientists do not know how themound formed but suspect it is theeroded remains of sediment that oncecompletely filled the crater.

President Barack Obama is askingAmericans to be patient with his effortsto speed economic recovery. Thepresident again has attackedRepublicans for voting down his jobslegislation.

He has again gone on the road tocampaign for support for his economicinitiatives, speaking at a high school inthe northeastern city of Manchester,New Hampshire.

But on Tuesday, the president hadcriticism for minority Republicans in theSenate, angrily blasting them fordefeating major parts of his $447-billionjobs legislation.

“They refused to even debate it. 100percent of Republicans opposed it, even

though almost two-thirds of Americanssupported the ideas in this bill -Democrats, Republicans andindependents alike. Not one Republicanin Washington was willing to say it wasthe right thing to do, not one,” Obamasaid.

Mr. Obama called on Congress tovote next week to extend tax cuts that areset to expire at the end of December. Thetop Republican in Congress, HouseSpeaker John Boehner, said his party isstill willing to discuss supporting the bill.

The small state of New Hampshirewill be the scene of one of the firstRepublican presidential voting contestsof the 2012 campaign, on January 10.

Three directors have quit at scandal-hit Japanesecamera-maker Olympus ahead of a key Tokyoboard meeting that will be attended by the firm'sformer chief executive, Michael Woodford.

The news sent shares in the company up morethan 25%.

Mr Woodford is due to meet the Olympusboard later, a month after he was sacked forrevealing that the firm had hidden multi-milliondollar losses.

The BBC's Roland Buerk says it could be an"explosive showdown".

Our Japan correspondent adds: "Mr Woodfordhad questioned large and unusual advisory feespaid to obscure firms, as well as the money spenton takeovers which was subsequently largelywritten off.

"In all it amounted to around $1.3bn [£840m].Olympus initially denied wrong doing, but thenadmitted it had been covering up huge investmentlosses dating back decades."

Mr Woodford is able to attend the boardmeeting because he currently remains a director ofthe company.

The three former directors who will now notbe present include Tsuyoshi Kikukawa, whoresigned as chairman last month, but untilThursday remained in a non-executive role.

The two other directors who have now stooddown from the board are the firm's former vicepresident and former auditor.

Olympus has until 14 December to file itslatest six-month results or else be delisted from theTokyo Stock Exchange.

Mr Woodford, who has the backing of severalof Olympus' largest shareholders, has said hewould be prepared to return to the chief executiveposition.

However, most analysts say it is unlikely thatthe Olympus board will reappoint him.

Analyst Martin Schulz, from Tokyo-basedFujitsu Research Institute, told the BBC's AsiaBusiness Report: "It will most likely be someoneelse who has been following the scandal [this isappointed the new chief executive].

"I would rather guess it will be someone fromwithin the company, from the successful core of thecompany, which has a very high interest of gettingthis company going again."

The decision to sack Mr Woodford was takenunanimously by the Olympus board.

AT&T said it would take a $4 billioncharge in case its takeover of T-MobileUSA fails, reflecting the dwindlingchances for the deal seen as job-destroying by powerful politicalopponents.

The U.S. telecoms group and T-Mobile owner Deutsche Telekom, saidthey would continue to pursue anti-trust approval for the $39 billiontakeover from the U.S. Department ofJustice but withdrew for nowapplications to the industry regulator.

"AT&T Inc and Deutsche TelekomAG are continuing to pursue the saleof Deutsche Telekom's U.S. wirelessassets to AT&T," they said in astatement on Thursday.

Both the DOJ and telecomswatchdog the FederalCommunications Commission opposethe deal, which would reduce the

number of national mobile carriers tothree while consumers are strugglingto make ends meet and unemploymentrises.

FCC approval would bemeaningless if the DOJ blocked thedeal, and AT&T and DeutscheTelekom said they would return to theFCC process if they secured approvalfrom the DOJ.

Analysts said the merger, badlyneeded by sub-scale T-Mobile USA --the smallest of the four U.S. nationalmobile operators -- looked less likelythan ever to succeed.

Espirito Santo analysts saidAT&T's decision to take the $4 billioncharge this quarter showed thecompany's own assessment of thechances of success had fallen, causingits auditors to force the company totake the hit now.

"It tells us something about timingtoo -- suggesting that AT&T maydecide to walk away at the firstopportunity (March 20 2012) ratherthan waiting for the ultimateSeptember 20 2012 deadline," theywrote in a note to clients.

The FCC says the merger wouldresult in a massive loss of U.S. jobsand investment, and significantlydiminish competition, while the DOJsays it would lead to higher wirelessprices for consumers and businesses.

The DOJ has gone to court toblock the deal, and a trial in that caseis due to begin on February 13. Anyadministrative hearing at the FCC,which is charged with evaluating thepublic-interest merits of the deal,would begin after the anti-trust trial.

U.S. consumer spending growthslowed last month and business capital

investment plans were weak, althoughfirst-time claims for jobless benefitsremained in a range that hinted atimproving labor-market conditions.

AT&T has 260,000 employees,most in the United States. DeutscheTelekom employs 36,000 at its U.S.unit.

AT&T argues that the T-Mobilemerger could actually create tens ofthousands of jobs during integrationand network upgrades, and haspledged to bring back 5,000 jobs thatit has moved overseas -- but manyobservers are skeptical.

Red Devils are Sailrock Girls U14 ChampsThe Sailrock U14 Girls League finished in fine style last weekend as two wins for the Red Devils were enough to reward them with the championship on 23 points. The Green Dragons, Orange Cheetahs and White Wolves were all tied on 14 points each, but the runners up spot went to the Dragons courtesy of their superior goal difference.

Needing just one win to secure the title, the red Dragons led by Yarileny De la Cruz, defeated the Yellow Jaguars and the Titans by 2-1. The older of the two De La Cruz sisters (Yarileny) scored all her team’s goals with Guerline Hall (Jaguars) and Daria Handfield (Titans) scoring in their spirited attempts to beat the champions.

Despite losing 1-0 to the White Wolves, the Green Dragons claimed second place with a 4-0 win against the Jaguars. Not to be outdone by her sister, Yarileke De La Cruz scored all four goals as she tied for the overall top-goalscorer award with her sister on seventeen goals each.

Cindy Canario, who had scored for the White Wolves in their victory over the Dragons pulled off some excellent saves in goal to give her team hope of securing second place but two well taken

goals by Raquel Saunders gave the Cheetahs their second win of the day following on from their 3-0 victory over the Titans, which saw Evnisha Saintvertu score a hat-trick.

In games played in the Provo Basketball League on Friday November 18, Lions defeated Predators 55- 39 in Game One. Kino Williams shot 27 points for the winners, while his teammate, Damian Seymour buried 10 buckets and made 10 steals.

Troy Saunders of the Predators scored 12 points, while grapping 11 rebounds. In Game Two, the undefeated South Caicos continued their winning ways when they defeated Customs 56-33.

Their scoring was led by Jonathon Paul, who shot 11 points. Ezra Taylor of Customs scored 6 points and grabbed 12 rebounds.

In Game Three Flyers defeated Philipinos 88-46, with Chad Campbell leading the scoring with 10 points and seven rebounds. Richard Sanchez of the Philipinos shot 11 points.

In action from Saturday, November 19, Knights brushed aside Cobras 73 to 42. Troy Forbes shot 23 points and provided five assists.

Saundro Jermain led the Knights’ charge with 17 points and 11rebounds.

Super 7’s Football reaches play-off stage

The Super 7's finished its league stage this week and will now prepare for its play-offs and finals.

With a lot still to play for, no team's position was guaranteed coming into the final group games and the league tables were constantly changing as the last evening of round-robin games were completed.

In the opening game Air Turks and Caicos confirmed their first place seeding for the play-offs with a 3-1 win over AFC Academy, who finished in third place as they were overtaken by AFC National after their 10-1 demolition of Provo Golf Club. In the final game a 1-1 draw was enough to see Pedagogue FC finish above HAB Harriers on goal difference, pushing SWA Sharks back into sixth spot.

In the opening game Air Turks and Caicos cruised to a comfortable 3-0 lead with goals from Stephen Derilien, Kaneko Stewart and Marcdonald Fenelus before Herby Magny scored a consolation goal for AFC Academy.

Needing three points to secure second place AFC National put in their most accomplished performance of the season with a 10-1 win against Provo Golf Club.

Bobby Kwatt scored an impressive five goals, Luis Turbyfield helped himself to a hat-trick and Steve "Sniffer" Wilson added two more. Jaques Ettiene's goal for the Golf Club denied the impressive David Jasmine (goalkeeper) a clean sheet for AFC National.

The final game had the most at stake as both Pedagogue FC and HAB Harriers has a chance to claim the final play-off spot. Pedagogue FC took the lead through Daniel Clayton before Sanjay Campbell's goal kick went straight into the goal to tie it up at 1-1.

Both teams came close to getting a winner, the Harriers twice hit the bar and some great saves from Jurgen Wildt denied the Pedagogue forwards on several occasions. Yet the 1-1 result was enough to see the "teachers" make the "A" group play-offs.

The bottom three teams, HAB Harriers, SWA Sharks and Provo Golf Club will compete for the B Group finals on Monday 27th November and the top four teams, Air Turks and Caicos, AFC National, AFC Academy and Pedagogue FC will compete for the "A" finals on the 5th Decmber. The Hurricanes started of brightly as Kadine Delphin's neat pass set up Christina Hinds to open the scoring and Delphin was on hand again to assist Sarah Cenary as she doubled the lead.

An intelligent through ball from national team captain Pekiera Brooks then saw Hinds grab her second of the game. However, Revolution struck back when Barbara Anderson rounded off a surging run with a well taken goal.

Hinds then added two more goals before the half time whistle to give her team a comfortable 5-1 lead having served passes by Cenary and Delphin respectively.

The Revolution's defence strengthened in the second half but the Hurricanes still added three more goals. Delphin finally got on the score sheet herself and Brooks scored twice from long range.

Despite the defeat, Revolution's coach Paul Collis was pleased with his team’s second half performance.

"The team fought well in the second half and created some good chances. We now need to work hard in training as we prepare for our next game".

AFC Hurricanes coach Gerry Gregg was pleased with the win but said improvements will need to be made if his team is to challenge for the title.

"The girls passed the ball around nicely and we kept possession well but we will need to be more

clinical in front of goal against Net Rockers, who will be a tough team to beat".

JAMAICAN sprinter Steve Mullings hasexpressed his disappointment at Monday’s lifeban handed down by the disciplinary committeeof the Jamaica Anti-Doping Commission(JADCo).

Two days after the sentence was announced,Mullings, who turns 29 on Monday, made his first— and what he said would be his last —statement on the matter

“I’m extremely disappointed in the decisionmade by the panel on Monday afternoon,” he saidin an email to the Observer.

As he had indicated earlier, Mullings hintedthat this would not be the end of the matter, andwhile he did not say what the next move wouldbe, went on to say, “At this point, myself, alongwith my attorneys, are focusing our time andenergy on proving my innocence to the world. I’munable to comment any further on this matter.”

Two weeks ago, Mullings, who testedpositive for the banned diuretic, furosemide,which experts say can be used as a masking agentfor the presence of performance enhancing drugs,had indicated that if the decision did not go in hisfavour, he would be taking his case to the Courtof Arbitration for Sports (CAS).

Mullings, who is the 20th Jamaica athlete tohave tested positive for a banned substance,returned a positive sample after he placed third inthe 100m final at the Jamaican National Trials onJune 24 this year.

He went on to win the 200m, but was notincluded in the Jamaican team that took part inthe IAAF World Championships in Daegu, South

Korea in late August to September.He was replaced on the team by Nesta Carter,

who was a finalist in the 100m, and MarvinAnderson in the 200m.

The hearings, which started back in August,were presided over by a three-man panel ofattorney-at-law Lennox Gayle, who was thechairman, football administrator PeterPrendergast and Dr Japheth Ford.

This was the second time the central Florida-based sprinter had failed a drug test after he wasbanned for two years in 2004 when he testedpositive for elevated levels of testosterone whilecompeting at the National Trials.

Meanwhile, while saying he was not at libertyto comment on the upcoming season, Mullingsconfirmed he had started early-season workoutsand had been training by himself for about amonth now.

Senior athletes who were preparing for the2012 season started training between late Octoberand early November.

Mullings, who has won two sprint relaymedals, a silver in 2007 and gold in 2009, had anoutstanding 2011 season, running a personal best9.80 seconds while winning the 100m at thePrefontaine Classic in Eugene, Oregon on June 4,making him the sixth fastest man of all time.

His time was also the fourth fastest of theyear, behind only world record-holder Usain Bolt,9.76 seconds, Asafa Powell, 9.78, and hisAmerican training partner Tyson Gay, 9.79.

The former Vere Technical, Barton Countyand Mississippi State sprinter clocked seven sub-10 seconds times in 2011.

BRAVO BATTLEDFLU TO GETCENTURY

ZURICH, Switzerland - Six moreCaribbean Football Union (CFU)officials have been banned by FIFA,while two others have been clearedfollowing ethics proceedings that openedlast month.

Patrick John of Dominica receivedthe harshest sentence – a two-year banand a US$3,300 fine.

The other CFU officials have beenbanned for periods ranging from twomonths to seven days.

Vincent Cassell of Montserrat has

been banned for 60 days and finedUS$300, while Anguilla’s RaymondGuishard has been banned for 45 dayswith a similar fine.

A 30-day ban has been served onGuyana’s Noel Adonis. He has also beenordered to pay US$300.

Tandica Hughes of Montserrat hasbeen barred for taking part in any officialfootball-related activity for 15 days.

Antigua & Barbuda’s EvertonGonsalves has been banned for sevendays and was fined US$300. Gordon

Derrick, also of that country, has beenordered to pay a similar fine though heonly received a reprimand.

FIFA said the cases of OliverCamps, who resigned at the end of lastmonth, Lionel Haven of the Bahamasand Patrick Mathurin of St. Lucia wereclosed since they are no longer footballofficials.

“Should they return to footballofficial positions, their cases would beexamined again by the EthicsCommittee,” FIFA stated

Philippe White of Dominica andDamien Hughes of Anguilla have bothbeen cleared of any ethics violation.

Five officials were previouslybanned and eight others reprimanded orwarned by the ethics committee over thecash-for-vote scandal involving formerpresidential candidate Mohamed binHammam.

The NBA and locked-out players areexpected to resume talks today in hopesof reaching a deal, saving the seasonand playing games on Christmas Day.Through a third party, former playersunion outside counsel Jim Quinn, thesides met Tuesday, a day after playersrefiled an amended antitrust lawsuit inMinneapolis.

In a statement released Wednesdayevening, an attorney for the players,Jonathan Schiller, confirmed "therewould be preliminary settlementdiscussions with the NBA immediatelyafter Thanksgiving with regard to thelawsuit filed recently by the players inMinnesota."

A person familiar with the talks,who requested anonymity because hewas not authorized to go public, saidthe focal point is on a collectivebargaining agreement (CBA), not thesuit.

The person said the mainparticipants in discussions this weekwere NBA Commissioner David Stern,Deputy Commissioner Adam Silver,San Antonio Spurs owner and laborrelations chairman Peter Holt, playerstrade association chief Billy Hunter andplayers trade association attorney RonKlempner.

"We remain committed to anegotiated solution, but we decline to

comment further," NBA spokesmanMike Bass said.

Tuesday's meeting was the firstformal communication between thesides since Nov. 14, when the playersrejected the owners' last offer ofroughly a 50-50 split of basketball-related income (BRI) and restrictionson how that money would bedistributed. The players disbanded theunion and filed antitrust lawsuits,which were merged into one complaintby attorney David Boies.

The New York Times reported aperson who has spoken with Quinnsaid the attorney recently was hired bythe players to be at the talks. Quinn was

involved in helping the sides broker adeal that ended the 1998-99 lockout. Itremained unclear the role of outsidecounsel Jeffrey Kessler, who has drawnthe extreme ire of Stern.

It is thought any discussions of aCBA will be based off the league's 50-50 proposal delivered to players Nov.11. That offer included system issues— the means in which money isdistributed to players — the unionfound unacceptable.

To get competitive balance, theNBA wants to reduce massive payrolldiscrepancies between the highest andlowest spending clubs with restrictionson clubs paying the luxury tax.

Some of those restrictions in theleague's last proposal:

•Limited use of the mid-levelexception — $3 million a year for amaximum of three years for taxpayingclubs compared to $5 million a year forthree or four years for non-taxpayers.

•A punitive luxury tax thatescalates for each $5 million a clubspends above the tax threshold.

•Taxpaying clubs would not beable to acquire players via sign-and-trade after the first two years of thedeal.

The union argues those measuresrestrict player movement and serve, inessence, as a hard salary cap.

One person familiar withnegotiations who requested anonymitybecause he was not authorized to gopublic said ownership is expected tomove closer on its proposal to theplayers, but what that will be is unclear.

A deal soon would keep theattractive Christmas Day TV slate: first,the Boston Celtics at the New YorkKnicks on ESPN; followed by adoubleheader on ABC — the MiamiHeat at the champion DallasMavericks, then the Chicago Bulls atthe Los Angeles Lakers.

Stern has said it would take about30 days to start the season after a CBAis reached.

GENEVA, Switzerland —Ousted Asian football chiefMohammed Bin Hammam hasappealed against a lifetime banimposed by football's governingbody over corruption in the FIFApresidential race, CAS saidyesterday.

"The appellant requests theannulment of the FIFA decision,"said the Court of Arbitration forSport in a statement.

The Qatari was slapped withthe ban in July after he was foundguilty of trying to buy votes in theFIFA presidential race by offeringCaribbean football officials$40,000 each.

CAS said the parties in the dispute would first exchangewritten submissions. A hearing, whose date would be determinedat a later stage, would then be held.

Bin Hammam lost his post as head of Asian football toChina's Zhang Jilong after FIFA's ruling.

The Qatari appealed to CAS to block Zhang's appointmentby the Asian Football Confederation but the court struck downthe request.

Nevertheless Bin Hamman had vowed to continue with hisquest to clear his name, and had described the charges againsthim as "politically motivated."

His suspension also led to his withdrawal from FIFA'sleadership election, handing incumbent president Sepp Blatter afourth consecutive term in office.

The controversy highlighted allegations of corruption inFIFA and sparked calls for reform of its governance structure.

It also led to a series of sanctions on several Caribbeanfootball officials, who were in the infamous meeting in Trinidadon May 10 and 11 when Bin Hammam was accused of trying tobuy votes.

England have signed a unique sponsorshipagreement with Investec that will see thespecialist bank and asset managing companybacking test cricket for the next 10 years.

"This is excellent news... and a furtherboost following the England team's recentachievement in becoming the world's numberone ranked test side," England and WalesCricket Board chief executive David Colliersaid in a statement.

"The extent of their investment reflects thefact our five-day game continues to command

LONDON --A change in tax laws may helppersuade such stars as Rafael Nadal andUsain Bolt to compete in Britain.Nadal plans to skip the pre-WimbledonQueen's tournament next year because hesays he'll lose money. Bolt, the Olympic trackchampion, also doesn't run in Britain becauseof the taxes.

International athletes are taxed on prizemoney and appearance fees in Britain, alongwith a portion of their worldwideendorsement earnings.

Chief executive Roger Draper saidWednesday that the Lawn Tennis Associationis lobbying the government for a taxexemption to be included in the next budgetstatement in March. Athletes at the 2012

London Olympics have been granted anexemption.

"The government (is) taking it seriouslyand we are very hopeful, but there are noguarantees," Draper said.

A tax exemption could help London's O2Arena extend its hosting rights for the season-ending ATP World Tour Finals beyond 2013.

"It's a question of getting the right timeto sit down with the ATP to havediscussions," Draper said. "The player taxissue has got in the way and we want to havethat issue out of the way."

The government has so far only grantedexemptions on an event-by-event basis, suchas the 2011 Champions League final atWembley and the upcoming Olympics.

The tax law was implemented afterBritain's tax authority won a landmark caseagainst Andre Agassi in 2006. He wasordered to pay tax on a portion of the moneypaid to him by Nike and Head because heendorsed their products at Wimbledon andother events in Britain.
