PANAFGEO Training: Work Package 2 – Mineral Resources AssessmentThe first PanAfGeo training, Work Package 2 – Mineral Resources Assessment, was held from 5 to 16 June 2017 in Windhoek, Namibia. The work package leader is Ms Riitta Teerilahti from the Geological Survey of Finland (GTK), the co-leader is Mr Abdulrazaq Garba from the Nigerian Geological Survey Agency (NGSA) and the deputy co-leader is Dr Vickey Do Cabo from the Geological Survey of Namibia (GSN).

The training was attended by 20 geologists from 9 African countries. The aim of the training was:

• To increase knowledge and understanding of the sustainable use and management of mineral resources.

• To develop skills in modern data processing methods and the compilation of thematic maps of mineral resources.

Trainees who attended Work Package 2 on Mineral Resources Assessment.

• To build capacity in African Geological Surveys to develop expertise and data that will contribute to decision-making and the good governance of mineral resources.

PANAFGEO project launch in Windhoek, Namibia

The PanAfGeo (Geological Knowledge and Skills in African Geological Surveys) Pan-African geoscientific project was officially launched on Wednesday, 10 May 2017, at the Avani Hotel in Windhoek, Namibia. The training project was established to support the training of geoscientific staff from African Geological Surveys through the development of an innovative training programme. The meeting was held over two days with the second day dedicated to the General Assembly of the PanAfGeo Advisory Board.

The meeting was opened by the Honourable Ms Kornelia Shilunga (Deputy Minister of Mines and Energy, Namibia). Ms Shilunga welcomed the dignitaries present which included Her Excellency Mrs Jana Hybaskova (Head of European Union Delegation in Namibia), Mr Frank Dixon Mugyenyi (Senior Industry Advisor, African Union Commission), Mrs Gloria Simubali

Le Programme de Développement de la Géothermie en Union des Comores Consciente de leur importance dans l’avenir, l’Union des Comores a fait un investissement dans les géosciences pour profiter du développement de diverses filières géologiques nationales. Cet intérêt de l’Etat comorien au niveau des géosciences a été institutionnalisé avec l’installation en 2010 du Bureau Géologique des Comores (BGC), afin de renforcer les capacités nationales et d’assurer une gestion rationnelle des ressources géologiques. En effet, le sol et le sous-sol peuvent jouer un rôle primordial dans le cadre du développement du pays, alors que les sciences de la terre contribuent également à répondre à ces enjeux et à améliorer la qualité́ de vie de la population en assurant une gestion écologique et durable des ressources.

En tant que service géologique national, le BGC prend en charge la mise en œuvre de la politique minière définie par l’Etat comorien, mais également se charge de la recherche en matière de géosciences

juxtaposition d’un volcan actif du Pliocène, le Karthala, dont le point culminant s’élève à 2 361 m, caractérisé – semble-t-il – du plus vaste cratère au monde. Il recèle potentiellement, de par son contexte géologique, des conditions favorables à une exploitation de la géothermie à haute température. La subduction de la plaque océanique offre des ressources géothermiques exploitables pour produire de l’électricité. Le gouvernement travaille ainsi pour faire réaliser le développement d’une centrale géothermique, initialement de 10 MW.

Grâce au soutien renouvelé de l’Union Africaine, par le biais des Fonds pour l’atténuation des risques géothermiques (GRMF), de la Nouvelle-Zélande, du Fonds pour l’Environnement Mondial (GEF) et du Programme des Nations Unies pour le Développement (PNUD), les études initiales d’exploration de la surface ont été achevées en 2015. Plus de 80 points de sondage magnétotelluriques ont été́ relevés ainsi que 250 points de mesures gravimétriques. Cette phase d’exploration de surface a servi à élaborer des plans de forages. Les traitements et la modélisation 3D, réalisés par Jacobs, GNS et CGG, ont donné une image de la structure du sous-sol avec un schéma de l’envergure spatiale du réservoir, de sa profondeur et des structures associées. La prochaine phase du projet est le forage de trois puits l’exploration de 2500 m de profondeur au sommet du Karthala.

Bien que le potentiel géothermique des Comores soit une réalité il fait face à des défis majeurs. La réalisation des forages, dans cette zone qui recèle de ressources géothermales. La réalisation des forages s’avère difficile par rapport à l’accès, de la disponibilité de l’eau mais aussi en raison de l’effet éventuel sur l’environnement. A l’actuel, il n’y a pas de route d’accès aux sites de forage prévus et il s’agit donc d’en construire une pour faciliter le déplacement des équipements. De plus, une étude d’impact environnemental est nécessaire pour s’assurer que les écosystèmes soient préservés. Enfin, une infrastructure de stockage et d’approvisionnement en eau est essentielle pour le refroidissement durant les opérations de forage.

Concernant le financement de cette phase, 8,2 millions de dollars ont déjà été approuvés par le GRMF sur une prévision globale

auquel font face les autorités comoriennes. Le BGC a consenti d’énormes efforts sur développement de la géothermie pour on faire un atout national et impulse la croissance économique.

En fait, la géothermie profonde représente un potentiel inestimable pour la production d’électricité dans les îles volcaniques. A Ngazidja, la plus jeune île de l’archipel s’étendant sur 1 024 km2, on trouve une

• Led a team in 1993 to carry out work on the western Kenya greenstone belt which forms part of the East African Craton. The results of the project, the focus on the current intense and detailed mineral exploration in the area, are largely due to the work done during the project

• Led another team later in 1996 to work in a basement system in eastern Kenya during which time traces of coal were discovered in a basin within the basement. This discovery unleashed the detailed assessment of the coal which established a commercial viable deposit, 400 million tonnes of coal, to exist and being development for energy generation

• Administrative duties in the Ministry’s Head Office and heading geological mapping programmes (from 2000). WORK EXPERIENCE:Mr Mosa Mabuza is a qualified Geologist with extensive exploration experience in multiple regional jurisdictions that span SADC, West Africa and Canada, amongst others.

He assumed his official duties in 2006 as Director of Mineral Economics in the erstwhile Department of Minerals and Energy. Mr Mabuza officially assumed the role of Deputy Director-General of the Mineral Policy and (Investment Promotion) in 2012. During his tenure as an official in the Department of Mineral Resources, Mr. Mabuza had a privilege and an honour of being charged with the responsibility of leading the technical teams that delivered, inter alia:

• the draft strategy for sustainable development and meaningful transformation of South Africa’s mining industry with emphasis on competitive growth and transformation as symbiotically reinforcing concepts

• the Mineral and Petroleum Resources Development Amendment Bill, which is a subject of parliamentary finalisation

• Assessment of the progress impact on the implementation of the Mining Charter in 2009 and 2015, which respectively based the evidence value proposition for the amendments of the 2010 and 2017 Mining Charter.

Mr Mabuza was also tasked with the responsibility of representing the Department of Mineral Resources in the Boards of a number of State Owned Entities, including, albeit not limited to the Council for Geosience, Mintek, and the South African Diamond and Precious Metals Regulator.

Mr Mabuza was seconded to the Council for Gesocience in November 2017. During his tenure in this role, he has worked with his new colleagues to champion the strategic refocus of the geo-scientific programme that seeks to optimise the development impact, linked with the national developmental priorities.

Mr Mabuza was affirmed as the Chief Executive Officer of the Council for Geoscience in July 2017.
