Campus), votes on our draft newsletter sponsorship guidelines, updated draft budget (both presented in December) and support for the family on Madison St., who experienced a very bad house fire a few weeks ago ( see page 2). Then there is Community Concerns and Announcements. Here’s where you share any news, suggestions for future LRCA projects, etc. Examples include help with applying for Free City Senior Services, after school programs for kids, personal finance assistance, help with how to stay in your home, traffic issues, replacing lead pipes on your property, employment/training referrals, etc. Paid your membership yet? We are excited about all the promise that 2020 brings and hope you’ll join us for LRCA’s first meeting of the New Year!

We’ll hear the latest from the Mayor’s Office, Councilmembers Todd and McDuffie, the Police, our ANCs and you’ll have some time, as always, to get answers to your questions.

Our agenda also includes Officer’s Reports, a conversation with our Host Principal Gray (LaSalle Backus Ed. Campus), votes on our draft newsletter sponsorship guidelines, updated draft budget (both presented in December) and support for the family on Madison St., who experienced a very bad house fire a few weeks ago ( see page 2).

Then there is Community Concerns and Announcements. Here’s where you share any news, suggestions for future LRCA projects, etc. Examples include help with applying for Free City Senior Services, after school programs for kids, personal finance assistance, help with how to stay in your home, traffic issues, replacing lead pipes on your property, employment/training referrals, etc.

Culture Coffee Too Cares About Neighborhood Safety and continues its monthly “Sip and Safety For Seniors ”from 10am-12pm the 2nd Weds. of each month! Lisa Ellis Williams of Damsel In Defense helps seniors be more aware of their surroundings and create a personal safety plan for home and in the community (different theme each month).Safety products such as personal alarms for doors and a Road Trip flashlight (cuts seat belts and charges your cell in an emergency) are available. Attendees will receive 10% discount on a large regular coffee or cold brew. Call Ms. Williams at: 202-567-7186.

Support for Family of Madison St. Fire: On Jan. 5 a horrific fire gutted our neighbor’s home and we are very thankful no one perished! We thank ANC Comm. Huff along with others, who rallied this Community to donate hundreds of items and funds, to help the family at LaSalle Recs. Jan. 8th event! The next event is planned for Sat the 25th, loc. There is no other Community like this one and you are the Best! .

LRCA General Membership Meeting Minutes, LaSalle-Backus Education Campus, December 4, 2019

President Foxworth opened the meeting at 7 and welcomed residents with an opening Prayer by Rev. Smith.

MPD Lt. Schaut: Had to leave and wasn’t able to give a report.

ANC Commissioner Brooks: Provided an update regarding Chick-fil-A and noted they are considering making it a “sit down” restaurant. They will attend the January ANC meeting and will also have a traffic analysis.

ANC Commissioner Huff: Noted work removing abandoned cars; 12/21 Breakfast with Santa (Riggs-LaSalle Rec.); 300 block of Nicholson got enhanced street lights; passed out fliers re: the City’s Security Camera Program; noted that she now coordinates newsletter distribution and asked for volunteers.

Councilmember Brandon Todd: Swore in Lisa Brannock-Wray as Financial Secretary and Michael Verla as Trustee. He noted his office hosted over 600 seniors at the Ward 4 Sr. Summit (Riggs LaSalle Rec); invited all to his 12/7 Ward 4 Holiday Party/Clothing Drive (Lafayette Elem); noted the Sr. Dental Plan he introduced started with $350K and he increased it to $500K; it’s 100% free for Seniors; over 200 elders served in 2019 and there’s $250K in the draft budget to fund sr. hearing aids. The Councilmember also noted the Jan. oversight hearings for DC agencies; the budget season starts soon and he’ll target priorities for Lamond-Riggs; acknowledged Gary Johnson of his office (attends our mtgs.); his support of the EYA Development (incls. over 80 sr. units, $320K community benefits, etc.); the Parks Main Sts. Program and in response to questions, indicated his support to expand the Main Sts. Program; for green space by Food and Friends; beautifying the CSX Overpass with LRCA signage, etc. in working with the Ofc. of Humanities; substance abuse recovery programs and help trimming tree limbs that block lightening/cause electrical problems.

President Foxworth Presented the November Minutes: There was discussions re: a few typos and items to be added to the minutes. Pres. Foxworth repeated his request from the Nov. mtg. that David Kosub and Uchenna Evans send him any edits (David says the Nov. request never made). A motion was made to accept the Nov. minutes as presented by Pres. Foxworth (pending receipt of revisions). The motion to accept the minutes passed 23 to 5 (37 residents did not vote). * **

Tanya Slade, LRCA Treasurer: Had a last-minute Family Emergency, was not able to attend and will make a report in the February 2020 meeting.

Barbara Mitchel, Councilmember McDuffie’s Deputy Chief of Staff: Noted an increase in crime and the Mayor’s Crime Camera Prog.; the Clean Team in WD 5 (incl. the South Dakota Team); 12/12 Wd. 5 Holiday Party at Docks (Union Mkt. and bring a gift for kids of incarcerated parents).

Commissioner Huff, ANC 4b09: Noted that she holds her SMD meetings on the 3rd Tues. of the month at 6:30pm at Riggs LaSalle Rec. Ctr.

Walmart Beer and Wine Appl. Discussion: Pres. Foxworth stated that the Alcoholic Beverage Regulation Administration (ABRA) was considering Walmart’s appl. to sell beer and wine. He noted that LRCA recently learned that the deadline for comments by the Assn. had to be submitted by ABRA’s Dec. 12 deadline and that LRCA had to make a decision. He also noted given the Board’s mtg. with ABRA, there was no valid Community Service Agreement between Walmart and ANC 4B. ANC Commissioner Brooks and Walmart’s Managers (who attended) thought there was. ANC Commissioners Brooks and Huff supported Walmart’s application. Walmart’s Managers noted their commitment to supporting the Community, answered questions in a “passionate” discussion re: where sold in store (answer: in a separate aisle), if youth under 18 could work there if appl. approved (yes), shopping carts outside the store (no longer allow carts outside the store unless the car is in front), etc. A motion was made for LRCA to “not take a position” on Walmart’s appl. The measure passed 23 to 18, with 5 abstentions (19 residents did not vote).

Closing Prayer, Fellowship: Rev. Smith closed with a prayer and Pres. Foxworth ended the mtg. at 8:40, inviting all to stay and continue to eat, drink & fellowship!

*The Oct. minutes are revised to note that former Pres. Evans presented/passed a “Budget Forecast” in 2018 with 3 figures representing Revenue, Costs & Balance. **The Nov. minutes are revised to reflect revisions as approved by Pres.
