l. Material Aid to Luxembourg
Because of Nazi occupation for over four desperate years, o~~y now is it possible to send Llaterial aid to Luxembourg, a bravo little nation whose resistance to our conmon one~ and loyalty to tho Allied cnuse were at all times, although under perilous conditions, unquestionable. Organization both hero and abroad has now been conplotod, shipping arrangooonts advantageously consumnnted, rapid and efficient delivery with non-discrininatory distribution of supplies assured.
Consequently, Friends of Luxembourg, whoso share up to tho present in the National \far Fund ha.s been infinitesimal, io contenplating for tho year 1946 a relief progrm~ on a far noro anbitious scale than a.ny assistance it has rondcrod in the past.
As to tho urgency of tho need, no doubt con bo entertained. Liberation has found tho people of Luxembourg without clothes, without food ond in tho most deplorable physical condition. A progron is contonplatod for next yoc:r which will a.dr.J.inister to all thcoc noodo.

Furthornoro, our plans for purchasing, ohipping and distrtbuting arc conplote and it is feared that tho UNCC clothing, boca.uso of tho unavoidable delay incident to intergcvernnontal shipping and distribution, will not be generally a.va.ila.blo to tho people for ~ nonths. Tho nocd is a.n inncclia.to one and it is with thio in oind that we request a fund of $150,000 with which to purchase clothing, unier and outer, f or non, woncn ond children.

Reports fran tho Luxo~bourg Foreign Office indicate that the food oupply is woefully insufficient after tho systo~~tic pilla(Sing c·rgc.nizcd by the rutreating Gornan c.rnies. Li vo stock wo.G reduced by 50% o.nd ovor 65% of the ho.rvost for 1945 wc.o lent. Thirty to forty thousand producers have bccono conmmors, o.nd flour rcoorvos c.nd other basic food stoclcs nrc conplotcly oxhnustcd. Out of 21 flour nills, only sovon

remain. Because of the loss of seeds, plough horses and agricultural implements, tho harvest for next year is also gravely endangered. To supplement existing food supply programs, which of necessity are ccmpletely inadequate, a budget of $150,000 is requested with which to purchase and ship foods such as evaporated and dried milk, orange juice, dehydrated soups, cereals, canned meats, and similar products high in protein and caloric content.
