1 PURPOSE AND SCOPE

1.1 Document Purpose

The purpose of this document is to define the high level requirements and functional compliance

levels for an enterprise content record ing and rich med ia delivery service at Victoria University of

Wellington (VUW). This document is targeted towards market lead ing solution providers to aid

them in provid ing VUW with an overview on functionality, benefits and pricing for implementing

their product within our environment.

Functionality defined within this document is considered key to designing a sustainable and

accessible service for the delivery of teaching and learning, research and corporate level recorded

content at VUW.

1.2 Current State

VUW currently have a service available for staff and students to record content and replay this

content as a live or delayed stream to internal and external customers.

Content record ing is available within 15 fixed locations (maximum nine concurrent record ings) and

two flexible locations utilising portable hardware. Record ings are scheduled via the VUW

Information Technology Services (ITS) AV Services team. The current solution allows for presenter

video, aud io and PC screen capture.

Record ings are made available as live or delayed streams which play within the solutions

proprietary browser based player. Record ings are made accessible via URL’s that can be published

internally or externally.

Content can be manually exported to alternate formats by logging work requests for ITS to

instigate. Recorded content can be ed ited by the solution. This function is curr ently performed by

the ITS AV Services team. The current solution also provides an aud io only podcast delivery

component.

1.3 Future Vision

ITS would like to offer a cost effective scalable record ing solu tion that creates and supports a

culture of rich med ia content capture, retention and delivery for academics, students and general

staff at Victoria University of Wellington.

To do this ITS need to expand their current service offering to deliver record ing capabilities across

all university teaching spaces and meeting rooms. Recorded content should be made automatically

available via network/ internet streaming and downloadable pod / vodcasts .

Sessions will be able to be recorded on an ad -hoc manner if the presenter decided to start a

record ing before or during a presentation. Record ings could also be scheduled by both the session

organiser or by the ITS AV Services team if required . The presenter should be able to easily control

his record ing during the session and have the ability to stop, sta rt or pause the record ing from an

easy to access interface.

ITS see this service as being a tiered solution made of the following service levels:

Tier One: Recorded content comprising presenter video, aud io and presentation d isplay

sources. This could be an appliance or application delivered service.

Tier Two: Recorded content comprising aud io and presentation d isplay sources. This will

be an application level service.

Tier Three: Ad -hoc content recorded on portable or non-standard devices imported into

service e.g. Flip, iPhone, d igital aud io recorder, HDD Handycam.

VUW require the following record ing service availability :

Tier one solution available in 15 fixed locations utilising appliance level record ing

Tier two solution (PC and Audio only) available in 230 add itional locations

Tier three is flexible depend ing on the record ing device.

1.4 Business Drivers

The key business d rivers for redefining our existing solution and reviewing current market

capabilities are:

intuitive and easy to use.

To increase the awareness and utilisation of the ITS record ing service.

To ensure critical content can be captured at any stage in any location to provide a

historical record of University content, events or conferences.

1.5 Approach followed

This document will describe the high level requirements that should be met in order to provide the

appropriate solution for a record ing and rich med ia delivery service at Victoria University.

The document will be provided to market lead ing enterprise record ing solution providers to gauge

compliance against VUW’s high level requirements.

Solution providers will be asked to provide detailed solution information and estimated pricing on

delivering a service to the levels stated within the document.

1.6 Next Steps

Solution providers will return the requirements document with section 2.2 ‘Requirements

Feedback’ completed includ ing compliance levels and any relevant notes.

Solution providers are also expected to provide an estimated cost for delivery for a record ing

service up to the level detailed in section 1.3 ‘Future Vision’.

Solution providers are also asked to provide any supporting information, technical documentation

or recorded examples of their products.

2.1 High Level Service Requirements

This section provides the high level requirements of the proposed vision of a record ing and rich med ia delivery service at VUW. Solution providers are asked to

complete table 2.2: ‘Requirements Feedback’ stating Full, Partial or Non compliance to requirements. Notes can be added to ind ividual requirements to further

explain solution compliance or to suggest alternative outcomes.

Our requirements have been measured by three levels of importance to denote their priority and shou ld be interpreted as follows:
