Prez Talk: A Message from Wyoming ARMA President

As Wyoming Cowboy football finishes out its four-game home stand, yourWyoming Chapter of AR- MA Program year is just getting started.

Our first chapter meeting of the year was a tour of the Atlas Theatre in Cheyenne. Since there were structural integrity issues with the up- per floors we were only able to tour in groups of three. It was an awesome tour and interesting to see and hear the history of the theater and what renovations they are looking to do. If you would like to know more, take a few minutes to read our September Chapter

Meeting minutes further on down in the newsletter.

The 2017 ARMA Live! Conference is coming up in a few weeks. The theme this year is “Agents of Change.” It will be Oct. 15-17 in Or- lando, Fla. ARMA leaders are trying some new things this year. They are working on what they are calling “flipped learning.” ARMA has also worked hard to set up a Career Resource Cen- ter to help members ad- vance their careers with tools and resources for job seekers, recruiters, and em- ployers. Networking options have been added this year with a Saturday night party

and industry-specific net- working.

One idea I always think is helpful, no matter the con- ference you are at, is to wear badge stickers or colors that help identify new partici- pants so you can extend welcomes to them as a first- time conference participant. So if you are going and see a red badge, take some time to introduce yourself and make other new ARMA attendees feel welcome. Sounds like it will be a good time this year.

Our upcoming October chapter meeting will be a tour of the Wyoming State Library and an introduction

Carolynn Coy, President of Wyoming Chapter of ARMA

to “One Click Digital,” now “Rbdigital.” It will be held at the Wyoming State Li- brary on Tuesday, Oct. 10. I am hoping it will be a good time and sounds like some good information will be presented regarding the State Library system and the digital reading options. If

WYARMA tours the historical Atlas TheatreDue to issues with structur-

al integrity on the upper floors, attendees were re-

in order to participate in the building tour. As attendees arrived, they reviewed and signed these waivers prior to the tour.

The meeting officially began with a brief introduction of the history of the Atlas Thea- tre building and the ongoing work to restore structural elements and the exterior.

The building was originally constructed in 1887, and the theatre in 1908. Prior to the theatre renovation, the ground floor was a confec- tionery shop and the upper floors were offices.

Current restoration work includes taping breaks in the

metal framework of the build- ing so that it can survive the winter without further dam-

There have been numerous ghost and supernatural sight- ings reported in the theatre. One such story is tied to afire which killed two people: achild and an adult man. While the child was buried in an unmarked grave in a local cemetery, there is no infor- mation about what happened to the body of the man and one of the tour guides be- lieves he is still in the build- ing.

In addition to a full season of productions from the Cheyenne Little Theatre Play- ers, the theatre hosts the Old Fashioned Melodrama as well as live music.

For the tours, the group split into two with half tour- ing the theatre first and the other half the upper levels During the tour of the thea- tre, the group got a chance to look around backstage and in the upper balcony. The Atlas retains its original asbestos fire curtain featuring hand- painted advertisements for businesses from the theatre’s debut.

During the tour of the up- per levels, attendees were re- quired to wear hard hats as a safety precaution. The upper floors were originally profes- sional office spaces. Later they functioned as hotel rooms, and more recently, the space was a haunted house and still features fake blood smeared in places. The upper floors contain many small

rooms with connecting pas- sageways and secret doors. The building was constructed with an interior courtyard in the center and skylights over- head, which have now been closed off.

NARA to stop accepting non-ER submissions by 2023The following article is from the

Aug. 24, 2017 edition of FCW Magazine.

By Adam MazmanianThe National Archives and

Records Administration plans to stop accepting non- electronic records submis- sions from agencies by the end of 2022.

The records agency is al-

to corral federal agencies into embracing the electronic age. At the end of 2016, agencies were required to maintain emails that count as tempo- rary or permanent federal records in electronic format, and by the end of 2019 that

formats from documents to videos to tweets, under an Obama-era directive.

Now NARA is taking the

electronic archive. In a draft strategic plan put out for

NARA headquarters inWashington, D.C.

agency announced it will "no longer accept transfers of permanent or temporary rec- ords in analog formats and will accept records only in electronic format and with appropriate metadata." The agency is also pledging to dig-

ords to be available through the Archives catalog by fiscal year 2020 and to have 82 per- cent of agency holdings pro-

and access by the public" by2021.

"We have heard the admin- istration's call for a more ag- gressive digital government agenda. Here at NARA, we have taken it to heart to be out in front and drive the change that needs to happen to bring about a more effi- cient and effective digital gov- ernment," said David S. Ferri- ero, Archivist of the United States, in an emailed state- ment to FCW.

NARA isn't abandoningpaper, agency chief operating officer William J. Bosanko told FCW. "While these new strategic goals position NA- RA to be a leader in digital preservation and access, we are equally committed to pre- serving and providing access to the permanently valuable paper and analog records in our care."

The agency also plans totake a more active role in au-

federal records rules. NARA

other electronic records." NARA plans to review what "measures and targets are appropriate beyond 2019."

The goals here are"aggressive" said Don Lueders, a longtime federal records management expert now with IBM's Global Busi- ness Services, but he said that technology and policy up- grades will be required to meet the goal of eliminating analog records from agency submissions.

With 2022 just five yearsaway, "the government must understand that agencies will not be able to meet that dead- line using the same records management methodologies they've deployed for the last few decades... agencies will have to begin to fully invest in more innovative technolo- gies, such as cognitive sys- tems, content analytics and

hope to meet that deadline,"said that by fiscal year 2019, it Lueders told FCW.
