The Regional Water Demand Initiative for theMiddle East and North Africa (MENA) -WaDImena- isa five-year project that addresses the challenge ofwater scarcity in this region. The initiative, launchedin 2004, is a partnership between the InternationalFund for Agricultural Development (IFAD), theCanadian International Development Agency (CIDA),the International Development Research Centre(IDRC) and a network of national and regionalresearch institutions. It builds on IDRC’s previousefforts to promote the efficient, equitable andsustainable use of water in the MENA region sincethe early 1990s.

The overall goal of WaDImena is to promote effectivewater governance in fifteen MENA countries: Algeria,Egypt, Morocco, Tunisia, Jordan, Lebanon, Palestine,Syria, Oman, Qatar, Kuwait, Bahrain, UAE, SaudiArabia and Yemen. This is through facilitating theadoption and implementation of water demandmanagement (WDM) strategies, policies and tools.

The initiative aims:

• To deepen the knowledge of the challenges andopportunities of WDM from a multisectoral andmultidisciplinary perspective.

• To develop the capacities of policy and researchcommunities, institutions, water practitioners,water users and civil society.

• To provide an inclusive forum to foster dialogue,strengthen partnerships, share experiences andenhance networking.

• To influence policy processes and to strengthenand complement national, regional and globalinitiatives in water management and povertyreduction.

WaDImenaPutting Science into Practice

“WaDImena,” or the Regional Water DemandInitiative for the Middle East and North Africa(MENA), is inspired by the Arabic word “wadi”which means “stream” or “riverbed.” Theacronym captures the essence of the project:helping MENA countries have a greenertomorrow, by thinking of efficient, equitableand sustainable ways to manage their waterresources.

WaDImena was designed through a participatoryprocess involving key MENA stakeholders, includingthe policy community, researchers, NGOs andinternational agencies.

It follows on Four Water Demand Managementforums attended by over 500 policy makers fromgovernments in eleven countries which provided

the comprehensive grounding for future workneeded in the area of WDM. The consultationsaffirmed that while WDM is indeed progressing atdifferent levels within MENA countries, the depthand scope of progress are not enough. This iswhere WaDImena fills the gaps and widens thescope by offering new and practical perspectives toaddress water scarcity.

The MENA countries are dominated by vast, arid andsemi-arid environments with the overall water availabilityrated lowest in the world. Pressures on the limited waterresources in this region are enormous. Water demand isincreasing, due to rising populations, economic growth,urbanization, industrialization, climate change and theexpansion of agricultural land. This is particularly true inthe agricultural sector which, alone, consumes over 75%of the water in the region.

Unless different approaches to the use and managementof water emerge, particularly in the agricultural sector, theMENA region risks severe water shortages that willimpose serious constraints on people's livelihoods, andaffect their economic and social progress.

WaDImena promotes a complementary approach:managing the demand side of water. Together with itspartners, WaDImena provides the scientific evidence toshow that by improving water demand management, MENAcountries have a better chance for addressing, not onlywater scarcity, but also poverty and social inequity.

The region of the Middle East and North Africa (MENA) has the lowest volume of renewable waterresources in the world. Today, the per capita renewable water resources in the region are 1,100 m3

per year, compared to a global average of 8,900 m3. Projections indicate that this volume will evendrop by half reaching 550 m3 per person per year in 2050.

Fifteen out of twenty countries worldwide with the lowest internal renewable freshwater availability(below water stress threshold of 1000 m3) are in the MENA region.

A Multidisciplinary Approach to aMultifaceted Problem

To address the complex nature of water scarcity in MENA,WaDImena adopts a multidisciplinary and multisectoralapproach. Together with its partners, WaDImena works onWDM strategies that are not only regional in scope, butrelevant to local conditions.

The work of WaDImena is directed by three guidingprinciples:• Adaptive learning, whereby the implementation of

research is iterative, flexible and integrated.• Inclusiveness, whereby the effects on opportunities for

the poor and marginalized groups are explored at allstages.

• Participatory, whereby stakeholders are consulted andinvolved at all stages.

What is Water Demand Management?Water demand management (WDM) is any method -- whether technical, economic, institutional,financial or social -- that can accomplish one (or more) of the following:1. Reduce the quantity or quality of water required to accomplish a specific task;2. Adjust the nature of the task or the way it is undertaken so that it can be accomplished with less

water or with lower quality water;3. Reduce the loss in quantity or quality of water as it flows from source through use to disposal;4. Shift the timing of use from peak to off-peak periods;5. Increase the ability of the water system to continue to serve society during times when water is

in short supply.

Building the capacities of researchers and policymakers is key to effective WDM. WaDImena, incollaboration with its partners, provides training andcross-learning opportunities to research institutionsand senior government officials in order to betteraddress water problems. WaDImena’s capacitybuilding efforts occur at three levels:

1. Institutional capacity is being built throughthe use of practical and state-of-the-art trainingmaterials, developed by WaDImena and delivered inshort courses. These courses are designed to helpsenior managers in government and NGOs toappreciate the relevance of research in WDM, to usescientific evidence in the design and formulation ofpolicy and to facilitate dialogue between researchers,on the one hand, and policy makers on the other.

2. Individual capacity development is occurringthrough cross learning activities within MENAcountries. Eight bilateral exchange visits amongresearchers, policy makers and NGOs from Algeria,Tunisia, Morocco, Jordan, Palestine and Syria havebeen organized. Stakeholders, including farmers,share the learning on issues ranging from efficientirrigation systems, wastewater treatment, water andsoil analysis to establishing and managing waterusers associations. Moreover, promising youngresearchers have received support to participate inkey regional and global WDM events, including theWorld Water Forum in Mexico (March 2006).

3. The capacity of research teams is beingenhanced through the provision of technicalbackstopping and tailored assistance to researchteams on specific WDM components. Previously,capacity development workshops organized inFrench and English have encouraged researchers toconduct more holistic, rigorous and transformativeresearch by sharing methodologies such as socialand gender analysis, participatory approaches andproviding monitoring and evaluation tools. As oneparticipant put it “we acquired important [research]tools during our workshop that helped us betterunderstand how to reach our [WDM research] goals.”

The research capacity development efforts are, inturn, strengthening the institutional capacities inresearch management. Research institutions are ableto perform proper sequencing and coordination of allresearch activities, better designate and manage theirresearch teams and improve time and taskmanagement. Institutions capacity to collect, analyseand interpret data to scientific standards, as well as,present research results, is also enhanced.

One of the principal objectives of WaDImena is tocontribute to a better understanding of the benefits andchallenges of WDM through supporting applied researchactivities and implementing field level pilot projects.

Eight applied research and pilot activity projectsconducted by multidisciplinary teams from the research,policy and NGO communities are currently underway.These projects are seeking innovative ways in whichWDM tools and strategies can be applied to improve theefficiency of water use in their specific contexts.

In Ouled-Bessem, Algeria, treated wastewater from alocal treatment plant is being used for supplementalirrigation of cereal crops, increasing crop yields and

incomes. In Farafra Oasis, Egypt, traditional practices inmanaging groundwater are being documented andassessed to help local communities develop anintegrated, participatory water management plan. InJordan, treated greywater - or water collected fromlaundry tubs, sinks, and showers - from dorms at Mu’tahUniversity is being reused for local agriculture. InTannoura village, Lebanon, greywater treatment kits arebeing installed in 74 households to demonstrate thebenefits and safety of irrigating crops with greywater. Inthe Governorate of Zaghouan in Tunisia, researchers areassessing the financial viability of water userassociations, developing their capacity for better watermanagement and contributing to formulating policies thatencourage sustainable irrigation practices.

In Tafilalet, Morocco, reservoir-based drip irrigation—asystem using saline water instead of fresh water—isbeing tested to validate equipment performance,uniformity of irrigation, effect on soil salinity, croptolerance, and crop yields. In Palestine, researchers arestudying the socio-economic factors affecting the use oftreated water in Al-Bireh. In Yemen, researchers aretesting refinements to the traditional practice of usingmosque greywater in San’a to improve crop yields andconserve groundwater, with the goal of influencingnational water policies.

In the Gulf countries of Bahrain, Kuwait, Oman, Qatar,Saudi Arabia, the United Arab Emirates and Yemen,WaDImena is promoting WDM practices based on socio-economic surveys carried out in each of these sevencountries. The information will feed into a mediacampaign to encourage good practices in water use inresponse to water scarcity.

All WaDImena reports, and materials on WDMare available on the trilingual WaDImena website: www.idrc.ca/wadimena

WaDImena is acknowledged as a hub for water demandmanagement knowledge in MENA. New WDMknowledge, research results and actions are sharedtimely and, as widely as, possible.

In addition to an interactive, updated and innovativewebsite in Arabic, French and English, WaDImena hasalso developed a trilingual WDM glossary in the threelanguages. This too is frequently updated.

WaDImena also sends out to an increasingly growingcommunity of policymakers and researchers a bi-weeklyweekly communiqué that contains a compilation of recentwater issues and research from different sources.

WaDImena is engaged in a number of partnerships, suchas the Arab Water Council (AWC), the Centre forEnvironment and Development for the Arab Region andEurope (CEDARE), Center for Arab Women Training andResearch (CAWTAR) and the Gender and Water Alliance(GWA). WaDImena and its partners work together tofurther advance practices, action and policies thatcontribute to both poverty alleviation and sustainable watermanagement. During the 5th World Water Forum, in March2009 in Istanbul, Turkey, WaDImena aims to develop acommon and active agenda with all partners in this globalforum, using this platform to share accomplishments andfurther propel action in WDM.

Through WaDImena activities, stakeholdersfrom MENA countries deepen their knowledgeof water issues, engage in active learningapply new knowledge in their own contexts,and gain the capacity to practice WDM moreeffectively.

WaDImena aims to influence WDM policy sothat severe water scarcities do not hamperdevelopment or increase poverty.

WaDImena and its partners face a considerablechallenge: the need for greater political support forWDM. While progress is taking place, it is certainly notadvancing at the rate it should be, given the increasingwater scarcity in the region.

To that end, WaDImena is currently countering thepolicy gap by focusing on identifying strategicapproaches for policy influence. Political economystudies are exploring agents and processes that helpor hinder decentralizing water management in Yemen.A similar study is exploring these questions on theissue of greywater and wastewater reuse in Jordan.The studies will help researchers answer why, how andby whom is water policy made. They will identify whichgroups and individuals have the power to institutechange and, in so doing, provide the needed directionfor WDM research-policy influence with sustainableimpacts.

To further advance this approach, two regionalworkshops will help partners integrate politicaleconomy considerations in their work to maximizepolicy influence.

Future directions

As WaDImena moves forward, it is becoming more andmore evident that regional efforts now need to focus onthree main priorities:

1. Furthering policy engagement in WDM approaches,

2. Synthesizing, documenting, communicating anddisseminating the knowledge produced on andabout WDM, in order to better capture the results ofcollective achievement and influence policyprocesses and,

3. Sustaining and enhancing the momentum byreflecting on ways to further advance the WDMagenda and place it on solid grounds to confrontboth remaining and newly emerging challenges.
