Message from the Mayor

I hope that you had a safe and happy Christmas and your new year has started well. We have a number of community festivals coming up and I hope to see many of you there.

There’s a lot to read in this edition; highlights include an update on our strategy development for tree protection and management of graffiti, advice on how you can object to a planning application online, and information about our arts programs. I particularly like the story below which takes an art program into Maranoa Gardens, allowing participants to experience and sketch the plants from the extensive native collection. The idea behind the workshop is for people of all artistic abilities to give it a go.

The Victorian Government’s annual satisfaction telephone survey will be conducted across Victoria this month. A total of 500 Boroondara residents will be telephoned by JWS Research and asked to rate our performance, so if you are contacted please take the 15 minutes to give your candid feedback. We have topped the State in the past two years in satisfaction with overall performance but issues such as inappropriate development, traffic management and parking availability continue to be a challenge for the City.

One area flagged for improvement over the past few years has been communication. Thanks to the many who told us, through our recent communications audit, what was of interest, how they wished to receive information and how they wanted to engage with us and each other. We will report on our findings in the March edition.

We are also undertaking a digital transformation to move many of our transactions online. Recent improvements include providing your rates and instalment reminders electronically, online processing of Land Information Certificates, online claim forms for injury, property or vehicle damage relating to Council and online lodgement of submissions to strategic planning amendments. This is part of a four-year plan to improve the way residents and businesses interact with Council to enhance our efficiency. We are working very hard to ensure that the way we run our business is contemporary and meets your needs.

Join members of our Parks and Gardens team for a morning tour of historic Maranoa Gardens in Balwyn.

This distinctive garden exhibits a wide range of habitat styles, demonstrating the flora of Melbourne and other regions.

Explore rainforest areas, temperate woodland, cottage gardens and other ecological zones and learn about these plants, flowers and wildlife.

You will have the opportunity to spend time sketching en plein air with other artists, led by the curatorial staff from Town Hall Gallery.

This is a great opportunity to learn about nature and art from experts in the field, all within a wonderfully unique and captivating environment.

This is a free event and some light refreshments will also be served to fuel the body, as well as the mind and soul.

After many years of entertaining the Kew community, the Kew Community Festival is refreshing itself with a new name - KEWfest.

In 1974 a group of enthusiasts staged the inaugural Kew Community Festival. Now, 43 years on, the festival has grown to boast the most events of any festival in the City of Boroondara. The 2015 festival was programmed over two weeks attracting more than 10,000 visitors enjoying concerts, workshops, lectures and culminating in a spectacular evening stage show in Victoria Park, Kew.

KEWfest 16 will be bigger, bolder and brighter than ever, with attractions for all ages and an emphasis on showcasing the cultural diversity of Boroondara.

Join us at one or many of the events and pencil the Kewmunity Day and Evening Concert on Saturday 19 March, 2016 in your diary.

Planning objections go onlineCouncil now has an online form enabling the lodgement of objections for advertised planning permit applications.

People who think they will be impacted by the grant of a planning permit will be able to object to the application using the new online form rather than having to post their objection or drop it off at the Council offices.

The new online objection form is convenient to use and ensures objections are received and considered promptly.

Planning objections must be:

• in writing

• include your contact information

• specify the ground/s for your objection

• detail how you would be affected by the grant of a permit.

The silent killer Did you know that drowning is a lead cause of death for toddlers?

Drowning is a silent and quick killer. Supervision should be constant with young children around any form of water.

Toddlers aged between one and three are most at risk. They are mobile and curious but have no real comprehension of the dangers of water.

Around eight Victorian children under the age of five drown every year. Almost half of these are in backyard swimming pools and spas and could have been prevented by taking some simple steps:

• Keep children close and under your watchful eye.

• If you need to leave the pool area to answer the door or a phone call then ensure you take the child with you.

• Provide barriers which are in good working order to prevent access to water sources like pools and spas.

Council’s Building Services department can inspect your pool barrier and advise you if it meets the legal requirements. This service is provided on a user pays basis.

Fire poses a serious risk to all parts of Melbourne, not just rural areas.

Fire prevention is a year-round responsibility but with summer here, now more than ever we are reminded of the importance to fireproof our properties.

An unsafe property not only poses a risk to those residents living in it, but also to neighbouring houses, especially if the long grass or vegetation runs along fences.

Basic tips to be fire ready:

• clear overgrown dry grass on vacant blocks

• keep grass and weeds under 150mm in height

• ensure flammable materials are stored safely

• clean up fuels like leaves, twigs and flammable mulch.

Over the coming months, Council officers will conduct inspections and alert any residents of properties that do not comply with safety regulations.

Should a property be deemed a fire risk, Council will issue a Fire Prevention Notice to the owner. Residents can ensure their property is safe by following the tips provided.

While fire danger season tends to run between late November and the end of April, these dates can change due to seasonal conditions - so always ensure you are fire ready.

Kidsafe Victoria has advised that for every young child who drowns another three or four will be admitted to hospital after a near-drowning incident. Unfortunately, many of these children will suffer permanent brain damage.

Balwyn LibraryThe design for the redeveloped Balwyn Library has been finalised, and it includes:

• more casual reading and study areas with better amenity and comfortable furniture

• improved access to the collection through a more intuitive layout

• new quiet study area that is separated from the rest of the library

• larger community meeting room that is accessible after-hours

• improved technology, including more efficient wi-fi.

Construction is expected to begin in late 2016, and during that phase Balwyn Library will be temporarily relocated to the site of the former Balwyn Leisure Centre for approximately 14 months.

Relocating the library service to Balwyn Leisure Centre will maintain a high level of services for library users. It is also the most suitable local temporary space to accommodate the collection and will be a comfortable space for users. There will also be adequate parking provided.

North East Community HubThe North East Community Hub will offer a range of community services and programs for residents, and include the North Balwyn RSL and its memorabilia; a neighbourhood house and meeting rooms; expanded Greythorn Early Childhood Centre; relocated Greythorn Maternal and Child Health Centre; library lounge; a large multi-purpose function room; open space; and a memorial.

Council is also developing a landscape concept plan for Centre Way, which will become an important link between the hub and Greythorn Shopping Centre.

The North East Community Hub design will be finalised early in 2016 and construction is due to begin in late 2016.

During construction, the Greythorn Early Childhood Centre will continue to operate at the former Balwyn Leisure Centre and families will be able to access Maternal and Child Health services at Balwyn, Balwyn North and Minifie Park Maternal and Child Health centres.

Boroondara Sports ComplexThis project will consolidate the Boroondara Sports Complex (BSC) and Balwyn Leisure Centre (BLC) to provide a quality facility that continues to provide all of the highly-valued recreational programs available at both facilities. Key features of the new facility will include:

• new fitness gym and program rooms

• new basketball/netball court

• new crèche

• dedicated gymnastics space

• general amenity improvements including change rooms

• car park improvements.

Construction began in the first half of 2015 and is expected to be completed midway through 2016.

The demolition of the Balwyn Leisure Centre has been deferred to allow for the Balwyn Library and Greythorn Early Childhood Centre services to be temporarily relocated there between October 2016 and early to mid-2018, during the redevelopment of the Balwyn Library and the construction of the North East Community Hub.

The BLC will be demolished and returned to open space around June 2018, once these projects are complete.

Balwyn Community Centre Site RedevelopmentCouncil is planning a redevelopment of the Balwyn Community Centre site at 408-412 Whitehorse Road, Surrey Hills. The site features the Balwyn Community Centre with its popular programs, activities and child care set in beautiful garden surroundings, a vegetated wetland, a popular community garden, a function centre, and community tennis courts. Over three years, Council plans to redevelop the onsite facilities and the surrounds, and there will be a number of opportunities for the community to provide feedback.

Blueprint for tackling graffitiThis month, you have an opportunity to comment on the draft Graffiti Management Strategy and Action Plan.

The draft strategy has been developed following a review of the Boroondara Graffiti Program – introduced in 2001 – which instigated a zero tolerance approach to graffiti management across the City.

The draft strategy proposes a series of key actions structured around six themes:

• Reporting - how graffiti can be reported to Council, and by Council, to other parties

• Removal - the action that Council takes to remove graffiti in the City

• Partnerships - how Council works with other organisations to manage graffiti

• Prevention - how Council can help prevent graffiti (including physical deterrents)

• Advocacy - how Council can influence action around graffiti on assets it does not own or control

• Governance - overseeing the implementation of the strategy

While Council removes graffiti on Council assets within 24 hours, influencing the actions of other authorities to remove graffiti on their assets in a timely way is a particular focus of the strategy.

Car share in BoroondaraCar share is a membership based, pay-as-you-go service that includes all expenses including insurance and fuel.

Vehicles can be rented for as little as one hour and as long as three days, and interested residents can choose from a series of flexible pay plans.

We support car sharing in our City as it leads to people in the community driving less, owning fewer cars per household and choosing healthier and more sustainable modes of transport. Car share is also a useful resource for local businesses.

Recent research of local car share members has indicated that since adopting the service, 20 per cent of people have indicated that they are now more physically active.

Additionally, 37 per cent of the 650 car share members have indicated that they have either sold a car or avoided buying a car since joining.

These findings are supported by City of Melbourne research, which has shown that 245 car share vehicles have led to 2,000 fewer private vehicles.

This research also indicated that each car share vehicle delivers more than $21,000 of community benefits per annum. These benefits come about as a result of reduced congestion, crashes and air pollution, and increased walking and cycling. (Source: Phillip Boyle & Associates 2015).

• results in increased physical activity by members walking and cycling more

Surrey Hills Preschool adds Maternal and Child HealthAn exciting renewal and expansion project to include Maternal and Child Health and additional kindergarten places has been completed at the Surrey Hills Preschool.

A Council contribution of $524,000 and a Victorian Government Department of Education and Training grant of $350,000 has enabled the project.

This significant investment has seen an increase in the number of local kindergarten programs available and the addition of Maternal and Child Health (MCH) services in the local area. The redevelopment of the preschool will allow families to access education and health services for their children from one convenient location.

The works carried out include:• an extension of the building which has resulted in a second teaching room

• modifications to the children’s bathroom, offices and associated utility spaces

• a Maternal and Child Health consulting suite (inclusive of a waiting area, kitchen and bathroom)

The design for the extensions and new building works was developed in partnership with the Surrey Hills Preschool management committee and Boroondara Maternal and Child Health.

Freshening up the Camberwell Fresh Food MarketThe final two stages of the Camberwell Fresh Food Market upgrade works are taking place at the western and northern entrances.

The works at the western entrance have been completed and include improved landscaping, paving and new seating.

In early 2016, a new canopy is being erected along the northern façade, and a new electrical substation will also be installed opposite the market’s northern entrance. Further internal improvements are also underway and include; new floor finishes, new bulkheads and signage, as well as the relocation of some shops. These works will conclude in June 2016.

The market will remain open trading as normal throughout these works, which will take place on Mondays, Wednesdays and Sundays.

These final works complement the series of improvements made since 2013, including new toilets and parents’ room, expanded paved footpath, installation of an evaporative cooling system and new furniture and landscaping at the northern entrance.

The scoop on dog pooWe recommend the no-fuss ‘plastic bag’ method for cleaning up after your dog. Place your hand inside the bag, pick up the dog poo, turn the bag inside out and simply seal.

Another useful tip is to keep your bags or pooper scoop with your leash to remind you to take them on your walk. If you fail to carry appropriate receptacles (eg plastic bags) on your dog walk or fail to remove your dog’s poo when walking in a public place, you can be fined up to $200.
