Representations in Relation to Land to the south west of Cookridge Lane
3.3 ~hese r~prcsentati?ns relate to a relatively small site to the south west of Cookridge I ,ane which ltes behmd Cookndge Avenue and adjacent to the cricket field. The site was identified by the local ?utho~il?' in ~he original draft UDP as safeguarded land to be removed from the greenbelt. The Counc•l•dentlfied that the site was suitable for housing in the longer term.
That proposal was not carried forward at the time because ofthe lack of need to do so.
The current plan clearly envisages a major review of greenbelt boundaries. Paragraph 85 of the NPPF advises that a plan should not include land which it is unnecessary to keep permanently open. The Council has previously assessed the site as not serving ru1y significant greenbelt function and it is therefore unnecessary to keep it permanently open. Many other objectors have made reference to the issue of the overall scale of land which needs to be released both for immediate housing and for safeguarded land. These representors have had the benefit of reviewing such representations and do not need to repeat any ofthe broader points.
At the very least the withdrawal of the major greenbelt release site at Bramham (Hedley Hall) will necessitate a reconsideration of ~:,rreenbelt boundaries as part of this examination process.
The objectors in this case are a small builder and a small local developer working in partnership and would like to bring forward the site for self build plots for which it is idcaJiy suited.
The plan at the moment makes no provision for self builds.
The third core principle of paragraph 17 and section 6 of the Framework requires plan making to support the delivery of a wide range and choice of high quality homes. The Government has made a number of key announcements in respect of the need to provide for self build including DCLG announcements on the 17u1 September 2013 and the l61
h May 2014. The need for self build opportunities is clearly part of the ' range' and 'choice' identified by the Framework.
At the moment the plan makes no provision at all for self build. The plan has not, therefore, been positively prepared in respect of this important aspect of Government policy. The absence of any policy has not been justified and it cannot, therefore, be described as effective. Self evidently such an omission is not consistent with national policy as expressed through the Framework and Ministerial statements.
3.4 SELF BUILD
The plan should provide a policy which prescribes that opportunities should be given for self build either as part of a larger housing allocation site and/or by the identification of a series of small sites ideaiJy suited for that purpose.
The objection site has already been identified by the Council as suitable housing on an earlier occasion and would be ideally suited to a small self build scheme. The criticism of the release of smaller sites is often that they arc not sustainable but in this case the site is adjacent to the main urbru1 area and this is close to the appropriate facilities. The site scores well in the Council's own SEA (see SHLAA site 1151 page 234 of the SEA Site tables). Other smaller sites are also suitable for this purpose along with parts of some larger allocations. It is very difficult to find small sites for self build anywhere in the city and in particular in north Leeds where there is an overwhelming unmet demand for such an offer.
