    Ward 5 Highlights

    Dear Ward 5 Resident,

    October 1st marked the beginning ofDomestic Violence Awareness Month(DVAM).DVAM is observed by the DC Council every year to shed light on anissue that affects every neighborhood across the District of Columbia. DVAMis also an opportunity for residents to play a role in ending domestic violenceby participating in community events and forums held across the city.

    Last week, the Council held another Legislative Meeting and votedunanimously on two bills I introduced in Council Period 20. I am hopeful thatthe bills will receive full support at the next legislative meeting on October 28,

    2014, and become enacted into law. You can read more about the bills underour Legislative and Committee Updates Section.

    DCBIA's 22nd Annual Community Improvement Day

    On Saturday, September 27, Councilmember Kenyan McDuffie joined theDC Building Industry Association (DCBIA), Mayor Vincent C. Gray, theDepartment of Parks and Recreation, and the Department of GeneralServices for DCBIA's 22nd Annual Community Improvement Day. Over thecourse of several months, DCBIA planned and executed the revitalization ofthe Dwight A. Mosley Sports Complex, including new playground equipment,an outdoor classroom, pathways around the park, a community garden, andmore. Last year, Councilmember McDuffie secured $1.5 million to renovatethe Dwight Mosley/Taft fields, which are utilized on a daily basis by thesurrounding neighborhood and Woodridge Warriors, a sports league foryouth ages 6-14.

    Legislative & Committee Updates

    On Tuesday, October 7, the DC Council voted unanimously on the first oftwo readings of Councilmember McDuffies bills, the Solid Waste FacilityPermit Amendment Act of 2014 and the Disposition of Land for AffordableHousing Amendment Act of 2013. The bills will go before the Council for asecond and final vote at the next legislative meeting on October 28, 2014,and, if enacted, will improve the quality of life for residents across Ward 5and the District of Columbia.

    McDuffies Solid Waste Facility Permit Amendment Act of 2014 will have amajor impact on trash, odors, idling, traffic, and vermin at the Districts threeprivate solid waste facilities, all of which are located in Ward 5. It also builds

    on the recommendation of the Ward 5 Industrial Land Transformation TaskForce to pursue legislative solutions to improve private waste management.

    Notably, the bill requires the District Department of the Environment and theDepartment of Consumer and Regulatory Affairs to conduct quarterlyinspections of each facility to ensure that solid waste is properly processed,enclosed, and disposed of, and that nuisance odors are eliminated. Toreduce the impact of the three facilities on the surrounding neighborhoods,the bill also shortens the facilities operating hours from

    10:00 p.m. to 7:00 p.m., and provides for public meetings and enhancedpublic comment periods on permit renewal applications.

    The Disposition of Land for Affordable Housing Amendment Act of 2013requires affordable housing set-asides whenever District-owned land is soldor leased for private multi-family residential development consisting of 10 ormore units. The bill provides that if public land near a Metro station, majorbus route, or streetcar line is sold or leased for private multi-familydevelopment, at least 30% of the new units must be affordable. All otherdevelopments using public land must include a 20% affordable unit set-aside.

    In addition, the guidelines set forth in McDuffies bill are designed to create

    mixed income buildings. For rental properties, the affordable units mustaccommodate two sets of income brackets: those earning up to 30% AreaMedian Income (AMI) and those earning up to 50% AMI. Ownership units arealso divided to produce mixed-income residences, with a set-aside for thoseearning up to 50% AMI and another set-aside for residents earning up to80% AMI.

    Committee on the Judiciary and Public Safety's Public OversightHearing on Metropolitan Police Department's Stop and Contact Policiesand Procedures

    On Thursday, October 10, Councilmember McDuffie joined CouncilmembersWells, Bonds and Grosso for the Committee on the Judiciary and PublicSafety's Public Oversight Hearing on the Metropolitan Police Department's(MPD) Stop and Contact Policies and Procedures. The hearing was held inthe evening at Howard University's School of Business. Over 30 witnessesattended the hearing to testify, many of whom spoke of personal encounterswith MPD and the use of practices such as "stop and frisks" and "jump outs".

    Although not all of the witnesses were able to testify due to time constraints,the hearing will reconvene Thursday, October 27th at 11:30 am in theCouncil Chamber, Room 500, of the John A. Wilson Building, located at 1350Pennsylvania Avenue, NW, Washington, D.C. 20004.

    Paid Family Leave

    Effective October 1, employees may receive up to eight (8) weeks of paidleave for the birth or adoption of a child or to care for a family member with aserious health condition. The District Government is excited to provide thisimportant benefit to its employees.

    Councilmember McDuffie has spent the past 12 months rethinking, retooling,and re-envisioning the composition, focus, and purpose of the Ward 5

    Business Advisory Council (W5BAC). The W5BAC is as an objective advisorand champion for the overall business and economic development vision ofthe Ward 5 Councilmember.

    The W5BAC is a voluntary representative body that reflects the diverse andbroad business community within Ward 5, in terms of industry, geography,gender, and ethnicity. W5BAC serves in an advisory capacity, to:

    Provide the Councilmember with an informed perspective on issuesand challenges impacting the business ecosystem, to includeexisting/proposed legislation, changes in governmentagencies/operations, and policy matters;

    Provide a platform for the exchange of relevant industry specificknowledge, information and ideas, identifying various business,financial, and operational trends, new technologies, best practices,resources, programs, and other initiatives that can be leveraged tofoster expanded growth opportunities for existing and newbusinesses; and

    Provide stewardship and real time insights regarding the needs andconcerns of the business community.

    On October 2, 2014, Councilmember McDuffie convened the first W5BACmeeting of Fiscal Year 2015. During the meeting, the Councilmember led

    and facilitated a robust discussion, touching on several topics concerninglocal businesses, including:

    Greater cohesion and communication between businesses withinWard 5;

    Major developments projects;

    Training/workforce development opportunities;

    Challenges in working with DC Government agencies and localutilities;

    DC Government Agency accountability as it relates to CBEcompliance and participation;

    Perception of the little guy (small businesses/CBEs); and

    Adverse impacts of the current procurement/payment process.

    A significant portion of the discussion focused on the challenges in theprocurement/payment process and the adverse effects of delayed paymentsto vendors. We identified various avenues of exploration that couldpotentially assist in unlocking some of the challenges and mitigate theadverse impacts to local businesses, while enabling more transparency.

    Moving forward, the W5BAC will continue to focus its knowledge capital ondevising strategic and comprehensive ideas and solutions to improve thebusiness environment for local businesses.
