Minutes of the Meeting of the Faculty of Arts and Sciences
24 April 1987
The fifth and last regularly scheduled meeting of the Faculty of Arts
and Sciences for the academic year 1986-1987 was called to order at 4:07 p.m.
in room 201 of Crow Hall by Martin H. Israel, Acting Dean, presiding.
Fifty-six members were present.

The minutes of the meeting of the Faculty on 27 February 1987 were
approved.

Chancellor Danforth opened the session by formally introducing Acting
Dean Israel to the Faculty. He expressed his gratitude to the new Dean
for accepting this difficult position in a time of budgetary uncertainty,
and he stated that Martin Israel possesses the necessary abilities and character
to give academic leadership and to seek in every way possible to fulfil
previous commitments to the various departments. The Chancellor then addressed
the problem of the budget for next year, which is still not in final form
but which is now clear in its outlines. He put the matter in context by
noting the great success of the Alliance Campaign, which now has $535 million
in gifts and pledges, and the increase in endowment funds as a result of
prudent investments and a rise in the stock market. Such spectacular financial
advances have naturally generated great expectations throughout the University,
and as a result parents and students are aggrieved when tuition is increased,
the faculty complains of inadequate salaries, an underfunded library, and
projects deferred, and the staff is dissatisfied with its small raises.
But the financial bonanza is not immediately accessible. Some of the Alliance
pledges will not be realized for years, much of the new money has been deposited
in the endowment, and some has been designated for special projects. As
a result, the general operating budget has not been enhanced as greatly
as it might seem, and so the College of Arts and Sciences remains highly
tuition-dependent for operating funds.
On balance, however, we are doing well. There are sufficient resources
which with careful management can be used to strengthen the Faculty of Arts
and Sciences. A number of outstanding appointments have recently been made
and the intention is to maintain our momentum and to the extent possible
meet all commitments. Income has not increased as rapidly as expenditures,
but fortunately the rapid rise in the value of Ralston Purina stock in the
endowment funds now makes it possible to use these gains as a partial solution
to the problem and the support of this Faculty.
The Chancellor concluded by describing three actions he plans in the
near future. A panel of experts will be appointed to review the administrative
and budgetary procedures of the University and to make recommendations for
improvement. A study of comparable universities will be made for the purpose
of better understanding of budgeting and financing Arts and Sciences operations.
Lastly, a committee charged with the search for a permanent dean of the
Faculty of Arts and Sciences will be soon appointed in order to prepare
its agenda and then begin the active process in the fall.
Dean Israel responded by thanking the Chancellor and the Provost for
their confidence in him and for their support in solving the problems of
the budget. He noted that since he held the title of Acting Dean, he thereby
proposed to act. This is a time not for retrenchment, but rather for advancement.
There followed a series of short reports by the Deans. Edward N. Wilson,

Dean of the Graduate School of Arts and Sciences, noted that this is the
best year since 1982 for the school. Enrollments are back at the levels
seen at the beginning of the decade, the quality of applicants has improved,
and the Olin Fellowship Program for Women has especially seen dramatic
increases in applications and acceptances. Linda B. Salamon, Dean of the
College, briefly reminded her colleagues that the class of record numbers
which entered four years ago would soon be graduating, and Robert Hedrick,
Dean of Admissions, looked to the next entering class with some cheerful
news and guarded optimism. This year saw a total of over 7100 applications
as against 5900 last year; 4183 applications to the College, 2777 offers
of admission, with 366 deposits as of this date, and the expectation of
a College class of 725. Upon completion of his report Dean Israel thanked
Dean Hedrick and wished him well as he leaves WU for another position.
This valediction was then affirmed by prolonged applause for a job well done.
Lastly, Bernard D. Reams, Jr., Acting Dean of Library Services, stated that
problems of operations and morale had been addressed and services restored.
A large backlog of interlibrary loan requests has been reduced and the Acquisi-
tions budget fixed at $1.2 million. Up to $49,000 had also been allocated
for new serial subscriptions. In sum, Olin Library must be and is being
restored to a research role in a research university.
Dean Israel then announced the names of those members of this Faculty
who will now assume the title of Professor Emeritus: Raymond E. Callahan,
Richard H. Popkin, Alfred J. Stenner, William Schatzkamer, and Jonathan
Townsend.

Mr. James T. Madore, President of the Council of Students of Arts and

Sciences, expressed the thanks of CSAS to Professors Claude Evans, David
Hadas, and Laurence Meyer, and to Dean Linda Salamon for serving as faculty
sponsors for the Student-Faculty Interaction Committee. He also announced
that the following instructors have been chosen as recipients of the 1987
CSAS Teaching Awards: Ursula Goodenough, Peter Phillips, Susan Rava, and
Burton Wheeler. Finally, Professor Raymond Williams will receive a special
award for outstanding service to the University community.

Professor C. David Gutsche, Chairperson of the Council of the Faculty
of Arts and Sciences, presented the results of the elections to the councils
and committees. Names of the elected follow.

Professor Gutsche also announced that because of the resignation of
Professor Raymond L. Williams, a by-election was necessary to fill the two-
year term from the Humanities on the Faculty Council. He presented the
names of Professors John Garganigo and Robert Wykes as nominees, and there
being no nominees from the floor, this slate of candidates was approved.
Ballots will be mailed in the near future.

Wayne T. Hanebrink, Associate Dean, College of Arts and Sciences, acting
for the Curriculum Committee, presented a list of new courses and course-
changes which has been approved by the Curriculum Committee. In addition,
Dean Hanebrink read into the record further amendments relating to courses
in the following departments and committees: Biology, Comparative Literature,
Education, History, Jewish and Near Eastern Studies, Music, Political Science,
Psychology, Romance Languages, Sociology, and Women's Studies. A revised
copy of this report is filed with these minutes and a fair copy is available
in the Office of the Dean of the College.
Dean Hanebrink also presented the list of candidates for the Bachelor
of Arts degree, to be conferred on 15 May 1987. The list was approved subject
to the proviso of final scrutiny and certification by the College Office.

Professor Richard A. Watson, Chairperson of the Advisory Committee
on Tenure, Promotion, and Personnel, presented the annual report of the
actions and findings of the Committee. He described the procedures by which
each candidate's case was considered, and then presented a summary of the
actions of the Committee for AY 1986-1987 (as of 24 April 1987) with regard
to recommendations for promotion:

RE: Affirmative Action Search Procedures
Executive Order 11246 requires that federal contractors develop and implement recruitment procedures which demonstrate that an "extraordinary" search effort has been made to attract qualified women and minorities for each faculty position vacancy.
The Faculty of Arts and Sciences Monitoring Committee have implemented ad hoc procedures over a fifteen year period, many of which have achieved the ultimate goal of affirmative action, to employ qualified women and minorities. In order to build on the experience of the past, and to comply with federal law, searches in the Faculty of Arts and Sciences should include the procedures below to meet the "extraordinary" search requirements test:
1. Develop the faculty position announcement and a plan for recruitment. Submit a written plan of recruitment to the Faculty of Arts and Sciences AA Monitoring Committee prior to announcing the position. The Monitoring Committee will review the written plan and make written acceptance or amendments to the searching department within five days of receipt.
II. When the search has been completed and the search committee is prepared to make an offer to a candidate, written documentation must be submitted to the Monitoring Committee. The documentation should include:
a. Documentation that the approved search plan was followed;
b. Numerical analysis of the results of the search by race and sex;
c. A summary of evidence that objective and nondiscriminatory criteria have been used in the evaluation of all candidates. (A detailed file of applicant evaluations must be made available to the Committee on request.)

Affirmative Action 1987-88
The Monitoring Committee of three faculty members will make a written response to the search documentation either 1) making a report of acceptance 2) detailing a request for further information or 3) making suggestions for further search.
Notification to successful candidates is without standing until the Monitoring Committee has reviewed and evaluated in writing the selection and recruitment process. In those instances where an early offer is crucial, candidates should be informed in writing that the offer is contingent on affirmative action approval.
I urge everyone associated with faculty searches to make a real effort to meet the spirit, as well as the letter, of affirmative action. It is in our best interest to search actively among all possible candidates to find the best qualified people, and experience suggests that an extra effort may be required to be certain that the pool of applicants includes minorities and women. We owe it to ourselves and to our students to seek diversity, as well as excellence, among our faculty.

IN RE: Recruitment, Appointment, Promotion and Termination of Faculty, and Leaves of Absence
This memorandum augments the Washington University Policy on Academic Freedom, Responsibility, and Tenure, copies of which can be obtained from the chairperson of your department or from the office of the Dean of Faculty.
Recruitment, Appointment, and the Tenure Criteria
All recruitment, at whatever level, requires prior approval of this office. Departments may not assume that vacancies created by retirement or other departure are automatically to be filled. All regular faculty appointments, whether with or without tenure, must be approved by this office before a letter of offer is sent by the department chair.
Most recruitment is at the level of assistant professor. Candidates usually are completing or have just completed their doctoral dissertations, the only evidence we have of their capacity for original research. Most of them have had little opportunity to teach except as teaching assistants, often with no more than partial responsibility for preparing the courses in which they assisted. In recruiting at this level we have two responsibilities: 1) to satisfy ourselves to the best of our ability that we are appointing an individual who promises to develop into an effective teacher and into an intellectual leader in his or her discipline and, 2) to provide the young faculty member with the example, the guidance, and the opportunity to develop his or her professional capacities. Departments should insist on the development of teaching skills and an early establishment of a promising program of research.
Teaching, especially undergraduate teaching, is an important part of what we do at Washington University. Anyone who is not willing to dedicate himself or herself to the dual tasks of

teaching well while carrying out an active program of research should not accept appointment. Proposals for promotion and tenure must include evidence of teaching performance, since effective teaching is one of the two principal criteria affecting tenure decisions. Proposals for advancement must also include evidence that the candidate has achieved, or will soon achieve, a position of acknowledged intellectual leadership in his or her field of scholarship.
Letters offering non-tenured appointment to tenure track positions should call attention to the criteria for the award of tenure, and the review procedures that will be followed both within the department and within the Faculty of Arts and Sciences for determining whether the criteria are met.
Satisfaction of these criteria does not by itself guarantee that tenure will be recommended or awarded. A well qualified candidate may be denied tenure if his or her work is unlikely to contribute to the long-run development of the department in which he or she holds an appointment.
Promotions to tenure, appointments with tenure from outside the university, and promotions to Professor, must be reviewed by the Advisory Committee on Tenure, Promotion and Personnel prior to action by the Dean of the Faculty. The dossier reviewed by this Committee should include: (1) A letter from the department chair describing the vote of the department's tenured faculty (or in the case of promotion to full professor, the vote of the department's full professors) and summarizing the candidate's qualifications, including evidence of teaching quality. (2) At least five external letters evaluating the candidate's scholarly accomplishments. In soliciting these letters, the department chair should encourage analytical statements of the candidate's contributions to his or her field of scholarship. It may be useful to point out to writers of these letters that their comments will be used both by members of the department, who may be reasonably familiar with the scholarly area, and by the Dean and members of the faculty-wide tenure committee who are probably not so familiar. A copy of the chair's letter to external evaluators is often useful for the Advisory Committee. (3) A brief statement about each of the writers of external letters, describing their stature in the field and how each was selected (e.g. by the candidate or by the department).
In the case of departments with a small number (fewer than about four) of tenured faculty (or of full professors, for promotions to full professor), the Dean of the Faculty may appoint an interdepartmental committee to conduct the review and make the recommendation to the Dean, rather than only the members of the department. Smaller departments that may be considering members for promotion should discuss this point with the Dean early in the academic year, or late in the previous year.
Affirmative Action
Talent of the sort we seek is rare. We cannot afford to overlook any opportunity to bring individuals to Washington University who will satisfy our demanding tenure criteria. This consideration and Federal law, together, should make us mindful of the need to pay special attention to minority groups and to women when recruiting faculty. In an accompanying memorandum, I spell out the rules for complying with our affirmative action commitment. In addition, I suggest to department chairpersons who identify qualified minority or women candidates that I am prepared to lend exceptional assistance in their recruitment.

Any time during the academic year, an appointment action request with supporting documentation from the chairperson, stating the reasons for promotion, may be submitted for consideration.
Twelve copies of the dossier should be sent to the Dean of the Faculty before November 15. Samplings of publications should be included in the dossier. Attention is called to: The Washington University Policy on Academic Freedom, Responsibility, and Tenure (V,A).
LEAVES OF ABSENCE Leaves of absence may be for one semester or an academic year. Requests for leave, with or without compensation, require approval of the Chairperson, Dean and Provost. Leave requests should be submitted one year or semester prior to the leave. Copies of leave forms are available in the Dean of the Faculty Office.

TERMINATION Departments should be procedurally careful with terminations of non-tenured faculty members, keeping in mind the importance of annual review. Refer to: IV,B,4 and V, B of The Washington University Policy on Academic Freedom, Responsibility, and Tenure. Faculty members who receive notice of termination may request the reasons, in writing, for the decision. Refer to: VI,B,l,c of The Washington University Policy on Academic Freedom, Responsibility, and Tenure.
