Greetings, In true Washington Headquarters fashion, we have been extremely active since December 2019.  We  had atremendously successful Black History Month (BHM) celebration. FAA Senior executives attended the 2020 BHMOpening Ceremony and thoroughly enjoyed the opening remarks of Ms. Mary Groce.  Ms. Groce writes and presentsprograms about her great uncle, Emory Conrad Malick (1881-1958).  Mr. Malick was the first aviator to fly over centralPennsylvania (1911), the first licensed black pilot (1912), the first licensed African American transport pilot (1927), one ofthe first barnstormers, and a pioneer in aerial photography.  We had the honor of meeting Harriet Tubman’s great grand-niece, and great-great grand niece as we honored theirancestor for her courage.  Our very own Lakisha Davis-Small performed a reenactment of Ms. Tubman’s adventures. We strongly encourage all members to take the FAA STEM AVSED training.  FAA’s STEM AVSED outreach program givesyou the chance to inspire the next generation through STEM-related activities, projects, events, and programs. You’llengage with K-12 students about jobs in the aerospace industry and the education needed to get those jobs. Plans are in place to reach out to the students in our community.  In conjunction with Jack & Jill of Reston, we arehosting an ACE initiative on 28 March 2020. The 2020 Aviation Career Education (ACE) camp will be held at theNorthern Virginia Community College Manassas campus.  The dates are July 13-17.  In closing, I encourage you to get involved.  We want to continue to inspire the next generation of aviation andpositively affect our communities. Additionally, it is our goal to not only to repeat, but surpass our past successes.  Inorder to do this, we need your valuable contributions, input, ideas, and time.  Look forward to seeing you at our nextevent! In Unity,Ald’win E. In April of 1985, Sunny Lee-Fanning, Executive Director of AQS, joined the FAA as a GS-3 clerk/typist. Incontrast, for the past five years, she has overseen a billion-dollar budget with more than 7,400employees. She has led AVS’s Office of Quality, Integration and Executive Services with warmth, acollaborative style and unfailing inclusion. Throughout her illustrious career of more than 34 years, Lee-Fanning facilitated change within theagency to make it a better place for all.  In his note to staff acknowledging Lee-Fanning’s retirement, AVSAssociate Administrator Ali Bahrami observed that she has “spearheaded several major initiatives thathave shaped how we do business in AVS to support our safety mission.”  Some of those initiatives includethe AVS Strategic Plan, Diversity and Inclusion Plan, Standardized Hiring and Recruitment Plan,Succession Plan, and AVS’s ISO 9001:2015 certification, the world’s leading standard for quality management. “Sunny’s excellent leadership and skills have helped AVS further advance as an organization,” Bahramisaid. “She brought to her executive duties a devotion to FAA and its safety mission. Her legacy alsoincludes her work as the first female and minority female to head the FAA Academy.” Prior to coming to headquarters in 2014, Lee-Fanning spent the bulk of her career with the agency inOklahoma City, where she oversaw the technical and leadership training services for all of the FAA, aswell as representatives from other governments and aviation agencies around the globe.  During hertenure as head of the FAA Academy, she led a record-setting annual student throughput of 100,000 andsuccessfully resolved a labor union contract at impasse for 15 years.  A retirement celebration was held for Lee-Fanning at headquarters on December 5, 2019 at the BessieColeman Conference Center, with AOV Executive Director Mike O’Donnell handling the duties as masterof ceremonies.  Lee-Fanning was feted by several of her colleagues within AVS, the agency and her familywho lauded her strong resolve and commitment to doing good on behalf of others. Many of Lee-Fanning’s counterparts shared fond memories and great stories of their time working nextto and with her, but the sentiments that echoed throughout the celebration was her ability to get thingsdone and her collaborative spirit. Lee-Fanning bid AVS farewell on Dec. 31. As of January 1, Heather Danner, currently the Deputy ExecutiveDirector in AQS, is serving as AQS Acting Executive Director and Deloris Martin, Director, Managementand Business Services Division is serving as Acting Deputy Executive Director.

NBCFAE joined our members andcolleagues in celebrating the wonderfulcareer of Sunny Lee Fanning onThursday, December 5, 2019. Theceremony was filled with well-deservedtributes and words that brought intoperspective the importance of leadingwith integrity. Mr. Freddie Green,National President of NBCFAE, presentedSunny with a token of appreciation for allof her contributions to NBCFAEthroughout the years.  “Sunny was a great supporter of ourorganization and was a model of theunity we seek to develop and nurturewith the leadership in our agency,”Freddie said. “Our organization could notlet the moment pass without sincerelyrecognizing Sunny for her support andcontributions.” Thank you Sunny for being a greatexample of leadership and yourcontributions to both the FAA andNBCFAE, we wish you the very best on allyour future endeavors.

2020 Leadership training

The NBCFAE held their Leadership Training Conference in Tampa,FL January 18 - 19, 2020. This two day training was attended byNational, Regional and Chapter leadership and included leadershipdiscussions, organizational roles and responsibilities, strategicplanning, and official training from the FAA office of Civil Rights. NBCFAE continues to be committed to the support of issues andconcerns of African-Americans, women and other minorities in theFAA. The Leadership Training Conference served as a forum to ourstrengthen awareness of national programs and policies internaland external to the FAA.   Our leadership left the conference energized from our dynamicagenda.  NBCFAE is grateful to Billy Clark, Lifetime Retired memberand former National Vice President and former AC/SW RegionalPresident, for presenting several sessions and leading theconference. His presentations included the Nuts and Bolts Trainingwhich explain the leadership roles and responsibilities withinNBCFAE, how the NBCFAE operates and leadership training. We would also like to thank Mamie Mallory, Shaun Sanders, andBJ Smith for participating in the NBCFAE Past Practices LeadershipPanel and for leading the Position and Breakout sessions.  Duringthe breakouts, the attendees were separated by organizationalposition and participated in a question and answer session withpast members that held those positions. It was very enlightening tocapture and share the best practices from the past and currentleaders and to expose potential leaders to the true essence of beinga leader in NBCFAE.

During the leadership Panel, there was a very in-depth sharing ofpast experiences dealing with EEO and Management/Employeeissues; balancing NBCFAE leadership roles and your FAA positionand home life; how to incorporate self-care; and how to bestcommunicate with your regional boards, chapters, members andFAA leadership. Mamie, a retired lifetime member, former National president andformer President of Washington HQ region.  Shaun Sanders,former National President and former National President of theNortheast Region. Barbara “BJ” Smith, retired lifetime member.   We wrapped up the conference with a presentation of the NBCFAEStrategic Plan 2020-2023 by Tamisha Thomas, NBCFAE NationalVice President. The presentation shared the national goals,initiatives, and planned activities of the next few years and servedto ensure our leadership is in unity.  The 2020 NBCFAE Leadership Training conference was a truetestament to our commitment to making sure that our leadershiphas all the necessary tools to serve as your NBCFAE leadership andto support our members.

NBCFAE is always looking for opportunities to encourage STEM. While in Tampa, Florida, for theLeadership Training, NBCFAE HQ leaders participated in an informational session at ThomasJefferson High School. We had the opportunity to meet with JROTC and Drone Students. Wediscussed careers in the FAA, and two former Air Traffic Controllers (ATC), Aldwin Humphrey andAngel Black, spoke to students about their experience working as an ATC; as well as why and howthey choose to become an ATC in the FAA.

Tamara Smith, National ERT, spoke to the students about other careers and internships availablein the FAA. There were approximately 25 students present and the majority of the students have

an interest in aviation. Their interests ranged from becoming a pilot, joining the military, andengineering with Aviation focus.

NBCFAE Forges Full STEAM Ahead to InspireNext Generation of Aviation Hopefuls “The best way to predict the future is tocreate it,” so shared Mary Groce, keynotespeaker for the National Black Coalition ofFederal Aviation Employees (NBCFAE)Washington Headquarters Region’s BlackHistory Month opening ceremony.  Groce, a2019 Verville Fellow at the Smithsonian’sNational Air & Space Museum, took the quotea bit further by saying “I believe that anotherway to create the future is to actually learnour past……..and not just what is taught to usin school.” I’ve learned that there is quite a bit more tolearn and it’s important to learn where wecome from,” she said. “The history of whomade it all happen and what we need to carryon into the future” Groce said.  Groce notedshe was thrilled to see the young people in theaudience and wished that history could beadded to S.T.E.A.M. because in her opinion,history is just as critical. Her love for the past began several years agoas she was helping a cousin go through someboxes that had belonged to her grandmother. In those boxes, Groce discovered that she hada great-uncle who was not only AfricanAmerican, but also a pioneer aviator namedEmory Conrad Malick. “My life changed in that moment,” Grocerecalled as she shared the story of finding aletterhead and a picture of her uncle Emory inthat box. “The letterhead also included hispilot number, which was 105 and listed aPhiladelphia address.” Groce began digging deeper to learn moreabout her great-uncle and her family history. What she discovered was astounding. EmoryC. Malick obtained, assembled [and improvedupon] his own Curtiss “pusher” biplane,thereby becoming the first pilot to fly overSnyder, Pennsylvania in 1911.

Malick studied at the Curtiss Aviation Schoolon North Island in San Diego and received hispilot’s license when he was 31 in March 1912making him the first known African Americanpilot, and the first African American to get apilot’s license in the United States.  14 yearsbefore James Herman Banning, who was longthought to have been the first. Groce’s research about her high-flying uncleand his mark on history led her to create awebsite to share all that she has learned withothers. Freddie Green (ATO), National President ofthe NBCFAE, highlighted the organizationsgreat history of promoting STEM/AVSED.The NBCFAE has given out over $1.2 milliondollars in scholarships and exposed over200,000 students nationwide to aviationcareers and the benefits of STEM study. Mr.Green noted that the NBCFAE strives to leadthe way as the agency turns its focus toadvance STEM/AVSED outreach as outlinedin Administrator Dickson’s recent “Straightfrom Steve” message. Teri Bristol, Chief Operating Officer for ATOopined that Black History is American History.She opened brief remarks to the audience byasking if anyone had seen the recent GoogleBlack History ad that highlights some highranking African Americans in internetsearches. The ad, “The Most Searched,” wascreated from “aggregate search trends data”to identify black icons, events and movementsthat were the most searched within a specificcategory or field in the U.S., according toGoogle. Some notable icons mentioned in thead include poet and author Maya Angelou;songwriter and guitarist Prince; tennis playerSerena Williams; and NASA mathematician,Kathrine Johnson.

“I think the reason that the ad resonated withso many people is because it reminds us thatBlack History is everyone’s history,” Bristolsaid. “African Americans contribute so muchto every segment of our society and it’s nodifferent in the FAA.” Bristol shared that every person in the roomhelps to contribute to the safety of theNational Airspace System no matter what rolethey play. “As an employer, I know that diversity isimportant because I’ve seen firsthand howdiversity of thought can improve everythingthat we work on,” she said. “We get diversityof ideas and experience by surroundingourselves with people who have differentbackgrounds.” Bristol went on to say that more perspectivestranslates into more innovation, skill andcreativity.  It is because of this fact that FAAAdministrator Steve Dickson and Dan Elwellhave placed such a great emphasis on theagency’s Science, Technology, Engineering,and Mathematics for Aviation and SpaceEducation (STEM AVSED) Program. Beth Hill, program manager for the EasternRegion’s STEM AVSED program, provided a bitmore background about that program. “The agency’s STEM AVSED program has beenin place since 2005, but was reenergized whenCongress asked us to take a lead in addressingthe workforce crisis in our 2019reauthorization,” she said. Hill went on to say that Dickson has beenasking FAA employees to assist theorganization in inspiring the next generationand to participate in outreach programs whenpossible.  For more information about how toencourage the next generation of aviationhopefuls, please visit the FAA website.

The Washington Headquarters Region hosted the "Family Heirloom Day" on February 13 inhonor of Black History Month. HQ members: Phyllis Seaward and Diane Speed, brought inprecious family artifacts from their grandparents and parents.  Phyllis gave us the pleasure ofsharing pictures of her paternal grandparents, John and Daisy Seaward, maternal grandparents,David and MaryAnn Milligan, and maternal great-grand-mother, Clara Milligan.  Phyllis shared wood-stove irons that were used by her maternal and paternal grandmothers.The wood-stove iron weighed seven pounds; imagine lifting a hot seven-pound iron! Ironingclothes probably took a lot a strength and resilience.  Phyllis also shared her maternalgrandmother's candy dish that has been in the family since the early 1920s and an oil-burninglantern that was used in the family's home in St. Stephen, South Carolina, as a source of lightbefore the house had electricity.  She also had her father, Rembert Seaward's, United StatesArmy issued blanket from the Korean War.  Phyllis' most precious artifact is hermaternal grandmother's quilt, that she stitched by hand. Diane shared pictures of her father, James Speed, taken with his sisters from the roaring 1920s.Diane shared her mother's, Agnes Speed, vintage hats, gloves, and purse from the early 1940s. Seeing pictures of our ancestors and their artifacts reminds us of the path they traveled to getus to where we are today. Post-slavery, Jim Crow, the Great Depression, and the CivilRights Movement, shows the history of these events on their faces. The photos are worn andslightly faded. However, they still have the effect of illuminating pride and dignity. Because oftheir fortitude, today we are educated, professional, charismatic, successful, and proud to bemembers of the NBCFAE. Connecting to our past memories bridges the gap to our futuregenerations.

Rita is Tubman’s maternal great, great-great Grand Niece. Rita was born in Auburn, New York(where Tubman lived the last 52 years of her life) to Milton and Geraldine Copes-Daniels. Hermother, Geraldine, is one of the two last oldest living descendants of Tubman. Rita loved learning of Tubman’s heroism and is proud to be related to such an iconic woman.Tubman’s legacy will always be an immense part of their family history. Tubman’s struggle asa slave is the reason Rita wants her legacy to never go unrecognized or forgotten! HarrietTubman’s life will not be a life we take for granted.

for the "Too Blessed to Be Stressed -STEAM to help prevent Stress, anxiety,and depression" event at the Quesada

Auditorium in 10A.

Kevin M. Coleman is the founder ofKMC Empowerment where he provides

empowering speeches, leadershiptraining, and executive coaching to help

make individuals and organizationssuccessful.  KMC Empowerment has

always been a passion of Kevin.  Kevinknew that he had much to offer those in

leadership positions and futureleaders to help make organizations

thrive. This starts with buildingrelationships and partnerships.

Therefore, KMC Empowerment wasestablished to help promote

professionalism, work ethic, passion,and relationship building techniques

that will inspire individuals andorganizations to strive toward

excellence at all times.

One of our members, Clarence Garden,said that the “event was very beneficial

for learning how to cope with thestressors of life. The main concept I wasable to walk away with was the issue ofbalance. Too often do we hear the term

'family-work-life balance'. I realizedthat  there is no way we can balance all

three. They must be moreso 'family-work-life' harmony."

Black History MonthSilent Remembrance Walk

We closed our Black History Month events with aSilent Remembrance Walk on February 26, 2020. Thewalk sought to shed some light on the horrors of thenation’s past and acknowledge the progress made.The walk capped a month’s worth of events thatblended the past with the opportunities that thefuture presented.  Ms. Judine Slaughter shared remarks prepared by FAAhistorian Terry Krause, noting that the currentlocation of FAA headquarters (FOB 10A) is believed tobe the site of the Yellow House, a well-known slavepen owned by William H. Williams. The group of badweather stalwarts circled the block that made upwhat was believed to be Williams’ property. Thehistorical marker outside of FOB 10Atells about Solomon Northrup, a free black man livingin New York who was captured in 1841 by slavetraders masquerading as employers. Initially held atthe Williams slave pen, Northrop was sold into slaveryto slave traders from New Orleans. He escaped 12years later and his story, as told in his 1853 memoir, asconverted to an award winning 2013 movie titled,“Twelve Years a Slave.”

Because of its location, Washington, DC became animportant transit point in the domestic slave trade.  In1820, there were approximately 6,400 slaves in DC. Thetypical slave worked in some form of domestic serviceand some helped to construct buildings in the growingcity, including the Capitol and the White House.  

Congress abolished the slave trade, but not slavery, inthe District of Columbia on September 20, 1850 as partof the legislative package called the Compromise of1850. Slavery continued to exist in the nation’s capitaluntil April 16, 1862 – only 158 years ago.

The signage that now stands in front of FOB 10Amarking this shameful time in history was unveiled onJanuary 11, 2017. “This signage acknowledges that theland where the building sits is a historic site – a sitewhere atrocities were committed based on race andcolor.  I believe it serves as a reminder of a people’striumph over adversity as well as the resilience of African Americans,” noted Terry Kraus.

THE SMITHSONIAN FAMILY DAY EVENT

Freddie Green, Tamisha L. Thomas, Ald’winHumphrey, Akua Pipim, and Meleny Gomez, joinedthe Smithsonian’s Annual African American Pioneersin Aviation and Space Day on February 8, 2020. Brigadier General Charles McGee, the 100-year-oldTuskegee Airman, also attended, autographed hisbook and inspired us all. We hosted a booth to answer questions about careersin aviation while handing out important informationabout the FAA & NBCFAE. Akua had the opportunityto speak with NBC 4 D.C. about the importance ofrepresentation and the need to get young peopleinterested & excited about aviation. We also opened for Charles McGee. McGee stoodbefore thousands of smiling youngsters. Everyonewas excited to meet this aviation legend. “It was a once in a lifetime opportunity to precedeand open for General McGee, and it was theCoalition’s small contribution to Black History,” saidNBCFAE National President Freddie Green, who alsopresented McGee with a NBCFAE coin and officiallythanked him for his service.

WASHINGTON HQ SERVES

The Pioneer day featured a parachute design andbuilding workshop centered on the “TripleNickles” smokejumpers. Participants had a chanceto view the special collections at themuseum that focus on African Americanaccomplishments in aviation and space. There wasalso a “Flights of Fancy” story time for smallerchildren as well as a reading from “Nobody Ownsthe Sky: The Story of ‘BraveBessie’ Coleman.” 

This is the second year NBCFAE membersparticipated in the Smithsonian outreach event,and we plan to return in years to come. “It’sessential that we share our love of aviation withyoung people. This enables us to continue to giveback to the community and open the world ofaviation to the next generation” Green says.

NBCFAE, in collaboration with the Organization of Black Aerospace Professionals (OBAP), presents the2020 ACE Academy. This five day program, hosted by NOVA - Manassas, and sponsored by United Airlines,is comprised of tours, classes, speakers, and networking opportunities for the students. Volunteersinclude aviation professionals and college students. Our goal is to introduce and encourage careers in aviation. Additionally, we want to give ACE academystudents a glimpse of their next stage, college life. Upon registration, students will receive a WelcomePacket, with all of the pertinent information for the program. The first day, faculty reviews theexpectations with the parents/guardians & students. On the final day, we conclude with a ClosingCeremony where students will receive a Certificate of Completion and light refreshments are served. NBCFAE Leads: FAA Adopt-a-School Initiative

Eastern Region (AEA) Pilot Program

This project was developed by a current Senior Leadership Development Team (SLDP)

members and selected as a winner of the FY-20 Innovation Challenge. It is currently being

piloted in two regions (AEA and ASW) under the umbrella of FAA’s Science, Technology,

Engineering, and Mathematics for Aviation and Space Education (STEM AVSED) Program.

The Eastern Region Pilot will be held at a school in the Washington,

D.C. area. We know how important it is for students to see themselves represented through

us.

*LET'S ENSURE NBCFAE IS WELL REPRESENTED IN THIS AGENCY INITIATIVE *

They are seeking folks who have an interest in working on this project to build a team of DC-

area employees who can help with planning, surveying, scheduling, and recruiting for the pilot,

as well as those who can participate in events at the school itself. Events will either

take place during the school day or in the evenings. As it is with most STEM AVSED events,

there is no specific knowledge or experience required to participate in events at the school,

just a desire to connect with students and impart excitement for aviation. We will discuss

organizing carpools between HQ and/or other FAA facilities and the school, for those who

would benefit from this.
