This application relates to tlie Upper Liffey Valley Regional Sewerage Sclieme agglomeration, which is serviced by one waste water treatment plant (WWTP). The primary discharge (SW1) is from the WW‘I’I’ which is located near Osberstown, approximately 3km west of Naas town centre. A combined sewer network serves the agglomeration’s cui-1-ent 95,200 p.c.. ‘The existing W W T P plant is designed with ;I biological capacity of 80,000 p.c. ancl is ciirreiitly operating at a D r y Weather Flow (DWF) of c. 28,332ni3’day.

The Osberstown W W T P was commissioned in 2001 arid comprises: inlet works; two pr imary scttlcrrient tanks; ferric dosing unit; four sequenced hatch reactor aeration tanks; discharge chamber with online monitoring and sludge removal, thickening and dewatering. There ai-e two storm water lioldiiig tanks at tlie W W T P to contain excess waste water received at the inlet works during periods of heavy rain. These tanks have a combined capacity of 3.84ilui3, which is eqiii\.:ilent to approximately 2.5 x DWF for a period of 2 hours.

The agglomeration contains a further 22 discharge locatiotis. ‘l‘hese discliargcs (8 storm water overflows (SWOs), 14 pumping station (SWOs), which may ;ilso act as emergeticy overflows, 2 of \\.hicl1 discliargc to ground) occur at \,aryiiig frequcncics i n res;ponse to rainfall or pump failit I-ehlockagc.

Upgrade works for the Upper Liffey \’alley Iiegional Sei\ et-:ige Scheme agglomeration (comprising of a sewer network npgrade and \\‘\VIP upgrade) WCI-e included within the 2010- 201 2 \\’ater Services Investment Programme as “Contracts to start 2010-2012”. These proposed irnprovenients relate to the upgrade of the existing \W\’TI’, to increase the design capacity from 80,000 p.e. to 130,000 p.c. and an upgrade of the scwcr network within the agglonieratioti to minimise infiltration. l l i e s e ripgrade works are due to be completed I)>- 31“ >larch 2013.

The licence sets out in detail the conditions iincler which Kildare County Coriiicil n i l 1 control and manage the waste water discharges from the aggloniei-ation co\.ei-cd by this licence.

Decision & Reasons for the Decision The Environmental Protection Agency is satisficd, on the basis of the information available, that suhject to conipliance with thc conditions of this licence, any discliarges from the agglomeration served by the waste watcr works will coriiply with and will not contravene any of the requirements of Regulation 6 of the Waste Water Discharge (Authorisation) Regulations, 2007 and 2010.

I n reaching this decision the Environmental Protection Agency has liad regard to the requirements arid objectives of Regulation 6 of the Regulations and has considered the application and supporting documentation received from the applicant. all subniissions received from other parties and the report of its inspector.

In pursuance of the powers confen-ed on it by the Waste Water Discharge (Authorisation) Regulations, 2007, the Invironmental Protection Agency (the Agency), under Regulation 28( 1 ) of the said Regulations grants this Waste Water Discharge Licence to Kildare County Council, Aras Chill Dara, Newbridge Road, Naas, County Kildare. The licence authorises the discharge of wastc water from the waste water works servicing the Upper Liffey Valley Regional Sewerage Scheme agglomeration described below, sub-ject to conditions listed in Part 11, with the reasons therefor and the associated schedules attached thereto.

The licensee shall, c)ii an aniiual basis, undeitakc an assessment of the remaining organic and hydraulic treatment capacities within the waste water works (design capacity of plant, less flow-load calculation for representative period). As par t of the annual assessment the licensee shall obtain the 95'%de flow in the River Liffey a t Osberstown. Where there is a significant downward adjustment of the 95'%,ile flow the licensee shall consult with the Agency on tlie proposed actions tha t shall be implemented to ensure that there is no additional environmental risk posed to the receiving water environment as a result of the discharges. The list of parameters for analysis shall include, as a minimum, those organic compounds and metals identified as relevant having regard to the Environmental Ob,jectives (Surface Water) Regulations, 2009 (S.1. No. 272 of 2009) and any other relevant legislation. Such screening shall be repeated a t intervals as requested by the Agency thereafter.

The licensee shall, within twelve months of the date of gran t of this licence, investigate the sources of organic compounds and metals detected during monitoring of the pr imary discharge and take such measures as a re necessary to reduce o r eliminate these substances in the pr imary discharge. 7.1 Agency Charges
