WACDEP Global portfolio
The Global WACDEP includes several sub-programmes taking
place in 8 regions:
• Regional WACDEPs in Africa, Asia, Latin America and the
Caribbean
• Integrated Drought Management Programme (IDMP)
• Associated Programme on Flood Management (APFM)
• Climate Resilience in Delta regions (with Delta Alliance)

WP 5: Demonstration Projects - example
In Rwanda and Burundi in the Bugasera Catchment local projects
promoting transboundary cooperation are being implemented
aimed at enhancing community resilience to climate risks by
protecting the catchment area around Lake Cyhoha in both
countries – creating buffer zones and introducing alternative
energy sources
WP 6: Capacity Building • Training 96 planners in the 8 pilot countries with support from
CDKN (3-4 institutions per country)
• 5 workshops over a period of 1 year following the Phases of
the Strategic Framework
• Participants are planners from water related sectors –
identified through a Capacity Needs Assessment carried out
in each country
• Training linked to on-going processes in the participants
home institution
• Senior decision makers (from institutions where the
planners are coming from) also involved in parts of the
training
• Mentoring and coaching in between the 5 workshops
• Trainers are local experts trained at the Pan African level
working with UNDP GEF
WP7: Knowledge Management
AU/ AMCOW Framework is key to the identification and
prioritisation of no/low regret investments and integrate these
into development planning processes
WACDEP Reference Group (RG) Mission
In 2014 WACDEP RG visited the 8 WACDEP countries:
• Facilitating dialogue among the Country Water Partnership(CWP) and exchange ideas and perspectives;
• Sharing of experiences: international and among WACDEPcountries and regions;
• Supporting countries and providing advice on institutional and policy aspects related to the WACDEP implementation;
• Providing technical support to the WACDEP programming
and deliverables;
• Reviewing and supporting the overall quality of key outputs
of the WACDEP.
Analysis, outcomes and recommendations
• Technical support - the teams appreciated the technical
contribution that the WACDEP RG members made in the
discussions with government office and country donors.
• Political visibility – the teams noted that meeting with
WACDEP RG and senior government officials was valuable
and gave the programme a lot of visibility.
• Clarifying the focus on no/low regret – RG members
explained the focus of the WACDEP on no/low regret
investments as a starting point to building climate resilience.
• Investment planning – Some level of difficulty in getting the
work around investment planning has not been
institutionalized and is being done in an ad hoc manner
Analysis, outcomes and recommendations
• Clarifying GWPs role – the discussions with the government
officials helped to clarify GWPs role as a facilitator and also
ensure that support is being provided by GWP.
• Reinforcing the role of the CWP in WACDEP – the role of
the CWPs in the implementation of WACDEP has been
discussed and ensuring sustainability beyond the
implementation of the programme.
• Linking to national development/other sectors'mainstreaming climate resilience'
Lessons from first round of country visits
• More time is needed in getting support on some of the
technical “how” issues and also bringing in experience on
related issues from other countries in the discussion.
• It is important to use the presence of the RG when they visit
countries to engage with senior government officials as this
gives the project visibility and also shows that there is a lot of
investment that is being made to ensure technical backstopping
and support.
• The RG should be used to share lessons and information across the WACDEP countries;• Specific requests (HelpDesk) on technical issues are coming
from the countries to particular RG members → GWPO and the
WACDEP CU find ways of responding to these needs.
