General Manager’s Report Summer is almost here, the pools are full of water and finishing touches are being completed around the pool/recreation center. All the wet weather has hampered our progress on some of our spring projects but we continue to work as the weather allows. I would like to update everyone on some new items and information for this summer season We have installed a new ATM machine furnished by First State Bank. The ATM is located in the recreation centers front desk area and is available for use during normal recreation center hours. Pool hours have been extended from what was reported in the last newsletter. They will now be Noon to 9 pm Monday thru Thursday, 11 am to 9 pm Friday, Saturday, Sunday and holidays. We have installed 2 new games in the recreation center with more new games coming. We have found a vender to provide these at no cost to us and a share of the profit. The old games have been moved to the lounge. Effective June 1st all aerobic classes taught by our recreation center manager will be free to all members so come on out and join the fun. Glenda Ring at the restaurant has agreed to not only sell food through the window at the pool but to set up tables and have her staff serve sit down meals outside. The locks in all WPOA and WRWSD owned buildings have been changed. This was not done to limit member access but to get control of our key inventory. If a member needs access to any room in the lodge a key is available for checkout at the Recreation Center. Access to any other building can be arranged thru our Security department. If you need chipping of yard waste contact the front office and we will arrange for Maintenance to come out to you. This service is available for $30 for the first 30 minutes. If we have wide spread storm damage the WPOA board will authorize free chipping. Vice-President Meyer called the meeting to order at 10:00 a.m. Following the Lord’s Prayer led by Betty Purdin everyone recited the Pledge of Allegiance. Valerie Bullock, commissioner of elections, swore in newly elected WPOA Trustee, Eric Kirk who was unable to attend the Annual Meeting. The other two new WPOA Trustees, Gary Blackburn and Walt Robinson, were also recognized. Roll Call: Present: Blackburn, Johnson, Kinney, Kirk, Meyer, Purdin, Robinson and Mgr. Cahall Absent: Lindy (ex.) & McDulin (ex.)Minutes: The motion to approve the minutes of the April meeting as published in the May Waynoka Newsletter was made by Purdin, seconded by Johnson and passed by those present. Treasurer’s Report (Betty Purdin): The treasurer stated that she hoped everyone had picked up a copy of the treasurer’s report to review. She told everyone to feel free to ask questions. She solicited as well as thanked everyone for their continued support. The treasurer shared that she and the Manager had met with NB&T officials to review the WPOA’s holdings to make sure all were FDIC protected. Manager’s Report (Paul Cahall): Revenues from dues and such are up about 6% over 2010. April expenses are slightly up because several bills were paid in advance rather than later as was done last year. Nevertheless, the WPOA is still under budget for 2011. An ATM machine has been installed in the health and rec center at no cost to the WPOA by First State Bank. Members of this bank may use the ATM free of charge; otherwise, a customer is assessed a $2.00 fee. The painting of the numbers in the campground has been completed. The keys to all WPOA and WRWSD owned buildings have been replaced. The miscellaneous keys that various property owners may possess are no longer functional. A key to the Lodge and its rooms is available at the health and rec center. Property owners show their membership card and borrow the key. Entry to all other facilities is available at the discretion of Security. The new Lake Waynoka website at www.lakewaynoka.com has copies of the WPOA meeting minutes and all of the WPOA rules and regulations posted. The monthly newsletter will be available each month on-line about a week before the hard copies are mailed. The parking lot at the lodge/lounge/ health & rec center complex is scheduled to be both resealed and restriped beginning on Monday, May 16th weather permitting. Half of the lot will be done at a time. The back gate issues will, hopefully, be resolved today because ‘the man who designed the program/system will be here to work on the problems’. If the problems are not resolved 24 hour security will be maintained until they are! The paving of about 4½ miles of roads will begin in June. The pool hours have been reviewed and will change to noon until 9 Mondays through Thursdays and 11 until 9 Fridays, Saturdays and Sundays as well as holidays. Other Reports: Security (Gordon Ellis): The Chief asked all property owners to ‘keep vigil’ and report any suspicious behaviors they observe as the start of the recreation season often means an increase in theft and vandalism (especially, of street signs). All boat owners were reminded that a 2011 boat stickers is required if a boat is on the water. Also everyone was urged to ‘be mindful’ as traffic activity increases with summer. Long Range Planning (Ron Gloss): Property owners were asked to complete the survey included in last month’s newsletter by May 31st. The opinions and ideas shared by the property owners will assist both the WRWSD Board and the WPOA Board in determining those projects and issues which should take priority in the future. The job description committee continues its work. Gloss shared that ‘we can be very proud of the new website at www.lakewaynoka.com’. Members of the clubs at Lake Waynoka were asked to review the information about their organizations. They were urged to contact John Buskey with changes and updates. Lake Advisory (George Kinney): The consultants from Mad Scientists & Associates completed the field work related to phases I and II on April 13th. (Phases I & II include mapping the lake bottom and samplings of the sediment and suspended particles in the water.) During the rain storm on Tuesday, April 12th water samples were taken at 13 locations around the Lake. These samples were analyzed for Total Suspended Solids (TTS) or silt. The results indicated severe siltation occurred at several entry points into the Lake: Quarterhorse and Waynoka (87 ppm – parts per million), Buffalo & Waynoka (122 ppm), Straight Creek (388 ppm) and Kiddie Corral (450 ppm). The EPA standard for TSS is set at 160.2 ppm. All other sites sampled were at or below 40 ppm during the storm. Phases III and IV will include analysis of what the TSS consists of and the depth of the accumulated siltation. A special thanks was expressed to Tim Redick and Security’s Lake Patrol for boat use. Campground (Walt Robinson): The season is off to a slow start due to the weather! At last week’s meeting Kathy Lewis from Air EVAC gave her presentation. Plans for Waynoka Day, the yard sale and July 3rd’s bike parade were discussed. It was decided that the campers would have regular split the pot collections to help finance campground activities. The campground will not be having a breakfast the weekend of Memorial Day. The Watersports Club (Steve Johnson): The next meeting will be Sunday, June 5th in the Lodge at noon. The Poker Run will be July 30th. Anyone interested in providing ‘a stop’ should contact Johnson. Civic Club (Betty Purdin/Valerie Bullock): The next meeting is Tuesday, May 24th at 7 p.m. in the Lodge. The Civic Club chairs Waynoka Day this year. All clubs should send representatives to the meeting on June 8th at 7 p.m. in the Lodge. The annual Lake Waynoka yard sale is May 21st from 8 to 4:30.

Lake Committee (Betty Purdin): The dates of the tournaments in May were announced. Shawnee Squaws (Valerie Bullock/Joanne Coker): The new officers of the Shawnee Squaws are Kathy Farrell, President; Eileen Poole, Vice President; Secretary, Donna Wyatt and Joanne Coker; Treasurer, Betty Purdin; and Sunshine Girl, Valerie Bullock. Due to the rainy weather forecast the VA Picnic and Fishing Outing was postponed until Friday, June 10th. All property owners who are veterans are invited to join the Squaws and the veterans from the VA Home in Georgetown. They should RSVP to Joanne Coker at 446-1420. Waynoka Tribe (Joe Rockey): On Saturday, June 11th at 6 p.m. the Tribe will be hosting a magic show in the Lodge. The cost of attendance is free. The Tribe asked permission to hold a pool party which will include games and prizes at the Lake Waynoka pools on Saturday, June 25th at 6 p.m. No food will be provided other than that sold at the restaurant. On Saturday, July 2nd the Tribe will hold its annual sand sculpture contest at the Beach. Membership Concerns:

Joanne Edwards (Lot #473): Edwards requested that the WPOA Board allow open gate access to the Lake for the Art Sale on Sunday, August 21st. The Art Sale is a part of the three day event sponsored by the Civic Club to provide art scholarships at SSCC. Plein air artists will paint throughout the Lake and surrounding areas on the 19th and 20th. The artworks created those days will be sold at an auction on Saturday evening. If interested in hosting an artist, please contact Edwards (446-1917).Andy Bilhardt (Lot #453): Bilhardt reminded everyone that the annual OLCA (Ohio Lake Communities Association) meeting will be held at Cinnamon Lake in northeastern Ohio May 25th and 26th. Applications to attend are available at the office (due May 17th).Valerie Bullock (Lot #2304): Bullock shared her dissatisfaction with the change in the hours for the pools this season and made several suggestions about what she thinks they should be. Nancy Dabe (Lot #531): Dabe also shared her dissatisfaction with the change in pool hours. She would like longer hours on the weekends, in particular.Vince DeVol (Lot #857): DeVol expressed his concerns once again that the weather sirens are not functioning when the appropriate weather alerts are issued. Chief Ellis responded that Brown County no longer accepts responsibility for the maintenance of the sirens; it is now a community responsibility. The Lake has contacted a company (Blankmier’s) which will perform a maintenance check in the near future and make all necessary repairs. Security does have an all hazards radio and is always available to share its weather information as an interim solution for anyone who calls.John Buskey (Lot #1785): Buskey noted that the new website has a fairly comprehensive calendar of events as well as calendars for facilities like the health and rec center and the lounge. He urged everyone who has information for these calendars to please contact the office to keep the calendars as accurate as possible. Valerie Bullock (Lot #2304): Bullock announced that the Garden Club’s container party scheduled for 2 p.m. today at the home of Tom and Louis Mays was postponed until Sunday, May 22nd at 2 p.m. due to the forecast. Bullock also asked about the fee being charged property owners when they request that branches and such be chipped/shredded by the Lake’s employees. Mgr. Cahall explained that as he understands it if a property owner makes a request to have cut branches, shrubs, etc. chipped and shredded after doing yard work the fee that will be charged is $30 for the first 30 minutes. If there should be wide spread storm damage to trees throughout the Lake the WPOA Board will determine on a case by case basis whether or not to provide this service free of charge to all property owners.Jim Meyer (Lot #462): Meyer encouraged property owners to frequent the restaurant because ‘the food is great and the prices are reasonable’. An outdoor area will be available for food and service once the pools are open.

Several property owners questioned whether or not a review of the workshop meeting had been given. The response from the Board was that this was done in the reports given by the Manager, Security and others.

Adjournment: The motion to adjourn was made by Purdin, seconded by Kirk, and passed by a unanimous vote at 10:44 a.m.

Waynoka Regional Water and Sewer District1 Waynoka Drive, Sardinia, Ohio 45171WRWSD MEETNG - Fri., May 6, 2011

President Ron Gloss called the meeting to order at 8:00 a.m.Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Redick, Plant Supt. Culver & Mgr. Cahall as well as guests, Rob Barber and Mark Beatty of Utility Service & Supply, Inc. Absent: Purdin (ex.) & RiderPresident’s Report (Ron Gloss): Gloss welcomed Prescilla Redick, the newly elected WRWSD Trustee. Gloss made several suggestions as to how the minutes of each meeting should be formatted. He noted that the minutes will only be read if non-board members or non-employees are present at a meeting since the trustees and the appropriate employees already receive copies of the minutes for review prior to the meetings. Minutes: The minutes of the April 9th meeting were read and approved. At this point in the meeting Plant Supt. Culver gave an overview of the problems the WRWSD staff is experiencing using the new automatic meter reading system. Rob Barber, sales rep, and Mark Beatty, vice president, of Utility Service & Supply, Inc. (US&S, Inc.) shared various options and materials that may need to be used to correct these problems. After much discussion it was decided that first, before any action is taken, Plant Supt. Culver and Mgr. Cahall will work with US&S, Inc. to identify the meters that are not readable (about 25%). They will then jointly determine an appropriate solution to make each meter function properly. It was also agreed that there are various factors which the WRWSD and US&S, Inc. are each responsible for to correct the problems. The representatives from US&S, Inc. told the Board members that “They can rest assured that we will be here until George is confident that he has the drive-by meter reading system that he ordered”. Mgr. Cahall was authorized by the Board to negotiate all terms of this project with US&S, Inc. for the WRWSD.Treasurer’s Report (John Buskey): The cash balance (including CDs) in the WRWSD budget totaled $974,834.30 as of April 30th. This balance reflects an increase of about $100K since March 31st due to the receipt of $20,852.00 in water availability income, $30,883.00 in bond service assessments, $31,712.00 in WPOA water & sewer usage fees, $6,986.00 in delinquency income from the certification of about $225K with the County Treasurer, and $9500.00 for a new water tap and a new sewer tap. About 80% of the water availability fees and about 87% of the sewer assessment fees budgeted for 2011 have been received so far this year. In early June the capital improvements plan and the budget will be re-viewed by the Treasurer, Lake Manager and Plant Supt. The report related to the RCAP Financial Management Seminar will be given at the June meeting. At that time the preliminary 2012 budget will also be presented for a vote to meet the state filing deadline of July 1st. Buskey then made Motion #2011-07. See Motions and Resolutions below for details. Plant Supt.’s Report (George Culver): Culver shared his proposal regarding the flushing of fire hydrants and the turning of their valves to insure the operability of the fire hydrants in Lake Waynoka. The Board agreed to Culver’s plan of flushing the hydrants annually and turning a quarter of the distribution line valves each year. The rules and regulations will be rewritten to reflect this plan.Manager’s Report (Paul Cahall): Cahall noted that he had attended a dam safety meeting recently. He reported that an emergency action plan is now required by the ODNR. This will necessitate the hiring of an engineer by the WPOA to create such a plan. Bids from several landscapers to do the reclamation work related to the installation of the sewer back-up check valves as well as new construction reclamation were discussed. There have been no updates from the attorney related to the lawsuit (Klein vs. WRWSD). Cahall purchased four lots at the Brown Co. Auditor’s Sale held Tuesday, May 3rd. The acquisition of these lots (purchased for $160.00) will allow additional access to the WRWSD plant, back-up lake and lagoon if needed in the future. Cahall shared that the WPOA personnel policy will be reviewed and discussed in detail in the fall. The WRWSD Board will also be asked for input.Motions and Resolutions: Buskey made Motion #2011-07 which was seconded by Redick to amend the 2011 budget. The amendments reflect an increase in water delinquency income from $1500.00 to $8100.00 and increased annual meeting expenses of $125.00 in both the water budget and the sewer budget. The vote was taken and the motion was passed with five yea votes. Other Business Items: Gloss shared that since the rules and regulations have been updated the Planning Committee (Buskey, Rider, Gloss & Cahall) will now investigate the feasibility of using spray irrigation. Buskey reported that he had contacted Rob Wilson of Brown Co. Communications and was informed that the EMS/Police communications system is now operational, that the lattice work around the propane tank is in place and that the security lighting will be installed in the next few weeks. Cahall shared that the State Auditor has ‘signed off’ on the annual WRWSD audit. Gloss asked the board members to consider whether or not the time of the workshop meeting should be changed to be more convenient for working property owners as suggested by former trustee, Steve Johnson.This issue will be discussed in the future. Buskey shared that the new website has been launched at www.lakewaynoka.com. He asked the board members to review the sections related to the WRWSD. Cahall noted that a review of the insurance coverage for both the WPOA and the WRWSD is being done. Cahall also shared that all of the locks in the properties owned by the WPOA and the WRWSD have been either rekeyed or replaced. The miscellaneous keys that various property owners may possess are no longer functional. Cahall reported that the Security staff is presently experimenting with a time clock that uses an individual’s fingerprint for identification. This time clock system also has a program that assists with the creation of payroll. The board members agreed that the WRWSD should pay the $640 license fee for one of the two copies of the 2010 Visual Basic software that needs to be purchased.Adjournment: The motion to adjourn was made by Doughman and seconded by Buskey. All were in favor and the meeting was adjourned at 10:15 a.m.

WRWSD MEETNG - Sat., May 14, 2011

President Ron Gloss called the meeting to order at 9:30 a.m. He welcomed recently elected WRWSD Trustee, Prescilla Redick, to the Board.Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider and Mgr. Cahall Absent: noneMinutes: The minutes of the May 6th workshop meeting were approved as read. Gloss reminded everyone that the minutes of all WRWSD meetings are now available for review on Lake Waynoka’s new website at www.lakewaynoka.com.Treasurer’s Report (John Buskey): Buskey reminded everyone that copies of the monthly treasurer’s report are available and that questions are welcomed. It was noted that the details of the April financial report were shared in the minutes just read. By the end of May most of the annual water availability fees and sewer assessments will have been received. At that time a review of the capital improvements plan and the budget will be done to determine which improvements will be made this year.Manager’s Report (Paul Cahall): A contract is in place for the yard reclamation work needed due to the installation of the sewer back up valves last year. If the weather permits, work will begin this coming week. So far about eighty property owners have requested reclamation work to be done. President’s Report (Ron Gloss): Several items shared in the minutes were reviewed. • The problems being encountered with the automatic meter reading system were further explained. The metal lids on many of the meter pits shield the transmission of the signals. In hopes of improving signal transmission the center plugs were removed from the metal lids back in March. These holes will be re-plugged or the metal lids will be replaced with plastic lids once the best solution is determined. Excessive water in some of the pits and the depth of some of the pits also affect the transmission of signals. It is hoped that within a month or so, after the problem with each unreadable meter is determined, action can be taken to correct the problem resulting in an accurate meter reading. • Property owners who believe their yards were damaged from the installation of a sewer back-up valve were encouraged to call the office and ask to be added to the list. • Everyone was encouraged to explore the many informative and useful features of Lake Waynoka’s website at www.lakewaynoka.com. • Property owners were asked to complete the survey included in last month’s newsletter by May 31st. The opinions and ideas shared by the property owners will assist both the WRWSD Board and the WPOA Board in determining those projects and issues which should take priority in the future.

Membership Concerns:

Andy Bilhardt (Lot #453): Bilhardt reminded everyone that the annual OLCA (Ohio Lake Communities Association) meeting will be held at Cinnamon Lake in northeastern Ohio May 25th and 26th. Applications to attend are available at the office (due May 17th).Gilbert Esterkamp (Lot #2004): Esterkamp shared his concerns about the new meter reading system and his need for yard reclamation work to be done.

Adjournment: The motion to adjourn was made by Doughman and seconded by Redick. All were in favor and the meeting was adjourned at 9:45 a.m.

Swimming Lessons for the 2011 Season

The evening set of swimming lessons will be; June 20-23; 27-30 from 5:30 - 7:00. Everyone needs to come on the 20th at 5:30 for screening at which time students will be assigned to class times.

The first morning set of swimming lessons will be; July 5 - 8; 11 - 14. Please note the first week is Tuesday through Friday rather than the usual Monday through Thursday because Monday is the 4th of July.

The second morning set of swimming lessons will be July 18 -21; 25 - 28.Both sets of morning lessons follow these times;9:00-9:45 Advanced Beginners9:45-10:30 Beginner 3 - need to know front crawl, crawl stroke, elementary backstroke, ability to swim laps and work in deep end10:30-11:00 Beginner 2 - needs to know how to float on front and back, front crawl11:00-11:30 Beginner 1 (main pool) - no skills needed11:30-Noon Beginner 1 (baby pool) - no skills needed

Each set of lessons are supposed to run one week, 7 days but since we do not have lessons on the weekend, they are spread across the two weeks.

Lifeguard classes will be given by the American Red Cross Cincinnati Chapter May 30 - June 10. All registration to be completed on line at the Red Cross Chapter class for Lake Waynoka. Participants must be age 15 years or older and will meet from 9:00-Noon on the 30th to compete prerequisites. The swimming pretest includes lap swimming of an accurate American Crawl Stroke and breast stroke, as well as retrieving a brick from the bottom of the 10 foot and swimming with it at the surface of the water. Upon passing these prerequisites, participants will receive a schedule for the remainder of the class.

Guard Start classes will be available July 26 - 28 from 9:00 to Noon. Participants must be ages 11-15 years.

Garden Club to Visit Jaybird Farms

Mark Thursday, June 9th on your calendar as the garden club will be visiting Jaybird Farms. Everyone should be there by 7:00 p.m. We can car pool from the lodge at 6:30 p.m. You don’t have to be a member of the garden club to take this field trip. Just show up and go. Cost for attending is $5.00 per person. This will include an assortment of candies, desserts and other food prepared with herbs and lavender grown at the farm. Located at 3370 SR 134 north of Buford, Jaybird Farms grows beautiful cut flowers, vegetables and herbs. These are sold at local farmers markets and shows. Lavender is their favorite plant to grow. WRWSD Annual Meeting – Sat., April 16, 2011 at 6 p.m.

President Steve Johnson called the meeting to order at 6:00 p.m. He welcomed everyone to the 41st Annual Meeting. He introduced the current Board members (Buskey, Doughman, Gloss, Kirk (ex.), Purdin, Redick, and Rider) and Manager Paul Cahall. He thanked Prescilla Redick and her committee, the organizers of this meeting for ‘a record crowd of 165 people’!

President Johnson shared the accomplishments of the WRWSD over the last year: • The water clarifiers and filters were painted at the water plant. • The installation of a 6” water line which will provide an emergency/temporary water supply from BCRWA when needed was completed. • The 700+ registers installed as a part of the new Automatic Meter Reading System allow the use of a much more efficient GPS based method to provide bills and to organize data related to water consumption at Lake Waynoka. • The clarifiers at the sewer plant were also painted. • Over 700 sewer back up check valves were installed. The WRWSD spent more than $370,400.00 in capital improvement monies during the past year.

President Johnson then acknowledged the three years of service Tim Redick gave to the WRWSD. Tim was presented with a certificate of appreciation. In turn, Redick presented Steve Johnson with a similar certificate of appreciation for his five years as a WRWSD trustee. Johnson thanked the Board for sharing their experience and working as a team to assist him in his role as WRWSD President.

Valerie Bullock, commissioner of elections, then swore in Ron Gloss and Prescilla Redick as WRWSD Trustees whose terms will expire in 2014.

The trustees then retired to the meeting room to elect the WRWSD officers for 2011. They returned quickly and announced the slate of officers: President: Ron Gloss Vice President: Larry Doughman Secretary: Eric Kirk Treasurer: John Buskey Member at Large: Betty Purdin

Gloss noted that the WRWSD Board is now a membership of seven trustees as stated in motion #2010-06 passed on May 7th of 2010. The motion to adjourn was made by Betty Purdin and seconded by Larry Doughman. All were in favor and the meeting was adjourned at 6:20 p.m.
