CHESTFIELD VILLAGE FUN DAY UPDATE Arrangements for the Village Fun Day on Sunday 26th June 2016 at the cricket club grounds are now in full swing! The fun starts from 12pm at the cricket club pavilion in Grasmere Road. This year our chosen charity is the Kent, Sussex & Surrey Air Ambulance Service. Those of you that attended our recent AGM would have heard about the invaluable service that they provide to the wider community. So as well as having fun with your family, you’ll be helping to support this much admired service (which by the way, does not receive government grant). In addition to the various usual fun stalls, games and activities, there will also be an opportunity for you all to view (and possibly purchase!?) the wonderful portfolio of artwork by a very talented local artist named Amanda --- yes our very own parish clerk Amanda !! There will also be an arts and crafts lesson and treasure hunt for the children. As we go to print other things are being finalised…. Our thanks to partner organisations assisting too, such as the Cricket Club, the Rotary Club of Chestfield, and Neighbourhood Watch. To celebrate the 90th birthday of Her Majesty Queen Elizabeth II, we have a limited supply of commemorative medals to those children taking part. (Oh…and there’s a licensed bar for the grown-ups) It’s not too late for any groups or organisations to have a stall of their own – please call Steve on 01227 794289 if you would like further details.

CHAIRMANS ANNUAL MESSAGE 2015-2016

Chairman’s report to the Annual Electors Meeting 21 March 2016 At this very meeting last year, we bade a very heartfelt farewell to Len Claisse who left the council after 16 years in service. Len was presented with an engraved vase to thank him. He is still very active as a Neighbourhood Watch coordinator, and does pop up from time to time to keep us on our toes !!!! In April, the residents of Fairlawn applied for us to provide planters for them to maintain and upkeep, as had been done very successfully with those tended by The Leas residents at the playpark. Little were we to know that we would experience even worse delivery problems than we had with the first lot ! Little did we know that this particular drama was to run and run – as you’ll hear later. Sadly, too, in April, the youth club closed down due to lack of numbers and sustainability. May saw the four yearly parish council elections, which were returned un-contested. Eight councillors were elected as unchallenged and there was one vacancy, that left by Len. I was honoured to be asked to be your Chairman for another year – a position that I am proud to hold. The planters for Fairlawn still hadn’t turned up. As you know, we are lucky to have a very active Speedwatch team in Chestfield, and we took receipt of our new all-singing, all-dancing speed gun in May – we even managed to recoup some of the monies spent by selling our old one to Blean parish council. June was a fairly uneventful month, and was very much business as usual – although my vice chairman Chris continued in his war on fly tipping at Molehill Road. This can be a thankless task, and due credit must go to Chris for his tenaciousness and patience in tackling this issue. The environment is something that we care for very much. The planters for Fairlawn still hadn’t turned up. In July, and with the impending Bodkin Farm inquiry looming, we looked at a damage limitation strategy to look at what would be best for the village should the original decision of refusal be reversed at Appeal. More of this later, but sadly the planters for Fairlawn still hadn’t turned up. Andy Rabey joined us in August to take up the vacant position on the parish council, and he has quickly become a very active member of the council and I would like to thank him for picking up the ball so quickly! August also saw the opening of the public enquiry at the Guildhall. Due to work commitments I was unable to attend every day, although Amanda attended along with several residents from Maydowns Road, and recorded very comprehensive notes from the sessions. I did manage to attend on the final day of the enquiry where I was afforded the opportunity to make a short representation on behalf of the parish council.

All relevant notes and documentation can still be viewed on the parish council website if required. Following the appeal, where we learned that Canterbury City Council will only allow a local connection criteria to be applied to tenants of affordable housing on rural exception sites (Bodkin Farm would not have been classified as one), Chestfield parish council resolved to lobby Canterbury City Council to introduce a local connection criteria in new developments with a sizeable element of affordable housing. We felt that if a village is having to absorb development for the benefit of the district there should at least be an element of the affordable homes for its own local people. We also held our first village fun day at the end of August, where we managed to raise just over £900 for local ‘John Graham Trust’. We are already arranging our next one to be held on 26th June to coincide with Her Majesty’s birthday celebrations. The planters for Fairlawn did not turn up! September saw the 100th edition of the parish magazine. The magazine has proved a great communication tool for the village, and we invite contributions from all. Sadly, Joe Hunter resigned from the council. I would like to put on record my thanks on behalf of the parish council for his efforts during his time with us. We were also advised that the Canterbury District Local Plan Inspector had instructed Canterbury City Council to find more land availability for housing. You will now all be aware that this now includes Grasmere Pasture. Did the planters arrive in September? Well in short – NO – but we were told that they were now ‘in the mould’….not totally reassured by this, we insisted on a photo from the manufacturers, or we would cancel the order. October saw us setting our budget for 2016-2017 and planning for future projects. We continue behind the scenes to strive for environmental and highways improvements for the village. Whilst wheels sometimes turn slower than some people might like, we are tenacious if nothing else, and often don’t take ‘no’ for an answer. And oh, despite the summer being over, the Fairlawn planters arrived! The Clerk and resident Cathy Wegener therefore decided that rather than a summer display the contents would have a more Christmas type theme. They looked lovely.

In November the Clerk rang me one morning and asked if I was sitting down. She explained that the appeal for the Bodkin Farm development had been dismissed by the Inspector. The main reason given was the green gap designation and policies. We were subsequently humbled by the number of thank you emails, cards and letters received.

But celebration was short lived as we heard that Grasmere Pasture was presented as a site for up to 300 dwellings and an area of commercial space. Whilst the site is not in the parish and by virtue of this we are not statutory consultees, the parish council uploaded an objection to the site being included in the draft Local Plan and an objection to a pre-application application subsequently lodged. We also gave advice to many residents of both Chestfield and Whitstable on how to do their own representations to Canterbury City Council. December saw our usual Christmas activities, with the annual carol service and now-infamous Christmas lights competition. It is always a pleasure to be involved in both, and is something we look forward to each year. We must be doing something right, as we received no less than four applicants for the vacancy created by Joe leaving. Due to this, both Eileen Watkins and Adrian Young took the magnanimous decision to step down from the parish council so that we could bring in some new councillors. I would like to thank both Eileen and Adrian for their efforts and contribution during their time with us. January saw a very successful ‘thank you’ buffet held at the Cricket Club for our village volunteers. We have magazine distributors, neighbourhood watch co-ordinators, speedwatch volunteers and others who help in varying capacities and we hold this small function to thank all of those that contribute in some small way in making our community like it is. Due to the number of applicants for the vacant position, we decided to hold informal interviews with all candidates. All proved to be strong candidates in different ways, and we had a dilemma in which to choose. I would like to stress that we considered them all winners. All households have received a Housing Needs Survey via the rural housing enabler, to try to get informed evidence of any housing need in the village. The final report is awaited and will form part of our future focus. At last week’s parish council meeting, we co-opted two new councillors, Paul Clayson and Pat Gibson. We intend to co-opt Philip Lennard to the final vacancy at our April meeting. We are confident they will be useful and welcome additions to our team. Remember that desire for local people to get priority over local rented affordable homes? Our Clerk has managed to get 19 of the district’s 26 parish councils to also write to officers and councillors of Canterbury City Council in support of a new policy, and we have been advised that a report is going to Members in June for discussion.

I am proud to be Chairman although I am just one of a team of hard working councillors. Steve Bailey, Chairman, Chestfield Parish Council 2015-2016

This year, once again, each Councillor has written a small description of their duties and responsibilities, as follows: Cllr Chris Brealy – Vice Chairman I have been involved with environmental issues again this year: the reporting and recording of repeated instances of fly tipping in Molehill Road. I installed two posts on land next to the West Brook to prevent lorries fly tipping there. I have been active in the recording of flooding on the Old Thanet Way and this issue was highlighted at the Bodkin Farm Appeal Enquiry. I also helped prepare the Rugby ground for our inaugural Funday in August 2015. Cllr Tricia Chapman There have been quite a number of queries relating to tree issues this year which I have been happy to help with! I am keeping a watching brief on the spread of Chalara- Ash die back and suggest that if anyone would like to find out information too, then www.forestry.gov.uk › ashdieback is a good site to visit also, the Woodland Trust are carrying out surveys to analyse it's progression! I would also, like to reiterate that we don’t receive notifications of tree works in the village anymore and so unless specifically requested to do so we no longer visit residents to discuss their applications. With this in mind, It is important to check if your property is in the conservation area in which case Canterbury City Council would need to be notified. In order to enhance our environment it would also be preferable if trees were replaced and any tree debris disposed of responsibly. Cllr Chris Ellis During the last year I have been pursuing two goals. First the work to consolidate the History Society has led to both the successful Chestfield Calendar, which will be repeated for 2017, and the history-focused new short village walks that are being publicised in future parish magazines. Second I am working with the Residents Associations of five unadopted roads to see how they can collaborate on mutual interests such as pot hole filling and lobbying for road friendly services such as smaller refuse wagons. In the

coming year it may be possible to grow both of these, involving more young Chestfield residents in History projects and steadily strengthening Residents' Associations in the skills of negotiating with public agencies and collaborating together.

Cllr Neal Fowler My first year of service to the Council has been enjoyable and exhilarating. Planning - The workload involved in fulfilling the obligations of the planning reference has, I will admit, somewhat surprised me. I hadn’t realised that so much went on in the village. In the past 10 months alone there have been 56 local planning applications to review, 12 of which have merited expeditious input, (by way of meetings with concerned neighbours and/or formal comment/objection to Canterbury City Council Planners) in a bid to ensure that our community’s voice is heard and influence is brought to bear to support sustainable, safe development which remains in keeping with the village environment that we all so greatly appreciate.

Neighbourhood Watch - With support and assistance from so many volunteers we now have 31 roads in the village benefiting from membership of a NHW scheme - but there is still more that we need to do to protect our community from the increasing risk presented by thieves and scammers. There are for example still large areas of Chestfield that are not covered by NHW. Since May last year my monthly updates to the Council have warned of no less than 33 scams, several of which have been used to target and defraud members of our community. A page on the Parish Council website now provides information about scammers’ tactics and prevention measures to reduce the risk of becoming a victim. Both as a Councillor and Vice Chair of the Canterbury & District NHW Association I was also pleased to have been able to support the first Chestfield Village Fun Day held in August - which incidentally resulted in creation of a new NHW scheme for Share & Coulter Road. Parish Plan - With our existing Parish plan reaching the end of its useful life I wholeheartedly support the Council’s decision to produce a new plan during 2016/17. To date I have enjoyed the opportunity to utilise some IT knowledge and experience in assisting the drafting/testing of the trial survey - required to progress the first phase of this important emerging project. And I look forward to further involvement in production of the full survey and analysis of the results throughout the forthcoming year.

Cllr Andy Rabey I have been a Parish councillor since May 2015. I live in the Parish and have attended all Parish council meetings. Since being co-opted I have tried to involve myself in many parts of Parish life. I have designated responsibility for Policing and assist in assessing Planning applications. In terms of Policing , I have met with the PCSO, the neighbourhood Sergeant and Special constable for the area. I have had two meetings with the District commander and attended meetings delivered by the Police and crime commissioner. I have provided advice on rogue traders, tackling graffiti within the Parish and assisted in gaining Police support to the Speed watch team. I have also forged links with the litter enforcement officer for the area, and had meetings with him to discuss action against fly tipping. I have arranged for an adult cycling scheme to be run in the area, hosted and funded by KCC and also an input by Project Salus at the Parish council meeting on community restorative practise. I have attended presentations from Highways, and Canterbury city council with regards to proposed changes to parking processes in Canterbury and Whitstable. Looking ahead I am keen to establish stronger processes for tackling fly tipping, ASB, and assist in developing stronger community cohesion for the parishioners of Chestfield. Cllr Patricia Gibson, Cllr Paul Clayson and Cllr Philip Lennard We welcomed new parish councillors Patricia Gibson and Paul Clayson to the parish council when they were formally co-opted at the 14 March 2016 parish council meeting. And our final vacancy was filled by Cllr Philip Lennard when he was co-opted at the April parish council meeting.

Register to be enlightened

For the last few years there have been warnings that we could soon experience power cuts if winter weather causes surges in demand that can’t be met by production from our aging power stations. The risk of a planned outage is small but power cuts do affect communities every year as a result of the weather, faults and damage to the electricity network. UK Power Networks maintain and service electricity lines and cables that supply us all with power. They also have responsibility to provide extra support for certain vulnerable groups in the event of a loss of power, and maintain a Priority Service Register to assist them in doing so. Those on the register can: call a priority number 24 hours a day if they experience a power cut; obtain regular text message updates about the situation; and become eligible for support from The British Red Cross during an emergency. Councillor surgeries for residents Ever wanted to speak informally to a parish councillor? Following a successful trial, Chestfield Parish Council has ‘councillor surgeries’ for residents just prior to the regular parish council meetings. Come along informally between 6.30pm and 7.30pm to the WI hall in Chestfield Road to voice any concerns or give any comments to a councillor – on 13 June, 11 July, (no meeting in August – summer recess), 12 September, 10 October, 14 November and 12 December 2016.

Community Survey for Chestfield Many of you may remember the survey to all households in 2004 which culminated in the Parish Plan document of 2006. From May, the parish council is going to lead a repeat of this Community Survey to refresh the original document and highlight the good and bad about living here and find out local people’s views on what future changes are needed to improve that area, and what residents want from and for the community. PLEASE take the time to complete this survey. Your views are important to us! And do not confuse this second survey with the Housing Needs Survey delivered to you all in February 2016 – they are different with different aims and outcomes. What you tell us, will steer the initiatives that the parish council will strive to achieve over the next five years. Change is perhaps inevitable, but an appraisal gives you the opportunity to influence that change, and work towards a thriving community for present and future generations. Whilst your comments will be kept confidential we will publish the final report.

Pedestrian crossing / traffic island refuge along Chestfield Road Ahead of the village survey, we wanted to remind you about previous efforts to achieve a pedestrian crossing or traffic island on Chestfield Road. This had been a priority request by residents in the 2004 village survey. In 2009, after discussion with highways, sketches and rough costing were undertaken, for either a zebra crossing or a pedestrian island at the WI hall on Chestfield Road. Lack of funding meant neither scheme went ahead. The parish council revisited the idea in 2012, and resolved to offer match-funding with Kent Highways. Kent Highways Officers considered the following two options, but agreed to neither. Firstly for a scheme at the WI hall location - - There is a pavement ‘to nowhere’ on both sides of the road - A scheme would lose all the parking in the area and parking is needed - There is no accident history to justify this - It is a nice idea but there are not enough pedestrians to warrant the

expense - Consultation with affected residents would be required and was not likely

to prove favourable Secondly, for a scheme at the play park:

- There is not enough demand - A lot of users travel here by car - It would not be a value for money scheme.

The suggestion that a traffic island might work at a location near Primrose Way, was also explored by a technical engineer but several residents’ drives meant this could not be achieved, plus the problem of no pavement/footpath on the St Joseph’s Church side so the crossing would be criticised as the crossing to nowhere.

Looking for a cheap day out with the kids this summer? The beach or countryside is always a good option when the weather is fine, and our own village walks provide plenty of scope for variety - (see www.chestfieldpc.kentparishes.gov.uk/default.cfm for full details) but what if it’s a bit grey or chilly? A good option is a visit to the Kent Firefighting Museum, which has recently relocated in the open area to the rear of the Woodlands Garden Centre, Ash Lane, Ash, near Sevenoaks TN15 7EG (off the A20 between West Kingsdwon and Wrotham) . It’s open five days a week from 10am to 4pm (closed Mondays & Thursdays) and entry is free (although a donation is appreciated). See a restored 1897 horse-drawn steam fire engine and a real fire engine for the children, helmets, equipment and many more exhibits in the museum building. Children & Families Minister for St John’s Hello! My name is Naomi Smith and I was appointed as Children and Families Minister for St John the Baptist Church, Swalecliffe back in September 2015. I live in Teynham with my husband, Toby, and I have really enjoyed getting to know Chestfield and Swalecliffe and all that goes on here. My role as Children and Families Minister has so far primarily been about getting to know the local community.

I go to Swalecliffe Primary School once a week to hear children read, lead singing assembly and run a drama club after school. I have organised events for local children, the first big one being a ‘Valentines-Pancake Party’ in February, which was great fun. My first big task on the job was to organise and help lead the Christmas crib services. This was a lot of fun, with children dressing up as nativity characters, helping us set the scene for Christmas. I have been leading the music for baptism services and Village Praise for Swalecliffe, helping lead Parade Services with the 6th Whitstable Scouts and I also helped them complete their Faith Badge. I organise and put together Café Church which is a relaxed and safe way for people to explore their faith and enjoy each other’s company over a cake and cup of something - this is held in the Church Centre every first Sunday of the month from 4-5pm. With all of these things, I have certainly been kept busy! My background is in performing arts. I graduated from the Musical Theatre degree course at Guildford School of Acting in 2013 (where the likes of Michael Ball, Bill Nighy and Celia Imrie trained). Preparing for marriage, though, I decided that the lifestyle of an actor with the unsociable hours that goes with it, wasn’t going to work; that I wanted to actually see my husband-to-be, so with a qualification in dance teaching, I became self employed as a performing arts teacher and still do this when not working for St John’s. Life is certainly busy but buzzing, and I really hope that soon, the amazing team of volunteers who give up so many hours for me and my mad plans, and I, can connect with you and your children and grandchildren. We hope to provide a positive environment for them to have fun in and perhaps to learn a bit about what the church’s place is in this community. Reference, ‘Does anybody know where these houses might be today?’ - the photo of The Leas on the front of the March 2016 Parish Magazine.

A reader replied, certain that the two similar houses in the centre are on the corner of the northern end of The Leas opposite Fairlawn where the road bends round to join Chestfield Road.

They have both been greatly extended, but the porches still exist as do also their chimneys. The right hand house we believe to be ‘April Cottage’. Looking at the houses from across Fairlawn, it is much clearer. In George Reeves original plan, The Leas was intended to be Orchard Walk and began in The Drive. Probably about 1930, the proposed Orchard Walk was laid and renamed The Leas - as in the photograph. With more houses being built, the road layout was altered and those in Green Leas and Fairlawn were probably constructed at this time. Polo Way was also laid at the southern end cutting off the rest of The Leas from The Drive. In the photograph, the newly constructed road runs straight, with no kinks, until bending to join Chestfield Road. Fairlawn, we think, was then the bend. On the left of the photo and in the distance beyond the mock Tudor house by the oak tree can be seen two other houses. The left hand house still has three dormer windows in the roof and we think is the house on the corner of Ridgeway. Next door is the other Reeves built house, now much altered and extended, but some features remain. Recent large scale development to eastern Chestfield involved the remaking and opening of Polo Way to Chestfield Road and linking it to the new development. The Leas was partially extended the other side of Polo Way providing more housing, but remains a cul-de-sac not joined to The Drive except by footpath with the original beginning of The Leas a short cul-de-sac – Leas End. Spare a thought! – Letter from a speedwatch volunteer Our Parish Speedwatch is manned by volunteers who are passionate about keeping our village safe from speeding motorists. As such they could do without the hassle that they are occasionally subjected to. Like being shouted at to move further up the road, which presumably meant to Radfall Hill. Unfortunately the police would not sanction our use of the entrance to Radfall Ride and as we don’t encroach onto private property all other locations have been considered unsafe. Safety of the volunteers being paramount, Dukeswood is the only available location but this doesn’t resolve the problem of monitoring speed down the hill. We have also had a woman who DEMANDED the film out of ‘our camera’ as we didn’t have her permission to film her or her car. Trying to convince such a blinkered person, that our Speed Indicator is not a camera and that the all of the recording is done by the volunteers, is both difficult and time consuming. All of us that volunteer for the Speedwatch sessions would welcome more recruits to help spread the load. Equally instead of hassle we would welcome any constructive comments that will help us improve the service that we provide towards making our village a safer place to live Speedwatch in Kent - Kent Police have published the following performance data about speedwatch in Kent. In the four years (2012 to 2015 inclusive):

o 83% of speeding vehicles generating advice letters from multiple observations did so in the same Speedwatch scheme (Note: previously reported observation from 2012 & 2013 data).

o 86.8% of the vehicles observed speeding once were not detected again by any CSW scheme in Kent in the next 12 months.

o 89.8% of speeding vehicles that generated a first advice letter did not generate another from Kent’s CSW in the next 12 months.

o 1.35% of observed speeding vehicles generated a second or subsequent advice letter from Kent’s CSW in the next 12 months (98.65% didn’t).

o 5.2% (1 in 19) of vehicles observed speeding were high-end offending (50%+ over the speed limit).

o 1 in 1,421 (0.07%) vehicles observed speeding once then generated four or more letters in the next 12 months.

Kent MS Therapy Centre Volunteer Recruitment Day Saturday 11 June The Kent MS Centre is holding a Volunteer Recruitment Day on 11 June from 10am to 3pm – could you be interested in volunteering in the local community for a good cause? The Kent MS Therapy Centre supports people with MS across Kent by providing Complimentary Therapies and support to them and their families and carers. Therapies range from physio to hot stones massage, hydrotherapy and oxygen therapy. The Centre has a small team of full and part time staff but relies on the support of volunteers to help out in areas ranging from running the onsite Charity shop to serving refreshments at events, selling raffle tickets, to monitoring the Oxygen chamber. The Kent MS Therapy Centre is completely self-financing and relies a lot on the support of the community, local businesses and organisations to help achieve its aims. Whitstable area (from Seasalter all the way through to Swalecliffe) will

be holding garage sales on the same day: Between 11am and 3pm

people will be making money out of their unwanted stuff and helping

raise money for the Whitstable Umbrella Community Centre. The idea

is simple, people donate £5 to be part of the "jumble trail" and in

return the details of their garage sale is distributed to people who

want to go walking or driving around the town picking up a bargain.

Parish Planters It was two years ago that the first of the Parish Planters appeared on the Village Green and on Green Leas. The idea was that the Parish Council would provide the materials and allow interested residents a small initial budget for initial plants. From then onwards resident groups would tend and care for all future plantings and their development. Our group of Green Leas Gardeners would be the first to say that we are still learning with regards to creativity and year round maintenance of colour. However, we do try, and through a judicious use of grasses, lavender and a cordylline for structure, and bulbs, geraniums and summer bedding plants for colour the Village Green planters have generally been thriving. The lower planters closest to the play park have a sensory theme hopefully to appeal to a younger audience. These include plants like chocolate cosmos (yes the leaves do smell of chocolate), Nigella (Moody Blues) with their intriguing seed pods to rattle, cherry tomatoes to taste and sunflowers for fun! We are grateful to all those who give their time to tending, watering and over-wintering tender plants. Some of our plants are grown from seed with the annual Transition Town Whitstable Community Seed Swap being an important source for ideas and fresh seed. There are planters on the Village Green, Fairlawn and Green Leas. Do visit and enjoy them.
