Planning Considerations

• 1 coach per every 12 shooters on the roster.– WTBN will inform EVERY unit on required numbers

• Table 1 Qual Day (Wed) 1 verifier for every 12 Shooters.– WTBN will inform EVERY unit on required numbers

• Table 2 Qual Day (Fri) 1 verifier for every 8 Shooters. - WTBN will inform EVERY unit on required numbers

• Corpsmen will be assigned during NF brief according to size of unit firing.

• Coaches must carry a copy of their current card or BTR, while coaching.

• Largest unit on each range will be assigned to provide one GOV. to serve as the safety vehicle on the range. (NO POV’s allowed on the range)

• Shooters will park in the shooters parking lot only, any vehicles parked outside the parking lot behind the steam plant, along the road in front of the PX, the armory parking lot, or behind Maggies will be ticketed/towed.

• All chow will be picked up daily whether the unit leaves early or not, and each Marine will be issued a chow that is on the meal roster. Marines will be turned away from the chow hall on Mondays.

Planning Considerations(Cont)

• All Marines pending psychological appointments or drug infractions, need to be briefed to range RSO/OIC prior to the firing day.

• Gloves can be worn. Glove type is only: light OR, and ISSUED hand pro. Gloves will be worn as designed, no cutting off of fingers is authorized.

• Verifiers will report to the S-3 classroom (Building RR11) NLT 1300 on Tuesday (Training Day 2) for a verifier brief. Wednesday and Friday they will report and check in to their respective range house no later than 0530.

• Verifiers cannot be shooters. There will be a Certifying Officer assigned for every KD range.

• No drinking of alcohol – to include NF’s 8 hours prior to firing

• Eye (issued eye pro/glasses only) and Ear Protection will be used at all times.

Check in Procedures

Step # 1: Submission of Electronic detail roster.Mr. Curci @ 910-440-2918 [email protected]

• The Non-Fire will(NF) e-mail the detail roster to the Weapons Training Battalion S-3 [ON TUESDAY] PRIOR TO CHECKING IN ON WEDNESDAY, (the week prior to firing). You have to have your coaches and verifier names on the detailed roster along with your shooters information.

• The Form to be used is located at:

• This form is not to be modified and must be submitted in the [Microsoft Word] format only, (PDF’s and excel documents will not be accepted).

• The E-Mail that you send MUST BE ENCRYPTED!

• If you are unable to send this e-mail encrypted, you will need to bring an electronic copy of your detail roster with you on a CD.

Check in Procedures(Cont.)

Step # 2: Check in Wednesday prior to firing week w/

Mr. Curci and the Armory.• The NF will report to the WTBN S-3 on Wednesday the week prior

to firing, between 0700 and 1100 with the following:

- Hard copy of the unit’s detail roster with the Commanding Officer’s signature (Separate page).

- Hard copy of the Letter of Authorization signed by the Commanding Officer that will allow the NF to sign for ordnance custody receipts.

• The letter of Authorization can only be signed:

Commanding, or Acting, (By Direction is not accepted)

• The NF will receive blank ordnance cards and additional armory procedures from the WTBN armory staff.

Step # 3: finalize S-3 check in & Turn-In Weapons Friday prior to firing week start w/ Mr. Curci.

• The NF will report to WTBN on Friday (Base Units on Thursday) prior to the firing week, starting at 0700 with the following:

– All shooters assigned to the unit’s detail and their weapons.– Shooters must turn in their own weapons with a Military ID card or they will

not be allowed to shoot the following week. Any exception is case by case.– Only the NF will be allowed to turn in Stock weapons.

• NF’s will check in with S-3 and make any last minute corrections to their rosters and received a stamped final copy of rosters prior to turn in at the armory

• The armory will not accept any weapons into the armory until all required paperwork is correct and you have a WTBN S-3 stamp on your detailed roster “Finial detailed roster on Friday”.

• Upon completion of the weapons turn-in, the NF will turn in LTIs, PFIs, and Preparatory Training Letters (with the Commanding Officer’s Signature) to WTBN S-3.

• NF will proceed to security to check out vehicle pass.

Armory Check-In Procedures

• The Detail Roster is a “Letter of Transmittal” and a “Range Detail Roster” combined into one, signed by the units Commanding Officer. NOT CHECKING IN COULD GET YOUR MARINES DROPPED FROM THE DETAIL

– Ensure the most up to date detail roster have been accepted and approved by the WTBN S3 and Armory. It is the NF responsibility to ensure that the roster is 100% accurate prior to turning weapons into the Armory at WTBN. NF’s will be allowed to make changes to their electronic rosters with Mr. Curci in the WTBN S-3 prior to turning weapons in to the armory.

– If there is an error on the roster during armory turn in that shooter will be turned away and dropped from the roster.

Armory Check-In Procedures (Cont.)

•10% of weapons and RCOs/optics brought to Stone Bay must be stock weapons. You must have 10% stock weapon for each weapon system you have (i.e. M4, IAR, M16A4)

•Ensure your shooters do not remove any optics or modular equipment from the rife. All serialized gear will need to be verified when turning in weapons during the fire week before the SNF is departs the armory.

•Weapons draw times will be briefed by the Armory SNCOIC when you turn your weapons in on Friday.

•Bring 2 inch masking tape when you check your weapons in to the armory for WTBN rack number assignment.

Billeting Procedures

electronic detail roster, one weeks in advance, personnel must be broken down by Male/Female.

• [Units that are requiring billeting must cc the WTBN S-3 section [email protected] when they send email traffic to Mr. Moland.]

– When a unit emails Mr. Moland they need to include what week they are shooting, the number of males and females that need billeting, what unit that they are with, and a good point of contact number.]

• Units failing to check in after initial check in, will need to arrange for transportation to and from their units every morning, during the firing week.

****Units residing in the barracks will bring their own linen, toilet paper, and all cleaning supplies.****

PREPARATORY TRAINING

• Preparatory training for Table 1A and table 2 ART WILL be conducted by your unit’s Combat Marksmanship Trainers (CMT) prior to arriving at WTBN.

• Your Unit’s Commanding Officer must certify that your unit has completed all preparatory training requirements prior to your unit’s arrival at WTBN.

• WTBN will provide preparatory training for all Marine Corps Base units. (ex. SOI-E, MCI-East)

EARLY RELEASE LETTERS

• Early release letters from your unit are request only and WTBN reserves the authority to deny any request.

• All request have to be in standard Naval Letter Format.• All early release letters must be signed by your unit CO.• No shooters will be released on qualification days or if the

range has 4 relays.• All early release letters must specify in clear terms why this

shooter must be released. This reason should be more than substantial than an “Operational Comment”

• All early release letters will be screen on Monday “T-1” by WTBN S-3 at 0800 in the S-3 classroom, after all release letters have been initial screen by WTBN S-3 they will then be further reviewed by the Range OIC for feasibility of support. After the Range OIC conducts the final screening all early release letters will be brought up to the WTBN S-3 for approval. Once the early release letters are approved the NF will take one copy to the armory and one copy to the range OIC.

• KD Qualification (Training Day 1 – Training Day 3)• Once your unit reports to WTBN on Training Day 1 (Monday), we are

responsible for the accountability of your unit.• Once NF and unit have drawn weapons from armory, they will proceed to

assigned range and check in w/ numbers prior to leaving to pick-up chow.

• Once NF has returned from picking up chow, they will receive a NF brief that covers the following:

with assistance from the coaches. No shooter will be permitted to qualify on Monday and Tuesday.

• Monday morning: All shooters will receive the MANDATORY Range Safety Brief / Range Regulations and Procedures Brief.

• SHOOTERS NOT PRESENT FOR THE BRIEFS CONDUCTED ON MONDAY WILL NOT BE ALLOWED TO SHOOT FOR THE WEEK!

- All shooters will fire for score.

- Shooters will not receive coaching and their score will be recorded on the firing line and in the pits.

- Shooters who fail to qualify on Wednesday will not return to their units, but will remain for remediation in the ISMT, working parties and the UNQ relay.

- Shooters who qualify will report back to their assigned range on Thursday for Table II training.

•Training Day 5 (Friday) Table II qualification: - Shooters will not receive Table IA and II qualification scores until they have qualified on Table II.

- Shooters who do not qualify on will be afforded a second opportunity to qualify. If they qualify on that attempt, they will receive a maximum score of 250 regardless of the score they received for Table IA on Wednesday.•Shooters who fail to qualify on Table II the second time will return to their units for further remediation and return on a future detail in order to re-shoot Table II.•Shooters will received an UNOFFICIAL score on Friday prior to leaving. Once the Electronic score cards have been run through the SCAN-TRON, the official score will be run in MCTIMS and published by WTBN S-3.•Check out day: That morning you will pull all weapons out of the armory including stock weapons and stage gear outside billeting before moving to the armory to draw weapons. Plan on having gear guards to watch gear and stock weapons.

Contesting Scores

SHOOTERS WHO QUALIFY WILL TAKE THEIR SCORE but, will have the opportunity to contest their score to the Range OIC/SNCOIC and the final decision is made by the WTBN Gunner!

If the shooters score is more then a 5 point difference, drops to a lower badge or, he/she is UNQ they can contest their score, otherwise NO.

COACHES,VERIFIERS, CORPSMEN, GOV’s

• If a unit fails to provide the correct number of COACHES,VERIFIERS, CORPSMEN, GOV’s and assigned individuals or tasks, that unit could be in danger of being dropped from the range and that units score will be held by WTBN.

MEAL PLAN

• Monday: breakfast, lunch, dinner

• Tuesday – Friday: breakfast, lunch. Evening Dinner can be eaten at the Stone Bay Dining Facility.

• Weapons Training Battalion will process and coordinate meal requests for all meal card holders firing.

* Breakfast cannot be picked up earlier than 0530.

NON-FIRERESPONSIBILITIES

• Paperwork and check in/out procedures

• Ensure all shooters are present and accounted for at all times.

• Weapons accountability is continuous!

• Sergeants and below will march from the armory to the range and from the range to the armory - keeping on the right side of the road.

• Check in at the range house with the number of shooters for the day.

• Ensure shooters listen to and follow all commands from range personnel.

NON-FIRERESPONSIBILITIES

• Ensure coaches are performing their duties.

• Ensure no shooters leave the range until dismissed by the RSO at the completion of firing for the day.

• You are required to remain on the range at the firing line. IT’S A LEADERSHIP THING!!!

• Cell phone usage is limited to NF’s Only. Shooters are not permitted to have cell phones on the firing line or in the pits.

• Pick up box chows. Ensure to check out with the RSO prior to departing the range to pick up meals.

NON-FIRE RESPONSIBILITIES

• Ensure all trash is bagged an disposed of in the brown dumpsters only. There will be no trash from the barracks thrown in the contractors containers between the barracks.

• Smoking is allowed in designated areas only. There is no smoking inside of any building.

• All shooters will park in the shooters parking lot only.

-Do not use the parking lot to clean out your vehicle. WE WILL BLOCK THE PARKING LOT UNTIL IT IS CLEANED UP BY THE SHOOTERS!

Staff Non-Fire Responsibilities:

•Check in time is 0500 daily• Coaches• Corpsman (with required gear) (if assigned)• Safety vehicle and driver (with required gear) (if assigned)

•Have the info for logging your dropped shooters (Last 4 EDIPI, Rank, Name, Reason) readily available when you check-in at the range house.

•Assigned range is your appointed place of duty. Approved Reasons for leaving range:

• Pick up chow • Escort dropped shooters • Attend required briefs from the S-3.

•Check out with range RSO/OIC ANY time you depart range

Staff Non-Fire Responsibilities: (Continued)

•Provide your shooters with 10% extra range data books, eye pro, ear pro, TP for the heads, CLP, and rifle cleaning gear.

•Assist the RSO with safety on range. Police your shooters.

•Enforce all uniform and grooming standards. Any deviations from standard grooming and uniforms must be cleared through WTBN S-3.

General Friction Points:

•Safety vehicles are not to be used for picking up chow.

•Do not use MTVRs (7 tons) as safety vehicles.

•If a shooter is UA at the completion of weapons draw for his/her unit, they will be dropped.

Range Check Out procedures:

•Staff Non-Fires are responsible for maintaining security of your stock weapons on the range on check out day. Post a watch as req’d.

•Check out sheets will signed by the RSO AFTER scores have been announced and contesting is complete.

DAILY POLICE OF BATTALION AREA

• Daily police of the battalion area will commence once each range secures from firing. Areas to be policed will be assigned to each range and rotate daily. Areas to be policed are:

– Range Road (Charlie Range to Multipurpose Range)

– Armory area and road leading to shooters parking lot

– The shooters parking lot

VEHICLES

• Tactical vehicles and buses will stage in the gravel parking lot adjacent to the Armory and the Multipurpose Range. There is no parking along Range Road.

• No vehicles will park at the bank located by Stone Bay’s Front Gate.

SAFETY

• Safety violators will be dropped from the range. Justifications for dropping a shooter are, but are not limited to:

– Any violation involving the 4 Safety Rules and 4 Weapons Conditions

– Repeated violations – Failure to obey range regulations or range personnel.– Integrity violations– Poor situational awareness resulting in unsafe conditions

• Pregnant shooters must have written permission from their Commanding Officer and Medical Officer in order to fire.

• Females that need to breast pump must bring all items, WTBN will provide the location to conduct it.

• There will be (3) Duty Corpsmen per range

HIGH SHOOTER

• The High Shooter from each range for Table I will be identified and a certificate will be presented prior to the start of Table II live-fire training.

• The Tables I and II High Shooter’s information will be published in The Globe.

CHECK-OUT PROCEDURES

• Obtain a check-out / critique sheet from the WTBN S-3 Section.

• Check out with all applicable sections.

• Fill out the critique sheet completely to provide WTBN with your assessment of all services that were provided to you. You must fill out all comment sections. We want your comments, good, bad or indifferent.

• You will return your check-out / critique sheet to the WTBN S-3 Section once your unit is ready to depart Stone Bay.

CRITIQUE SHEETS

• The critique sheets are routed through the WTBN Command and are used to:

- Correct deficiencies.

- Identify trends.

- Give praise where appropriate.

- Recommend changes if necessary.
