ABS COURSE IS A SUCCESS

The ABS (About Boating Safely) class held on February 18 was well attended by the

public, including a good number of young students.

The course was held in the Fire Department Training Room in the Emergency Services

Complex, Commerce St, Manning. Intensive advertising by local newspapers in Santee,

Manning and Sumter and posters in various businesses helped make the public aware of

the class.

All the instructors did a great job and there were many compliments about the course

by those who attended. A number of people, including the teenagers, commented on

how much they learned from the course and were glad they had come.

A Note from the Flotilla Commander Joe Livingston

mail to: jlivingston@super-sod.com On February 18, the flotilla presented the ABS course to 18 people at

the Clarendon County Emergency Services Facility in Manning. All

who helped conduct the course are to be commended for a job well

done. Bravo Zulu to Don Carty who did an outstanding job in taking

the lead and to Sue Carty and Ellen Newman for helping to put the

project together. Thanks also to the instructors, John Owen, Perry

Moses, Jay Dahlgren, Ron Cunningham, Joe Newman, and Don

Carty, who did a great job teaching the course. The ABS course, along

with the Auxiliary‟s other boating safety and education courses, is an

important tool to help educate boaters, especially “new” and inexperi-

enced boaters, about the safe operation of their watercraft, and we should use it often. No doubt

countless lives have been saved and untold misery averted by the Auxiliary Instructors that

have presented these courses through the years. Another boating season is coming up fast so

let‟s “talk it up” and begin stirring interest for another course soon.

On March 2, the Men‟s Sportsman‟s Supper was held at the Sumter Baptist Temple in Sumter

and the flotilla was present with a public awareness booth. Thanks to all who helped man the

booth and thanks to William Hayes who took the lead in coordinating our participation in the

event. This kind of event presents a great opportunity to “fly the Auxiliary Flag” and promote

safe boating to a large group of folks that spend time outdoors and on the water.

These events are a great fit for our public awareness mission. Look around you and try to find

similar types of functions where we can man a booth and put more boating safety information

in the hands of the public. Bring your suggestions to the next Flotilla meeting or, if it can‟t wait

that long, call me and we‟ll get it covered.

FC REPORT (Cont’d from page 2)

On February 26, your OPS (Operations) group conducted a final boat crew training drill in preparation for the Qualification Exam for our boat crew candidates. Perry Moses FSO-OP did a great job of coordinating the drill and setting up the training evolutions. Flotilla facilities Miss Ally, coswained by Perry Moses and crewed by John Owen, Master Chief, coxswained by COMO Jay Dahlgren and crewed by Don Carty, and Reel Thrill, coxswained by yours truly and crewed by William Hayes, provided the platforms for the drill. The QE will be scheduled for mid-March. Veteran boat crewman Larry Odom will be re-qualifiing, and Richard

Behling, Sep Harvin, and Bob Young, will be qualifying for the first time. All these men will be great additions to our OPS group. Wish them luck!

We are well underway and things are going well in 12-1! Let’s keep up the momentum! SEMPER PARATUS!

Congratulations to Don Carty for coordinating an OUTSTANDING

ABS Course presented on February 18. The participation

from flotilla instructors and support members created a very welcom-

ing atmosphere for the 18 community adults and teens in atten-

dance. The Clarendon County Emergency Services Complex class-

room could not have been a better platform for us to promote boating

safety within our boating community. Great Job to all.

Flotilla 12-1 is connected to the WOW II site. This is the new

national web site formatted for use by all flotillas. To access: http://

we will keep data updated for public and member interest.

On March 10, Joe and I will be attending the District sponsored Leadership Training in

Savannah, GA. We will spend the day learning from District 7 leadership, and have a chance

to meet and speak with the leadership within other Divisions and flotillas.

May 19 to 25, 2012 is National Safe Boating Week. So, during our next meeting, we will be

soliciting ideas for events and activities to calendar.

SOUTH CAROLINA BOAT TOWING SPEEDS

Jay Dahlgren mentioned at the February flotilla meeting that SC (boat) towing speed limits no

longer exist. To be absolutely certain, he called DNR with this inquiry. And… SC boat (or

other) towing speeds are those speeds that are posted for all vehicles. In other words… there

are no further limits as pertains to vehicles with boats in tow.

FLOTILLA TRAILER:

Ron Cunningham advises that the members have contributed enough money to pay for the

decal job. He will have a ledger page to turn in at the next flotilla meeting.

FELLOWSHIP, FELLOWSHIP, FELLOWSHIP:

At our February flotilla meeting, Joe Livingston FC solicited ideas for promoting social

and/or fellowship activities for both flotilla members and their families. Some ideas included

coffee and snacks at meetings, picnics, two hour river cruise using Richard Behling‟s, a

flotilla member, guide boat on Upper Santee lakes and riverand a trip down through the

Pineapolis locks to Gilligan‟s Restaurant, Moncks Corner or to Charleston.

PHOTOGRAPHY AND THE AUXILIARIST

WASHINGTON - All Auxiliarists are encouraged to photograph their activities within the Aux-

iliary and to share those photographs throughout. Those interested in greater involvement in

photography may decide to pursue the online photography training. Auxiliarists interested in a

more formal relationship between their photographic creative side and the auxiliary may wish to

be involved with the national photography corps (NPC).

The Coast Guard Auxiliary public affairs creative services division is pleased to offer profes-

sional audio, graphics, videos, PowerPoint presentations, web pages, brochures, flyers and other

services to auxiliarists. All units may call upon the NPC via photo branch. Events covered by

NPC members can be single events or ongoing activities. We all desire to make professional

presentations to the general public and creative services is eager to help you.

ABS COURSE - FEBRUARY 18, 2012

We had a great turnout for our ABS (About Boating Safely) Course held on February 18 in the

Fire Department Training Room at the Emergency Services Complex in Manning. A total of 18

of 22 people who had registered for the class attended. Seven of the class members were

between 12 and 16 years old.

There were a lot of compliments from the class on how well the class was run, the great job our

instructors did and how much the members learned. Even the younger students agreed.

ABS COURSE (Cont’d)

The newspaper press was also represented by Robert Blaker of The Clarendon Sun who took

photos and talked to students and Auxiliary instructors. He has been very supportive of the

Auxiliary and has printed our flotilla meeting ads, ABS Course ads and an article on the ABS

class and the importance of boating safety, which was based on Joe Newman‟s News Release,

in both The Clarendon Sun and The Item.

Other local newspapers in Manning, Sumer and Santee have also been very supportive in our

efforts to advertise our meetings and the ABS Course including The Clarendon Citizen, The

Manning Times, Santee Digest, Santee Striper and Holly Hill Observer. Thank you to Ellen

Newman and William Hayes for their efforts in working with these newspapers.

Our instructors did a great job doing what they do best. They also presented the course in a very

upbeat manner that made learning this vast amount of information a pleasant experience. The

instructors included Don Carty (Course Supervisor), John Owen, Ron Cunningham, Perry

Moses, COMO Jay Dahlgren and Joe Newman. Ellen Newman and Sue Carty helped set up the

class, greeted class members as they came and handled behind the scenes work.

FIRST PATROL FOR 2012 - JANUARY 28, 2012

The first Flotilla 12-1 patrol for 2012, geared toward training for those looking to be crew

members, was held on Saturday, January 28. Three OPFAC‟s (Operational Facility) were out

on the water. Joe Livingston, coxswain, with William Hayes as crew and Bob Young and Sep

Harvin as trainees were on Joe‟s OPFAC. Don Carty, coxswain, with COMO Jay Dahlgren as

crew and Richard Behling as trainee were on Don‟s OPFAC. Perry Moses III, coxswain, and

John Owen as crew were on Perry‟s OPFAC. Our trainees had a good workout as well as did

the coxswains and crew members in addition to surprising good weather for January and the

day was enjoyed by all.

TRAINING MISSION PATROL - FEBRUARY 26, 2012

On February 26, we had a very successful training patrol with three OFAC‟s and 10 members

of Flotilla 12-1. The purpose was to prepare three crew candidates and one prequalifying crew

member for the upcoming QE. Participating were the following along with the OPFAC they

were assigned.

During the training we had each trainee practice steering the boat using the compass to maintain

a course and to come to several different courses again based on compass headings.

We had two man overboard drills but concentrated our training on two boat tows. First we had

both the Reel Thrill and the Master Chief do stern tows with each other converting to side tows.

The first try at side tows looked like we had never practiced this drill before; however, by the

time each boat had done three, the time frame to get the boats in side tow had been reduced to a

very respectable 2.04 minutes for one boat and 3.5 minutes for the other boat.

At the end of the patrol, each trainee was asked to bring his boat to the dock, again in

preparation of the upcoming QE.

Thank you to William Hayes for escorting one potential member, Ron Burnette, to our

last meeting.

Our Division receives a lot of interest from potential membership candidates via the

National E-Responder Program. Our flotilla has recently received internet interest from

one potential candidate, whom I have invited to our next meeting. I am waiting to hear

back from three other interested persons also via internet.

Information Systems– Don Carty

I am correcting the submission and use of some mission forms to be entered into

AUXDATA and I am working with the FSO-CM & FSO-VE to come up with a more

efficient and accurate way to accomplish this.

All mission forms should be submitted as quickly as possible.

Remember to let me know if you have any info in AUXDATA that needs to be updated,

telephone number, email address, etc.

REMINDER FROM JOHN OWEN VFC:

To all Flotilla Staff Officers - It is very important to provide monthly reports to your

Division Staff Officers (SO) and our Flotilla Commander. The information is vital for us to

report any and all activities, etc., on up the ladder. Even though you may not receive a

request from your Division SO, please be responsive yourselves.

I also want to thank you for being informative to me at the meetings or sending emails when

you are not present.

this year (May 2012 to May 2013) based on feedback from FSO-VE and FSO-PV.

Member Training– Perry Moses III

February Report:

Unfortunately I was out of town for our February meeting and asked William Hayes to

conduct the training portion of the meeting. I understand that due to an equipment problem, the

TCT training was not presented. We will reschedule the TCT for a later date.

Also, we will soon be requesting the QE for our three crew candidates and one renewal. As

soon as a date is set, we will have one or more on shore review sessions covering all of the first

aid, TCT, knot tying, weather, fire suppression and other areas that compose the on shore aspect

of crew training.

I would appreciate it very much if each Auxiliarist will let me know of their personal goals

regarding training for 2012. Hopefully, everyone will endeavor to advance their skills at least

one more level. The flotilla continues to be engaged in multiple activities and the more trained

and certified members we have, the better we can reach the boating public with our boating

safety message.

March Report:

Our crew trainees continue to make good progress toward being crew qualified. We anticipate

that we will have the QE in March and hopefully, all will pass with flying colors.

To the rest of the flotilla, I would again like to challenge everyone to set as their goal for

2012, the qualifying for at least one new skill, whether it is PV, VE, Instructor or watch stander.

Also, we need additional members to become eligible to hold elected office by completing the

Auxiliary Procedure Course.

We have scheduled the one hour TCT course for March given that we were not able to have

the course in February due to technical difficulties. We will also do the VSC review at our April

meeting. I encourage all of our VE‟s to make every effort to attend This review is valuable to

the continuing high performance level of our VE‟s.

We had a very successful training mission for our three crew candidates on Jan 28.

Participating were the following:

- Joe Livingston FC, coxswain on the “Reel Thrill”, along with William Hayes, crew and

Sep Harvin and Bob Young trainees

- Perry Moses III FSO-OP, coxswain on the “Miss Ally”, along with John Owen VFC as crew

- COMO Jay Dahlgren, coxswain of “Master Chief”, along with Don Carty FSO-IS as crew

And Richard Behling trainee

We began the patrol with the pre-underway check off and a review of the evolutions we

wanted to practice. After completing these drills along with the associated radio drills, we were

alerted to a possible mock rescue and proceeded to organize a SAR‟s (Search and Rescue)

patrol and search for the missing object.

Unfortunately, we had a breakdown in communications and we were not successful in

finding the object. This was a valuable experience and we will practice this exercise again. It

did serve to point out the importance of training and keeping our skills up so that in a real

emergency we can function smoothly and professionally.

the Wednesday after our flotilla meeting.

IMPORTANT: If a staff officer gives a verbal report at a Flotilla meeting, please email me

that information in the newsletter to pass on to all our members.

Many thanks to all involved with our February 18, 2012 ABS Safe Boating Class. In addition

to our great instructors, nearly all of our flotilla members contributed in some way to make this

a successful PE event. Many thanks to Barbara Burchfield FSO-CS, SLO, BC-BSS for her help.

We have been able to reserve Saturday May 12, 2012. at the Clarendon County Fire Station

for our next ABS class and I am working with Ellen Newman to prepare for the class.

THE FUN AND BENEFITS OF BEING AN AUXILIARIST

feelings on what being an Auxiliarist is all about.

FEBRUARY - “Pale Is the February sky

And brief the mid-day‟s sunny hours…”

I continue to reiterate to all Auxiliarists to enjoy what they are doing. Folks, if you are not

having fun as an Auxiliarist, one of us is doing something incorrectly. Please do not

misinterpret my call to have fun as to mean “frolic”. Those of you who have ever plucked

a person from the water representing a “life-saved” have experienced the exhilarating

feeling to which I am referring. This is Foxtrot Uniform November at its best. This

example is a “tangible” (discerned by the touch) life saved.

Many of you may never experience that tangible life saved satisfaction. However, please

take your exhilaration from the intangible lives saved in which you are involved. When

you instruct or are an aide in a boating safety class in which many students are first time

boaters, how many lives will be saved in each class as a result of your being involved?

An intangible. Spending the day at the ramp/marina conducting vessel safety checks

many of which are for the first time. Or, ensuring the marine dealer has the latest boating

safety brochures and notices of impending boating safety classes. How many lives will be

saved as a result of your involvement? Another intangible. Sending the four to eight

hours on a safety patrol during the day/night when you have experienced no “come-

upon” vessels in distress on that patrol but gave directions to one or more boaters or

answered their questions concerning proper PFDs as they came alongside. If you have

been involved in this, how many lives were saved? Another intangible. The Member

Trainers and mentors that devote countless hours instructing we Auxiliarists become

the future crews/coxswains on patrol. How many lives will eventually be saved by these

new crews/coxswains as a result of those trainers/mentors devotion? Another intangible. I

could continue with all the many skills you bring to bear in your association with the

Auxiliary and how each most probably contributes to intangible lives saved.

You instructors, vessel examines, marine dealer visitors, crews and coxswains, et al will

never know the number of lives you saved through the education of the recreational

boater but you can rest assured you have as surely as if you had plucked them from the

water. You are all an integral part of an overall great team … Team Coast Guard. We all

perform much better when we enjoy what we do. Do it well and enjoy. Thank you all for

what you do.

COAST GUARD AUXILIARY MONITORS LAKE

boating safety courses, boat patrols, and

helps various law enforcement agencies

on the water.

The U.S. Coast Guard Auxiliary Flotilla 12-1 division has been patrolling the shores of Lake Marion

since 2007. The Auxiliary is made up of 23 volunteer members, and does everything from boating safety

courses, boat patrols and helping out other agencies when they are called.

They are a division of the U.S. Coast Guard. They operate several boats within the Flotilla 12-1 divi-

sion, and are under the command of the U.S. Coast Guard base in Charleston.

“One of our primary jobs is to promote boating safety,” said Joe Livingston, commander of the Flotilla

12-1 Lake Marion division.

The Flotilla works in partnership with the South Carolina Department of Natural Resources, as well as

local law enforcement officials to contribute to the safety and security of citizens, ports and waterways.

They balance the missions of Recreational Boating Safety and Coast Guard Support with Maritime

Homeland Security and other challenges that have emerged as a result of a post-9/11 era.

“On a typical patrol we are looking for unsafe or suspicious boating activities and situations,”

Livingston said.

The flotilla will also assist stranded boaters in Lake Marion, and tow them to the nearest dock or marina.

The Flotilla will operate in any body of water authorized by the Coast Guard, and partners with various

agencies when called into work. Every year the members help out with the Army‟s paratroopers practice

landings in Lake Murray.

They frequently help out with Coast Guard activities in the Charleston harbor and help out local DNR

with patrols during large events, such as the barge party at Lake Marion that attracts more than 300 boats

every summer.

Although Flotilla members do not have the authority to issue citations or make arrests, they have radio

communication with DNR, Clarendon County Sheriff‟s Office, and other law enforcement officials, and

can call them in anytime that they are needed.

Another major part of the auxiliary is the boating safety classes that they provide. These classes include

“About Boating Safety,” “Boating Safety Skills, and Seamanship,” “Sailing, Skills and Seamanship,”

“Navigating w/ GPS,” and “Suddenly in Command.”

“In „Suddenly in Command,‟ we try to give tips and educate folks if something were to happen to the

boat operator and they had to take charge,” Livingston said.

The flotilla also provides free vessel safety checks.

The Auxiliary will host their next “About Boating Safety” class on Saturday, Feb. 18, in the Clarendon

SHIPMATES 20 - FISCAL YEAR 2013 BUDGET

Shipmates,

Today the President delivered the fiscal year (FY) 2013 budget

to Congress. The annual budget impacts every part of our

Service and all Coast Guard personnel. The President's budget

aligns our Nation's resources to national priorities.

The FY 2013 request would decrease our budget by $338 million

or about 3.9%. This is a change from the past decade of growth,

but reflects the reality of the marked shift in the fiscal climate.

This reduction should not be perceived as a judgment on the

value of service we provide to the Nation, but rather a recogni-

tion of the fiscal constraints the Nation faces. We will make well

-informed decisions about how to balance our resources, with

the priorities of responsibly rebuilding the Coast Guard, Admiral Bob Papp

efficiently preserving front-line operations, strengthening resource Commandant

and operational stewardship, and preparing for the future.

The President's budget supports this effort by requesting $8.3 billion in discretionary funding

for the Coast Guard, including $6.8 billion for operating expenses and $1.2 billion to continue

recapitalizing our fleet of cutters, aircraft, boats, C4ISR equipment and shore infrastructure.

I urge you to read a more detailed discussion of the FY 2013 budget, in the Coast Guard posture

Our mission success over the past year demonstrates America's need for a strong, capable Coast

Guard has never been greater. In the coming weeks, I will highlight that need as I testify before

Congress on the FY 2013 President's budget, the challenges we face as a Service, and the Coast

Guard's continued value to the Nation.

THE COAST GUARD ETHOS Admiral Bob Papp Commandant

Shipmates,

This message announces the release of the Coast

Guard Ethos to reflect the enduring values and

character of Coast Guard men and women in the

active, reserve, civilian and auxiliary force. It pays

homage to our long line of proud Coast Guardsmen

and sets the standard for the men and women who

serve today, and will serve in the future.

Earlier this year, a senior-level work group convened

to examine the Guardian Ethos and determine whether

adjustments were needed to make the ethos a more

enduring service charge. The work group recom-

mended minor changes to the existing language. After

consulting with the Master Chief Petty Officer of the

Coast Guard and other senior leaders, I approved the

change. The resulting Coast Guard Ethos will serve as

an enduring statement of the fundamental character

and spirit of our Service in a way that honors our

profession and affirms our distinguished heritage.

The Coast Guard Ethos: I am a Coast Guardsman. I serve the people of the United States. I will

protect them. I will defend them. I will save them. I am their shield. For them I am Semper

Paratus. I live the Coast Guard core values. I am proud to be a Coast Guardsman. We are the

United States Coast Guard.

The Coast Guard Ethos will replace the Guardian Ethos effective December 1, 2011, at

Training Center Cape May, USCGA and OCS. Coast Guard Recruiting Command will

transition from existing materials as they are expended to the new Coast Guard Ethos. All

Coast Guard units and offices shall discontinue use of displays and materials featuring the

Guardian Ethos by July 1, 2012.
