MEMORIAL DAY, MAY 30, 2012

Memorial Day is the time to remember and honor those who have

served for our country. Below is a beautiful invocation that the

Lay Leader for Flotilla 12-6 East Cooper, gave last Memorial

Day 2011. It means just as much this Memorial Day as last year

and every year to come. NOTE: Nothing has been changed

from Rev. Dr. Poole’s original speech.

The Blessing of a Flotilla Rev. Dr. Phillip Poole, FL 12-6 FSO-PE & Lay Leader

On Monday, May 30, most, if not all, of us observed Memorial Day, a day of remembrance that

goes back to 1868, when General John Logan, national commander of the Grand Army of the

Republic, asked that Americans remember those lost in the Civil War. He said, "Let no neglect,

no ravages of time, testify to the present or to the coming generations that we have forgotten as

a people the cost of a free and undivided republic." One hundred forty-three years later, we still

honor the service and sacrifice of those who have served our country in all its conflicts.

This Memorial Day I was invited by the N.C. National Guard Commander to offer the invoca-

tion for North Carolina’s only official Memorial Day observance before 35 thousand people at

Cashwa Stadium in Thomasville, NC. What an honor; I would also like to share that same

prayer with all of you, my brothers and sisters of Flotilla 12-6.

Grace and peace be with you this day from God our Father. Let us pray: In war, there are lives

risked and lives taken, men and women giving their best to defend what they love: their

country, their honor, their homes, their families, their neighbors. Some call them soldiers,

sailors, airmen, and marines; some call them sons, daughters, husbands, wives, fathers and

mothers; others call them heroes. Today, we give you thanks for them all, O God.

Our nation’s veterans have risked their lives for us; they have lived through war and fought

with honor during our country’s hours of need; they continue to do so today. Today, we give

you thanks for them all, O God.

For every life, there is a soul; for every soul, there is a life. For those who have died, we show

great appreciation and remembrance this day. For those who live, we also show great apprecia-

tion, recognizing that many of them live with the sobering memories of battle and war. Today,

look upon them all with mercy and compassion, O God.

Almighty God, and most merciful Father. As we remember with gratitude the sacrifices that our

veterans have made and continue to make, we who have gathered here today, members of many

faiths, also look forward to the day when war, death, mourning, and crying will be no more. We

give thanks to you, O God and bless your holy name.

three weeks away, I am once again both impressed and inspired by the

willingness of our members to get involved and help make this NSBW

a success.

Almost everyone in the flotilla has committed to either helping with or

participating in the activities that we have planned in support of

NSBW, and with the VE (vessel exam) blitzes, patrols, PA (Public

Affairs) events, the boat ramp paintings and other events, there is

plenty of room for everyone to help.

If you aren't already signed up to participate in at least one event,

pick out one and sign on. If you can help with more than one, great! I can assure you that

anything you do WILL be helping to promote boating safety in South Carolina and elsewhere,

and you WILL have a good time doing it!

As has been said, NSBW is a time to really get the message out about boating safety, and all the

events and activities of the week are designed to concentrate that message for effect. Thanks to

Joe Newman for chairing the Flotilla's campaign and to all who have helped put its different

parts together for this year, and Bravo Zulu to everyone who is participating. Let's get out

there and make this the best National Safe Boating Week that we've ever had! ---

Well, boating season is here. As was evident from the April 29

"Taw Caw Boat Club - Poker Run", people were on the water in large

numbers and seemed very happy to be back on the water again.

Thank you to all who volunteered there Sunday to patrol and

stand radio watch for this event.

With NSBW approaching, we need "all hands" to ensure we make

contacts with our boating community. Several VE Blitzes, informa-

tional booths, and patrols are planned which need to be well attended

by our members. Our flotilla has earned a positive reputation within

our boating community and we need to do our best to ensure that it is

maintained and enhanced.

Due to professional obligations, I will not be able to attend the scheduled May and June

flotilla meetings. I will be attending job-related training sessions during those weeks. Please

email me your staff officer reports and I will ensure they get to the Flotilla Commander.

Lee Rudd FSO-PV has several suggestions when our members, who are qualified as Program

Visitors, make their stops at marinas or businesses. Please see his PV report in the Staff

Officers Reports section.

SUMMER UNIFORMS:

The wearing of summer uniforms (shorts, white socks), effective immediately, has been

approved BM1 Jason Miller, our AUXLO (Auxiliary Liaison) from Station Charleston.

NSBW - MAY 19 TO MAY 25, 2012

May 19 has been set for VE and PA blitzes. See Ron Cunningham’s

VE report on page 18 for the places, time and those who have signed

up. If more have signed up since, that is great. If not, anyone

can still help.

Stenciling messages on boat ramps is a new project for us this

year. Contact Joe Newman ASAP if interested.

Any activity, whether it be individual vessel exams, program

visits, etc may be done anytime before, during or after NSBW.

Please contact the flotilla staff officer– VE, PV, etc to let them

know the date and what you will be doing. This needs to be

done to keep a record of all our flotilla activities for NSBW

and also for liability reasons should something happen while working for the Coast Guard.

A patrol during the Swamp Fox Boat Club Poker Run on May 26 is in the works.

When was the last time you checked your Auxiliary ID card for the expiration date?

Take a minute and check to see when your card expires. If the date comes up soon, you will

need to apply for a new card. See John Owen FSO-HR to get a new picture taken, which can be

done at a flotilla meeting or other arrangements can be made.

I pledge to boat safely each and every time I go out on the water, keeping myself, my family,

my friends and fellow boaters from harm's way. I will always boat responsibly by:

Wearing my life jacket and ensuring that everyone on board wears their life jacket (when in

a small boat, or operating in rough water or threatening weather conditions)

Remaining sober and alert - remembering that the use of alcohol contributes to accidents on

the water

Staying in control of my craft and respecting the right of others enjoying the waterways

Knowing and obeying navigation rules, operating at a safe speed and maintaining a proper

lookout

SPORTSMAN’S SUPPER AT SUMTER BAPTIST TEMPLE– MARCH 2, 2012

On March 02, 2012, Flotilla 12-1 participated in

the Sportsman's Supper at Sumter Baptist Temple.

This was the second year that we were able to promote

boating safety and the Auxiliary to a group of active

outdoorsmen.

A great table was set up with information and a

display of mustangs and lifejackets. This was a

excellent setting for a PA event.

Many thanks to Ron Cunningham and Don Carty for

bringing the trailer and their work setting up the

display table. Also, thanks to Perry Moses for his

efforts setting up the table and interacting with the

With over two hundred in attendance, this was an

opportunity to expose the public to the Coast Guard

Auxiliary and hopefully influence safe boating. Thanks to everyone who played a part.

DIVISION 12 SPRING MEETING - APRIL 12, 2012

The quarterly Division 12 meeting was held on April 12 at the Mt. Pleasant Water Works, Mt.

Pleasant, SC. Our Flotilla 12-1 Lake Marion had the best flotilla member turnout at the meeting

from the Division. Various topics of interest were discussed including a NSBW Presentation by

Alan Miles FL 12-8 Charleston, Chairman of NSBW, and a Performance Measurement

Presentation by Vito Giardina DCDR (Division Commander) Div 12 explaining the new

dashboard (program to measure the comparison of achievements within a flotilla instead of the

previous comparing the flotillas within the Division).

BM1 Jason Miller accepting an award presented to

excellent dedication to Flotillas 12-1, 12-3, 12-6,

12-8 and 12-12 as the Station Charleston AUXLO

(Auxiliary Liaison).

Sunday, April 29, was the day for the annual Striped Bass Festival/Goat Island Boat Club Poker

Run. DNR asked us to help assist them to patrol the area during the poker run and requested for

us to have at least one boat in Wyboo, one in Taw Caw and one along the marked channel.

The following OPFACs (Operational Facilities) and crew participating that day were:

Unit 168 manned by Perry Moses, Coxswain

and Sep Harvin, Crew was underway at

1:45 p.m. and met with the other two OPFACs

out from Alex Harvin Landing where we were

assigned to the Wyboo area.

Traffic was light in this area until around

5:00 p.m. when the participants in the Goat

Island Poker Run began returning to the area.

We maintained a station near the mouth of

Wyboo Creek and the Big Water of Lake

Marion to serve as a relay for communications

with our two boats operating in Taw Caw

Creek, especially while one of these facilities

was towing a boat up to Polly’s Landing near

the I-95 bridge.

All in all, it was a very successful operation

with our three OPFACs providing a service to

both the SCDNR and the boating public. We

terminated our patrol at 6:45 p.m.

Poker Run Patrol

On April 29, SC DNR requested our flotilla's

assistance on the water in support of the annual

Goat Island Poker Run. We fielded three

facilities: Reel Thrill (Joe Livingston, FC 12-1,

John Owens, VFC 12-1, Vito Giardina, DCDR

12, Deborah Lee, SO-SR, Richard Behling);

Miss Ally (Perry Moses & Sep Harvin); and

Master Chief (Como Jay Dahlgren, Don Carty,

William Hayes, Dick Phillips).

While Reel Thrill patrolled the channel area,

Miss Ally took the Wyboo area and Master Chief

took Taw Caw Creek. Master Chief was on

station for about two hours in the Taw Caw

Creek area when we were approached by the

DNR requesting we search for and, if found, ren-

der assistance to a pontoon vessel reported to

them to be in distress with four adults and a child

aboard.

Thanks to the local knowledge/skill of our

helmsman, William Hayes, we located the

distressed vessel (engine failure and no VHF)

and determined there were no injuries and the

vessel received no damage that would have

prevented taking them in tow. The four adults

and one child were instructed to don life jackets

and to remain seated throughout the tow to

Polly's Landing. This tow took approximately 1

1/2 hours and culminated in all personnel and

vessel arriving back at their slip safely. We

reported our success to the SC DNR who were

obviously well pleased.

WAIT... THERE'S MORE... On the way

back to Alex Hardin Landing to secure our

patrol, our three facilities were waved down by

another vessel in distress in the Wyboo area.

Reel Thrill took this one and will report later.

Very significant that not only did we

successfully respond to SC DNR's request for

assistance during this event but we also came to

the aid of two vessels in distress (very thankful

people on board) AND… we also were on the

water with nearly 50% of our flotilla.

ORION RE-LAUNCHES INCENTIVE PROGRAM FOR VESSEL EXAMINERS Posted on April 28, 2012 by Bruce White DVC-BL

For the last five years Orion has recognized the important role Coast Guard Auxiliary volunteers play in

promoting boating safety by sponsoring the Orion Safety Awareness Program. The program continues to

grow and now includes more than 1,000 participants.

The Orion Safety Awareness Program now re-launches with new and enhanced features. The most sig-

nificant changes to the program are the new Submission Form (which must be submitted monthly), and

points which can be redeemed for Orion Safety Cards redeemable for a variety of products at West Ma-

It is illegal to discharge untreated sewage from vessels within all navigable waters of South

Carolina. In addition, state law prohibits its houseboats from discharging all sewage, treated or

untreated, into freshwaters of our state. Houseboats must be equipped with a holding tank. You

may not know it, but you are already helping to promote proper sewage discharge. Every time

you buy motorboat fuel and fishing equipment, part of the money is contributed to a fund set

aside by the Sportfish Restoration Act and the United States Clean Vessel Act. This fund

provides states, including South Carolina, support for the construction, renovation, operation,

and maintenance of pump-out stations and waste reception facilities for boaters.

To all Flotilla Staff Officers - It is very important to provide monthly reports to your

Division Staff Officers (SO) and our Flotilla Commander. The information is vital for us to

report any and all activities, etc., on up the ladder. Even though you may not receive a

request from your Division SO, please be responsive yourselves.

I also want to thank you for being informative to me at the meetings or sending emails when

you are not present.

There were three patrols during the month of April: April 7, April 21 and April 29.

April 29 was assisting the Goat Island Boat Club Poker Run.

It was a good patrol that day. The weather was great and Perry had a chance to give Jay a full

tour of the major operating area for us. They went through the Diversion Canal to about the

middle of Lake Moultrie, had lunch at Black’s Camp and then up the old river bed to the cross

channel and back down the Clarendon side. They also went into Potato Creek so Jay could

begin to feel comfortable with operating on Lake Marion.

The flotilla has ads for our upcoming About Boating Safely (ABS) course running in a number

of local papers. The flotilla meetings are covered in the Calendar sections of the papers as well.

The 28th annual Palmetto Sportsman’s Classic, sponsored by the DNR, was held March 23-25

at the SC State Fairgrounds in Columbia, SC. Mike Mikutaitis FC of Flotilla 12-3 Lake Murray

asked for our flotilla’s help with manning their Auxiliary booth at the classic. The event was a

huge success with approximately 30,000 people in attendance. Volunteers from our flotilla were

Ron Cunningham, William Hayes, Don Carty and John Owen.

With National Safe Boating Week (NSBW) coming up May 19-25, the Flotilla is engaged in a

number of supporting activities. We are arranging for several of the local Mayors to issue

proclamations in support of NSBW. We are contacting Santee Cooper about the possibility of

adding stencils/signs at the public boating ramps on Lake Marion to promote the use of life

jackets. Several of our flotilla members have developed good working relationships with the

media, resulting in media interest in Auxiliary articles related to boating safety, including

NSBW, and any human interest stories that we can present that will help raise awareness about

boating safety.

REMINDER: FSO reports and any articles that any member would like to submit for the

newsletter are due the Monday after our flotilla meeting. If you need more time, please let me

know so I am aware that you will be submitting an item for the newsletter.

IMPORTANT: If a staff officer gives a verbal report at a Flotilla meeting, please email me the

information you gave. By a staff officer emailing me their report, I will be able to include that

information in the newsletter to pass on to all our members.

The deadline for the 2012 National PA/PB/Photo/Video Contest is April 31. These contests are

Auxiliary administered. Individual members can participate in the photos or video contests. For

more information, contact Sue Carty. The contest guidelines document for additional informa-

Our Flotilla 12-1 newsletter, We’re the One, has been entered in the District 7 Publications

Contest. Our newsletter was submitted as an entry in the contest by Al Crothers VCDR

Division 12 and will be competing against all other District 7 flotilla newsletters entered in the

contest. District 7 has 17 Divisions within it and each year there are a good number of excellent

newsletters submitted. As you can guess, this is a very competitive contest so, even if we don’t

win, we should be proud we have the opportunity to be included.

When visiting our program partners, I recommend the following:

1.. Have our partners discuss recent events of interest to boaters such as:

- A few weeks ago two boaters drowned on Lake Robinson

- A few weeks ago the Gulf of Mexico was the scene of two boaters going out, there was

an incident and only one survived

- On Lake Murray in 2010, two boating deaths occurred and the boater responsible was

charged with reckless homicide and given 10 years in prison

2. We need any input from our dealers, their thoughts or advise on boating

3. Tell the dealers of our safe boating courses for the novice or experienced boater.

368 VEs have been performed in Division. I have paddleboat stickers. On the new boater

registration cards, we must now sign on the back of the form since there is no place on the front

to sign.

On Saturday, May 19, we will have three different locations for the VE people and anyone else

who wishes to learn and/or pass out material to come to and have fun and meet the boaters.

The locations are :

1 Alex Harvin Landing- Rt 260

manned by R Cunningham Perry Moses & flot trailer we need PA people

2 Rocks Pond- Southside of the lake

manned by Ellen & Joe Newman, could use PA people

3 Scarbourgh Marina off Rickenbaker Rd.

manned by Sue & Don Carty, could use inspectors and PA people

The times at all three locations is from 10:00 a.m. to 1:00 p.m. Please come out and make this

event successful.
