A Note from the Flotilla Commander Perry Moses, III FC
mail to: [email protected] At our March flotilla meeting it was my pleasure to present a number of awards and new
certifications to our members. This is always a rewarding experience for me as recognizing the hard
work that each of you do for the auxiliary and boating safety compensates me for all the work that is
required as your flotilla commander. The following pictures show most of those who were recog-
nized at our March meeting.

I know based on the staff officer reports presented at our March meeting that everyone is
working hard planning events for later this spring and summer with a strong emphasis on promoting
safe boating.
We are also working hard to improve our relationship with DNR. Joe Livingston and I met
with Lt. Tim Baxley on February 25th and he is very anxious to have us assist wherever we can in
promoting safe boating. We will be cooperating with DNR on their complimentary vessel checks
held normally on busy holiday weekends and will notify their dispatcher whenever we are on patrol
so that we can assist them as needed in SARs and assisting boaters in trouble. He also hopes to have a
meeting with our principals at the end of turkey season so that we can better work together on Lake
Marion.
We had two prospective new members at our March meeting and I encourage each of you to
always promote membership in the auxiliary whenever you can. Excellent opportunities abound in
your everyday lives and also as you perform VSC, present material to civic clubs and tell your friends
of the enjoyment you get from participating in the auxiliary. We need to continue to grow in both
membership and skills and the best way to accomplish this is to increase the size of our flotilla with
committed, qualified members.
Again, thanks for all your hard work over the winter and I for one look forward to warm
weather and seeing each of you in flotilla activities.

We can use the rolls of 100 Life Jacket Safety Leader, and the Wear It silkscreen decal. The Striped Bass Festival is right around the corner on Saturday, April 24
th. We would like to have
a boat (or two) in the parade. Please let me know if anyone would like to have their Facility in the parade. We will also need people to man the booth during the day. Thanks to Sue and Sep who have already signed up to help with the booth and Lee will have his boat in the Parade. If anyone else would like to help, please let me know. Remember to bring your camera and document with pictures what we do! Congratulations to all members receiving awards at the March meeting. Larry, Greg, Sue, and I received Sustained Auxiliary Service, John Owen-Boat Crew, Lee Rudd-Program Visitor, Larry-Instructor, Perry-Operations, and Don Carty, Larry, Greg, and myself VSC/RBSVP. National Safe Boating week is May 22-28. It is time to start planning activities for the week. Remember we can make it a safer boating experience for boaters on Lake Marion. FIRST VE BLITZ– APRIL 17 Let’s help Ron Cunningham get the boating season off to a good start and participate in
our first VE blitz. Ron is looking for volunteers to help him at Alex Harvin’s Landing on
Wyboo for April 17th from 1100 to 1400. This should be a busy time at Alex Harvin
Landing and an opportunity for us to make a difference. Please contact Ron at
803-478-4300 or email [email protected]. Uniform of the day will be either the VE
golf shirt or hot weather uniform.

WHAT A MONTH! 12 awards to our flotilla members! Thank you to all for their time and
involvement in the USCG Auxiliary. The many hours to become instructor, boat crew,
program visitor and operations. The Sustained Auxiliary Service Award is 250 hours of
service. The VSC/RBSVP is a minimum of 60 hours as vessel examiner and/or as a
program visitor. Keep up the good work to all our members!
OTHER FLOTILLA NEWS: On water boat crew training was held on March 13– in attendance were Sep Harvin, Jr.,
Joe Livingston, Larry Odom and Perry Moses, III.
Watch Stander Training– report by Joe Newman
Radio Watchstanding: Two of the Watchstander candidates (Don Carty and Don Kerl)
attended a second session with myself in preparation for the qualification exam with Jim
Ramsey. Both Dons are well qualified and ready for their exams. Subsequently, on March
13 Don Kerl stood radio watch for a two boat exercise patrol (Perry Moses and Joe
Livingston as Cox) with two teams practicing for Cox and Crew qualification exams.

“YOU’RE IN COMMAND” CLASS HELD The safe boating class, “You’re in Command” was held for the residents of Wyboo
Plantation, Manning, on March 16. at the Wyboo Plantation Community Center.
Ron Cunningham presented the program. The residents who attended benefited from the
class. In attendance from the flotilla were Larry Odom, Don Carty, Steve Rodvansky and
Sue Carty.

Tammy did a member training session during the flotilla meeting on the dangers of
carbon monoxide poisoning. See copy of pamphlet on pages 12 and 13 of newsletter.
OPerations– Joe Livingston
Good News - The weather is finally getting good enough for your OPS group to get back on
the water and resume patrol activities. When water temperatures are below 50 degrees,
which has been the case most of this winter, Auxiliary on water activities are severely
restricted, but with warmer days comes warmer water and more opportunities for more
patrols. In February and March, your OPS group conducted 3 patrols – one safety patrol and
two training patrols. Also, we continue to work toward the certification of additional crew
and coxswains.
I am pleased to also report that we are beginning to develop a working relationship with the
SC Dept. of Natural Resources (DNR) on Lake Marion. On 26 February, FC Perry Moses
and I met with Lt. Tim Baxley of the DNR to discuss ways that Flotilla 12-1 can assist the
DNR on the lake. We agreed that the Flotilla will be able to help the DNR in a number of
areas that often tax the manpower resources of the agency, including vessel safety inspec-
tions at boat ramps, distressed vessel assistance and towing, and SAR assistance. Lt Baxley
was very pleased that the Auxiliary is now active on Lake Marion and looks forward to a
close working relationship with us.
As a result of this meeting we are now calling DNR dispatch in Columbia when we begin a
patrol to advise them that we have a facility(s) available on the lake. As recently as March
13th while on patrol, we were contacted by a DNR officer and asked to assist with a boat that
had swamped. We responded and headed to the scene of the incident. The DNR secured the
passengers and vessel before we arrived so we were advised to stand down before we could
render assistance, but the fact that the DNR knew we were there and asked us to assist them
makes this the first example of what we hope will be a good working relationship and good
communications between Flotilla 12-1 and the DNR on Lake Marion.

DON’T FORGET :
1. The announcement for the 2010 National “A” Department Contest has been re-
leased. There are four contest categories: Publications (PB), Public Affairs (PA),
Photo and Video. The deadline for submissions for each is June 1, 2010. The
qualifications and how each category will be judged is described in the announce-
ment. A copy of this announcement will be included in our next newsletter.
2. Division 12 – 2010 in Photos
Ron Forman VFC 12-6 is putting together a 2010 photo collection of Division 12.
We are asked to submit pictures from any of our flotilla activities that capture the
purpose, duty and fellowship of the USCG Auxiliary.
Your photos can be emailed to me. Please note the person who took the photo,
identify the people who are in the photo and where and when the photo was taken.
Public Education– Larry Odom
Ron Cunningham presented "Suddenly You're In Command" course to 10 Wyboo
residents on March 15th at the Wyboo Recreation Center. The presentation was well
received by all attendees.
A "Suddenly You're In Command" course is being planned for the Santee Boat Club
and also for the Goat Island Boat Club. Club officials from both clubs are presently
putting together a time, date and place for the course to be presented.
Steve Rodvansky is planning two courses to be taught to the students of Laurence Man-
ning Academy. The courses to be taught are "Boating Fun" for grades K-5 and
"Waypoints" for grades 4-6. It is also likely that he will also teach the PWC course for
older students. Larry Odom is arranging to present the same courses to students at Claren-
don Hall Academy.
We are diligently seeking to work out details to hold an "About Boating Safety"
course. If there are flotilla members that have ideas on how, when and where to hold one of
these courses please notify Larry Odom, FSO-PE.
Human Resources (was Personnel Services)- John Owen
Special thanks to Larry Odom and Joe and Ellen Newman on sharing their
excitement about the Auxiliary with two individuals who have been contacted about
prospective new membership. Both individuals were sent emails from me which included
New Member Reference Guides. One of the individuals also received a New Member
Packet provided by Larry Odom FSO-PE. If the other individual attends our March flotilla
meeting, Larry will provide that person with a New Member Packet also. We are looking
forward to their attendance at our flotilla meeting and the chance to show them what we
do. As the weather warms, our contacts with boaters dramatically increases and opportuni-
ties abound for us to establish contacts with potential new members.
I continue to email a former member prospect. No response received yet.

Program Visitor– Lee Rudd
Per Tammy, online at www.boatingorders.com/freeproducts.html are free items including
“wear it” stickers are available. I received the brochures instead of the stickers. When I tried
to re-order, they weren’t available.
The state park will be holding a “Big Daddy Tour” on Saturday, August 7. The park appears
to be very receptive to VE’s. Maybe we can use this as a blitz day. DNR also attends so we
may have to talk with them about time and place in the park.

An article, “Sport and Utility Boat VSC Decal Placement”, by Alex Cascione BC-VQS has
been emailed about the concern in the rapid increase in SUBs and paddlers nationwide and
the question on where to place VSC decals on kayaks, canoes, row boats and small sailboats.
See page 10 of the newsletter for all the information.
I want to remind the shipmates about is that the warm weather is bringing out the boaters
and we should not pass up the chance to do exams. Always carry your paperwork with you.
BACKFIRE FLAME ARRESTORS- meeting VSC requirements
All boats with gasoline powered inboard engines must have a U.S. Guard or other approved
backfire flame arrester properly installed on each inboard engine carburetor. The U.S. Coast
Guard, U.L., or S.A.E. approved backfire fame arrester must be tightly secured with flame
tight connections, clean of oil and dirt, and in good serviceable conditions. Flame arresters,
manufactured after 1991, may use a U.L. approval number UL-1111 or a Society of
Automotive Engineers (S.A.E.) number SAE-1928 in place of the Coast Guard approval
number.
Some special engine and fuel intake systems which have built-in backfire flame protection
are labeled to indicate U.S. Coast Guard approval and do not require a separate flame arrester.
APRIL 17– Earthday, Blue Angel, Charleston Harbor and VE Blitz Steve Rodvansky has made an excellent contact with the Manning Walmart store manager.
He is very supportive of the Coast Guard Auxiliary and has invited us to participate in the
Manning Earth Day by providing information about boating safety, life jackets and pollution
of our waterways. Let’s get together and help Steve make this a resounding success. I invite
everyone who can spare a couple of hours helping man a display at the new Walmart to please
let either Tammy or Steve know. With 21 members, I am confident that we can do two events
and possible three events in one day. In addition to the VE blitz at Alex Harvin, our boat
crews have been invited to participate that same weekend in helping patrol the Blue Angel
event in Charleston harbor. With three or four auxiliarist at Alex Harvin, four or five helping
at Walmart in Manning and two or three in Charleston, that still accounts for a maximum of
twelve of our twenty-one members. Please check your schedules and volunteer to help at either
Walmart or Alex Harvin Landing.
