TOTALThe ChallengeTOTAL’s refineries are served by two distribution depots in the

south of England, one of which is the largest such facility of

its type in the world. The scale of these operations and the

subsequent health & safety and security implications cannot

be overstated.

The SolutionThe site security systems at TOTAL’s Hertfordshire oil storageplant communicate with their central control, providing alarmand status monitoring of perimeter and internal areasthroughout this vast facility - all of which is integrated withCCTV and alarm handling.

Petrochemical applications present many unique challenges.Whilst delivering the project, Reflex worked to stringent andcomprehensive standards, both technically and operationally. A 24-hour, 7 days a week year-round response is guaranteed,with zero flexibility on call-outs, therefore, the choice ofsuitable highly reliable product sets was essential.

Reflex also installed fibre-optic networktransmission across several Kms, with capacity for the newcamera system, advanced alarm deployment and anyfuture expansion. Both sites have continued to build onand add to the chosen technology platform, making fulluse of the investment and in-built future-proofing.

The ChallengeBoth King’s Lynn and Roosecote power stations are a key part ofCentrica Energy’s power plant portfolio, generating over 1600GWh of power per year. Located in Norfolk, the gas burningstation at King’s Lynn supplies residential and industrialcustomers across Great Britain. The electricity generated at theRoosecote plant in Cumbria enters the National Grid, via atransformer, where it powers the United Utilities (formerNORWEB) network. Both power stations are located in isolatedenvironments and risk assessments identified a need to fullyupgrade and replace the site wide video surveillance and alarmdetection systems.

The SolutionHaving considered the options available from Reflex, Kings Lynnchose a full upgrade of the existing matrix, digital recordingand site wide CCTV. Reflex utilised the latest generationPanasonic system products throughout, integrated with newperimeter and internal space detection devices. Roosecoteopted for a Bosch system solution which included latestgeneration analogue and IP internal and external cameras,matrix, analogue and IP hybrid recording as well as new

Anglian WaterThe SolutionReflex, an accredited supplier to the Utilities Industry, waschosen to supply, install and commission seismic detection and electronic access control in partnership with the maincontractor and the manufacturer of the secure enclosures usedon reservoir hatches. Reflex helped to develop a detailedproduct specification, which involved the identification,sourcing and testing of suitable detection devices as well asalarm handling and remote transmission solutions. Through a combination of application- specific product selection,engineering skills and delivery expertise, Reflex have achievedseamless integration of both new and existing technologies.Reflex’s policy of using a dedicated engineering team andproject management, ensured consistency of site workingpractices, health and safety compliance and postcommissioning support.

Overall, Reflex’s commitment to the supply partnership hasprovided the customer with a dependable and reliabletechnology-based solution, securing remote unmanned watersupply facilities for around 500 installations across England.

The ChallengeAnglian Water is one of the leading providers of water andwastewater services in the UK. Located in the east of England, it serves over five million industrial, commercial and domesticcustomers. Maintaining security at key stages of the water treatmentand supply process is critical to ensuring the delivery of clean, safe

water supplies. Upgrading and enhancing securityat all facilities was a strategic aim

within the organisations assetmaintenance programme.

Radisson StanstedAirport Blu Hotel

management system, utilising state-of-the art Vicon Kollectortechnology with suitable storage and remote operation foradditional users. The upgrade also included the addition ofANPR (Automatic Number Plate Recognition) to all vehicleentry and exit barriers.

The ChallengeAs the closest hotel to Stansted Airport and the only hotel directlyconnected to the airport concourse, the Radisson Blu HotelLondon Stansted Airport is the best choice for those usingStansted. With 500 guest rooms, 26 meeting rooms, fitness andspa facilities and the world famous Wine Tower Bar, the hotel isranked by MSNBC and Forbes as one of the world’s best airporthotels. A regular review of on-site technologies led to Reflex beinginvited to submit proposals for security upgrade works.

The SolutionMuch of the original installation delivered via the buildingcontractor did not meet the operational needs of the hotel orits security management. Reflex re-engineered the CCTV systemby replacing and relocating camera positions, achievingsignificant improvement in coverage of all areas. Included inthese upgrades was the replacement of the recording andcontrol hardware with a more comprehensive and appropriate

Hand Picked Hotels - Ettington ParkThe SolutionAs a trusted partner who have been consulted and tasked withproviding services to Hand Picked Hotels previously, Reflexrecommended IP network camera and access control systems thatwould not only be sympathetic to the hotel’s architecture andambiance, but still deliver on key technology performance. The latest Panasonic iPro network camera surveillance systemswere fitted to provide the appropriate security, managementinformation and health and safety benefits includingcomprehensive coverage of the hotel’s new leisure club. The system operates over a dedicated network, and also usesPanasonic Mega Pixel cameras - which in outdoor areas providesvery high resolution images of moving vehicles and the capture ofvehicle number plates. Two Terabytes of digital recording andarchiving capability have been built in, providing real time highresolution recording and play back. The combination of excellentlive and recorded video information and enhanced managedaccess control provides a discreet but effective means of ensuringsafety and security for guests, visitors and staff throughout allareas, day and night.

The ChallengeSet in 40 acres of parkland just 5 miles from the centre ofShakespeare country - Stratford-upon-Avon, Ettington Park is aspectacular Neo-Gothic mansion; a luxury 4* hotel with four redstars, rated within the top 200 hotels in the UK and Eire. HandPicked Hotels group had already worked with Reflex at other prestige

hotels and they wanted to ensure thecomfort and safety of guests.

Sheffield Hallam FM ArenaThe ChallengeHallam FM Arena is a 12,000-seater award-winning indoor stadium,hosting over a million visitors at 150 plus major events per year. Itoffers world class hospitality and is also home to the Sheffield SteelersIce Hockey team. Reflex has had a long standing relationship with theArena having originally installed a PA system and CCTV systemincorporating over 100 cameras in 2003 and having continued toprovide engineering support since. In 2008 the decision was taken toupgrade the camera coverage, control and recording capability of thesite, whilst also introducing an access control system for staff andvisitor management, T&A and integration of alarms, video and fireinterfaces. This would also involve the redesign and implementationof changes to the control suite.

The SolutionHaving increased camera coverage the entire recording andcontrols were replaced with Honeywell hybrid DVRs incorporatingvideo analytics and ANPR, a site-wide Honeywell WinPac Proaccess control system was also installed. It provides dynamicmanagement of FoH and BoH pedestrian routes plus door status

Stockport CollegeThe SolutionReflex is one of the few companies that can truly provide the rightcombination of skills and product choice to effectively delivermulti disciplined projects covering security and safety technologiesoffering the client a low risk option. As a Gent Partner, Reflexspecified and installed an integrated Vigilon Fire System; includingaddressable fire product, air sampling and fixed extinguishant.Disabled refuge and disabled toilet alarm systems were also fittedby Reflex as part of the overall Fire/Evacuation contract, ensuringDisability Discrimination Act (DDA) compliance for the college.The contract included ongoing upgrades to the fire system, whichwas designed and engineered to be networked to a centralcontrol point incorporating intruder detection, CCTV andelectronic access control systems. Reflex was required to providean end-to-end turnkey solution from design consultation stage,through to implementation and commissioning of all theproducts specified. Excellent communications with the clientensured Reflex was able to adapt well to design changes andstructural building changes implemented at short notice.

The ChallengeStockport is a major Further Education (FE) college just a fewmiles south of Manchester. The management were undertakinga significant capital investment and facilities’ redevelopmentplan for students, and were seeking the best available buildingtechnologies for the new build. Specifically, in the first instance a

for the provision of a newintegrated Fire and

Evacuation system.

monitoring, alarm management and fire interfaces all operatingon a single GUI led technology platform. This allows highquality real time video referencing of any door transaction bymultiple operators within one secure control area with over10Tb of internal storage capacity and the ability to double thisin the future. The systems designed and delivered by Reflex arenow a fundamental part of the building and securitymanagement for this world class venue.

EDF Powerlink

IP platform with on site and remote network video recordingusing a high speed fibre-optic network installed by Reflex.The project required specialist accreditation for the companyand its employees, due to the critical nature of the contractand the specific working environment for engineering staff.

The ChallengeEDF Energy Powerlink is the company responsible formanaging, operating and maintaining the electrical powernetwork for London Underground, ensuring the continuedoperation of a transport network which is used by an estimated3,000,000 people each day. The security of the generation anddistribution facilities are of highest priority and therefore EDFPowerlink representatives work closely with British TransportPolice and other government agencies to ensure that everyaspect of security meets extremely stringent standards.

The SolutionIn December 2009 Reflex completed a major installation forEDF Powerlink which included the use of Advanced VideoAnalytics Software used in conjunction with the latest highperformance cameras, creating virtual fence lines, directionalmovement detection, object detection, object removal and ahost of enhanced features associated with this newest oftechnologies. Covering both internal and external areas of thebuilding, the system was further enhanced by combiningelectronic Access Control, door status monitoring and the latestin PIR detection throughout. The entire system operates on an

Glasgow Crowne Plaza HotelThe SolutionReflex designed and installed a new voice evacuation system tocomply with current British Standards employing Baldwin Boxallproducts. The venue size means this involved networkingbetween multiple control rack locations which serviced differentareas of the hotel. Reflex also incorporated a distributed digitalmusic and PA system to all banqueting, bars and public areaswith the ability to control and select different music styles ondemand.

As part of the new video surveillance strategy, a total of 38new cameras were installed into front of house, car parkingand non-public areas. Reflex combined both the existinganalogue CCTV and latest IP network cameras on a singletechnology platform for control and recording purposes,allowing multiple viewing stations of high resolution live andarchived images. Reflex introduced a combination of existingPanasonic equipment and new Bosch and Honeywell systemsproducts, to achieve the best offering in terms of thetechnology solution reliability and overall value.

The ChallengeOverlooking the Clyde and linked to the Scottish Exhibition andConference Centre (SEC), Glasgow Crowne Plaza is a modern andlively landmark hotel catering for both leisure and business markets.The hotel has 400 bedrooms, large banqueting and meeting facilities,bars, restaurants and a leisure club. The existing voice evacuation

system linked to the Gent fire system requiredcomplete replacement as well as a

security system audit andenhancements.

Both requirements had to be delivered whilstmaintaining the hotel’snormal operations andwithout any disruptionto guests.

Hull and East YorkshireHospitals NHS Trust

incorporating a Graphical User Interface (GUI) package toprovide full visual reference and control of the networkedpanels and devices. The system now operates as an integralpart of the site-wide fire detection and prevention providingcomprehensive and reliable coverage throughout.

The ChallengeHull and East Yorkshire Hospitals NHS Trust has a turnover ofover £400 million per year, employs over 7,000 staff andprovides a wide range of hospital services including specialtycare for complex conditions. A major programme of new-builddevelopments was being planned, including a new specialistcardiac care centre. The hospital needed a suitably qualifiedand accredited Fire systems partner to design and install ahigh-tech fire system to protect the new cardiac wing whichalso had to interface seamlessly with the existing Gent firesystems already used within the hospital.

The SolutionWorking In partnership with Haden Young and in associationwith the main contractor Kier, Reflex designed the system tomeet all necessary criteria. This included the operational andtechnical needs for the systems to integrate whilst achievingcompliance to recognised standards. Spread across multiplecontrol panels and covering over 2,000 fire technology devicesin total, the system was installed and commissioned

Haringey 6th Form College, North LondonThe SolutionThe complete package included an IP network camera system, fire detection and suppression systems, intruder detection anddisabled refuge; all where applicable were made fully compliant toBritish Standards by Reflex. A Bosch IP network camera solutionwas designed and specified by Reflex and commissioned onto a V-Lan; the inclusion of remote management software allowsmultiple user access and control levels throughout the site, withtiered authorisation levels.

Baldwin Boxall disabled refuge systems were used in order to meet the disabled refuge requirements and fully comply with theDisability Discrimination Act (DDA).

As a Gent system integrator, Reflex designed, installed andcommissioned a full Gent network solution, with the latestgeneration panels and detection throughout the whole campus -the system incorporates in the region of 1000 devices. Gassuppression systems were also designed and installed into critical IT areas controlled by the fire detection system.

Reflex called upon its diverse engineering skill sets to successfullydeliver the complete package.

The ChallengeThe brand new Sixth Form College is located in a busy area of NorthLondon and is a Centre of Excellence for 16-19 year old studentsproviding education and training and offering a diverse range ofvocational courses. The consultants and main contractor wanted onepartner to provide multiple technology expertise for the successful

delivery of the security and safetyelectronics package within the

major design and buildcontract.

Leeds Arena

The ChallengeVisitors attending events at the new Leeds Arena are protectedby an advanced fully integrated security and safety system,which has been designed and installed by Reflex Systems.Reflex Systems was successful in bidding for the contract dueto its expertise in designing and engineering complex andinnovative security and safety systems.

The SolutionThe cutting edge products supplied by Reflex Systems includethe latest generation IP Network HD CCTV cameras, electronicdoor access and fire detection system control technology, all ofwhich integrate to advanced specialist management software.This allows both security and life safety systems to bemonitored, controlled and operated seamlessly at the £65mvenue. The integrated systems that Reflex Systems delivered forthe 13,500 capacity venue are based on a fully networkedsolution, which operates in both event and non-event modes,therefore providing purpose-designed levels of protection forthe prestigious venue at all times.

London 2012 Olympic ParkThe SolutionEntire systems including both hardware and software were prebuilt, configured and tested at Reflex workshops before beingtransported to site. At the same time installation teams workedacross London undertaking enabling works and fibre opticnetwork cabling at each of the venues simultaneously. Additionalsite specific hardware including specialist cabinets and columnswere also designed, fabricated and delivered as part of the scope.

Reflex successfully delivered 100% of the contracted works ontime and to budget. As well as the usual technical challenges theteams worked around the clock to overcome adverse weatherconditions, site delays and 3rd party last minute changes.

Following the final handover and training of operators, Reflexengineering staff continued to provided 24/7 technical supportand rapid response to each venue throughout the games. Reflexwere also provided with additional contracts within both theCommand and Control operation and Public and VIP transporthubs.

The ChallengeThe London 2012 Olympic and Para Olympic games were one ofmost high profile games ever. Whilst working with police and othergovernment security agencies, part of their remit was to provideenhanced security for public ‘off park’ venues and events facilities.The scope of work included the installation of latest IP camera

systems with fibre optic networks,local and remote monitoring

and control at venues.

North Germany

The ChallengeA brand new gas storage facility in the district of Wittmund,Northern Germany required leading edge site management,safety and security systems.

The SolutionThe site that uses latest industry technology to import anddistribute natural gas stored in underground caverns chose touse Reflex for the video, alarm and access control expertise.

Reflex supplied ATEX and CSA compliant fixed and functionalPTZ cameras to provide security and perimeter protection thisincluded the use of latest generation video analytics softwarefor the identification of alarm conditions, fibre optictransmission of security camera images and specialist firedetection cameras, high performance video recording andstorage. The access control system provided perimeter doormonitoring and site and building access with the ability tointegrate further into the site safety software.

Barbican, York

The ChallengeAs part of the capital investment programme, there was a realneed for an overall and all-encompassing security and sitetechnology review. A solution was sought that would deliver ahigh level of performance in the management of public areas,provide auditable access control, as well as deliveringmanagement information and general security upgrades for thebuilding generally.

The SolutionReflex was able to put together an overall ‘turnkey’ solution forBarbican operator SMG. Reflex designed a custom package ofsite-wide technologies to manage day-to-day operationalprocesses for the Barbican generally, as well as control andmonitor all the public areas, ensuring the safety and thesecurity of the building, visitors and staff. This has seen thelatest in site systems installed, bringing the venue up to themodern standards desired. Reflex's extensive knowledge of thesector, and its ability to partner with the appropriatemanufacturers ensured they delivered a seamless solution.

The ChallengePortman Square, 2-14 Baker Street, London, is a brand newprestige category. A business premises on a primesite locationin the centre of the capital. A 10-storey building offeringbusiness space and premium retail units on the ground floor,the site would accommodate up to 1,000 workers a day andhave a projected public footfall of many thousands per week.

The SolutionReflex’s status as a GENT fire systems integrator was pivotalfrom the outset, and gave the client the required confidencethat the appropriate system would be designed and delivered.Reflex was able to meet the brief and design and deliver fullyintegrated life safety systems including both fire detection andvoice evacuation. Reflex’s remit on this project includedFire/PA/evacuation technologies, Intruder; door alarms; and IPCCTV, all seamlessly integrated into one interface that can bemanaged and monitored on-site and/or remotely. The brandnew facility now has building security technologies that arecommensurate with the quality and profile of the development.

Leeds BradfordInternational Airport

The ChallengeAs part of the redevelopment there was a clear need for best inclass safety and security systems, in respect of strategic bordercontrols. Additionally, enhanced general security and safetyprovisions for the millions of passengers who pass throughLBIA every year would bring the airport bang up-to-date withthe latest technologies.

The SolutionIncumbent systems required additional support and upgradesover a period of several months; video surveillance has beenupgraded for the entire site, in both the passenger and airsideareas. The new solution also includes a major overhaul andinstallation of the very latest access control systems, bothlandside and airside, providing a high level of traceability aswell as sophisticated management information and auditingtools. A site-wide CCTV review was undertaken, with systemenhancements made to car parks and other external areas.

Rapid global mobiledeployment applications

“The template for these vehicles isscaleable and flexible allowing us to accommodate customerspecific requirements and alliedtechnologies.”

The ChallengeIn town and city centre CCTV control facilities there is anincreasing demand for a self-contained mobile solution whichcan be deployed anywhere and at any time for disaster recoverypurposes, or by police and government agencies in response toan incident, coverage of a planned public event.

The SolutionReflex’s solution comprises of a fully equipped command andcontrol vehicle utilising a long wheeled based Mercedes van. Theinterior fit out includes three fully equipped operator positionsand has the capacity to record over 100 high definition camerasto on board hard drives. It has both wireless and fibre optictransmission interfaces in order to allow connection to existingcamera systems as well as the ability to use rapid deploymentwireless cameras. The vehicles can also be equipped withretractable masts which can house fixed, Pan Tilt Zoom orthermal imaging cameras depending on the application.Stabilisation, integral awning, integral power generation andexternal power options provide greater flexibility.

Wexham Park Hospital

The ChallengeHeatherwood and Wexham Park Hospitals NHS FoundationTrust provides hospital services to a large and diversepopulation of more than 450,000. As part of phased securityimprovements a contract for the provision to supply and installan integrated technology solution including infant tagging, toprotect the Heatherwood and Wexham Park maternitydepartments.

The SolutionReflex has supplied, installed and commissioned an integratedinfant tagging solution, which now interfaces seamlessly withan upgraded CCTV platform and a new Honeywell staff accesscontrol system. The result is a discreet, intelligent integratedtechnology solution providing a high degree of protection 24/7without the need necessarily for any staff members to be on-site for it to be effective. The system is particularly useful wherestaff numbers are stretched or where staff are deployed toemergency situations, historically leaving other areas of thewards potentially vulnerable to security threats.

North East LincolnshireCouncil

The ChallengeNorth East Lincolnshire Council planned a comprehensive upgrade oftheir existing CCTV command and control centre located in Grimsby,and the existing CCTV cameras located in urban areas throughoutthe region.

The SolutionThe new control room uses Vigilant product and software integratedwith Meyertech. This removed the dependency on analoguetechnologies and introduced an IP platform with a new monitor walland operator controls, virtual matrix and high quality recordingacross all cameras simultaneously. This allows operators to view,control and record real time high quality camera images using acombination of fibre, microwave and wireless IP technologies with acapacity for over 200 cameras, also providing the monitoring andcontrol of rapid deployment wireless cameras throughout the region.

The new control room also complies fully with both EU and BSstandards with full audit reporting.
