Caherea National School

The Board of Management of Caherea National School recognises the importance of safety, health and welfare throughout the school in order to protect members of the school community from injury or ill-health.

Our statement aims to provide a safe and healthy environment for our staff, pupils, parents and visitors, in accordance with the Safety, Health and Welfare at Work Act, 2005, and the associated (General Application) Regulations, 2007.

The successful implementation of this policy requires the full support and active co-operation of all staff, students, contractors and visitors to the school.

1.0 Safety, Health and Welfare Policy

Caherea National School

In accordance with the Safety, Health and Welfare at Work Act 2005, it is the policy of the Board of Management to ensure, so far as is reasonably practicable, the safety, health and welfare at work of all staff and to protect students, visitors, contractors and other persons at the school from injury and ill health arising from any work activity. The successful implementation of this policy requires the full support and active co-operation of all staff, students, contractors and visitors to the school.

It is recognised that hazard identification, risk assessment and control measures are legislative requirements which must be carried out by the employer to ensure the safety, health and welfare of all staff.

The Board of Management, as employer, undertakes in so far as is reasonably practicable to:

promote standards of safety, health and welfare that comply with the provisions and requirements of the Safety, Health and Welfare at Work Act 2005 and other relevant legislation, standards and codes of practice;

provide information, training, instruction and supervision where necessary, to enable staff and students to perform their work safely and effectively;

maintain a constant and continuing interest in safety, health and welfare matters pertinent to the activities of the school;

continually improve the system in place for the management of occupational safety, health and welfare and review it periodically to ensure it remains relevant, appropriate and effective (see school's Safety Statement);

consult with staff on matters related to safety, health and welfare at work;

provide the necessary resources to ensure the safety, health and welfare of all those to whom it owes a duty of care, including staff, students, contractors and visitors.

The Board of Management is committed to playing an active role in the implementation of this occupational safety, health and welfare policy and undertakes to review and revise it in light of changes in legislation, experience and other relevant developments.

2.0 Safety, Health and Welfare Planning

Planning for safety, health and welfare is a cyclical process where documentation and systems are reviewed on a continuous basis. It is seen as an integral part of the school plan and it helps the school deal with new circumstances and changes that may affect the safe running of the school.

Planning ProceduresSchool plans, including the Safety, Health and Welfare statement, are drawn up by staff members and/or parents of the school in consultation with relevant members of the school community. Such plans are passed at a staff meeting and then ratified by the Board of Management. Each plan has a review date to assess the effectiveness of the plan and to cater for any changes that may affect the implementation of the plan.

The use of resources is and must be consistent with the priorities for maintaining and improving safety, health and welfare in the school.

Maintenance (App. 1) All fire safety maintenance occurs annually. It is the responsibility of the principal to ensure this takes place and for the purchase of

safety, health and welfare resources.

3.2 Roles and Responsibilities for Safety, Health and Welfare

The Board of Management recognises that overall responsibility for safety, health and welfare in the school resides with itself. The safety, health and welfare committee, staff and other school people must work with the board in a manner that is conducive to creating a safe environment for all.

In light of COVID-19, the Lead Worker has a responsibility in monitoring and maintaining the efforts made to prevent the spread of the virus. Their role is set out in the COVID-19 School Response Plan.

Teachers / Special Needs Assistants / Non-teaching staff: comply with all statutory obligations on employees as designated under the 2005 Act; co-operate with school management in the implementation of the safety statement; read the Safety Statement and comply with the procedures in place (App. 2); inform students of the safety procedures associated with individual subjects, rooms and

tasks; ensure that students follow safe procedures, especially fire drills; formally check classroom/immediate work environment to ensure it is safe and free from

fault or defect (to be undertaken in the day prior to commencement of school year); check that equipment is safe before and after use and is stored appropriately; report any issues with their work environment, furniture and electrical appliances to the

principal; ensure that risk assessments are conducted for new hazards; report accidents, near misses and dangerous occurrences to the Principal.

Cleaner: report any defects or hazards to the Board of Management/Principal; use the personal protective equipment provided, if necessary; when purchasing products, the cleaner must purchase the least hazardous product to get the

job done effectively.

Other School Users: Other school users such as students, parents, volunteers and visitors should comply with school regulations and instructions relating to safety, health and welfare. Rentees in the school must be given access to the school's safety, health and welfare statement and sign that they comply with such (App. 3). Such rental agreements are supervised by the school principal.

Contractors:

Contractors must comply with statutory obligations as designated under the Safety, Health and Welfare at Work Act 2005, the Safety, Health and Welfare at Work (General Application) Regulations 2007 and any other relevant legislation such as the Safety, Health and Welfare at Work

(Construction) Regulations 2006.

The board of management, through its Safety, Health and Welfare Officer, must familiarise itself with the above legislation.

Schools must make available the relevant parts of the Safety, Health and Welfare Statement and safety file to any contractors working in the school on behalf of the school.

Schools must provide to contractors the school regulations and instructions relating to safety, health and welfare.

Contractors must make available relevant parts of both their safety, health and welfare statement and risk assessments in relation to work being carried out.

Contractors must sign a written record that they have had access to and comply with the school's safety, health and welfare statement (App. 4).

When our school is sharing a workplace with a contractor we must co-operate and coordinate their activities in order to prevent risks to safety, health and welfare at work.

Short duration, low risk, single contractor works involving routine maintenance, cleaning, decorating or repair:

Where this work involves a single contractor and where there are no particular risks present and task duration will not exceed 30 working days or 500 person days, to comply with safety, health and welfare requirements and to ensure this type of work is carried out safely with minimal disruptions, the following key points should be followed:

The board of management must ensure that the contractor is competent. This means that the contractor is suitably qualified and experienced and is registered.

The contractor and the principal speak before the project commences to ensure communication links are established before work starts and throughout the contract.

The contractor should advise the principal about the likely duration of the work and any possible hazards, and how these will be addressed.

The contractor should also provide the principal with a copy of its safety statement, including any relevant risk assessments for the project to be undertaken.

The principal should provide the contractor with a copy of its safety statement and allow access to the school's safety folder.

The contractor must sign a written record that they have had access to and comply with the school's safety, health and welfare statement (App. 4).

The principal should advise the contractor about necessary precautions which need to be considered, particularly if work is being carried out during school time.

Substantial building works, (e.g. extension to school building):

Where substantial building work lasting more than 30 days or 500 person days is being considered, the Board of Management take on the responsibility of “client”. The client must:

appoint, in writing before design work starts, a Project Supervisor for the Design Process (PSDP) who has adequate training, knowledge, experience and resources;

appoint, in writing before construction begins, a Project Supervisor for the Construction Stage (PSCS) who has adequate training, knowledge, experience and resources;

co-operate with the project supervisors and supply any necessary information; notify the HSA of the appointment of the PSDP on Approved Form AF1 “Particulars to be

notified by the Client to the Health and Safety Authority before the design process begins”;

retain and make available the safety file for the completed structure. The safety file contains information on the completed structure that will be required for future maintenance or renovation;

familiarise itself (the board) aware with its legal health and safety responsibilities, as detailed in the Safety, Health and Welfare at Work (Construction) Regulations 2006.

The importance of appointing competent persons to safety, health and welfare functions can be delegated to a senior manager such as the principal. However, the legal responsibility for safety, health and welfare rests with the board of management. The school may wish to appoint a person, such as a safety officer, to act on its behalf but in doing so they must be satisfied that this person is competent.

Competence is defined under the 2005 Act as follows: “a person is deemed to be a competent person where, having regard to the task he or she is required to perform and taking account of the size or hazards (or both of them) of the undertaking or establishment in which he or she undertakes work, the person possesses sufficient training, experience and knowledge appropriate to the nature of the work to be undertaken.”

The school is a unique work environment but is not generally high risk. Those on the ground, carrying out the day to day work of managing and co-ordinating school activities know this environment best. The school should have access to sufficient safety, health and welfare knowledge, skills or experience to identify and manage safety, health and welfare risks effectively and to set appropriate objectives.

4.0 Risk Assessments and Action Plan

Caherea N.S. is committed to undertaking risk assessments as an integral part of the safety management system. Awareness, communication and action are vital skills that will enable its successful implementation.

The key questions to ask when conducting a risk assessment are: What can cause injury or harm? Can the hazards be eliminated and, if not; What preventative or protective measures are/or should be in place to control the risks?

The steps used to carry out effective risk assessment our as follows:1. Identify the hazard.2. Evaluate the risk in proportion to the hazard.3. Put in place appropriate control measures to eliminate or minimize the risk.

It is the responsibility of the Board of Management to implement, as is reasonably practicable, any control measures considered necessary by the risk assessments.

5.0 Safety, Health and Welfare Procedures

The Board of Management understands the need for clear and functional procedures that enable the safety, health and welfare of all in the school to be maintained. It is aware of present good practice in the areas of Fire Safety, Supervision, Accident Procedure, First Aid and the Administration of Medicine.

5.1 General School Procedures

Supervision will begin on the school yard at 9:05 each morning. The staff member on duty will survey the school grounds for any hazardous items. Such items will be removed and if not, the area surrounding the item will be cordoned off.

The main entrance to the school will be locked at 9:45 every morning. Staff must lock such doors after use.

Visitors All visitors to the school must report to the school office. All visitors must sign in and sign out in the record book kept at reception. During the COVID-19 pandemic, visitors will only be accepted by appointment in line with

the school’s COVID-19 School Response Plan and Logistics Plan.

Pupils All pupils must be in school for roll call (9:30) and will be noted as such. Any pupils that arrives to school after roll call (9:30) must be signed in by an adult in the

record book kept at reception. Any pupil that leaves the school before home time must be signed out by an adult in the

record book kept at reception. During the COVID-19 pandemic, parents must inform the school of their child arriving late

or departing early prior to the event in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Supervision of Pupils The Board of Management and staff are responsible for the supervision of pupils between

9:05am and 2:00pm (infants) and 3:10pm (all other classes). Parents/Guardians are responsible for the supervision of children before and after these

times. Pupils may enter the school grounds at 9:05am and stay on the yard until the bell is rung. In

the case of adverse weather, pupils will enter the school at 9:05am and staff will supervise. During the COVID-19 pandemic, pupils must go straight to their seat in their classroom in

line with the school’s COVID-19 School Response Plan and Logistics Plan.

Drop Off/Pick Up It is assumed that the parents/guardians will collect their child(ren) from school.

Parents/Guardians must inform the class teacher of any other arrangement regarding the collection of their child(ren).

In exceptional circumstances, teachers will supervise individual children when the parent/guardian does not arrive for collection. Parents/Guardians will be notified if this practice occurs regularly.

Parents who wish to allow their child(ren) to leave early must inform the school in advance, collect the child(ren) at the agreed time and sign the child(ren) out at reception.

The school must be notified in writing of any change to routine vis a vis the collection of child(ren).

The parent/guardian should have a designated person available to collect their child(ren) in the event of a change in routine.

In the event of a school tour or outing that returns after school hours, the teacher in charge and accompanying staff members will be responsible for the children up to the collection time specified in their written notification of the outing and after if the tour runs late.

Breaks and Lunch Periods Children will be supervised by an adult member of staff during morning break and lunch

break periods. Children will be informed regularly of yard rules which will be consistently enforced. The practice of children returning to classrooms during breaks is not allowed. Children who need to use the toilet during breaks must ask the permission of the adult on

yard. During all breaks there will be a member of staff at the First Aid station/staff room to deal

with any incidents that may arise.

Normal School Hours• Teachers are responsible for the supervision of children during normal school working

hours.• In the event that the class teacher may have to leave their classroom, they must arrange

cover for their class. • When this is not possible, the class teacher must inform the principal or a teacher in an

adjoining room and leave the door open.

Working Alone with Pupils All staff should avoid, where possible, working alone with pupils. In an instance where a staff member is working alone with a pupil (e.g. SET setting), the

staff member must ensure that they and the pupil are clearly visible and that there is a table between themselves and the pupil where practicable.

During the COVID-19 pandemic, staff working within two metres of a pupil must wear a face covering in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Newly Appointed Staff/Substitute Staff All newly appointed staff and substitute staff must be given a School Information Pack

(App. 6). During the COVID-19 pandemic, school related COVID-19 information will be made

available to substitutes in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Staff RoomTo prevent issues of safety, health and welfare the following rules should be followed:

All kitchen equipment and appliances are to be used only by a competent person. Any defective equipment, appliance or furniture must be reported to the principal as soon as

possible. During the COVID-19 pandemic, staff should avoid using kitchen equipment and appliances

in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Aggressive and/or Threatening Behaviour Towards a Staff MemberIn the event of such an issue, staff should:

Remove themselves from the situation if possible. Alert the nearest staff member. Immediately inform the principal/deputy principal.

Manual Handling All staff must be provided with manual handling training at least every three years (App.

14). All staff are expected to apply the knowledge gained to their occupational duties. When purchasing stock such as clay, smaller weight items should be purchased to avoid

heavy lifting. Storage of weighted items is arranged so that heavier items are stored on middle shelves and

not on the top or bottom shelves. Individuals should request help when moving heavy items. Pregnant members of staff should request help with manual handling situations.

Swimming Pool All children are required to change in the group changing room (male and female) that is

closed to the public for the duration of the school’s use when getting changed before and after swimming.

Staff present must be vigilant of other pool users and ensure that appropriate supervision is maintained.

Children must request to use the toilet and staff must be aware of other pool users who might be present in such an instance.

No adult should be on their own with a child at any time. Although the swimming lessons and health and safety issues in the swimming pool lie with

management of the swimming pool, the teacher in charge must be vigilant at all times. In the instance of child with additional needs, the class teacher, principal and/or the child’s

special needs assistant must take into consideration the risks present and the needs of the child when deciding if the child should attend swimming lessons or not.

Pregnancy, Breastfeeding, Post Natal The concerned member of staff must formally meet the principal to undertake a risk

assessment for their health, safety and welfare at work. The Board are not responsible for any pregnancy related safety, health and welfare issues

unless the principal has been formally informed. The school will make every effort to accommodate the staff member in accordance with

their legislative rights.

Lone Worker ProcedureA lone worker is any staff member who works alone, without direct supervision, and without regular interaction with other staff members. To minimise risk to staff members, the following should be followed:Staff

All staff must make themselves known to the principal or, when absent, the next most senior member of staff, each morning, and same when leaving the school.

A list of all staff mobile phone numbers are shared between staff. All staff are advised to keep a charged mobile phone on their person at all times while at

work. All staff must make it known to another staff member if they are working alone in an

isolated area, including the nature of the work they are doing. All staff must make it known to another member of staff if they plan to work later than

normal. Management should give special attention to the duties of the cleaner, the hours of their

employment, and the locations in which they work.

Extra-Curricular Activities Where a teacher organises an extra-curricular activity on school grounds, the responsibility of supervising the pupils resides with that teacher. In this instance, the extra-curricular activity is deemed an extension of the school day for the teacher and pupils attending, and this safety statement must be adhered to.

When organising an extra-curricular activity, staff should: Seek the approval of the principal, arrange a time and venue for the activity to take place,

and decide upon an end date for the activity. Comply with the school's Safety Statement. Inform the parents/guardians of the pupils attending the activity, in writing, of the nature,

location, and duration of the activity. Inform the parents/guardians of the pupils attending the activity, in writing, regarding when

the activity will end.

5.2 Hazards

Slips, Trips and FallsTo prevent issues of safety, health and welfare the following rules should be followed:

In the event of a spillage, warning signs will be put in place until the hazard is no longer present.

The washing of floors will be conducted after school hours. Classrooms have absorbent material to deal with spills. Any area deemed to be a high-risk slip or trip area has appropriate signage clearly visible. School equipment and pupil belongings are to be stored tidily to prevent accidents. Any loose leads are to be tied or removed as appropriate. Any damage to furniture, flooring or paving are to be communicated to the safety, health

and welfare committee and the caretaker.

Working at HeightTo prevent issues of safety, health and welfare the following rules should be followed:

Ladders should be used for any work that cannot be done while standing on the ground. Ladders are to be used for short duration work and where the risk of injury is low. Ladders are to be used for light work and not for carrying heavy items. Ladders must be stored safely in the boiler house. Ladders must be set out on a firm base and held by a second person. When using a ladder, shoes should be clear of any mud or grease etc. and members of staff

All staff must be mindful of the level of noise generated from speakers and act appropriately to ensure no damage is caused.

All staff members must bring concerns about noise levels from equipment or other source to the safety, health and welfare committee when the issue arises.

The safety, health and welfare committee must undertake an assessment of the noise hazard and rectify the issues if needs be.

Any member of staff working with loud equipment or appliances must wear protective ear muffs.

Chemicals and Hazardous Materials All cleaning products in use should be kept in a location out of the reach of pupils and used

appropriately. All non-classroom paint products should be stored in an external store. All paint kept in the classroom/equipment should be child-friendly paint and contain the

relevant certification. No other chemicals or hazardous materials should be present in the school without the prior

approval of the Board of Management. All staff should teach their pupils about the labelling and classification of hazardous

materials through the Social, Personal and Health Education curriculum as appropriate.

Machinery, Kitchen Equipment and Electrical AppliancesIt is the policy of the Board of Management that machinery, kitchen equipment and electrical appliances are used only by competent persons.

Such appliances will be regularly checked by the caretaker. All staff must be observant of deterioration to cables, plugs and sockets when using

equipment and appliances. Any defects noticed by staff must be made known to the principal. The safety, health and welfare officer must ensure that defect machinery, equipment and

appliances are clearly labelled as such.

YardTo prevent issues of safety, health and welfare the following rules should be followed:

The staff member opening the school in the morning with scan for any dangers present. A scan of the yard must be done by any staff member before use to identify possible

dangers. Such dangers must be removed or else cordoned off. In the event, of icy weather, girt or salt will be applied to walkways.

Parental permission is obtained at the beginning of enrolment through the general permission slip. Teachers must notify parents in writing of all trips involving out of the school grounds.

SupervisionA high level of supervision is organised for school tours and other school excursions. The following must be considered:

The level of supervision is dependent on the type of activity but it must not be less than the requirement of one competent adult to every ten children.

Pupils that have SNA access should, where possible, be accompanied by an SNA. Adults may be required to pay for themselves and should be informed of such.

Teacher Duties The teacher in charge should carry the excursions folder with them at all times. The teacher has the responsibility for informing and delegating duties to accompanying

adults The teacher in charge will explain to pupils the procedure if they become separated from the

group: contact a trusted adult; tell the adult their name and the name of the school The teacher in charge will have a list of all children partaking on the trip; all allergies and

relevant medical information will be noted. The teacher in charge will carry a stocked First Aid kit and charged mobile phone on the

outing. The teacher in charge and accompanying staff members will be responsible for the

supervision of children up to the collection time. This time should be specified in the written notification of the outing. If collection differs from normal the teacher must be informed of this in writing.

If it is anticipated that return time will be affected. The teacher in charge will notify the school at their earliest convenience and will be responsible for the supervision of children until their return. The Text-A-Parent service will be used to notify parents.

The teacher in charge must arrange to have a designated member of staff, who has quick access to the school, available for the duration of the excursion.

In the event of an emergency the protocols advised in the Critical Incident Policy should be followed and the teacher is required to make themselves familiar with this prior to any school tour or outing.

Prior to school tour or outing compliance certificates should be obtained (see below).

Additional Supervisors Should be aware of their duties as outlined by the organising teacher and be aware of

emergency procedures. Should have a charged mobile phone.

Compliance and Insurance Before a class tour or excursion is undertaken the organising teacher must be satisfied that

the venue in question is adequately insured. In the case of an outdoor/adventure activity, written assurances regarding competency of

employees, safety standards of equipment, first aid procedures and emergency protocols should be obtained.

Written assurances from bus and taxi companies stating their compliance with the Road Traffic Act should be obtained prior to travelling (App. 9).

Teachers or parents may drive children to local venues such as the church or GAA pitch. Only staff and parents with full driving licences, who are insured for such trips and who have adequate seating are permitted to carry children. No member of staff can be compelled to transport children.

Buses or taxis will be used for all other excursions. Written assurances from bus and taxi companies stating their compliance with the Road Traffic Act should be obtained prior to travelling.

5.4 Accident Procedure

In the event of an accident or injury to a pupil: The staff member present must take such action as would be exercised by a careful and

solicitous parent placed in a similar circumstance. All staff should act in locus parentis. In this regard, teachers must make themselves familiar with the school's policies and

procedures for dealing with and reporting accidents. All accidents and injuries to pupils must be recorded as the teacher sees fit.

If it is a minor injury (graze, bang on the knee or arm, etc.), the teacher should record the injury and action taken in the Minor Incident Book.

If the injury is more serious, the teacher should record the incident by filing out an Incident/Accident Report Form. A copy of such should be kept in the pupil’s file and one sent home to the parents/guardians.

Accidents must be reported in a common sense and factual manner with particular reference to the supervision being exercised at the relevant time.

Any enquiries by a teacher regarding the welfare of a pupil are not an indication of, or an acceptance of responsibility.

Claims will be dealt with by the school's insurers. In the case of an incident that needs professional attention, the supervising teacher should

contact the child's parents. If the parents cannot be contacted, the supervising teacher should call a doctor or emergency

services as required. In the event of an emergency, see the school's Critical Incident Policy. During the COVID-19 pandemic, staff must wear a face covering when they are within two

metres of a pupil in line with the school’s COVID-19 School Response Plan and Logistics Plan.

5.5 First Aid Procedures

Basic First Aid will be administered in the event of minor cuts, scraps and injuries as outlined in the general permission slip.

It is the policy of the Board of Management that: The school has no designated First Aid Officers. The staff member present must take such action as would be exercised by a careful and

solicitous parent placed in a similar circumstance. All staff should act in locus parentis. All required remedies and equipment are made available for the First Aid function. Parents/Guardians should be informed of an incident, either by phone or at the end of the

school day, as the supervising teacher sees fit. If there is a head injury, parents must be contacted at the first opportunity. An up-to-date list of children who cannot receive First Aid or those who have allergies must

be kept in the school office. There will be an adequate supply of properly equipped First Aid boxes and kits available at

all times to staff (App. 10).• The Deputy Principal is the designated staff member for the maintenance of First Aid

supplies and equipment.• All First Aid supplies should bear the CE quality mark.• Disposable gloves are recommended to be used at all times when administering First Aid.• Appropriate hand washing should be undertaken before and after administering First Aid.• Ice packs are stored in the fridge freezer in the staffroom.• First Aid equipment must always be returned after use.• During the COVID-19 pandemic, staff must wear a face covering when administering First

Aid in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Bleeding Wounds Wash your hands and put on a pair of rubber gloves. Remove clothing (if necessary) to expose the wound. If it is a small wound ONLY, clean the wound with water and a cotton swab. DO NOT

apply any anti-septic cream or lotion to the wound. Apply a sterile dressing from the First Aid Kit over the wound, ensuring the dressing is

firmly applied. If it is a larger wound, secure the dressing with a bandage if appropriate, notify the

parents/guardians, and obtain expert help.

Broken Bones Do not remove the casualty if he/she is in a position which exposes him/her to immediate

danger. Steady and support the injured part if possible with your hands. If a broken bone is suspected, notify the parents/guardians and obtain expert help.

Head Injury If there is a scalp wound, use a sterile pad from the First Aid Kit to press down firmly and

evenly over the wound. Check casualty's level of response to simple questions. If consciousness is impaired, send

for an ambulance immediately. In the event of any head injury, the parents/guardians of the child must be contacted at

earliest convenience.

Loose or Foreign Bodies in the Eye Irrigate the eye with Saline Solution in the First Aid Kit. DO NOT use any other solution. DO NOT attempt to remove anything that is embedded in the eye or the eye area. If the foreign body does not become removed, apply a sterile pad from the First Aid Kit and

obtain expert help. The parents/guardians should be informed immediately.

Avulsed Teeth The avulsed tooth should be kept under the child's tongue where possible. Failing this, it

should be kept in a glass of milk. The child should be brought to a dental clinic immediately. The parents/guardians of the child must be contacted at earliest convenience.

5.6 Pupils with Specific Conditions/Chronic Illness

Specific Conditions of Pupils Parents/guardians must inform the school office, in writing, of any information about the

health, safety and welfare of their child upon enrolment. The school office must file this information.

Parents/guardians must inform the class treacher, in writing, of any information about/changes to the health, safety and welfare of their child at the commencement of and throughout the school year. The class teacher must file this information and ensure that this information is written into the front cover of the Minor Incident Book.

THIS INFORMATION IS CONFIDENTIAL AND IS TO BE USED ONLY BY THE TEACHING STAFF OF CAHEREA N.S.

Allergies It is the parent’s duty to inform the school of any allergies that their child may have. They must also inform the class teacher of the allergy at the commencement of each school

year. The teacher must ensure such pupils and their allergy are filed and listed in the front cover of the Minor Incident Book.

Infectious Diseases In the incident of infectious diseases, a letter will be sent out to the entire parent body as

soon as the infection is noted by any member of staff to avoid further unnecessary outbreaks. Staff will be notified at this time also.

The parents/guardians of pupils showing signs of infection will be asked to seek medical advice as to whether their child should be present in school or not.

5.7 Administration of Medication Procedures

As a general rule, teachers should not be involved in the administration of medication to pupils.

In exceptional circumstances, where a teacher agrees to become involved in the administration of medication, the following applies:

Prior approval of the Board of Management must be obtained. Parents/guardians must give written and signed consent along with the appropriate

instructions for administration. If necessary, designated staff should be trained in the appropriate procedure. Written records of dates and times when medication was administered must be kept in the

pupils file. Staff in such situations are advised to check INTO guidelines (pg. 181 of the Members'

Handbook). During the COVID-19 pandemic, staff must wear a face covering if they are with two

metres of a pupil, in line with the school’s COVID-19 School Response Plan and Logistics Plan.

Transfer of Information Information regarding pupils with specific conditions, allergies or the administration of

medication must be kept in the pupil's file in the office and also in the class files. The class teacher must ensure such pupils and relevant information are listed in the front

Management has been obtained. In the event where medicines are kept in the school, they should be kept in a secure location

in the staff room. All medical devices should also be stored in the staff room unless in use.

5.8 Fire Safety Procedures

It is the policy of the Board of Management that the highest standard of fire safety for the children in our care, the staff of the school, and all visitors to the school will be guaranteed at all times.

The Health and Safety Officer/Committee will ensure that:

Instruction is given to staff members regarding fire drills, escape routes, and the use of fire extinguishers.

Fire alarms and assembly points are clearly marked and visible. There are fire extinguishers in each room and are clearly accessible. Emergency exit signs are clearly marked and visible. There is an Emergency Exit Route map above the door in every classroom and that exit

routes are free from obstruction. Fire safety equipment are maintained yearly and records kept in the Health, Safety and

Welfare folder.

Staff must ensure that: They are familiar with fire escape routes and their classroom's Emergency Exit Route map. They are aware of fire notices in their area. They are familiar with fire fighting equipment in their area. They inform the Health and Safety Officer if they notice any issues with fire doors

throughout the school. They know the nearest fire assembly point. The class register is filled in by 09:30 each morning. The use of candles or naked flames is strictly controlled. It is recommended that all electrical equipment be unplugged or turned off outside school

hours and when the school is vacated for lengthy periods. Electrical sockets are not overloaded

Fire Safety Equipment Maintenance (App. 1) Fire safety maintenance is undertaken annually by McMahon Security Systems.

Fire DrillsThe aim of those involved in the fire drill is to prevent panic and to ensure the safe, orderly and efficient evacuation of all occupants of the school using all the exit facilities available.

Fire drills should take place in September and once in the term two and term three. Fire drills must always be timed and signed off by the Health and Safety Officer (App. 13). A debrief will be held by school staff and notification presented to the Board of

Management. Any recommendations will be minuted. Records of fire drills must be kept in the Health, Safety and Welfare folder. During the COVID-19 pandemic, pupils will assemble at the assembly point in their pods

which will be kept at least one metre apart, in line with the school’s COVID-19 School Response Plan and Logistics Plan.

What to do if you discover a fire:Caution and common sense should prevail when judging the severity of the situation. If the fire is not considered serious, the staff member should use a fire extinguisher to extinguish the fire. If the fire is considered serious, the following procedure should be followed:

Activate the fire alarm and alert your colleagues. Dial 999/112 and ask for the fire brigade. In general, it is the responsibility of the principal

to contact the emergency services but other staff members must do so if the situation warrants it.

Get children into a line immediately and remain calm. Bring the Fire Drill Record Sheet but no other objects should be gathered by the teacher or

pupils. Exit by the nearest exit, in accordance with the Emergency Exit Route Map in your

classroom, to the designated assembly point. During the COVID-19 pandemic, pupils will assemble at the assembly point in their pods

Points to remember: All staff should obey the instructions of the Health and Safety Officer. Do not endanger yourself. Ensure the Fire Drill Record Sheet is up to date and easily accessed.

Special Needs Evacuation Special Needs Assistants will assist the child that they are assigned to. In the event that they

are shared, they will assist they child that they are working with at that time. The SET teacher will assist the pupils in their room to evacuate safely or assist in the class

they are in if team-teaching is taking place.

Events In the occurrence of a school event after normal school hours, the following applies:

Emergency exit doors must be checked to ensure they open freely before the event. Emergency exit routes must be checked to ensure they are free from obstruction before the

event. A suitable person must be designated to raise the alarm and contact the emergency services. Persons assisting at the event are briefed on their role in fire evacuation. A health and safety briefing is given to all visitors at the beginning of the event. This must

include information on the emergency exit locations, emergency exit routes and who the fire marshals are.

5.9 Mould

It is the policy of the Board of Management that regular surveillance for mould will be conducted in the school and the Department of Education and Skills guidelines will be followed in its treatment.

A termly examination of the school building will be undertaken by the safety, health and welfare officer to identify areas of mould.

Any incidents of water damage are to be reported to the safety, health and welfare officer immediately.

A plan will be put in place by the Board of Management based on the Department of Education and Skills guidelines to treat mould and put prevention measures in place.

An Emergency Works grant will be sought by the Board where necessary.

5.10 Stress

The Board of Management has put the following procedures in place to deal with issues of stress in the school:

The HSA Work Positive tool will be used to assist with risk assessment requirements where workplace stress is concerned.

The school has a policy on dignity in the workplace which is communicated to all employees.

Demands placed on the employee by the Board of Management are achievable and in accordance with their role.

If necessary, employees are given training to support any changes in their jobs.

8.0 Measuring Performance

The Board of Management of Caherea N.S. understand that continuous measuring, monitoring and evaluation of health, safety and welfare management is vital to providing a school that is safe for all its staff, pupils and visitors. Performance measurement will be conducted in the following ways:

The health, safety and welfare officer will undertake a walk-through inspection of the school grounds, including all rooms, storage areas, boiler house and yard, once a term (App. 11).

It is the responsibility of each staff member to inspect the furniture and equipment they are using, including those that the pupils under their supervision are using. Any defects or hazards should be reported to the health, safety and welfare officer.

A risk assessment must be undertaken for all reported hazards and the control measures required will be added to the Action List of the safety statement.

The principal's report to the Board of Management includes health, safety and welfare

9.0 Audit and Review

It is the policy of the Board of Management that auditing and reviewing of health, safety and welfare system is integral to the school management process.

A walk-through inspection of the school grounds will be undertaken once a term by the health, safety and welfare officer.

An audit of the school's safety management system will be undertaken annually by the health, safety and welfare officer.

The health, safety and welfare officer and the Board must keep themselves up-to-date with any changes to legislation regarding health, safety and welfare.

A review of the health, safety and welfare statement will be undertaken annually by the health, safety and welfare officer and the Board. They should consider feedback from the school community, significant incidents, legislative requirements and/or other relevant developments. This should take place in May to afford time to apply for the Summer Works Grant.

Health, safety and welfare issues will be discussed at a staff meeting as part of our school-self evaluation and planning process. This meeting must occur prior to aforementioned audit of the school's safety system and the review of the health, safety and welfare statement.

The principal's report to the Board of Management includes health, safety and welfare information to keep the board up-to-date with any changes to the management system.

Safety Statement Record of Receipt

The Board of Management is obliged, under the Safety, Health and Welfare at Work Act 2005 to provide a safe and healthy school environment for staff, students and visitors to the school. In this regard, the Board of Management in co-operation with the school community has drawn up a safety statement, which is a written statement specifying how safety, health and welfare is managed in this school. co-operating with his or her employer or any other person as necessary to assist that person in complying with safety, health and welfare legislation as appropriate taking account of the training and instructions provided by the Board of Management;

correctly using any article or substance and protective clothing and equipment provided for use at work or for his/her protection;

reporting a breach of safety, health and welfare legislation or any defect in the place of work, the systems of work or in any article or substance likely to endanger him or her or another person, which comes to his/her attention.
