GENERAL INFORMATION

Subscription to the ITU Operational Bulletin for 1999(printed versions, electronic versions and on-line service)

Publication Notice No. 207-8 (Geneva, 1st December 1998)

The ITU Operational Bulletin is a fortnightly service publication, prepared under the responsibility of the Telecommunication Standardization Bureau (TSB). Published on the 1st and 15th of each month, it contains the administrative and operational information exchanged between administrations/recognized operating agencies (ROAs) and other service providers, entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the maritime mobile service. Various lists containing the codes, numbers or indicators allocated to countries and operators to meet the operational needs of international telecommunication services are published in annex to the Operational Bulletin.

Administrations/ROAs and other service providers may communicate to TSB any kind of official service information which is vital to smooth and efficient operation of international telecommunication services and request that it be published in the Operational Bulletin (TSB Fax: +41 22 730 5853; Tlx: 421000 uit ch).

In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The subscription form is contained in the Publication Notice No. 207-8 annexed to this Operational Bulletin. The duly completed form should reach the ITU Sales and Marketing Service, if possible not later than 20 December 1998.

The subscription form should indicate the number of copies required and the preferred mode of delivery. It should also indicate whether the subscription is a new or continuing one, and in the latter case, whether any amendments are to be made.

The ITU Operational Bulletin and Lists annexed of codes, numbers or indicators could be delivered to the subscribers in five different ways:

a) Printed version (delivered by airmail);b) Version delivered by fax;c) Version delivered by E-mail;d) Electronic version accessible on-line (on-line service);e) Electronic version of individual issues via the ITU electronic bookshop (payable by credit card)

on the ITU Web site.As from 1997, an annual subscription for access to the on-line service of the ITU Operational Bulletin

and Lists annexed has been introduced. This on-line service can be accessed via popular networking interfaces including World Wide Web, FTP (File Transfer Protocol) and Gopher. The password of the subscriber is provided by the ITU upon receipt of payment. The address for access to the ITU OB on-line is: http://www.itu.int/itudoc/itu-t/ob-lists.

The yearly subscription fee (for 24 issues per year, annexes included) is the same for all formats of delivery: printed version (delivered by airmail), copy delivered via fax, copy delivered via E-mail, and access to the on-line service (for the on-line service, a price multiplier for multi-users is applicable):

Maritime Mobile Service

NorwayCommunication of 11.XI.1998:

Telenor Nett AS, Oslo, announces that the radiotelex service at ROGALAND RADIO will close down temporarily as from 1 December 1998.

After 1 February 1999 only VARDO RADIO (LGV) will keep continuous local watch on 500 kHz for distress, urgency and safety messages, and for commercial traffic.

After 1 February 1999 ROGALAND RADIO, ORLANDET RADIO and BODO RADIO will keep watch on 500 kHz for commercial traffic only.

Legal TimeForthcoming changes in legal time communicated to the ITU Headquarters

Note from the ITU1. The legal time UTC (Coordinated Universal Time) has been used to designate the time in international telecommunication services. Each year, the periodic changes in legal time occur in some countries and geographical areas (i.e. the periods of validity of daylight saving time). For many years, these temporary changes in legal time, introduced in certain countries and geographical areas on variable dates, have been brought to the attention of all Administrations/ROAs by the ITU Operational Bulletin, well before the date of application.2. Administrations/ROAs concerned are therefore kindly requested to notify the ITU Headquarters without delay of any decisions adopted at government level for 1999 regarding the temporary changes in basic legal time.3. The next recapitulatory tables on changes in legal time will be published in the months of February and August 1999. Information to be included in the table should reach the ITU not later than 8 February 1999 and 9 August 1999, respectively.

Cook IslandsCTITU B65 of 24.XI.1998:

Telecom Cook Islands Ltd (TCI), Rarotonga, announces that the telex service in the Cook Islands was suspended as from 1 November 1998 at 1000 hours UTC and until further notice, owing to a lack of customers using the service.

Correspondents wishing to contact the Cook Islands by telex may forward their telexes by facsimile message to Telecom Cook Islands Ltd (TCI) on facsimile number +682 29174. TCI will deliver the facsimile messages free of charge for a period of one month as from the date of this ITU circular telegram.

The telex destination code 772 allocated to the Cook Islands and the telex network identification code RG assigned to Telecom Cook Islands (TCI) nevertheless, remain reserved for the telex service of the Cook Islands.

This information cancels and replaces that published in ITU Operational Bulletin No. 680 of 15 November 1998, page 7.

Cook IslandsCommunication of 12.XI.1998:

Telecom Cook Islands Ltd., Rarotonga, announces that in accordance with the Telecommunications Amendment Act No. 13 which came into effect on 18 June 1997, Call-Back operations are prohibited in the Cook Islands.

GuineaCommunication of 12.XI.1998:

The Ministère de l’Equipement, Conakry, announces that the Government of the Republic of Guinea has decided to prohibit the use of Call-Back systems throughout Guinean territory from now on, for both incoming and outgoing traffic.

Administrations and recognized operating agencies (ROAs) are requested to note that Call-Back systems are henceforth considered illegal in the territory of the Republic of Guinea.

Published on the 1st and 15th of each month, it contains the administrative and operational information exchanged between administrations/ recognized operating agencies (ROAs) and other service providers, entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the maritime mobile service. Various lists containing the codes, numbers or indicators allocated to countries and operators to meet the operational needs of international telecommunication services are published in annex to the Operational Bulletin.Administrations/ROAs or other service providers may communicate to TSB any kind of official service information which is vital to the smooth and efficient operation of international telecommunication services and request that it be published in the Operational Bulletin (TSB Fax: +41 22 730 5853; Tlx: 421000 UIT CH).In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The relevant subscription form is contained in the Annex. The duly completed form should reach the ITU Sales and Marketing Service, if possible not later than 20 December 1998.The ITU Operational Bulletin and annexed lists of codes and numbers or indicators may be delivered to subscribers in five different ways:

a) Printed version delivered by airmail;b) Version delivered by fax;c) Version delivered by E-mail;d) Electronic version accessible on-line (on-line service).

e) Electronic version of single issues via the ITU electronic bookshop (payable by credit card) on the ITU Web site.

As from 1997, an annual subscription for access to the on-line service of the ITU Operational Bulletin and annexed lists has been introduced. This on-line service can be accessed via popular networking interfaces including World Wide Web, FTP (File Transfer Protocol) and Gopher. A password is provided upon receipt of payment by ITU.

1. In order to preserve and protect its rights, the International Telecommunication Union (ITU) fully retains all titles and rights on its computer programs, data and accompanying written material (hereinafter the “product”) and does not sell any rights related thereto; it grants, however, the right to use the product by means of a product licence not implying in any way any sale of the original product or any copy thereof.

2. By the present licence, ITU grants you a non-exclusive right to use and display this copy of the product transmitted to you herewith, your use thereof constituting your agreement with the terms and conditions of the present notice.

3. This product is the subject of copyright. Unauthorized copying of the product is expressly forbidden. You may make one copy of the ITU product solely for backup purposes. Discounts of 15% are granted to Member States and Sector Members participating in the work of the ITU. The discount to Administrations of the Least Developed Countries (LDCs) has been increased from 40% to 80% off the catalogue price on all ITU publications, as well as to libraries of educational institutions (for online subscriptions and CD-ROM publications only). This new discount policy is valid for a one-year trial period, as from 23 March 1998.

· Methods of paymentAll publications ordered from the ITU must be paid for in advance. Payments can be made:a) by credit card: American Express, Eurocard/Mastercard, Visa;b) by bank transfer to the UBS SA, Geneva, ITU Geneva, Account No. C8-765.565.0;c) by cheque made payable to the ITU;d) by international postal order;e) to the ITU postal cheque account: ITU, Geneva, 12-50-3 (from within Switzerland);f) or by UNESCO coupon.

Payments normally should be made in Swiss francs (CHF). Payments may also be made in other currencies, freely convertible into CHF, provided that, when converted by the bank, the price of the service in CHF is covered. The ITU does not accept Letters of Credit.

· Forms of dispatchThe catalogue price includes the cost of dispatch by second-class mail or the means of carriage most advantageous to the ITU. Dispatch can be requested in other forms: i.e. airmail (express and registered), EMS, Federal Express, TNT, diplomatic pouch. If one of these alternative method is chosen, the dispatch cost will be added to the quote. Customs duties and other taxes or dues levied on imported goods are not borne by the ITU.

· Return of publicationsWhere a publication found to be faulty is returned to the ITU, the latter’s responsibility shall be limited to replacement of the publication and payment of the costs arising from such replacement. Any publication returned to the ITU as unwanted must reach it within two (2) months from the date of its dispatch to the customer, subject to the ITU’s prior agreement. A minimum charge of Fifty Swiss francs (CHF 50.–) will normally be invoiced to the customer by the ITU for return of the publication to stock.

In the case of electronic publications (CD-ROM and online), these general conditions shall apply, subject to the specific derogation provisions contained in the licence agreements. The placing of an order implies full acceptance of these general conditions of sale.

None of the provisions of these general conditions of sale shall be interpreted as constituting a derogation or renunciation of the privileges, immunities and facilities enjoyed by the ITU in accordance with the international agreement applicable to it, in particular the Headquarters Agreement concluded with the Swiss Federal Council on 22 July 1971, as well as the Swiss law or any other relevant national legislation.
