INTRODUCTION

This educational program is based on the competence approach, taking into account modern international requirements for mid-level specialists and skilled workers, with the participation of foreign partner LD DIDACTIC Group (Federal Republic of Germany).

The educational program is based on competencies, designed with the concept of lifelong learning, as the content of educational programs aimed at the formation of highly qualified specialists, capable of adapting to changing situations at work, on the one hand, and to continue professional development and education, on the other.

This approach to training allows to create a feeling of success of each student, which is created by the organization of educational process in which the learner can and should take over control of own learning, which teaches him to take responsibility for own learning, and in the future – for own professional growth and career . Thus, student as a consumer will be satisfied with education; he/she can improve it for life, responding to changes in labor market.

The educational program on the specialty contains information on the relevant levels of qualification, professional profile, curriculum, the requirements for applicants and the implementation of vocational training. This takes into account the requirements for competences of qualification levels 3, 4 and 5 of the National Qualifications Framework of the Republic of Kazakhstan.

The educational program on a specialty «Electrical equipment of electrical power station and networks» designed to meet basic provisions of:

Law of the Republic of Kazakhstan «About Education» dated July 27, 2007; State Program for Education Development of the Republic of Kazakhstan

for 2011-2011 years (Presidential Decree dated December 7, 2010 №1118); Development Strategy of NC JSC «Holding «Kasipkor» for 2012-2021 years

(DGRK dated December 31, 2011 №1751); State program on industrial-innovative development of the Republic of

Kazakhstan for 2015-2019 years (Presidential Decree dated March 19, 2010 № 957);

National Qualifications Framework of the Republic of Kazakhstan (joint order of Minister of Labour and Social Protection of the Republic of Kazakhstan dated 24 September 2012 №373, and Minister of Education and Science of the Republic of Kazakhstan dated 28 September 2012 №444).

It provides an opportunity to assign such qualifications as «0901022 Electrician on repair of electrical equipment for power stations*», «0901043 Electrical technician» and «******* Junior electrical engineer».

To implement this program in the practice of the institution, institution needs to develop working curricula and programs depending on the features of labor market in region and requirements of customer-employer.

EXPLANATORY NOTE to structure and content of educational program by specialty

0901000 «Electrical Equipment of Electrical Power Stations and Networks»

Curriculum and training program consist of various modules. The term «module» explains the model of «learning areas» that are taught in a combination of theoretical and practical units. Thus, each module is focused on the exploration and development of competences provided for in the framework of preparation for the profession. Thus, each module is focused on the mastering and development of competences provided in the framework of preparation for the specialty.

Curriculum by specialty «Electrical Equipment of Electrical Power Stations and Networks» is divided into several cycles of educational course:

Humanitarian basic module Basic professional modules Basic special modules Disciplines defined by the educational organization Socio-economic module Professional modules Special modules Advanced professional modules Advanced special modules Special advanced modules Industrial training and professional practice. The content of the above mentioned modules varies according to the level of

expertise that is to be achieved (see Pic.1).

There is an opportunity to proceed from level 3 to level 5 in the curriculum by specialty «Electrical Equipment of Electrical Power Stations and Networks» according to National qualifications framework of RK (see Pic.1).

Student can reach level 3 «Electrician on Repair of Electrical Equipment for Power Stations» and be employed. If student wants to proceed by the specialty, he/she will study another 8 months to reach level 4 «Electrical Technician». Then student can continue study another 8 months to reach level 5 «Junior Electrical Engineer».

1) «Electrician on Repair of Electrical Equipment for Power Stations» (Level 3)

Sign off electrical equipment Record and catalogue machine and winding data Set up and clear away workplaces Assemble and dismantle electrical machines Assemble and wire switch cabinets, including measurement and control

equipment, assemble drive systems Install and set up machines and drive systems, including pneumatic

components Assemble and wire up switchgear and automation systems Maintain and monitor electrical machines and drive systems in operational

use Work with English language documentation and communicate in English Under the provisions of the Prevention of Accidents Regulations,

electronics technicians for industrial engineering are deemed to be skilled electrical and electronic engineering workers.

2) «Electrical Technician» (Level 4)

including general supply lines Install and set up machines and drive systems, including

to plants Hand over plants, instruct users in their operation and provide services Work with English language documentation and communicate in English Under the provisions of the Prevention of Accidents Regulations,

electronics technicians for industrial engineering are deemed to be skilled electrical and electronic engineering workers.

3) «Junior Electrical Engineer» (Level 5)

There is the possibility for examined learners in level 4 to achieve level 5 “Junior electrical engineer” by passing additional courses and exams. Then they gain special competences in:

Planning and organizing work of teams, also in hazardous situations Evaluating results of work Maintain and monitor automated systems and programming of control

systems Organizing business processes and quality management Advising and supporting customersDuration of study by the educational program of TVET at full-time training

on the basis of upper secondary education (accredited/ certified) is: Level 3: 1 year 10 months Level 4: 2 years and 10 months Level 5: 3 years 6 months

The Organization of Industrial Training and Professional Practice include:

Training and industrial work on the acquisition of skills (industrial training in training labs and workshops);

Training and industrial work on the acquisition and development of skills (industrial training in training labs and workshops, professional practice and training at production);

Professional practice (technological, pre diploma).The duration of each type of practice is determined in accordance with the

requirements of the qualification profile of the specialist with the respective qualification (e.g. “Electrical Technician”).

Terms and contents of professional practice are defined by working qualification characteristics of specialists with the qualification “Electrical Technician”.

Industrial training is carried out in training workshops under the guidance of qualified and experienced instructors. It is provided for learners to master a

number of related work qualifications with the assignment of grades during the period of practice.

Professional practice is carried out in the relevant organizations, at workplaces provided by employers, and it is aimed at consolidating knowledge acquired during training of both practical skills and professional competences. For the qualification “Electrical technician”, it should take place in the second semester of the third year of training, preferably in places where conditions and admissions of work are established (Thermal power plants, cogeneration plants, boiler). There should be responsible “experienced personnel” to supervise and instruct students according to the curriculum. Details of the organization of professional practice should be part of the contract between company, training institution and trainee. Employers’ companies independently establish the requirements for enrolment of specialists for professional practice considering overall average score for core subjects.

The interim examinations will be conducted at the end of the year of training. The number of interim examinations depend on the level of qualification (e.g. there are three interim examinations for qualification level 5, one after the first year, one after the second year and one after the third year).

The duration of an interim examination is 8 hours and has to be a written one.

The interim examinations can be divided into two parts. The first part reflects the contents of the modules of the respective year of training. The other part reflects tasks and assignments related to the corresponding level of training (level 3, 4 or 5)

The respective content of an interim examination is guided by the content of the modules students took in that year. In addition, tasks and assignments have to be determined in a way that reflects the corresponding level of the vocational training (level 3, 4 or 5).

The duration of the final examination is 72 hours. The final examination takes part at the end of training and consists of two parts: Examination at organization on the basis of a full course of study (60 hours) Assessment of the level of professional preparedness and qualification

assignment (12 hours)The final examination has to include a practical assignment, where the

examinee has to perform practical tasks as well to prove skill acquisition. A written and oral examination is also a compulsory part of the final examination.

Subject of the final examination are the skills, knowledge and competences acquired during training.

The tasks and assignments for the final examination have to be determined in a way, that most relevant modules related to the respective level are chosen to be examined.
