ACTIONS TAKEN SINCE LAST MEETING: I held a zone meeting at Bromsgrove. It was a well attended meeting at which all clubs were represented. Reports received including update on zone project. Speaker was Carole Moseley, District Officer for Water Projects. I have made further Club visits, attended Convention and Charter Dinners at Bromsgrove and Kidderminster. Agreed to continue as ZC next year and attended workshop. The zone project, the girls rugby, took place in April at Sixways. It was a successful event supported by the Clubs however there is concern about the relatively small number of participating schools and a review is needed.

ACTIONS TAKEN SINCE LAST MEETING:I attended the MD Final for the Young Ambassador of the 21st Century it was held on the weekend 21st to 23rd February 2014 at the Village Hotel, Dudley. All 13 Districts were represented and last year’s winner, Adam Harris, was also there. It was a very enjoyable weekend for all concerned albeit nerve wracking for the Candidates. Abi Lake represented 105M and was a credit to us, although she didn’t win the overall Competition she said she had learned a lot and made many new friends, she was brilliantly supported by Shirley Lions Club. The winner was Christopher Phillips from 105BS.

At the MD Final there was a meeting of the Young Ambassador District Officers and the date for next year’s final was set for the weekend of 20th to 22nd February 2015, this date has already been entered into the District diary and I urge all who can to attend.

I also represented Young Ambassador Officers at the MD Youth Committee meeting held at MDHQ on 2nd March 2014 reporting on the activities at the MD final.

I attended District Convention the weekend of 21st to 23rd March 2014, and supported Abi Lake and her family at the presentation of her (imaginary) trophy, the actual trophy will be presented by Shirley Lions at one of their meetings.

I have already sent out a pack of information about Young Ambassador to Dudley Lions who are pursuing a link they have in a school. I have had contact with two other Lion’s clubs saying they want to get involved with Young Ambassador.

ACTIONS TAKEN SINCE LAST MEETING:I have now managed to get the diabetes entry on the website www.lionsdmd105.orgupdated. Until now the entry predicted figures for 2010 signed by Lion Bob Astwood. Trisha Smikle development manager for Diabetes UK provided the up to date information. Unfortunately, any non Lion googling Lions Clubs International/diabetes still brings up the outdated version signed this time by Lion John Haynes. It does not reflect well on Lions and is embarrassing when another organisation points out that we are quoting statistics four years out of date and still referring to our, now non existent, partnership with Lions pharmacy.

I have had five different posters printed to be displayed at diabetes events, which I used at the 105m convention. I also added a disclaimer stating that all figures and information were quoted from the International Diabetes Federation or Diabetes UK.

The collection for Diabetes UK is planned for June 13 th, 14th & 15th. According to the information supplied from MDHQ “ This year all clubs that they (D.UK.) select will be solely looked after by the Lions clubs”. Unfortunately the project manager does not seem to be aware of this and still expects Lions to assist their volunteers. This means that diabetes volunteers are responsible for banking the money so there is no record or indication of the amount collected by Lions.According to DUK I am the only Diabetes officer who is not happy with this.I have contacted the twelve clubs in this district with Tesco stores in their area but have only received definite responses from three clubs.

ACTIONS PLANNED BEFORE NEXT MEETING:No formal actions planned as this is my last Cabinet report at the end of my 3 year term. More thanks – to all of those who have sat on the committee over the 3 years, to Cabinet Officers who have supported the membership activities but most of all to all of the Club Lions, it is they who have the fairy dust to sprinkle on new members.

My aim was to make membership sexy. Only you can decide if it was. I do feel that membership is more talked about, discussed and acted upon and not just the loud groans that used to happen.

Congratulations to the new team.

Remember once again 105M have had an increase in members during 2013 / 2014 Lions year – Lions most clubs manage to enrol new members- if only we could retain our existing Lions members we would quickly get back to 1250 members the District requires.

ACTIONS TAKEN SINCE LAST MEETING:It was not possible to arrange a Fuze meeting for the final Zone Chairman’s review meeting of the year because we could not find a suitable date when enough zone chairmen were available. The meeting had to be abandoned but it wasn’t for the want of trying.

I have completed the review and update of the Cabinet Job Descriptions.

The training team met on 25 February to discuss the content of this year’s spring workshops and again on 25 March to arrange the workshops. Subsequently the Incoming Zone and Region Chairmen Workshop took place on 26 April and Incoming Club Officers on 3 May. All went well and feedback was very positive.

I have to thank and say well done to all the training team, June Lloyd Adams, Cath Kendall, Martin Hill and Christine Moss for the work which went into the preparation and delivery. It isn’t just a matter of turning up on the day. Thank you also to Pauline Fanti for all the arrangements. We now have an experienced training team.

DECISIONS REQUIRED: None

ACTIONS TAKEN SINCE LAST MEETING:Fourth F&A meeting of the year held. The District is in a healthy financial state and as in previous years District Officers have not claimed their full entitlement to expenses.

As F &A Chair I did take over the District Treasurer role for a short while as our Treasurer PDG Neil has not been well. All transactions in and out of both the Charity and Admin accounts have been checked through to the bank statement for the period to end March 2014. PDG Brian Burgess has agreed to cover as Treasurer for the remainder of this year and I would like to express my thanks to him taking this on at short notice. Further detail can be read as part of the Treasurer’s report.

Committee members’ reports have all been submitted and can be read elsewhere.

I would like to thank all of the committee for their hard work and input to the F & A meetings throughout this year. I have greatly enjoyed chairing this committee and wish Heather well as chair next year.

ACTIONS PLANNED BEFORE NEXT MEETING: Hold an effective handover with Heather as next years’ F & A chair.

DECISION REQUIRED: None.

ACTIONS TAKEN SINCE LAST MEETING:As PDG Neil was unwell I took over the Treasurer function the week before Easter. I have reconciled all the transactions in and out of the Admin and Charity Account up to the end of March 2014. At a previous Cabinet meeting it was agreed to place £10,000 in a Deposit Account with our current Bankers. I need to contact the bank for the appropriate forms.

The final total for the Philippines appeal was £33,948.42 and this has been paid to MD.

PDG Brian Burgess has agreed to take over the Treasurer role for the remainder of 2013-14. Brian has also agreed to continue as Treasurer for 2014-15 and in addition I have arranged for an Assistant Treasurer (AT) for 2014-15. The Assistant Treasurer will work with Brian to gain an understanding of the banking processes and the appropriate communications with International and the Multiple District. In addition the AT will also combine with the F & A chair to continue the initial work done on setting up the finance package recently purchased. This will give the financial reporting going forward a more defined structure. There will be an update of the figures for both the Charity account and Admin account at the Cabinet meeting.

ADDENDUM:

NAME: Brian Burgess OFFICE: District Treasurer DATE: May 2014

Prepared at short notice, having been asked to re-take on DT role.

ACTIONS TO DATE:Confirmed with Lloyds that I am a cheque signatory.Advised by post Lloyds to send monthly bank statements to me.Thanks to 1st Vice Governor Ian carrying out an audit confirming all clubs paid dues.

I have also received from Oakbrook International dues statement. This shows 2 clubs not in good standing, however 1st vice has sent Oakbrook a banking in the last few days clearing this matter.I have also e mailed Oakbrook with club details.

Otherwise the district ac is in good health only $1461 os and 23 clubs balance is in credit. Thanks to both Joy & Ian for setting up a computer “dropbox” to enable me to access previous actions taken to date.

ISSUES TO REPORT:The need to present this report is too soon for me to prepare the detailed appendices normally included in quarterly reports. However I am progressing this as quickly as I can.

Admin AccountAt this time of year District Convention accounts are due and of course as we near the end of the year District officers’ expenses are due to be claimed .May I remind officers that, the first cabinet meeting in the new year is the last date to claim last year expenses for 2013-14.

Charity AccountA quick examination of the accounts reveals that it appears that last year’s Charity account debtors & creditors including unpresented cheques have not been cleared.Whilst most donations have been forwarded there also appears to be some appeals that have yet to be forwarded.

I note the reference in the last February report to setting up a £10000 deposit account, will follow up.

Future action:I have also been asked to work with an experienced IT lion to integrate the computer software and move on from the simple excel spreadsheets used by myself.

I note that MD are proposing a dues increase, and I plan to send out via the webmaster the call for dues on about 1 June 2014.

International will continue to notify clubs direct for international dues.

Clearly there are issues that are ongoing that I have not yet become aware of. In order to clear these issues bank reconciliation is to be completed ASAP.

Please use my new e mail. I am also handing back to SMBC my IT equipment so I trust that replacements will not hold up any transactions.

Apologies for non attendance at this Cabinet.

ACTIONS TAKEN SINCE LAST MEETING: I have repeatedly asked for all clubs to sign and return a copy of the “Statement of Intent” document to me via both Cabinet and Convention meetings. At Convention I stated that I had only received 10 copies. There has been a slight improvement I have now received 12.

Those clubs who have returned a copy are Shirley, Coventry Leofric, Wellingborough, Corby, Balsall Common, Bedworth, Northampton 80, Kettering, Kingswinford & Stourbridge, Rugby Rokeby, Kidderminster and Marston Green.

My thanks to those clubs who have returned a copy to me and once again appeal to those who have not, to please do so.

ACTIONS PLANNED BEFORE NEXT MEETING:I shall be sending out a letter via the Webmaster to all clubs (bar those listed above) stating the importance of there being a signed copy held by the District Health & Safety Officer as a backup. Also to highlight the fact that Health & Safety whether we like it or not is now a legal requirement and is the responsibility of every individual not just the Health & Safety Officer.

ACTIONS TAKEN SINCE LAST MEETING:A revised personal accident cover has now been organised for lions. This is attached for ease of reference. The list is displayed on our website.

A report has been submitted to the Council for a decision to affect Legal Expense Cover for the clubs in British Isles. At present MD holds full legal expense cover in DIST 105I, and verbal legal advice only in British Isles. The decision to hold separate cover was agreed, as the likelihood of claims in British Isles seemed remote and self-insurance would be expected to protect clubs.

At present MD has self-insurance fund of £100,000. This fund is to be protected against the potential of a seriously legal expense claim on a club. Further details are awaited after agreement from council.

I received information from a club in our district regarding offering testing public for Prostate Cancer. At present the consultant Urologist supervises the health care aspects of the event. A recent enquiry was made to confirm if a Phlebotomist accidentally injured a client, would the liability insurance of the Lions cover such an eventuality.

The answer is NO.

42

Page 43: €¦  · Web viewREPORTS FOR CABINET SUNDAY 18TH MAY 2014. SECTION 1: REGIONS AND ZONES. NAME: Paul Murphy. OFFICE: Region 1 Chair. DATE: May. 2014. DECISIONS REQUIRED: None. ACTIONS

Normally the Phlebotomist or other treating the client is required to have cover under their own insurance. Difficulty arises when they actually work for NHS, and are only covered while operating as employees of NHS. Under the circumstances a special malpractice cover would need to be effected. This is a specialist area where a fully completed application form is required giving full qualifications of the urologist, or professional carrying out such tests. Upon underwriting decision obtained the club would be required to pay premiums. It is not a cover automatically covered under the public liability insurance..

Clubs planning to hold such an event should be aware of the consequences, and give plenty of notice for our brokers to deal with the enquiry.

OBJECTIVES:To continue to provide advice regarding insurance to Cabinet Officers and Lion Members.

ACTIONS TAKEN SINCE LAST MEETING:Since the last meeting, I have completed D.B.S. applications in respect of members of Aldridge & District, Bilston & Willenhall, Hinckley & Burbage, Kingswinford & Stourbridge, Shakespeare and Barwell & Earl Shilton Lions Clubs. At the time of completing the applications, members have been instructed on registering for the update service to negate the need for any further applications.

I attended a MD VPO meeting at MDHQ on Saturday 12th April 2014. There would appear to be some apathy in Clubs forwarding confirmation forms detailing certificate numbers and update registration details to the MD officer which severely restricts the update checking. It has been agreed that these forms will now be returned to the District VPO allowing him/her to chase up those not submitted. Abridged versions of definitions of Regulated Activity is being compiled and will, on completion, be forwarded to all clubs.

I attended District Convention 22nd March 2014.

ACTIONS PLANNED BEFORE NEXT MEETING:To continue to process DBS applications and offer advice to District and Clubs where requested. I will be continuing in this role next year and look forward to a successful handover to myself.

ACTIONS TAKEN SINCE LAST MEETING:As this is the last cabinet meeting of the year it will undoubtedly be a time for reflection. Before I do that however my activities since the last cabinet include a number of charters and all but two of my remaining club visits. I was also privileged to be at the Houses of Parliament for UN Day and to see my club’s member, Liam Barrett, receive an international president’s recognition medal.

The highlight of the period, however, was district convention with a big thank you to the lions of zone C and the district events officer, sergeant at arms and district secretary for making it such a successful event. I have received many compliments from lions new and old for the event which was great for me from start to finish. Not far behind as a highlight was the Shakespeare half marathon which I completed in a time of 2:00:18 just eighteen seconds outside my target. Thanks to Shakespeare and Wellesbourne Lions who watered me and pointed me in the right direction.

By the time of cabinet I will have attended MD Convention and my last Council of Governors’ meeting and another run, six miles this time, in Rugby.

As I write this I believe that I will be handing over the district to Ian in good shape. Membership is currently 10 up on the year with the prospect of a new branch club being formed before the year end. I have found a lot of enthusiasm for Lionism as I have gone around the district and clubs’ support for projects, especially the Philippines appeal, has been fantastic.

I would like to thank all the district officers for their hard work. I believe that we have followed our dream and made our mark.

ACTIONS PLANNED BEFORE NEXT MEETING:Two more club visits, five charters, two further runs, zone H’s sports day and International Convention in Toronto.
