The purpose of this RFQ is to solicit quotations from eligible services providers for as-needed, ad hoc services described below for USAID Economic Resilience Activity implemented by DAI Global LLC. Blanked Purchase Agreement – an agreement that does not provide for the exact quantity of items or materials, services, etc. to be supplied and/ or provided, and provides for the further submission of orders and payment on a monthly basis (see Attachment G).

Purpose of BPAs—to establish specific pricing levels and parameters for ordering these commodities/ services. This will allow ERA Project to issue specific purchase orders, on an as-needed basis at the pricing levels established in the BPA, for the procurement of these items over the next twelve (12) months.

Issuance of this RFQ in no way obligates DAI to award a subcontract or purchase order and Offerors will not be reimbursed for any costs associated with the preparation of their quotation.

Рамковий Договір на закупівлю з фіксованою ціною (англ. Blanked Purchase Agreement) — договір, який не передбачає точну кількість предметів або матеріалів, послуг тощо, які мають поставлятися та/ або надаватися, та передбачає подальше подання замовлень та оплату на щомісячній основі (дивись Додаток G).

Метою BPA є встановити конкретний рівень цін та параметрів для замовлення цих товарів/ послуг. Це дозволить проекту ERA видати конкретні договори на закупівлю, в міру необхідності, для закупівлі цих товарів/ послуг за цінами, зафіксованими у BPA протягом наступних дванадцяти (12) місяців.

Надання цього Запиту в жодному разі не зобов’язує компанію «DAI» укладати субконтракт або надавати договір на закупівлю, і Учасникам тендеру не відшкодовуються будь-які витрати, пов’язані з підготовкою пропозиції.

10. Basis for Award 10. Підстава для укладення контракту

An award decision will be made on the basis of the “Simplified Acquisition Method”. An award will be made to the responsible Offeror whose bid is responsive to the terms of the RFQ and is most advantageous to DAI, considering price, compliance with technical criteria and past performance.

Please note that Offerors shall submit quotations only electronically via email address ProcurementERA Inbox @dai.com

Late quotations will be rejected except under extraordinary circumstances at DAI’s discretion.

The RFQ number and title shall be indicated in the subject line of emails.

Technical and price quotations shall be submitted in English language.

Offerors shall sign, seal and date their quotation cover letter. The Offeror shall submit this letter in *.PDF format.

Offeror shall confirm in writing that the Offeror fully understands that their quotation must be valid for a period of 60 (sixty) days.

Offerors shall complete Attachment C.2: Price Schedule; otherwise, their bid will not be considered.

Offers must show unit prices and total price. All items, services, etc. must be clearly labeled and included in the total price. Proposals must be a fixed price, expressed in UAH.

Value Added Tax (VAT) shall not be included in the Price Schedule.

These services are eligible for VAT exemption on the basis of the USAID Contract #72012118С00004 registered with the Ministry of Economic Development and Trade of Ukraine, having the registration card #3987-05 of February 18, 2020, accreditation certificate #288 of January 11, 2017 (with amendments as of November 29,

Пропозиції повинні містити ціни за одиницю та загальну ціну. Всі предмети, послуги і т.д. повинні бути чітко позначені та включені до загальної ціни. Пропозиції повинні бути з фіксованою ціною, вираженою в гривнях.

Податок на додану вартість (ПДВ) не має бути зазначений у прайс-листі.

Each Offeror, and any of its subsidiaries, shall submit only one quotation.

12. Questions Regarding the RFQ 12. Запитання стосовно Запиту

Each Offeror is responsible for reading very carefully and understanding fully the terms and conditions of this RFQ. All communications regarding this solicitation must be submitted via email ProcurementERA @ dai . com no later than the date specified above. All questions received will be compiled and answered in writing and distributed to all interested Offerors.

Кожен Учасник тендеру є відповідальним за дуже уважне прочитання цього Запиту та повне розуміння його умов. Усе спілкування стосовно цього Запиту має надсилатись електронною поштою на адресу: ProcurementERA @ dai . com не пізніше дати, зазначеної вище. 13. Technical Specifications and requirements for Technical Acceptability

13. Опис робіт та вимоги до технічної прийнятності

DAI is looking for a provider of the data collection services for the USAID "Economic Resilience Activity" (USAID ERA) as per the specifications detailed in Attachment C.

In addition to comply with the foresaid requirements, the Offerors are required to fully meet or exceed the significant not cost - related specifications:

1. Demonstrable institutional experience in provision of similar monitoring or data collection services to a network of clients in the private or government sector that should include foreign businesses and branches of international institutions based in Ukraine. For this, the Offeror should complete Attachment D: Past Performance Form with the list of the most relevant projects undertaken in the last 5 years. Please provide up to 7 relevant projects.

2. The services spectrum provided to the clients in point 1 should span such areas as phone surveys, sociological polls, face-to-face interviews, phone marketing, phone support service, hotline service. The experience should include both executing tasks under the client’s methodology and elaboration of customized client-oriented data collection procedures. This should be confirmed by 2-3 examples from previous experience describing cases when the Offeror fully used the client

Компанія «DAI» шукає постачальника послуг щодо періодичного збору кількісних даних для проекту USAID «Економічна підтримка Східної України» (USAID ERA), відповідно з вимогами, детально викладеними у Додатку C.Окрім виконання вимог, зазначених вище, від Учасників тендеру вимагається повністю задовольняти зазначеним нижче важливим вимогам, не пов’язаним з ціною, або навіть перевищувати їх:

1. Переконливий організаційний досвід надання аналогічних послуг з моніторингу чи збору даних клієнтам з приватного чи державного сектору, які повинні включати іноземний бізнес та філії міжнародних установ, що працюють в Україні. Для цього Учасник тендеру має заповнити додаток D: «Досвід роботи» із переліком найбільш релевантних проектів, здійснених за останні 5 років. Будь ласка, надайте не більше 7 відповідних проектів.

2. Спектр послуг, що надавався клієнтам у пункті 1, повинен охоплювати такі сфери, як телефонні опитування, соціологічні опитування, наочні інтерв'ю, телефонний маркетинг, телефонна служба підтримки клієнтів по телефону, послуга «гарячої лінії». Досвід повинен включати як виконання завдань відповідно до методології клієнта, так і розробка індивідуальних процедур збору даних, орієнтованих на клієнта. Це має бути підтверджено 2-3 прикладами з попереднього досвіду, що описують випадки, коли Учасник тендеру повністю використовував методологію клієнта, та випадки, коли було запропоновано

methodology and cases when the Offeror suggested data collection procedures that met the client’s needs and requirements.

3. Offerors must demonstrate capabilities in delivering well-coordinated and organized outputs, create team synergies and effectively communicate with business clients. This should be confirmed by 2-3 examples from previous experience.

4. Offerors must present evidence of their past experience in data collection in challenged regions (characterized by economic instability, brain and workforce drain and a lack of optimism in the future) by including descriptions of number of such projects or other similar activities. These references should be in form of the list of at least three (3) clients with the contact persons’ names and telephone numbers for further reference requests on demand.

5. Demonstrated management and organizational capacities, including skills remote team management and reporting. This should be confirmed by the following: organizational structure, examples of the projects with involvement of remote teams.

6. The list of prospective enumerators, preferably located in USAID ERA target regions, who will be involved into data collection assignments with brief CVs describing their experience in the areas mentioned above in point 2.

7. Confirmation that the Offerors have the necessary equipment for running USAID ERA beneficiaries’ phone surveys, processing questionnaires and entering the collected data into the USAID ERA database.

8. Proven flexibility in working with a diverse set of interviewees, commitment to the success of clients, quick learning and adaptability. This should be confirmed by 2-3 examples from previous experience describing needs and conditions under which initial scope of work or timeline has been changed and the proposed Offeror’s response strategy and measures accepted by the clients.

9. Any potential awardee must be legally registered (present in the form of a subsidiary or else) in Ukraine. As long as it is registered, any nongovernment organization or

3. Учасники тендеру повинні продемонструвати можливості для надання узгоджених та організованих результатів, створення командної синергії та ефективного спілкування з бізнес-клієнтами. Це має бути підтверджено 2-3 прикладами з попереднього досвіду.

4. Учасники тендеру повинні представити підтвердження свого минулого досвіду збору даних у складних регіонах (що характеризується економічною нестабільністю, втратою інтелектуальної, робочої сили та відсутністю впевненості в майбутньому), включно з описом таких проектів чи інших подібних заходів. Ці підтвердження повинні бути у формі списку щонайменше трьох (3) клієнтів із іменами та номерами телефонів контактних осіб для подальших запитів за потреби.

5. Переконливі управлінські та організаційні можливості, включаючи досвід дистанційного управління командою та якісного звістування звітування. Це має підтверджуватися наступним чином: організаційна структура, приклади проектів із залученням віддалених команд.

6. Перелік майбутніх інтерв’юерів, бажано розташованих у цільових регіонах USAID ERA, які будуть задіяні у завданнях зі збору даних з їхніми короткими резюме, що описують їхній досвід у сферах, зазначених вище в пункті 2.

7. Підтвердження, що Учасники тендеру мають необхідне обладнання для проведення телефонних опитувань бенефіціарів USAID ERA, обробки анкет та введення зібраних даних у базу даних USAID ERA.

8. Підтверджена гнучкість у роботі з різними типами опитуваних, орієнтованість на успіх клієнтів, швидке навчання та адаптивність. Це повинно підтверджуватися 2-3 прикладами з попереднього досвіду, що описують потреби та умови, за яких було змінено початковий обсяг роботи або часовий графік, та стратегію реагування, яку Учасник тендеру запропоновав своїм клієнтам.

9. Будь-який потенційний переможець тендеру повинен бути юридично зареєстрований (присутній у формі дочірнього підприємства або в іншій формі юридичної реєстрації) в Україні. За наявності такої реєстрації, будь-яка неурядова організація чи асоціація, чи приватна компанія

association or private company, whether for-profit or not-for-profit, may apply. Government agencies are not eligible.

(прибуткова чи неприбуткова) може взяти участь в тендері. Державні установи подавати заявку на тендер не можуть.

14. Determination of Responsibility 14. Визначення відповідальності

DAI will not enter into any type of agreement with an Offeror prior to ensuring the Offeror’s responsibility. When assessing an Offeror’s responsibility, the following factors are taken into consideration:

1. Provide copies of the required business licenses to operate in Ukraine, namely: valid documents for operation in Ukraine (company registration documents, including document from the tax authority about VAT status).

2. Evidence of a DUNS number (explained below).3. The source, origin and nationality of the services

are not from a Prohibited Country (explained below).

4. Ability to comply with required or proposed delivery and performance schedules.

5. Have a satisfactory past performance record.

6. Qualifications and permit to perform related works under acting legislation.

7. Consent to receive payment for goods and services solely by bank transfer.

8. Offeror must have adequate financial resources to perform the work and deliver all goods within the required delivery schedule, as evidenced by acceptance of DAI payment terms upon delivery and acceptance by DAI as stated in cover letter.

9. DAI requests that service providers provide their best offers for payment terms in submitted proposals.

10. Pricing must be inclusive of all costs and include any logistics of producing, delivery of materials and performing works.

11. Offeror preferably must have experience in performing such services to Ukrainian non-profit organizations or international non-governmental organizations will be an advantage.

12. Experience in providing services with a VAT exemption (preferably).

Компанія «DAI» не укладатиме жодних договорів з Учасником тендеру перш ніж не переконається у його відповідальності. При оцінюванні відповідальності Учасника тендеру беруться до уваги наступні фактори:

1. Надання копій необхідних документів на здійснення діяльності в Україні, а саме: чинні документи щодо діяльності в Україні (документи про реєстрацію компанії, включаючи документ від податкового органу про статус ПДВ).

2. Наявність номеру DUNS (пояснюється нижче).3. Джерело, походження та юрисдикційна

приналежність послуг не із переліку Заборонених Країн (пояснення надані нижче).

4. Можливість дотримання необхідних або запропонованих графіків виконання робіт.

5. Наявність задовільного досвіду виконання робіт у минулому.

6. Наявність кваліфікації та права для виконання робіт за відповідним законодавством.

7. Згода на оплату товару та послуг виключно у безготівковій формі.

8. Учасник тендеру повинен мати належні фінансові ресурси для виконання робіт та доставки всіх товарів у межах необхідного графіка поставки, про що свідчить прийняття умов оплати компанії «DAI» (після доставки товарів та прийняття компанією «DAI»), як зазначено у супровідному листі.

9. Компанія «DAI» просить постачальників послуг надати найкращі пропозиції щодо умов оплати в наданих пропозиціях.

10. Ціни мають включати всі витрати і включати будь-яку логістику, пов’язану в виробництвом, доставкою матеріалів та виконанням робіт.

11. Бажано щоб Учасник тендеру мав досвід надання подібних послуг та виконання подібних робіт для українських неприбуткових організацій або міжнародних неурядових організацій буде перевагою.

12. Бажано мати досвід надання послуг зі звільненням від сплати ПДВ.

15. Geographic Code 15. Географічний код

Under the authorized geographic code for its contract DAI may only procure goods and services from the following countries.

Geographic Code 110: Goods and services from the United States, the independent states of the former Soviet Union, or a developing country, but excluding Prohibited Countries.

DAI must verify the source, nationality and origin, of goods and services and ensure (to the fullest extent possible) that DAI does not procure any services from prohibited countries listed by the Office of Foreign Assets Control (OFAC) as sanctioned countries. The current list of countries under comprehensive sanctions include: Cuba, Iran, North Korea, Sudan, and Syria. DAI is prohibited from facilitating any transaction by a third party if that transaction would be prohibited if performed by DAI.

By submitting a quotation in response to this RFQ, Offerors confirm that they are not violating the Source and Nationality requirements and that the services comply with the Geographic Code and the exclusions for prohibited countries.

Відповідно дозволеного географічного коду для укладання договорів компанія «DAI» може закуповувати товари та послуги лише із наступних країн.

Географічний код 110: Товари та послуги із Сполучених Штатів, незалежних країн колишнього Радянського Союзу або країни, що розвивається, але за винятком Заборонених Країн.

Компанія «DAI» зобов’язана перевірити джерело, юрисдикцію та походження товарів та послуг та (у максимально можливій мірі) переконатись, що жодні послуги не закуповуються із заборонених країн, які знаходяться у списку Управління контролю за іноземними активами (OFAC) як країни, на які розповсюджуються санкції. До поточного списку країн, на які розповсюджуються всеосяжні санкції, входять наступні країни: Куба, Іран, Північна Корея, Судан та Сирія. Компанії «DAI» забороняється сприяти будь-якій угоді третьої сторони, якщо така угода була б забороненою, якщо б її виконувала компанія «DAI».

Подаючи пропозицію у відповідь на Запит, Учасники тендеру підтверджують, що вони не порушують вимог до Джерела та Юрисдикції, і що послуги відповідають Географічному коду та виняткам щодо заборонених країн.

16. Data Universal Numbering System (DUNS) 16. Універсальна система нумерації даних (DUNS)

All U.S. and foreign organizations which receive first-tier subcontracts/ purchase orders with a value of $30,000 in equivalent and above are required to obtain a DUNS number prior to signing of the agreement. Organizations are exempt from this requirement if the gross income received from all sources in the previous tax year was under $300,000. DAI requires that Offerors sign the self-certification statement if the Offeror claims exemption for this reason.

For those required to obtain a DUNS number, you may request Instructions for Obtaining a DUNS Number.

For those not required to obtain a DUNS number, you may request Attachment: Self-Certification for Exemption from DUNS Requirement.

Всі американські та іноземні організації, які отримують субконтракти/ договори на закупівлю на суму в еквіваленті 30 000 доларів США і вище, повинні отримати номер DUNS до підписання угоди. Організації звільняються від цієї вимоги, якщо валовий дохід, отриманий з усіх джерел за попередній податковий рік, був нижче 300 000 доларів США. Компанія «DAI» вимагає, щоб Учасники тендеру підписали заяву про самовизначення, якщо вони вимагають звільненя з цієї причини.

17. Compliance with Terms and Conditions 17. Відповідність вимогам

Offeror shall be aware of the general terms and conditions for an award resulting from this RFQ. The selected Offeror shall comply with all Representations and Certifications of Compliance listed in Attachment E.

The completion of all RFQ requirements in accordance with the instructions in this RFQ and submission to DAI/Preparedness & Response of a quotation will constitute an offer and indicate the Offeror’s agreement to the terms and conditions in this RFQ and any attachments hereto. Issuance of this RFQ in no way obligates DAI to award a purchase order, nor does it commit DAI to pay any costs incurred by the Offeror in preparing and submitting the quotation. DAI/Preparedness & Response has the rights to increase or decrease the goods and services mentioned in this RFQ.

The United States Agency for International Development’s Economic Resilience Activity (USAID ERA) is a five-year project implemented by DAI Global LLC aimed at improving the economic resilience of conflict affected areas in eastern Ukraine, particularly in Luhansk and Donetsk oblasts.

Regional instability has disrupted markets, hampered enterprise, dismantled education systems and scattered the labor force. USAID ERA works to mitigate disruption by empowering eastern Ukrainians to rebuild and grow promising enterprise sectors and integrate them with value chains across Ukraine, into Europe and beyond. USAID ERA supports the remarkable resilience of the eastern Ukrainian people as they plan for and realize a more stable and prosperous future. The project provides additional support to internally displaced persons, women, young adults and other under-represented groups to ensure that they also share in economic success.

USAID ERA’S activities are organized around three objectives: economic stabilization, sustainable small and medium enterprise (SME) growth and integration and confidence in eastern Ukraine’s economic future.

C.1: Scope of Work for Services or Technical Specifications/ Технічне завдання

A. BACKGROUND AND JUSTIFICATION

Activity BackgroundThe purpose of the USAID Economic Resilience Activity is to improve the overall economic resilience of eastern Ukraine in response to Russian aggression, which has disrupted critical market linkages, catalyzed the economic decline of previously dominant industries, and caused massive population disruption. Resilience is “the ability of people, households, communities, countries, and systems to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth.” This activity aims to improve the economic resilience of eastern Ukraine through accomplishing the following objectives: Inclusion: building the capabilities of vulnerable populations to capitalize on entrepreneurial and MSME economic

opportunities; Growth: helping micro, small and medium businesses innovate, invest, and expand markets; and Transformation: working with coalitions and leaders to articulate a vision for the future and put in place a modern,

diverse, SME-friendly economy.By accomplishing these objectives, the economy of eastern Ukraine will be more diversified, more integrated with the rest of Ukraine, less dependent on Russia, and the region’s residents will be better equipped to compete for the jobs of the future, thereby improving the economic resilience of the region. The activity will work primarily in the oblasts most affected by Russia’s aggression, Donetsk and Luhansk—together known as the “Donbas” region—but will also be active in the surrounding oblasts and throughout Ukraine as required to achieve the objectives.

Acquisition Background and JustificationAt the end of year 1 (one), USAID ERA turned to higher pace of interventions implementation and increasing number of reached beneficiaries. As USAID ERA reporting against performance indicators is one of the key deliverables, the ERA team requires sustainable support to regular data collection taking into account the increasing volume of data that should be collected.

For this purpose, USAID ERA will select and hire a company or organization that has sufficient technical and human resources capacity to run regular quantitative data collection based on specific scope of work described in BPA Release Orders.

B. OBJECTIVE

Objective: To provide regular quantitative data collection on USAID ERA beneficiaries

C. SCOPE OF WORK

The Subcontractor will provide quantitative data collection on ERA beneficiaries on quarterly and annual basis using ERA Monitoring & Evaluation and Learning (MEL) data collection system for 12 months starting from the agreement signature date.

USAID ERA anticipates issuing a BPA Release Order for each quarterly data collection assignment. Each BPA Release Order will contain information about a number of USAID ERA beneficiaries to be surveyed, subject of the survey and timeline for the survey completion and other details that may be required by a specific assignment.

The Subcontractor should form a team of enumerators. The team’s composition should ensure timely and qualitative data collection within the timeslot determined specifically in each BPA Release Order. The estimated number of USAID ERA beneficiaries, which should be surveyed, is from 1,000 to 3,000 persons per quarter. The sample of beneficiaries surveyed on annual basis may vary depending on total number of USAID ERA beneficiaries by the date of the survey.

Methods of data collection:- Phone interviews with USAID ERA beneficiaries, an enumerator enters data directly into USAID ERA

beneficiaries’ database. Average duration of one interview is up to 30 min. This method will be more likely used.- Paper questionnaires submitted by USAID ERA grantees and/or collected during direct USAID ERA interventions

that require data transition from paper form into USAID ERA beneficiaries’ database. Average processing time is 15 min per questionnaire.

The team of enumerators will be trained by USAID ERA MEL team in terms of using USAID ERA MEL data collection system based on Fulcrum web application. The Subcontractor should ensure that for all quarterly assignments the enumerators are the same. If on any occasion some enumerators should be replaced by new persons, the Subcontractor should inform USAID ERA MEL team in advance and new enumerators should get training on USAID ERA MEL data collection system. The Subcontractor will not be compensated for the training, however travel and lodging costs will be covered by the project. Meals will be provided by the USAID ERA team.

D. TASKS/DETAILED REQUIREMENTS

Task 1: to form the team of enumeratorsA vendor should form the team of enumerators who will be trained and conduct quantitative data collection using USAID ERA MEL data collection system. A vendor’s team should also include a coordinator who will be responsible for communication with USAID ERA MEL team and coordination of enumerators’ work, and a data quality specialist who will check the data before reporting to USAID ERA.

A vendor’s team should be appropriately equipped (with laptops or desktops, high speed Internet connection, cell phones or land lines) and a vendor should assure appropriate technical capacity for timely and qualitive task delivery.

As USAID ERA MEL team based in Kramatorsk and Sievierodonetsk will manage data collection assignments, it is preferable that enumerators are also located in Kramatorsk or Sievierodonetsk, or neighboring communities. This will support a close cooperation between USAID ERA MEL team and a vendor’s team.

Usually, an average size of the enumerators’ team is 10-15 persons. However, a vendor can propose an alternative team size and composition with respective justification.

A vendor should submit CVs of each team member who will be engaged in the work under this agreement as a part of the proposal package.

Key roles and responsibilities

Coordinator/Manager The Coordinator will be a key focal point for USAID ERA MEL team in supervision of enumerators' routine and reporting on each BPA Release Order results in strict accordance to the deliverables agreed.

Key responsibilities: 1) assure that the enumerators involved into USAID ERA beneficiaries' survey are technically capable to perform their assignment; 2) distribute workload among the enumerators and control the interview schedule; 3) formally communicate with USAID ERA MEL team in case of any technical issues from enumerators' side; 4) assure the presence of enumerators in the induction training and feedback session(s); 5) fully supervise and coordinate the work of Data Quality Specialist.

Technical qualifications: University Degree in Public Administration, Management, Social Science, or a related field preferable; Excellent written and verbal communication and reporting skills; 3+ years' experience in organizing and managing phone surveys; Experience establishing and/or working with teams of interviewers; Knowledge of data collection methods; Data collection experience in humanitarian/development settings as well as the target regional experience is desirable.

Expected quantity of Coordinators to perform SOW is 1 (one) person.

Enumerator/InterviewerEnumerator is a person who surveys (conducts interviews with) USAID ERA beneficiaries via phone calls and/or transfer information on beneficiaries from printed forms to USAID ERA Beneficiaries database. Under supervision of the Coordinator he/she should perform all duties assigned, while having an effective cooperation with the Data Quality Specialist.

Key responsibilities: 1) participate in trainings and feedback sessions organized by USAID ERA MEL team; 2) professionally apply USAID ERA MEL methodology, including the interview protocol and written guidelines on working with Fulcrum forms; 3) ensure the correct entry, storage and processing of the information collected via phone interviews and while processing the paper/scanned questionnaires; 4) adhere to information management approaches by using appropriate technical devices; 5) follow the instructions of direct supervisor as well as USAID ERA MEL team members, and the code of conduct on daily basis; 6) perform other tasks at the request of the supervisor.

Technical qualifications: 2 to 5 years of general experience of conducting the phone surveys; Computer literacy (Internet Explorer, MS Office); Confident and professional telephone manner, which includes excellent listening and effective interpersonal skills, fluency in Ukrainian and Russian, experience in working with people of all ages and social status; Ability to strictly follow verbal/written instructions with a good eye for detail; Experience with electronic data collection tools (e.g. KOBO Collect); Must be able to work some evenings and weekends, if needed.

Expected quantity of Enumerators to perform SOW is 10-15 persons. Preferred location – Donetsk/ Luhansk regions.

Data Quality SpecialistUnder the supervision of the Coordinator/Manager, the Database Quality Specialist is responsible for checking the data collected or processed by the enumerators before formal reporting of each sub-task order to USAID ERA MEL Team by the Coordinator.

Key responsibilities: 1) work closely with enumerators to guarantee a quality of the data collected/processed; 2) provide information management support to the Coordinator and USAID ERA MEL team; 3) maintain the strictest confidentiality of data and processes by preventing the unauthorized sharing of the data collected/processed; 4) perform data quality assessment (DQA) in accordance to USAID ERA MEL procedures prior to submitting the collected dataset to USAID ERA MEL team.

Technical qualifications: Bachelor degree or equivalent experience in Computer Science, Statistics, Information Systems, Social Sciences, or any relevant discipline; 3+ years of experience in Database Management, preferably in humanitarian/development context is an asset; MS Excel (Advanced usage of formulas, Pivot tables); Understanding of different data structures and forms and ability to transform them; Ability to work independently with professional time-

management approaches; Previous experience with data collection tools (ODK, KOBO) and understanding of questionnaire design workflow.

Expected quantity of Database Quality Specialists to perform SOW is 1-2 persons.

Task 2: to train the team of enumerators on ERA MEL data collection system and data quality requirementsA vendor should ensure availability and presence of all enumerators, coordinator and data quality specialist for a training of no more than three days on the USAID ERA MEL data collection system. The USAID ERA MEL team can deliver the training in USAID ERA office in Kramatorsk if enumerators reside in Donetsk/Luhansk oblasts, or in USAID ERA office in Kyiv if enumerators are residents of Kyiv city or oblast, or online in case if offline training is not possible. USAID ERA shall cover all costs related to enumerators’, coordinator and data quality specialist travel to the training venue, lodging (if any), venue related costs (if event conducted outside USAID ERA offices) or assure that enumerators and other involved staff have all necessary equipment to participate in online training if an offline meeting is not possible.

USAID ERA shall only be responsible for all travel arrangements for the Subcontractor staff. This includes lodging, train ticket, bus tickets, transportation to and from train stations, bus stations or taxis.

Option 1. Event in Donetsk/ Luhansk regions, preferably in Kramatorsk or Sievierodonetsk [one- or several- days event] or Event in Kyiv [one to five-day event]. Such training sessions will be organized once or twice a year in case of major changes in the enumerators’ team, data collection tools and survey’s purposes.

Option 2. Online trainings [one to five-day event].In an exceptional case or force-majeure circumstances there is an option to arrange an online training upon mutual agreement between the USAID ERA MEL team as a client and the vendor as the service provider. Similar to the offline training, the online instructions are obligatory for all vendor’s staffers to be involved into ERA data collection assignments.

Format of trainingThe online training will have a form of live practical webinar, where the trainers (USAID ERA MEL team) have an opportunity to articulate all necessary instructions as well as to familiarize with the vendor’s team to make constructive and effective interaction. NB: any recording of the training and further sharing of the record with anyone is forbidden. Prior to the training – at least in 3 working days – a written guidelines and presentation materials to be used will be handed out electronically to the vendor’s point of contact (PoC) for further dissemination among the training participants. In this regard, the training participants are supposed to prepare questions and responsively take part in all training modules.

Due to features of distance learning process, the training may consist of several modules organized during one or two working days (up to 6 hours for each day) with short breaks and one 45 min lunch break. No additional costs for breaks/lunch should be awaited from USAID ERA. The final agenda will be emailed to the PoC with handouts for the training.

Technical RequirementsAs mentioned above, the online instructions will be provided by USAID ERA MEL team via Internet-based communication tools and free-of-charge platforms, e.g. Skype, Google Handouts, Zoom, Webex, etc. It is up to USAID ERA MEL team to choose the tool, although the vendor may advise and recommend certain platform/website. Neither costs from vendor’s side for access to these tools nor any dedicated software development works are expected. At the same time, the vendor should equip all employees participating in the training with laptop/desktop computer connected to high-speed internet channel, microphone or hand-free accessory and good-quality web-camera. The vendor also should coordinate the availability of all its staffers who must complete the training.

Number of trainingsSince the general scope of work includes the phone surveys and processing of printed questionnaires, two (2) induction trainings are envisaged: 1) “Progress data collection via phone interviews”; 2) “USAID ERA paper QNRs: types and approaches”. Also, one training will be organized exclusively for the Coordinator and Data Quality Specialist on USAID ERA MEL data quality assessment (DQA) rules and procedures. Concrete dates and time of each training will be agreed accordingly in advance.

Task 3: to conduct quantitative data collection in accordance with developed sub-task orderA vendor should conduct quantitative data collection using USAID ERA MEL data collection system and carry out data quality check according to the issued BPA Release Order within indicated timeframe (in average 30-40 days within two-months slot). A vendor should be ready to correct the data records made by his enumerators in response to USAID ERA MEL team’s feedback.

The estimated number of USAID ERA beneficiaries, which should be surveyed is 1,000-3,000 persons per quarter. The sample of beneficiaries surveyed on annual basis may vary depending on total number of USAID ERA beneficiaries by the date of the survey.

Phone interview (or “telephone survey”) is a method of collecting data from USAID ERA beneficiaries via phone conversation based on a survey form (“questionnaire” or QNR) with preset open-ended and close-ended questions. The interviews should be conducted by trained enumerators in strict accordance with instructions from USAID ERA MEL team provided beforehand on a dedicated training session. USAID ERA will provide necessary access to the USAID ERA Beneficiaries database and tools to be used for the data collection. A vendor should ensure that each enumerator has an appropriate technical capacity (desktop or laptop, access to high speed Internet connection, cell phone or land line)

- Paper questionnaires submitted by USAID ERA grantees or USAID ERA MEL Team that require data transition from paper form into USAID ERA beneficiaries’ database. Average processing time is 15 min per questionnaire. This may also require additional calls to beneficiaries for information clarification.

Processing of questionnaires means accurate and scrupulous transferring of data collected with paper questionnaires (hard copies or scanned copies) into corresponding field of USAID ERA Beneficiaries database. The fully processed QNR implies correction of minor errors/misprints by the person who processes the QNR without extra approval from USAID ERA MEL team members as supervisors of each BPA Release Order issued under the general service agreement.USAID ERA will provide necessary access to the USAID ERA Beneficiaries database and tools to be used for the data collection. A vendor should ensure that each enumerator has an appropriate technical capacity (desktop or laptop, access to high speed Internet connection, cell phone or land line).

For immediate reaction on routine enumerators team requests, a permanent Skype-based chat will be created where USAID ERA MEL team can quickly respond or even initiate short ad hoc calls for additional explanations. Noticeably, the chat will be used for kickoff calls before every progress survey starts to provide the latest updates (if any) on USAID ERA monitoring procedures. NB: all enumerators’ participation is obligatory.

A separate call with Coordinator and Data Quality Specialist will be arranged by USAID ERA MEL with the purpose to discuss the refreshed approached to the data quality assessment (if any).

Task 4: to participate in feedback session on the results of completed work orderA vendor should ensure availability and presence of all enumerators, coordinator and data quality specialist on one day feedback session after the work order completed and accepted by USAID ERA MEL team in order to correct data collection approach during the next BPA Release Order. The feedback session can take place in USAID ERA office in Kramatorsk if enumerators are residents of Donetsk and Luhansk oblast or in USAID ERA office in Kyiv if enumerators are residents of Kyiv city or oblast, or online if offline session is not possible. A vendor should account for all necessary costs to the enumerators, coordinator and data quality specialist participation in the event. USAID ERA shall only be responsible for travel arrangements for the Subcontractor staff. This includes lodging, train ticket, bus tickets, transportation to and from train stations, bus stations or taxis.

Option 1. Event in Donetsk/ Luhansk regions, preferably in Kramatorsk or Sievierodonetsk [one- or several-days event] or Event in Kyiv [one- or several-days event].

Option 2. Online feedback sessions.In an exceptional case or force-majeure circumstances there is an option to arrange a feedback session upon mutual agreement between the USAID ERA MEL team as a client and the vendor as the service provider. The team of enumerators is also supposed to prepare questions/suggestions and responsively take part in the discussion.

Due to features of distance communication, the feedback session may consist of several timeslots organized during one or two working days (up to 6 hours for each day) with short breaks and one 45 min lunch break. No additional costs for breaks/lunch should be awaited from USAID ERA. The final agenda will be emailed to the PoC with handouts for the training.

Task 5 to develop Brief report on sub-task order resultBrief report on BPA Release Order results in English (up to 7 pages), indicating number of interviews conducted, number of questionnaires processed, data quality, challenges faced, suggested solutions for future data collection, and if requested by ERA MEL team summary on participation in the introductory training or the feedback session.

E. OUTPUTS AND DELIVERABLES

A vendor should produce and deliver the following deliverables:

Delivery and payment schedules will be described in each specific BPA Release Order. A vendor should provide cost estimation for each received BPA Release Order basing on the scope of work developed by ERA MEL team and prices provided in the offer.

The cost of the surveys, questionnaires, or reports should not include travel, lodging, venue rental, audio-visual rental or any other cost related to logistics. The Offeror should only include the cost related to producing the surveys, questionnaires, or reports.
