Survey on priorities of work for the 2022-2024 programme of work of the Water Convention BACKGROUND AND OBJECTIVES A new programme of work under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) is adopted every 3 years by the Meeting of the Parties. Survey on priorities of work for the 2022-2024 programme of work of the Water Convention

BACKGROUND AND OBJECTIVES

A new programme of work under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) is adopted every 3 years by the Meeting of the Parties. The programme of work aims to promote implementation of the Convention and address priorities and challenges in transboundary water cooperation raised by Parties, other countries and partner organizations. It also contributes to the implementation of the Strategy for the implementation of the Convention at the global level. This survey aims at supporting the development of the 2022-2024 programme of work of the Water Convention. The survey is sent to Parties, non-Parties and partners following the decision of the Working Group on Integrated Water Resources Management (IWRM) at its 15th meeting (30 September – 2 October 2020 (virtual).

On the basis of the inputs received, the Co-Chairs of the Working Group on IWRM, in cooperation with the Bureau, will prepare a proposal for the 2022-2024 programme of work for consideration by the Working Group at its next meeting (Geneva and virtual, 26-28 April 2021) and subsequent submission to the Meeting of the Parties at its ninth session (Tallinn, 29 September - 1 October 2021) for adoption.

The institutional structure of the Convention, in particular the set-up of the working and subsidiary bodies required for the implementation of the programme of work 2022-2024, is expected to remain similar to the current set-up, with the final decision on the activities of each body in the upcoming period to be taken depending on the outcomes of this survey and subsequent decisions by the Working Group on IWRM and the Meeting of the Parties.

INTRODUCTION TO THE SURVEY

Structure of the survey

The structure of the survey is based on the current programme of work 2019-2021 and its seven programme areas, as follows:

1. Increasing awareness of and accession to the Convention and application of its principles drawing on the benefits of cooperation;

2. Supporting monitoring, assessment and information sharing in transboundary basins;3. Promoting an integrated and intersectoral approach to water management at all levels

(water-food-energy-ecosystems nexus, water allocation, and National Policy Dialogues);4. Adapting to climate change in transboundary basins;5. Facilitating financing of transboundary water cooperation;6. Reporting on Sustainable Development Goal indicator 6.5.2 and under the Convention;7. Partnerships, communication and knowledge management.

The above-listed programme areas are closely interlinked. Therefore, linkages between the proposed activities will be strengthened when developing the 2022-2024 programme of work and during its future implementation.

The proposed activities mentioned in the survey were identified from the discussions at the meetings of intergovernmental bodies (i.e. Bureau, Working Group on IWRM, Working Group on Monitoring and Assessment and Task Forces) and proposals made by lead Parties and partners. Several activities represent continuing activities from the 2019-2021 programme of work, including those that could not be implemented due to the Covid-19 pandemic. The reporting under the Water Convention and on SDG indicator 6.5.2 also informs the programme of work development. Some activities included in this survey follow from previous decisions of the Meeting of the Parties (such as decision VI/1 on the establishment of the Implementation Committee and decisions VII/2 and VIII/1 on reporting under the Convention), as well as mandates received from UN bodies. Such activities will therefore be continued and are listed in the survey for information only (with no option to prioritize them).

We therefore invite the nominated focal points, when available, to fill out this survey. We also ask you to consult prior to filling in the survey, taking into account that some programme areas have links beyond water management (climate change, agriculture, effects of economic sectors, etc.). You can download the survey questions here to facilitate consultation process.

The survey requests the respondent first to select the programme areas that are of interest for his/her country/organization and then to indicate the level of priority for each activity proposed for the selected programme areas. It is possible to select all programme areas.

Finally, the survey allows you to describe in Question 10 any activities that you have not seen among the proposed activities and that would be important for your country/organization.

Important elements to remember when filling the survey

It is important to underline that the programme of work of the Water Convention cannot respond to all needs of all Parties and other countries. Only limited activities in the future programme of work can be focused on specific countries and basins. When answering the survey, we encourage you to consider the following criteria:

- Is the suggested activity of common interest / a common challenge? At which level is it applicable (local, regional, global)?- Is the suggested activity coherent with the specific nature of the work carried out under the Convention?- Is the Convention’s programme of work the most suitable framework to carry out such activity?- Are there any other partners that are better placed to implement the suggested activity? - Will the suggested activity have a tangible impact and make a difference?
